:00:28. > :00:36.well. Two more West Country fire services say they plan to merge

:00:37. > :00:41.The other stories making the news in the West: The father jailed for

:00:42. > :00:49.shaking his baby. The little girl dies after the assault. The NSPCC

:00:50. > :00:53.warn just how fragile babies are. No room at the inn ` a Christmas Day

:00:54. > :00:55.lunch for the lonely is so popular that some pensioners are being

:00:56. > :00:58.turned away. And carrying the hopes of the West

:00:59. > :01:10.Country ` will this rugby coach taste victory at Sunday's BBC Sports

:01:11. > :01:13.Personality Awards? Good evening. Hundreds of square

:01:14. > :01:16.miles of the West Country are without fire cover tonight after

:01:17. > :01:21.another walk`out by staff across the entire region. They went on strike

:01:22. > :01:29.at 6pm and will stay out for four hours. Fire chiefs are in the

:01:30. > :01:32.control room and a skeleton service will be in operation, staffed by

:01:33. > :01:35.managers and nonunion members. It's come on the day that two of our

:01:36. > :01:39.brigades in Wiltshire and Dorset have announced plans to merge, as

:01:40. > :01:43.the financial crisis in the fire service deepens. Scott Ellis is at a

:01:44. > :01:50.central fire station in Bristol tonight.

:01:51. > :01:54.On strike for the fifth time in recent weeks over plans to raise

:01:55. > :01:56.retirement from 55 to 60 and up their pension contributions. It s

:01:57. > :02:01.all because the Government wants to reduce public spending. And those

:02:02. > :02:05.cuts are so deep in Wiltshire and Dorset, they feel the only solution

:02:06. > :02:08.is to merge the two fire services. But unions will tell you bigger

:02:09. > :02:13.isn't better. Their managers might privately agree, but times are

:02:14. > :02:18.tough. Publicly, that is the message. Wiltshire's chief fire

:02:19. > :02:22.officer told us today that if he doesn't make savings, the brigade

:02:23. > :02:25.will go bust in two years' time For that reason, Wiltshire and Dorset

:02:26. > :02:29.fire services are planning to merge. The two fire authorities say it

:02:30. > :02:33.makes sense. They're both predominantly rural so attend

:02:34. > :02:36.similar call outs. Both mostly use firefighters who are on`call or

:02:37. > :02:43.retained, rather than full time And they already work together because

:02:44. > :02:47.of their shared border. The financial situation is fundamental.

:02:48. > :02:53.We have got to get our finances in line. Looking at 2017, we are

:02:54. > :03:00.looking at a significant budget deficit of around ?3 million to ?4

:03:01. > :03:06.million. It is about resilience and making sure the front line services

:03:07. > :03:09.not put at any risk at all. The joint fire service would become the

:03:10. > :03:12.fourth biggest in the UK. Saving money by sharing a control centre

:03:13. > :03:15.based in Devizes and reducing back`room staff. It's hoped that

:03:16. > :03:21.will lessen, not eliminate, the impact of cuts on front line staff.

:03:22. > :03:27.So, do Wiltshire's taxpayers buy it? As long as the service does not

:03:28. > :03:33.change, I cannot really see what the problem is. If it resulted in

:03:34. > :03:41.closing fire stations, then I would be a bit worried the fire engines

:03:42. > :03:47.would be further away from the outlying villages. It depends if the

:03:48. > :03:55.merge means they are better able to focus. I do not know whether that

:03:56. > :03:58.would be the case. Unions say mergers don't solve the underlying

:03:59. > :04:01.funding issues. Citing the example of the 2007 merger of Devon and

:04:02. > :04:07.Somerset fire brigades, the FBU says one in five front line staff still

:04:08. > :04:11.face losing their jobs. Managers say it has been a success and cuts would

:04:12. > :04:17.have been far worse without a merger. Wiltshire and Dorset may

:04:18. > :04:20.maintain separate identities after merger. Otherwise, one name option

:04:21. > :04:29.is the Wessex Fire and Rescue Service.

:04:30. > :04:33.Let us talk now to a man from the Fire Brigades Union. The chief says

:04:34. > :04:40.he will break bust in two years time and has no choice but to merge. It

:04:41. > :04:45.is symptomatic of what is becoming a financial crisis. Firefighters

:04:46. > :04:50.taking strike action in defence of their jobs and pensions. The

:04:51. > :04:55.efficiency comes from merging. You cannot have it both ways. When the

:04:56. > :05:00.two brigades come together, they will sell off assets. The cuts will

:05:01. > :05:07.catch them up. We have an example of this. Devon and Somerset say they

:05:08. > :05:11.are in a stronger position. The reality is they have recently put in

:05:12. > :05:16.place the most massive cuts we have seen in the south`west.

