:00:27. > :00:29.volunteers in Bristol ` but the police say there's no truth behind

:00:30. > :00:42.this propaganda video. Payback time! Police raid several

:00:43. > :00:45.homes in a crackdown on burglars. Bristol's Lee Haskins will be

:00:46. > :00:50.defending his British bantamweight title in this room tonight. We'll

:00:51. > :00:53.speak to him live later. A police officer has been seriously

:00:54. > :00:57.injured after falling through a roof in Bristol. PC Chris Hardaway

:00:58. > :01:02.suffered serious head injuries as he was trying to find a suspected

:01:03. > :01:06.thief. The officer is now in a critical condition in hospital.

:01:07. > :01:10.Laura Lyon reports. In the early hours of this morning,

:01:11. > :01:14.a police helicopter team spotted a suspect on this roof in Cotham. He

:01:15. > :01:23.was being chased by PC Chris Hardaway. The police officer climbed

:01:24. > :01:29.onto the roof to start searching for the man, who is believed to have

:01:30. > :01:31.come over from the road behind. It was then that the officer fell

:01:32. > :01:35.through the roof, sustaining severe head injuries. People living close

:01:36. > :01:38.to the repair centre say it's not the first time someone has fallen

:01:39. > :01:42.through the roof. A forensic examination is being carried out at

:01:43. > :01:45.the scene. Tributes to the 26`year`old have been made from

:01:46. > :01:48.Chief Constable Nick Gargan, who on Twitter says, "Everyone's thoughts

:01:49. > :01:51.here, today, are with PC Chris Hardaway ` seriously injured

:01:52. > :01:54.overnight, doing his job". Assistant Chief Constable Anthony Bangham

:01:55. > :02:08.described PC Hardaway's actions as "brave and courageous". You can see

:02:09. > :02:14.by the scale behind and the lamp post, we will be looking to serve

:02:15. > :02:20.the community. Was this person trying to steal a car? We are really

:02:21. > :02:23.proud of him and the officers in this area who serve the public on a

:02:24. > :02:26.day`to`day basis. PC Hardaway's family and girlfriend have requested

:02:27. > :02:35.that no photo of the officer is released. We understand they remain

:02:36. > :02:38.with him at Frenchay Hospital. Officers want to talk to people who

:02:39. > :02:42.were in the area around 1:30 this morning and may have seen the

:02:43. > :02:45.suspect, who's described as male and over six foot tall and was wearing

:02:46. > :02:49.dark clothes and dark gloves. Laura is at the scene of the fall.

:02:50. > :02:52.How is he tonight? Avon and Somerset Police have told

:02:53. > :02:55.us that the 26`year`old is in a stable condition in hospital this

:02:56. > :03:00.evening, having been rushed into theatre for surgery on arrival at

:03:01. > :03:03.Frenchay Hospital this morning. While the forensic work may have

:03:04. > :03:06.finished, in the surrounding gardens and roads here on Hampton Road, and

:03:07. > :03:09.of course inside the building behind me, the investigation into what

:03:10. > :03:23.happened and who that suspect is continues. They are trying to find

:03:24. > :03:28.out exactly what happened here. The road is quite busy at the moment

:03:29. > :03:32.with lots of people walking past. Officers say it would have been

:03:33. > :03:36.relatively busy at 1:30am, particularly as people went home

:03:37. > :03:41.from bars and clubs and travel to and from work, even at that time of

:03:42. > :03:45.the morning. They want people who may have seen anyone out of breath,

:03:46. > :03:51.or resting, or anything out of the ordinary, to get in touch. They can

:03:52. > :03:57.do that by the Crimestoppers number or on the Bristol CID unit number,

:03:58. > :04:00.which is 101. Thames Water, which serves parts of

:04:01. > :04:04.Wiltshire and Gloucestershire, has been blocked from introducing an 8%

:04:05. > :04:07.hike in its prices next year. The company says it needs to make the

:04:08. > :04:10.one`off increase partly because of customers failing to pay their

:04:11. > :04:13.bills. But the regulator Ofwat has today stopped the rise, saying it

:04:14. > :04:17.isn't justified. The police say they are trying to

:04:18. > :04:20.trace a number of people, following a sexual assault in Bristol. A

:04:21. > :04:23.20`year`old man was attacked in Queen's Square early yesterday

:04:24. > :04:26.morning. Detectives say they believe several people may have been

:04:27. > :04:32.involved, and are trying to trace anyone who was in the area between

:04:33. > :04:35.2am and 4am. Community leaders are warning that

:04:36. > :04:39.more needs to be done to stop young people in the West becoming

:04:40. > :04:42.radicalised by terrorist groups The police have examined a propaganda

:04:43. > :04:44.video which was released by the terrorist organisation Al`Shabab,

:04:45. > :04:51.claiming to have recruited members in Bristol. Detectives say there's

:04:52. > :04:54.no evidence to back the claims. However, there are concerns that

:04:55. > :04:59.some young people in deprived areas of the city could be targeted.

