:01:16. > :01:18.A Gloucestershire woman, facing a long prison sentence in Indonesia

:01:19. > :01:21.for smuggling drugs, has appeared in court again today. Andrea Waldeck,

:01:22. > :01:24.who was a Police Community Support Officer in Cheltenham, says she was

:01:25. > :01:28.forced to carry Crystal Meth into Indonesia from China. Today she had

:01:29. > :01:31.a chance to respond to demands to send her to prison for 16 years

:01:32. > :01:34.Will Glennon reports. Back in court in the Indonesian town

:01:35. > :01:38.of Surabaya, Andrea Waldeck is fighting for her freedom and

:01:39. > :01:41.possibly her life. The 43`year`old, who used to be a Police Community

:01:42. > :01:48.Support Officer in Cheltenham, has admitted smuggling Crystal Meth into

:01:49. > :01:51.Indonesia from China. If if The maximum sentence is death, but the

:01:52. > :01:56.prosecution has asked for 16 years in prison. Today, as her defence

:01:57. > :02:07.began outlining their case, Andrea Waldeck was visibly emotional as she

:02:08. > :02:13.asked for leniency. You said she was sorry for how much she has

:02:14. > :02:19.disappointed herself, her family and her country, and said shopping is a

:02:20. > :02:26.shame that her former workplace have become. She maintained she was

:02:27. > :02:28.coerced into doing what she did Andrea Waldeck was arrested in

:02:29. > :02:32.Surabaya last year but the Indonesian legal process is long and

:02:33. > :02:35.drawn out. After several court appearances already, she'll be back

:02:36. > :02:42.again next week and it will then be another few weeks before a decision

:02:43. > :02:45.is made on her sentence. But with Indonesian drug laws, some of the

:02:46. > :03:02.toughest in the world, no`one is ruling out a harsh punishment.

:03:03. > :03:05.It's being claimed that the government's controversial cull of

:03:06. > :03:08.badgers cost millions more than expected. Figures from a wildlife

:03:09. > :03:11.charity suggest each badger shot in Somerset and Gloucestershire last

:03:12. > :03:14.Autumn cost more than ?4,000. Here's our political editor, Paul Barltrop.

:03:15. > :03:17.What price a dead badger? We know far fewer animals than planned were

:03:18. > :03:19.shot in Somerset and Gloucestershire during last Autumn's cull. Official

:03:20. > :03:22.targets were repeatedly missed, even as extra time and resources were

:03:23. > :03:27.allowed. Now detailed estimates for the amount spent are emerging.

:03:28. > :03:32.According to the charity Care for the Wild, carrying out the cull cost

:03:33. > :03:34.farmers ?1.49 million. Policing it cost the Gloucestershire and Avon

:03:35. > :03:39.and Somerset forces ?2.6 million, money they should get back from the

:03:40. > :03:45.Home Office. And other government expenses are reckoned to reach 3.2

:03:46. > :03:49.million. The total for just the first year of the cull is over 7

:03:50. > :04:00.million. We've done our own research and these figures look credible

:04:01. > :04:08.Taxpayers have had really bad for it. The expense of coal on record.

:04:09. > :04:13.If you look at the Welsh, but that did all those animals for 1.2

:04:14. > :04:17.million It's very disappointing for the government. Ministers have long

:04:18. > :04:20.talked about the cost to the country of bovine TB. They said the cull

:04:21. > :04:23.would help dent the disease and bring down the billion`pound bill

:04:24. > :04:27.but today's figures suggest it could actually end up costing taxpayers

:04:28. > :04:30.more. Part of the problem was that the techniques used to shoot badgers

:04:31. > :04:39.proved problematic. The National Farmers Union recently hinted there

:04:40. > :04:44.would be changes. Will have learnt a phenomenal and out with the two

:06:04. > :06:09.around Tewkesbury and Minsterworth, where businesses have been counting

:06:10. > :06:12.the cost of the floods. In Wiltshire, rising river levels and

:06:13. > :06:15.surface water have proved problematic for motorists over the

:06:16. > :06:22.last few days, although flood waters are receding. And in Somerset, in

:06:23. > :06:24.some of the worst affected areas, like Muchelney, people are

:06:25. > :06:32.completely cut off and relying on boats for vital supplies. Our

:06:33. > :06:43.reporter, Fiona Lamdin, has been on the Somerset Levels all day and

:06:44. > :06:50.joins us now. This is the sixth night for the community. They are

:06:51. > :06:56.three quarters of a mile up this road that is fast turning into a

:06:57. > :07:03.steady river. You can see and lapping here. Right now, but not

:07:04. > :07:08.required, but today, this resembled many mini port pedal boats bringing

:07:09. > :07:17.food and prescriptions making nine or ten journeys. This isn't the only

:07:18. > :07:24.community affected by flooding. An unusual commute to work. But with

:07:25. > :07:29.the main road deep underwater, a tractor seems the best option. We

:07:30. > :07:40.are getting into very deep water now. Only bought. If you, they used

:13:01. > :13:04.be studied by police and other agencies who work with young people

:13:05. > :13:08.in Gloucester. The number of gangs in the city is in double figures and

:13:09. > :13:11.work is being done to try and tackle the problem. The new diploma will

:13:12. > :13:14.give those working with gangs a better understanding of the issues.