:05:17. > :05:20.150 front line jobs cut. The reality is that this will happen to the

:05:21. > :05:27.public, we will have a situation where once there were two pumps and

:05:28. > :05:32.now there is one. That is the station that responded to the M

:05:33. > :05:43.disaster. It will impact on public safety. There is another strike

:05:44. > :05:45.between 6pm and 10pm tomorrow night. A Bristol father who killed his

:05:46. > :05:49.four`month`old daughter has been jailed for six years. The little

:05:50. > :05:52.girl called Paris was shaken by her father after she had been crying.

:05:53. > :05:55.The tragedy has highlighted the number of children who've died after

:05:56. > :05:57.being shaken by their parents. Children's charities are now warning

:05:58. > :06:00.new parents just how vulnerable babies can be. Here's our home

:06:01. > :06:05.affairs correspondent Steve Brodie. Paris Vince Stephens was just 1

:06:06. > :06:08.weeks old when she died. During his trial, her father, 25`year`old

:06:09. > :06:14.William Stephens, admitted he'd shaken his daughter when he'd been

:06:15. > :06:17.left to look after her in January. When Paris was brought here to

:06:18. > :06:20.Bristol's Children's Hospital, she was discovered to be suffering from

:06:21. > :06:26.catastrophic head injuries and died three days later with irreversible

:06:27. > :06:30.brain damage. This image shows how easily babies can be injured by

:06:31. > :06:33.violent shaking. Children's charities are so concerned about the

:06:34. > :06:39.number of cases they're seeing they're going to warn all new

:06:40. > :06:44.parents of the dangers. They are hoping it will educate families that

:06:45. > :06:52.such an impulsive move could cause catastrophic harm. A family, if they

:06:53. > :06:55.are fraught and Andrey, if `` and angry, you put the baby down and

:06:56. > :07:00.leave them rather than having the moment of anger where you can cause

:07:01. > :07:03.so much harm. The court heard William Stephens had one of the

:07:04. > :07:07.lowest IQs in the country, had a history of violence and lied to

:07:08. > :07:10.paramedics when they were called to the flat where Paris and her mother

:07:11. > :07:13.Danah Vince were living. Jailing Stephens for six years, the judge Mr

:07:14. > :07:17.Justice Teare told him, no`one knows why you lost your temper and you

:07:18. > :07:20.yourself admitted that Paris was crying. This is not a case when a

:07:21. > :07:23.baby has recently been illtreated. Your actions were not premeditated,

:07:24. > :07:32.there were spontaneous, but they did result in a death. The sentence of

:07:33. > :07:36.six years made call for astonishment and among the public. They will say,

:07:37. > :07:40.how is it when you kill a baby you end up with six years? It is

:07:41. > :07:45.important the community understands this was a case of manslaughter He

:07:46. > :07:51.was not guilty of murder. He did not intend to kill the child. He did not

:07:52. > :07:56.intend to cause serious harm. Life sentences are generally for murder

:07:57. > :07:58.cases. A Serious Case Review into how Bristol City Council social

:07:59. > :08:08.workers handled the couple has been completed but will not be made

:08:09. > :08:11.public until the new year. Lawyers for the Bristol businessman

:08:12. > :08:14.Shrien Dewani have been at the High Court in London asking judges to

:08:15. > :08:18.block his extradition to South Africa. Mr Dewani wants to delay his

:08:19. > :08:21.removal to face trial over his wife Anni's death until he has recovered

:08:22. > :08:26.from mental health problems. Mr Dewani denies any involvement in his

:08:27. > :08:32.wife's death. She was shot while on their honeymoon outside Cape Town in

:08:33. > :08:36.November, 2010. It's been revealed there are plans

:08:37. > :08:38.to cut general surgery at Cheltenham General Hospital and move it to

:08:39. > :08:41.Gloucestershire Royal within the next five years. In a leaked

:08:42. > :08:43.document seen by the BBC, Gloucestershire's Hospitals Trust

:08:44. > :08:47.outlines proposals to centralise general surgery and breast surgery

:08:48. > :08:50.in the county by 2018. The trust has defended it, saying it was an

:08:51. > :09:01.internal document in its early stages.

