:00:29. > :00:31.hour. But while he was waiting to be sentenced he did it again. Our
:00:32. > :00:34.Gloucestershire reporter, Steve Knibbs reports A busy morning on the
:00:35. > :00:37.outskirts of Gloucester and in the green Puma ahead, a 24`year`old
:00:38. > :00:51.father from the Forest of Deane Christopher Wright.
:00:52. > :00:54.With police on his tail, Wright take more chances and goes faster and
:00:55. > :01:02.faster and ` although it's purely a technicality at this point ` sets
:01:03. > :01:11.off the speed camera. With no end in sight, police try to shunt him off
:01:12. > :01:13.the road, but to no avail. So the officer who's been right behind him
:01:14. > :01:29.all the way decides to intervene. Wright is arrested and later admits
:01:30. > :01:38.dangerous driving and having no insurance.
:01:39. > :01:45.In last July the police filmed him driving at nearly 100 mph. The limit
:01:46. > :01:48.is just 50. The judge told that last July he demonstrated a complete
:01:49. > :01:50.disregard for the safety of others and that it was only by chance that
:01:51. > :01:56.no one was killed or seriously injured. But it didn't stop there `
:01:57. > :01:59.while awaiting sentencing for that incident, Wright was caught again
:02:00. > :02:02.just last month, this time in the early hours of the morning driving
:02:03. > :02:05.at huge speeds through the centre of Cinderford in pouring rain. Tracked
:02:06. > :02:07.by police helicopter and officers on the ground, he's eventually brought
:02:08. > :02:21.to a stop by a stinger device. Wright admitted dangerous driving
:02:22. > :02:25.again and possessing cannabis. He told police he was an idiot and that
:02:26. > :02:29.there was no excuse for what he did. The judge jailed him for two and a
:02:30. > :02:32.half years and banned him from driving for four years. An outcome
:02:33. > :02:40.that, on several occasions, came close to being much worse.
:02:41. > :02:43.A new psychiatric unit opened in Bristol today which should mean
:02:44. > :02:46.fewer people with mental health problems having to go into police
:02:47. > :02:53.cells when detained under the mental health act. Hundreds of patients in
:02:54. > :02:57.the West, some as young at 11, were locked in cells last year but the
:02:58. > :03:08.unit at Southmead Hospital aims to change that. Our Health
:03:09. > :03:12.Correspondent Matthew Hill reports. I was placed in a cell overnight and
:03:13. > :03:16.was very distressed with hallucinations and psychosis. I had
:03:17. > :03:20.the worst night of my life. I was roughly treated. I was looking for
:03:21. > :03:28.help and support and ended up arrested.
:03:29. > :03:32.Not a great place to spend the night if you are detained under the Mental
:03:33. > :03:37.health act. But from today, this will be able to admit patients so
:03:38. > :03:42.that they will not have to be detained in cells.
:03:43. > :03:46.This will be a very different experience. Patients will come into
:03:47. > :03:49.this assessment centre where they will be seen by a specialist mental
:03:50. > :03:55.health team who will discharge them within hours. Last year there were
:03:56. > :03:58.over 1000 patients in the West because they were arrested and
:03:59. > :04:05.detained under the Mental Health Act. Of those, 646 had to be locked
:04:06. > :04:08.in a police cell. The Police and Crime Commissioner has welcomed this
:04:09. > :04:13.development, but is concerned that they will not yet be able to take
:04:14. > :04:17.children under 16. There is no provision at the moment
:04:18. > :04:24.in this area for young people. That is exactly, completely the wrong
:04:25. > :04:28.thing to do. If you think in the last year there were ten children
:04:29. > :04:32.who were put into police cells, that is absolutely wrong and we should
:04:33. > :04:35.not be all the reading it. Being detained under the Mental
:04:36. > :04:41.Health Act is traumatic enough, so if cells can be avoided, that can
:04:42. > :04:44.only give patients peace of mind. Police horses have been drafted onto
:04:45. > :04:49.the Somerset Levels to stop thieves taking advantage of flood victims.
:04:50. > :04:54.They're patrolling the area to deter criminals who've already stolen
:04:55. > :04:57.heating oil and quad bikes. Meanwhile there's been an angry
:04:58. > :05:01.reaction to remarks made by the chairman of the Environment Agency
:05:02. > :05:04.who said that rural homes may need to be sacrificed to save urban areas
:05:05. > :05:08.from flooding. A Gloucester man aiming to be the

:06:11. > :06:14.to make a decision whether to give up, which I felt like doing, or
:06:15. > :06:19.continue on and battle through the agony. Every single step was
:06:20. > :06:24.painful. It looks like permanent damage has taken place on the food,
:06:25. > :06:28.but I'm glad that I've actually found something that makes a
:06:29. > :06:34.difference to other people's lives. What an achievement! We're back with