:05:00. > :05:04.Charlotte Callen reports. Al`Shabab is a terrorist

:05:05. > :05:06.organisation with links to Al`Qaeda. In this propaganda video, probably

:05:07. > :05:16.filmed in Somalia where the group originate, their message is aimed

:05:17. > :05:19.directly at Britain. We are accompanied by many Somali brothers

:05:20. > :05:23.from London, Liverpool, Cardiff Bristol and Birmingham. The group

:05:24. > :05:26.are believed to be responsible for the deaths of at least 67 people,

:05:27. > :05:31.some of whom were British, when militants stormed this Nairobi

:05:32. > :05:34.shopping centre on 21 September We have no evidence to back Al

:05:35. > :05:39.Shabab's claims they've recruited members from here in Bristol.

:05:40. > :05:42.Nevertheless, this propaganda video, has caused concern amongst some `

:05:43. > :05:49.especially in communities like here in Easton, where there's a large

:05:50. > :05:52.Somali Muslim population. Hibaq Jama is the first Somali`born councillor

:05:53. > :05:56.in the city. She moved to Bristol when she was two and has spent much

:05:57. > :05:59.of her adult life working with the growing local community. There are

:06:00. > :06:09.now thought to be over 20,000 Somalians living in the city. As

:06:10. > :06:11.austerity continues to bite and communities and families are

:06:12. > :06:17.poorer, youth centres continue to close and young men in particular an

:06:18. > :06:20.disenfranchised and shut out from society, what are the chances of

:06:21. > :06:23.them being radicalised? The Met Police and local officers from Avon

:06:24. > :06:28.and Somerset have examined the video too. Here in Bristol, they say

:06:29. > :06:35.community teams work closely with local mosques and Muslim leaders in

:06:36. > :06:38.the city. They were tipped off by the community about Andrew Ibrahim,

:06:39. > :06:43.who was a young Muslim convert, convicted of planning a terrorist

:06:44. > :06:47.bomb attack in Bristol in 2009. Whilst we are never complacent about

:06:48. > :06:50.these things, we are pretty relaxed about the situation because we've

:06:51. > :06:53.got excellent community relations with our Somali and other diverse

:06:54. > :06:58.communities within Bristol. We haven't picked up any tension and we

:06:59. > :07:03.are pretty confident that we would. Working with the community is an

:07:04. > :07:12.ethos share that this school, where many of the local Somali children

:07:13. > :07:16.are pupils. We don't allow any sense of exclusion to allow those thoughts

:07:17. > :07:21.of being different to creep in. We've spent money on blazers this

:07:22. > :07:34.year so pupils are very proud of their sense of belonging and are

:07:35. > :07:37.part of this community. There's no evidence to suggest any people from

:07:38. > :07:39.Bristol have fallen for this Al`Shabab propaganda. But there s no

:07:40. > :07:43.doubt the British authorities are keeping a close eye on things.

:07:50. > :07:52.told they are facing a prison sentence, after plundering cash from

:07:53. > :07:55.the sale of an elderly neighbour's house. 85`year`old Roy Coleman

:07:56. > :08:01.signed over his financial affairs to his friends when he was diagnosed

:08:02. > :08:05.with dementia. Instead of looking after him, they spent his money `

:08:06. > :08:07.even using it to pay for their daughter's wedding. Here's our

:08:08. > :08:11.health correspondent Matthew Hill. Is your daughter's wedding more

:08:12. > :08:19.important than paying for Mr Coleman's nursing home? Andrew and

:08:20. > :08:23.Karen Sill and is working to get away after appearing in court this

:08:24. > :08:27.morning. They ran this pub in Somerset which is now up for sale

:08:28. > :08:31.but earlier this year they ran into financial problems, which is when

:08:32. > :08:35.they decided to do forward and old friend of theirs who had dementia.

