:01:20. > :01:22.Points West that it doesn't think this winter's floods were sdrious

:01:23. > :01:25.enough to deserve European help A fund is available to help ET

:01:26. > :01:28.countries deal with natural disasters, but ministers sax they

:01:29. > :01:32.believe Somerset and Gloucestershire don't qualify. But opposition MPs

:01:33. > :01:37.say there's no reason not to ask Europe for money. David Garlston is

:01:38. > :01:45.in Strasbourg this evening. David, what do people over there

:01:46. > :01:54.say? I am in Strasbourg, the European

:01:55. > :02:01.home in France. This institttion does have money to help are`s which

:02:02. > :02:05.are affected by disasters, there is the national regional disaster zone

:02:06. > :02:12.and the regional disaster zone relief. Both we could apply for in

:02:13. > :02:16.theory. Coming of the money, please? I went to sleep one of the bosses,

:02:17. > :02:19.they call them commissioners and asked him, and he said Brit`in could

:02:20. > :02:25.apply for some cash and that would be considered seriously. Yot did

:02:26. > :02:29.point out there is some small print. First, the damage may not bd severe

:02:30. > :02:34.enough to warrant a claim, second it is too late it should have been a

:02:35. > :02:37.couple of weeks ago. And thhrdly Britain would lose is no cl`ims

:02:38. > :02:41.discount stock that is the background to why the UK hasn't

:02:42. > :02:44.applied for any cash. That hs disappointing to people livhng in

:02:45. > :02:47.Somerset as our correspondent reports.

:02:48. > :02:53.When is a crisis a disaster? One that qualifies for EU money. Ask

:02:54. > :02:56.flood victims like Ron Smith who is still drying out his house on the

:02:57. > :03:04.edge of the Somerset Levels and he'll give you a straight answer.

:03:05. > :03:09.There I see it it would probably cover a few MEPs expenses btt we are

:03:10. > :03:12.talking about very small suls of money by European standards. We

:03:13. > :03:16.should be given that money unconditionally, it is an elergency.

:03:17. > :03:19.But it seems that's not the way the government sees it. We've sden a

:03:20. > :03:23.letter from the floods minister which makes it plain the government

:03:24. > :03:27.won't be applying for money from a European pot designed to help with

:03:28. > :03:35.natural disasters. His boss has said that's because the damage c`used by

:03:36. > :03:40.the floods isn't bad enough. I would be perfectly happy to apply if we

:03:41. > :03:46.qualify but I would have to go to other colleagues in governmdnt. When

:03:47. > :03:48.we last looked at that we would have to adhere to the threshold of 3

:03:49. > :03:51.billion. But one West MP has describdd that

:03:52. > :03:54.as tosh saying the real reason the government isn't applying is to

:03:55. > :04:00.spare the blushes of Euroscdptic Tories.

:04:01. > :04:04.If Europe was to come stepphng in and give us a fairly serious amount

:04:05. > :04:08.of money to sort out some of the problems, possibly other parts of

:04:09. > :04:12.the country, it is embarrassing they will not be able to sax

:04:13. > :04:16.anything rude about Europe. Critics of the government point out here in

:04:17. > :04:21.Gloucestershire they were ghven ?31 million to help with the cldar up in

:04:22. > :04:26.2008. The disagreements, thd confusion the conflicting political

:04:27. > :04:31.messages only add to the sense of anger being felt by flood vhctims

:04:32. > :04:34.here. The Prime Minister was recently quoted as saying money is

:04:35. > :04:46.no object when it comes to helping here. The question is, wherd exactly

:04:47. > :04:50.is that money going to come from? To discuss this further I am joined by

:04:51. > :04:56.two local MEPs, Graham Watson and Julie Girling. Britain cannot apply

:04:57. > :04:59.so there is no point putting in an application, is there? We cdrtainly

:05:00. > :05:04.could apply. We both worked on the could apply. We both worked on the

:05:05. > :05:08.applications made for the floods in Gloucester 2007, we have both been

:05:09. > :05:12.trying to persuade the government to apply this time. This is a fund we

:05:13. > :05:16.pay into and it seems crazy we are not drawing out of it at thd time it

:05:17. > :05:21.could be helping us with thd cost of the clean`up. The commission made it

:05:22. > :05:24.pretty clear we would lose our no claims bonus if we applied, anyway,

:05:25. > :05:28.so we would lose the money hn other ways.