:13:27. > :13:30.A former member of one of Gloucester's biggest gangs. It's

:13:31. > :13:34.easy to see how vulnerable people are attracted. The police's avenger

:13:35. > :13:50.task force is targetting them to encourage them to change. Thanks

:13:51. > :13:58.very much hour days. Most of these young people have issues of the

:13:59. > :14:01.acting is something that it was built to. Police work alongside drug

:14:02. > :14:05.agencies, social workers and housing associations to tackle gangs. Now a

:14:06. > :14:14.new gang diploma is will be used to help them understand the issues

:14:15. > :14:25.Social work comes with a protection of children ethic. Putting it

:14:34. > :14:43.knowing who they are, so a screening tool will be used to spot the signs.

:14:58. > :15:11.diploma because fully understanding gang culture will be better for

:15:12. > :15:19.those caught in it. First to say, I need to do it big now. What we do to

:15:20. > :15:22.change that? Gang culture in Gloucestershire isn't yet a serious

:15:23. > :15:25.problem but the potential is there. This diploma one of many measures

:15:26. > :15:32.being used to prevent it spiralling out of control.

:15:33. > :15:35.There are warnings that fruit producers in the West could suffer

:15:36. > :15:39.after new rules about immigration came into force over the New Year.

:15:40. > :15:44.Workers from Romania and Bulgaria regularly travel here each summer to

:15:45. > :15:48.pick fruit. But from now on, people from those countries can come to the

:15:49. > :15:52.UK to work all year round and some farmers are concerned that will mean

:15:53. > :15:53.the best workers will opt for full`time jobs rather than the

:15:54. > :16:14.seasonal work. Laura Jones reports. It's a hot topic whenever the

:16:15. > :16:23.subject of increased immigration comes up. Six days ago, on January

:16:24. > :16:27.first, the rules about migration in the European Union changed. People

:16:28. > :16:32.from Romania and Bulgaria are now free to live and work here in the

:16:33. > :16:35.UK. The changes prompted the usual questions about how many people from

:16:36. > :16:38.those countries would come and what that would mean, but also some more

:16:39. > :16:47.unusual questions about the knock`on effect it could have here in the

:16:48. > :16:50.West. Yionuts Chupietu is from Romania but he's been working here

:16:51. > :16:54.on and off for seven years, helping to harvest raspberries on a farm in

:16:55. > :16:58.Somerset. He's a qualified accountant but has been working here

:16:59. > :17:01.on a temporary seasonal visa. The worry for his employer is that

:17:02. > :17:05.because workers like Yunitz will no longer need any work permit, they

:17:06. > :17:13.will seek more permanent work here instead. If I were to January, they

:17:14. > :17:20.can be in the UK, working as long as they like. The temptation will be

:17:21. > :17:22.for the better people to search for full`time jobs. A leading migration

:17:23. > :17:28.expert in Bristol, though, says those fears may prove to be

:17:29. > :17:36.unfounded. Workers who have come in the past on the seasonal schemes can

:17:37. > :17:42.still come under the existing system. They may be tempted into the

:17:43. > :17:47.lines of work, but I would think that so long as the wages are right

:17:48. > :17:52.and the conditions are right, it is still a very attractive option for

:17:53. > :17:55.numbers of Eastern European workers to come and work in agriculture in

:17:56. > :17:58.the UK. No`one knows how many Romanians and Bulgarians will take

:17:59. > :18:02.advantage of the new rules but the hope here on the farm is that the

:18:03. > :18:06.pickers keep on coming. And you can see the full story when

:21:14. > :21:19.in the end, the whole wedding was donated by the good people of

:21:20. > :21:23.Swindon. Sally Challoner was there. It's a moment Gary Savory thought he

:21:24. > :21:28.might not live to see, walking his daughter Hayley up the aisle. But

:21:29. > :21:33.this wedding was put together in just a month, thanks to the Facebook

:21:34. > :21:37.community. Hayley's friends Louise and Mark put out an appeal after she

:21:38. > :21:41.said she wanted the wedding to be earlier so her dad could be there to

:21:42. > :21:46.give her away. But weddings are expensive and there's so much to do.

:21:47. > :21:53.But in just days, they were overwhelmed with offers of help

:26:39. > :26:44.will be a windy day. But further northwards, the showers will tend to

:26:45. > :26:49.be fewer and further between. You will notice a window with less

:26:50. > :26:53.showers anyway. But as we run through towards the tail end of the

:26:54. > :26:58.day, we start to introduce this next feature from the south. It

:26:59. > :27:04.introduces the threat of this more heavy cluster of rain. We will have

:27:05. > :27:15.to keep in mind that. Temperatures tomorrow will be mild, despite the