:08:36. > :08:40.Roy Coleman now lives in this care home. The couple persuaded him to

:08:41. > :08:48.hand over his finances but siphoned off ?20,000 for themselves and their

:08:49. > :08:52.daughter's wedding. The judge said this was a particularly mean offence

:08:53. > :08:55.` taking advantage of a friend who is in considerable distress, and

:08:56. > :08:58.confused shortly after the death of his wife. The case was adjourned for

:08:59. > :09:02.further reports ` but he warned the couple they face a custodial

:09:03. > :09:04.sentence of at least two years. This solicitor specialises in helping

:09:05. > :09:07.clients with dementia and says not enough is being done to prevent them

:09:08. > :09:11.from being defrauded. We see far too many clients who are put in this

:09:12. > :09:16.position by people they trust. The difficulty we find is that whilst we

:09:17. > :09:19.can put in place a good and solid robust legal framework to manage

:09:20. > :09:22.their financial affairs, the mechanism by which that framework is

:09:23. > :09:27.subsequently policed and monitored just isn't good. Mr Coleman didn't

:09:28. > :09:32.want to appear on camera today but did tell me he would have given the

:09:33. > :09:35.couple the money if they'd only asked. The couple have been warned

:09:36. > :09:48.they may go to prison for at least two. `` two years.

:09:49. > :09:52.Joining us now is Judith Brown, chair of the Bristol Older People's

:09:53. > :09:55.Forum. A lot of people are signing these documents, which are essential

:09:56. > :09:58.if you want to get your bills paid etc if you're not able to do it

:09:59. > :10:03.yourself. What precautions should you take? So many people just trust

:10:04. > :10:07.the people that they give this too. If I ruled the world, I would say

:10:08. > :10:11.that every time something like this is registered with the Court of

:10:12. > :10:15.protection or the public Guardian office, a little should go on a

:10:16. > :10:19.computer file saying, let's look at this in six months and see if it's

:10:20. > :10:22.working. It's normally family members you would asked to look

:10:23. > :10:28.after your affairs if you're not able to do so. There has to be love

:10:29. > :10:32.and trust involved. You would hope so. This is an appalling thing and

:10:33. > :10:37.you may not know this but there is a report that shows 500,000 older

:10:38. > :10:43.people a year get ripped off by people who taken over the control of

:10:44. > :10:46.their affairs. This is terrible because it's not just financial

:10:47. > :10:51.abuse but emotional abuse, because they're just ripping away a part of

:10:52. > :10:56.your heart. I guess in some cases, there is no excuse for it, but it is

:10:57. > :11:02.mum or dad or auntie's money they are looking after and they think, "

:11:03. > :11:08.it's going to come to me anyway . That is not the point, though, is

:11:09. > :11:14.it? That is surely not why you would want to take care of your older

:11:15. > :11:23.relative. What sort of checks are you suggesting? The government rules

:11:24. > :11:25.the Court of protection and the Office of Public Guardian and they

:11:26. > :11:31.are the people who are supposed to look after the powers of attorney

:11:32. > :11:34.once they are registered and I'm suggesting that when it's registered

:11:35. > :11:39.we should have integrated systems so that they monitored to see that they

:11:40. > :11:42.are working in the interest of the person concerned. But that would

:11:43. > :11:50.mean the friend or relative would have to go and say, yes, I did buy

:11:51. > :11:54.mum a new bed or chair and justify that expenditure. That's exactly

:11:55. > :12:00.what I did when I was doing it for my mother. I kept a record of every

:12:01. > :12:04.penny I spent. I had it all the time I was doing that and nobody ever

:12:05. > :12:07.asked me to account as to whether I was spending that money properly and

:12:08. > :12:13.I think that is a disgrace. Thank you for coming in.

:12:36. > :12:39.A burglary victim's told Points West how his computer was returned to him

:12:40. > :12:42.just 45 minutes after it was stolen ` thanks to a tracking device on his

:12:43. > :12:45.laptop which directed police officers straight to the thief.

:12:46. > :12:50.Detectives are now urging us to use new technology to guard our

:12:51. > :12:53.valuables. Scott Ellis reports. Eight arrests early this morning, of

:12:54. > :12:56.men in Bristol suspected of selling stolen goods. All these were

:12:57. > :13:01.bicycles found in one house in Southmead. This one's already back

:13:02. > :13:12.with its original true owner. The police think we can also help put

:13:13. > :13:15.burglars out of business. IPhones and items like that have software

:13:16. > :13:21.tracking apps that can be downloaded and you can put your details online,

:13:22. > :13:25.so if we find stuff in warrants like we do today, we can get it back to

:13:26. > :13:28.you very quickly. This burglary victim ` who wants to remain

:13:29. > :13:32.anonymous ` was woken by a thief who made off with his laptop. It had a

:13:33. > :13:35.tracking app installed. Once activated, a policeman used a mobile

:13:36. > :13:38.phone to pinpoint the crook, who'd fled through the streets on a

:13:39. > :13:47.bicycle. Within minutes he was caught by officers in a patrol car.