:05:29. > :05:34.Some would be clawed back through the rebate. That may be the case,

:05:35. > :05:36.that was the case in 2007, ht was about two thirds. There is ` real

:05:37. > :05:42.difference for people in Solerset. That money goes into the Trdasury,

:05:43. > :05:46.it can be used for anything. This money would come directly to be used

:05:47. > :05:49.for victims of flooding in Somerset and the Treasury would have to make

:05:50. > :05:53.about rebate from somewhere else. That is quite attractive. What would

:05:54. > :05:58.be the point in the governmdnt not applying?

:05:59. > :06:02.There are various reasons why the government doesn't want to `pply,

:06:03. > :06:07.probably they are Treasury driven. The Department of the environment

:06:08. > :06:11.would be very happy to applx. As with so many things the Tre`sury

:06:12. > :06:15.calls the shots. What we ard saying is if the money is there, ghven the

:06:16. > :06:18.public finances are not in great shape although we have improved a

:06:19. > :06:22.lot since we came into office, they are still not in great shapd, we

:06:23. > :06:27.should be taking this money. Why look a gift horse in the motth? If

:06:28. > :06:31.this money was available, how hard would it be to get out of this

:06:32. > :06:36.building into Somerset? Not so very hard, it is not difficult, ht is a

:06:37. > :06:41.well travelled path, the Solidarity fund is paying seven, eight, nine

:06:42. > :06:46.times the year, it takes a few months to get done but in 2007 I

:06:47. > :06:50.cannot hear and within months the money was there. That is not the

:06:51. > :06:59.difficult bit. Thank you both very much. All the talk here is `bout the

:07:15. > :07:18.Four high volume pumps that were brought in to help clear thd

:07:19. > :07:21.Somerset Levels have been sdnt back to Holland. But there are still 16

:07:22. > :07:24.other Dutch pumps in operathon alongside others that are owned by

:07:25. > :07:27.the Environment Agency. At the height of the floods 70 pumps were

:07:28. > :07:31.being used across the levels. It's now hoped that all roads in the

:07:32. > :07:34.county will be clear within the next three weeks.

:07:35. > :07:37.A family has made a tearful appeal for help from the public to find

:07:38. > :07:40.their son's killer. Nick Robinson was stabbed to death, on his own

:07:41. > :07:45.doorstep, in the Stokes Croft area of Bristol last week.

:07:46. > :07:49.Today his parents and his fhancee urged anyone with any inforlation to

:07:50. > :07:56.contact the police. Andrew Plant reports.

:07:57. > :07:59.I don't know why anybody wotld want to do this to him.

:08:00. > :08:09.A plea to the public from a family in pain asking for help to catch her

:08:10. > :08:13.fiance's killer. Nick Robinson was just 19 ydars old,

:08:14. > :08:18.stabbed to death on his own doorstep exactly a week ago today. Attacked

:08:19. > :08:26.in the communal hall of his Bristol flat he managed to stagger outside

:08:27. > :08:36.and died here in the road. Today with police his family made an

:08:37. > :08:47.emotional appeal. I am begghng you, please contact the police. Nicolas

:08:48. > :08:52.doesn't deserve this. I am devastated. Yourself in my position

:08:53. > :08:56.as a parent. And then you would know what I am going through. Nobody

:08:57. > :09:02.should be killed in such a brutal way. Police say the call th`t came

:09:03. > :09:07.into them was made by Nick Robinson himself, he dialled 909 before

:09:08. > :09:10.handing his phone to a passdr`by. Paramedics did manage to re`ch him

:09:11. > :09:11.that he died from his injurhes before they could take him to

:09:12. > :09:15.hospital. In the last seven days police have

:09:16. > :09:19.made seven arrests. No`one has yet been charged. Today they released

:09:20. > :09:27.CCTV of a man they say is their main suspect. A black male in dark

:09:28. > :09:29.clothing. The first image is taken in Jamaica Street.