:09:02. > :09:04.The parents of a seven`year`old who died after heart surgery in Bristol

:09:05. > :09:07.have been leaked a hospital report which claims poor care may have

:09:08. > :09:10.contributed to his death. Last month, a coroner ruled Luke's death

:09:11. > :09:13.was neither predictable nor preventable. But his solicitor says

:09:14. > :09:24.the latest report should have been disclosed to the inquest. This is

:09:25. > :09:28.what turned up at the Post Office. The address in this parcel looked as

:09:29. > :09:31.if it has been scrawled by a child. But the hospital report it contained

:09:32. > :09:37.into the death of Luke Jenkins has shocked his parents. They did not

:09:38. > :09:45.want us to see it. Somebody obviously did. It is very concerning

:09:46. > :09:49.why they felt the need not to give it to the coroner. It is about our

:09:50. > :09:56.son and we are in title to see this information. `` we at entitled.

:09:57. > :09:59.After life`saving heart surgery Luke was discharged early from

:10:00. > :10:02.intensive care to this ward which had far lower nursing cover.

:10:03. > :10:05.Improvements have since been made at the hospital, including this new

:10:06. > :10:08.High Depency Unit. There have been four separate investigations by the

:10:09. > :10:11.hospital into Luke's death. The first found staffing levels were

:10:12. > :10:14.unsafe and a failure to recognise Luke's deteriorating condition had

:10:15. > :10:16.contributed to his death. Next, a review found that poor communication

:10:17. > :10:20.and team working and inadequate recognition of the severity of his

:10:21. > :10:28.illness may have contributed to Luke's ill`health or death. A third

:10:29. > :10:31.inquiry was far less critical. It found that staffing levels were not

:10:32. > :10:35.to blame and that it wasn't possible to say if his death was preventable.

:10:36. > :10:38.All three reports were disclosed to the coroner who concluded there d

:10:39. > :10:42.been no gross failure by the hospital. But the coroner didn't see

:10:43. > :10:45.this fourth report which has been leaked to the family. It was carried

:10:46. > :10:49.out months before the inquest, but the hospital didn't disclose it It

:10:50. > :10:53.questions the thoroughness of the more positive third report. It says

:10:54. > :11:03.its conclusions might have lacked validity because it failed to

:11:04. > :11:08.scrutinise Luke's clinical notes. To have this new document which was

:11:09. > :11:15.prepared by the trust in June but has only been disclosed now and

:11:16. > :11:20.obviously the reluctance... We do not know the source of the document

:11:21. > :11:25.but it is clearly at the trust `` people at the trust who felt the

:11:26. > :11:28.family should know about this. In a statement, the hospital says this

:11:29. > :11:31.leaked report was not disclosed because the coroner was not looking

:11:32. > :11:34.into the trust's investigation of Luke's death. And that all relevant

:11:35. > :11:38.documents were submitted and independent experts called. But

:11:39. > :11:41.Luke's parents believe all the evidence should have been put before

:11:42. > :11:44.the coroner. They're still planning to take legal action against the

:11:45. > :11:51.hospital. The Health Service Ombudsman is also investigating

:11:52. > :11:56.Luke's care. You're watching BBC Points West on

:12:29. > :12:31.for isolated pensioners in Marlborough in Wiltshire have had to

:12:32. > :12:35.start turning people away. Over 60 people have signed up for

:12:36. > :12:37.the event, with others now on a waiting list. Madeleine Ware

:12:38. > :12:41.reports. 87`year`old George's wife died five

:12:42. > :12:46.years ago. For the last few years on Christmas Day, he's attended a lunch

:12:47. > :12:54.for pensioners at the Town Hall It is a fantastic day. A social

:12:55. > :13:05.occasion. It is quite good. There are people here in the same boat as

:13:06. > :13:11.me. They are all mostly widows or widowers. It'll be the tenth year

:13:12. > :13:16.the Christmas lunch has been held here. The brainchild of Nigel Kerton

:13:17. > :13:19.and his wife, they run it with the help of volunteers and donations

:13:20. > :13:27.from local shops. And they can't keep up with demand. We started with

:13:28. > :13:31.30 people. Then the demand rose and gradually crept up to 40. For the

:13:32. > :13:40.last four or five years, it has been 44, 46. This year, we have an

:13:41. > :13:43.unprecedented record number of 4. We have had to start a waiting list

:13:44. > :13:47.for the first time ever and close the books. It would be nice for

:13:48. > :13:54.people to be aware of older people living in the streets. There are

:13:55. > :13:59.people I know who invite older people to come to them on Christmas

:14:00. > :14:03.Day and sometimes just a time close to Christmas. And it's a similar

:14:04. > :14:12.story in Frome in Somerset. This is The Big Christmas Get Together which

:14:13. > :14:15.began two years ago. It provides a Christmas lunch for the elderly

:14:16. > :14:19.people living alone and those who can't afford a good Christmas.

