:00:18. > :00:21.that they will be able to gdt insurance for their homes in the

:00:22. > :00:24.future. As the waters begin to recede on the Somerset Levels,

:00:25. > :00:28.people are getting back into their houses and beginning to cle`n up.

:00:29. > :00:32.But they face many months of work and the costs will run into hundreds

:00:33. > :00:36.of thousands of pounds. Will Glennon's been to Muchelney today.

:00:37. > :00:40.This is the home of Liz and Peter Nightingale. It has been under water

:00:41. > :00:45.for eight weeks. Then finally, on Wednesday, they reclaimed their

:00:46. > :00:51.downstairs floor. The water came in about 13 inches. That is sthll

:00:52. > :00:54.pretty damp in the fireplacd. The Nightingales have lived on the edge

:00:55. > :01:01.of Muchelney for 17 years and only flooded for the first time last

:01:02. > :01:04.year. Their home insurance rocketed. They offered me, er, a renewal with

:01:05. > :01:12.special terms, which amounts to approximately doubling of the

:01:13. > :01:18.premium and a huge excess. What size excess? Well, the excess on this

:01:19. > :01:22.building is ?15,000. If people in these flooded areas of Somerset were

:01:23. > :01:25.left to the Open market, thdy probably wouldn't get home

:01:26. > :01:31.insurance, they are too much of a financial risk now. They nedd the

:01:32. > :01:37.Government and the insurancd industry to work together to make

:01:38. > :01:42.sure they are not left on their own. A new scheme called Flood Rd is due

:01:43. > :01:44.to be put in place in 2015. That will keep things affordable.

:01:45. > :01:48.Affordability is not just about premiums, it is about excess as well

:01:49. > :01:52.and we know there is an increasing number of sizeable excesses out

:01:53. > :01:55.there, and that is why the Flood Re scheme won't just look at affordable

:01:56. > :01:58.premiums, but will make surd that flood excesses remain affordable as

:01:59. > :02:00.well. The Nightingales hadn't finished cleaning up from l`st

:02:01. > :02:04.year's floods when they got hit again this year. They have `lready

:02:05. > :02:11.begun their insurance claim but the whole process will be long `nd

:02:12. > :02:15.costly. For them, a huge prdmium and an excess into tens of thousands is

:02:16. > :02:24.simply the reality of living in a flood`prone area, and one they are

:02:25. > :02:28.resigned to. A protest's taken place on the Old

:02:29. > :02:35.Severn Bridge this morning, involving people who are concerned

:02:36. > :02:37.about high tolls. Both Severn bridges will become publiclx owned

:02:38. > :02:40.in 2018 once their original construction costs have been

:02:41. > :02:45.covered. Today, campaigners were asking for the tolls to be lowered

:02:46. > :02:49.or even scrapped in the futtre. They have a great effect on us, we

:02:50. > :02:52.are the local community frol the area. It affects small businesses,

:02:53. > :02:56.many of us have small busindsses in the area. Families, outings, we

:02:57. > :03:00.would spend more money in England even when we spend money in Wales.

:03:01. > :03:04.Dash England would spend more money in Wales. It would do the local

:03:05. > :03:07.economy a huge amount of good if they were reduced or banned

:03:08. > :03:10.altogether when the tolls come back into public ownership in 2008.

:03:11. > :03:14.The Department for Transport has said that no decisions have been

:03:15. > :03:16.made on toll pricing but anx future arrangements would need to lake

:03:17. > :03:19.proper provision for repaymdnt of Government costs and maintenance.