:13:48. > :13:54.I never thought in a thousand years that that would work and there it

:13:55. > :14:04.was. It's just incredible. How much did the Apple cost? It was a free

:14:05. > :14:07.up. `` free app. The police are also targeting Bristol's 200 second`hand

:14:08. > :14:15.shops, ensuring traders don't turn a blind eye to stolen goods. Giving

:14:16. > :14:17.them the legislation, the advice and guidance and telling them that if

:14:18. > :14:21.they don't want to adhere to what we recommend, we will be watching them

:14:22. > :14:23.and using enforcement tactics like warrants. This city centre store

:14:24. > :14:27.already checks serial numbers on every electrical item brought in, to

:14:28. > :14:29.find out if they're reported stolen. It's system which works best if

:14:30. > :14:40.everyone registers their valuables on online database sites. The more

:14:41. > :14:44.people that do it, the fewer avenues there are for people to take stolen

:14:45. > :14:49.goods. If it's been registered, it can always be tracked. And you can

:14:50. > :14:52.tip of the police? We report everything we find as stolen. The

:14:53. > :14:55.police recommend registering valuables on a site called

:14:56. > :14:58.immobilise.com. In the last year in Bristol, 175 items have been

:14:59. > :15:02.returned. Not this pile of stolen goods, though. They remain in

:15:03. > :15:10.storage and will probably be auctioned off.

:15:11. > :15:13.A field of remembrance was officially dedicated this morning

:15:14. > :15:17.near Royal Wootton Bassett in Wiltshire. 46,000 crosses were

:15:18. > :15:23.planted by serving soldiers and local school children at Lydiard

:15:24. > :15:26.Park. One young mother came to plant a cross for her fiance, who was

:15:27. > :15:37.killed in Afghanistan. Here's Sally Challoner.

:15:38. > :15:42.The heavens opened and the rain came, as a dedication service began

:15:43. > :15:52.for this field of remembrance near Royal Wootton Bassett. We put faith

:15:53. > :15:55.in the future... But the mood remained respectful and poignant `

:15:56. > :15:57.to remember all those killed in conflict. There are 46,000

:15:58. > :16:00.individual crosses here, planted by serving soldiers, and local school

:16:01. > :16:08.children learning about the sacrifices made over nearly a

:16:09. > :16:16.century. The most recent, that of Warrant Officer Ian Fisher, killed

:16:17. > :16:19.in a suicide bombing just days ago. It can be very important from a

:16:20. > :16:22.national point of view to have formal act of remembrance but it's

:16:23. > :16:26.also very personal. A lot of people have trends and families who have

:16:27. > :16:30.served and who have died so it gives them a chance to come along and pay

:16:31. > :16:33.their respects. Some of the inscriptions are very recent but

:16:34. > :16:37.some go back a long time and the sense of loss is still immediate and

:16:38. > :16:40.very, very powerful. Among the guests today was Emma Hickman. She

:16:41. > :16:43.planted a cross for her fiance, Private Daniel Ward, who was killed

:16:44. > :16:52.in Afghanistan last year ` three months before the birth of his

:16:53. > :16:55.daughter Lexie`Mai. I have so many things to show her when she's

:16:56. > :17:01.older, so she will always remember what a very brave man he was. She

:17:02. > :17:11.keeps me strong because she's so much like her dad. Emma is one of

:17:12. > :17:15.thousands receiving help from the Legion. The charity spends millions

:17:16. > :17:18.of pounds every year, most of it raised during the Poppy Appeal. This

:17:19. > :17:29.garden is one of six across the country, and will be here until

:17:30. > :17:32.Sunday November 18th. Strong emotions this weekend.

:17:33. > :17:37.Sport ` and Lee Haskins puts his British bantamweight title on the

:17:38. > :17:41.line tonight. The Bristol boxer s fight against Jason Booth is top of

:20:48. > :20:51.extraordinary. Absolutely lovely. And to see him playing for Bristol

:20:52. > :20:53.and to put the Bristol shirt on is just lovely. Once again this season,

:20:54. > :20:56.Bristol are favourites to win promotion. It's a tag they've

:20:57. > :21:03.struggled with over the last few years. Maybe we weren't as prepared

:21:04. > :21:07.as we could have been. We got to the pressure stage at the end of the

:21:08. > :21:12.season. If you look at the goal we've set now and the culture we've

:21:13. > :21:16.set in place, I've never seen it so strong in this competition across

:21:17. > :21:19.all positions. As it stands, we re in a pretty good position to achieve

:21:20. > :21:23.that goal. And if they can fulfil their dream of making it to the

:21:24. > :21:26.Premiership, no one will be prouder than George Watkins' family.