:14:20. > :14:22.Again, run by volunteers who say the numbers keep growing. Nigel Kerton

:14:23. > :14:25.is now urging other towns and cities to follow suit and provide a

:14:26. > :14:36.community Christmas lunch for people who might otherwise go without.

:14:37. > :14:39.A life`sized model dinosaur that roamed the Avon Gorge millions of

:14:40. > :14:41.years ago has been unveiled in central Bristol.

:14:42. > :14:44.The thecodontosaurus has taken two months to build, as part of a

:14:45. > :14:47.four`year project at the University of Bristol. Its bones were

:14:48. > :14:49.originally discovered on Durdham Downs nearly 200 years ago.

:14:50. > :15:00.Scientists have been finding out about its environment and lifestyle.

:15:01. > :15:07.It was a herbivore. It was eating plants. The locomotion was mostly on

:15:08. > :15:12.two, but it could also use four legs. It used to live on tropical

:15:13. > :15:20.islands. Bristol was very different to what it is now. There were small

:15:21. > :15:23.geckos roaming around and luxurious plants and he was feeding on those

:15:24. > :15:31.plants. Imagine bumping into that on the

:15:32. > :15:35.Downs! Music fans are in for a treat this

:15:36. > :15:38.weekend as the BBC Introducing radio programme goes on a tour of

:15:39. > :15:41.Wiltshire's up`and`coming talent. The team have taken cameras along

:15:42. > :15:45.with them and come up with something of a first, as Jules Hyam explains.

:15:46. > :15:48.It is a radio programme, a popular one. BBC Introducing showcases

:15:49. > :15:55.unsigned musical talent here in the West. But tomorrow, there's a twist.

:15:56. > :15:59.The team describe it as a just like their normal radio show, except with

:16:11. > :16:14.wanted to highlight the importance of online music videos for artists.

:16:24. > :16:26.special one, Gabrielle. She has had a lot of success. Sam and his fellow

:16:27. > :16:29.presenter Richard Pitt travelled around Wiltshire chatting with four

:16:30. > :16:36.different musical outfits who use video as part of their work. If you

:16:42. > :16:46.artist. I think it is vital. I think a lot of artists, frankly, and we

:16:47. > :16:51.spoke to a guy at a church in Wiltshire and he said, his band

:16:52. > :16:57.they only exist on new cheap. That is the only place they only really

:16:58. > :17:06.have any content `` they only exist on YouTube . You can see and hear

:18:30. > :18:35.to join a relegation fight. I feel like it humbles you, I have been too

:18:36. > :18:40.big clubs and bigger places where you have a bigger fan base. But I

:18:41. > :18:45.feel like being here has made me happy and that is the main thing. We

:18:46. > :18:51.saw that poster and we thought it was Yeovil Town. We are the pussycat

:18:52. > :18:54.that thinks it is a lion. Yeovil know they're the minnows of the

:18:55. > :18:58.Championship, but Johnson says the team's rise now needs to be matched

:18:59. > :19:00.off the field. They don't have a permanent training base, often

:19:01. > :19:05.borrowing pitches from local schools. We cannot always be

:19:06. > :19:09.scrimping and saving for things other teams that this level take for

:19:10. > :19:16.granted. You have got to make sure the players are comfortable when you

:19:17. > :19:19.bring in professional players from the premiership. We have got to

:19:20. > :19:24.catch up if they want to keep this football club in the division. These

:19:25. > :19:27.plans for a new stand and retail store have stalled because of local

:19:28. > :19:30.opposition. With all corporate boxes sold out for this Championship

:19:31. > :19:36.season, the club says it shows redevelopment is essential. The

:19:37. > :19:39.biggest stadium `` the bigger stadium, the more you can have

:19:40. > :19:44.hospitality packages and that is crucial for the long`term future of

:19:45. > :19:46.the football club. While Yeovil s players now appear comfortable with

:19:47. > :19:49.their Championship status, bridging the gap off the field is proving to

:19:50. > :19:56.be a greater challenge. It's bottom club Barnsley for Yeovil

:19:57. > :19:59.tomorrow. Here are all the fixtures including Steve Cotterill's first