:09:30. > :09:32.They also showed pictures to the cameras.

:09:33. > :09:39.The same man outside Nick's flat and then inside the area where Nick was

:09:40. > :09:44.stabbed. Someone in the loc`l community knows who is responsible.

:09:45. > :09:48.I was asked them to examine their conscience and remember a

:09:49. > :09:53.19`year`old man with his life ahead of him has been killed.

:09:54. > :09:57.Nick Robinson had moved to Bristol three years ago to be closer to his

:09:58. > :10:00.mum. He'd got engaged last summer and bought the rings just fhve days

:10:01. > :10:08.before he was killed metres from the safety of his own front door.

:10:09. > :10:11.It's been a bright but chilly day today, Ian will be here with a full

:10:25. > :10:28.Parents of children who died following heart surgery in Bristol

:10:29. > :10:33.have met with the barrister who ll lead an independent investigation.

:10:34. > :10:36.The families want answers about standards of care at the Brhstol

:10:37. > :10:41.Children's Hospital, after the death or serious illness of up to ten

:10:42. > :10:45.babies and children. The review will be led by Professor Sir Ian Kennedy,

:10:46. > :10:55.who also led the inquiry into the Bristol heart scandal in thd 19 0s.

:10:56. > :11:03.It is with a deep sense of sadness I find myself back in Bristol 13 years

:11:04. > :11:10.after I reported before, and to see such anger and distress in parents.

:11:11. > :11:16.We had a good meeting, we are trying to find a way forward as to how we

:11:17. > :11:21.are going to carry forward this investigation, this review. We are

:11:22. > :11:24.due to meet again soon. And then of course I will make an announcement

:11:25. > :11:27.as soon as I can, thereafter. The health trust which runs Bristol

:11:28. > :11:30.Children's Hospital says it's already addressed all the p`rents'

:11:31. > :11:32.concerns, and its results are shown to be safe.

:11:38. > :11:40.inquiry's remit may be decided. The Army has apologised to ` farmer

:11:41. > :11:45.after a live artillery round strayed miles off course and then exploded.

:12:11. > :12:14.Gloucestershire. David McIntosh was working during the pilot badger cull

:12:15. > :12:17.when he crashed into a bus shelter in September. He admitted d`ngerous

:12:18. > :12:22.driving and not having a valid licence.

:12:23. > :12:25.Anti badger cull protestors, who were in court, say the crash showed

:12:26. > :12:27.how unprofessional the cullhng operation was. Here's our

:12:32. > :12:35.On the face of it, the damage to this bus shelter back in September

:12:36. > :12:38.isn't worthy of reporting. But when you consider that the driver, David

:12:39. > :12:41.McIntosh is a former Royal Larine, a member of the Gladiator cast on TV

:12:42. > :12:45.and was transporting badger carcasses during the pilot cull it

:12:46. > :12:49.gets more interesting. McIntosh has been attracting a lot of tabloid

:12:50. > :12:54.interest lately for his rel`tionship with Kelly Brook but back l`st year

:12:55. > :12:58.he wasn't so high profile. He crashed his van in the e`rly

:12:59. > :13:01.hours of the morning here in the centre of Gloucester. His p`ssenger,

:13:02. > :13:04.John Parker, was badly injured in the crash. David McIntosh told

:13:05. > :13:07.police he was taking the badger carcasses, shot during the cull to

:13:08. > :13:16.an incinerator and that a two`way radio he was using fell unddr the

:13:17. > :13:20.pedals of the van. As he went to grab it he got distracted and drive

:13:21. > :13:23.into the bus shelter. But John Parker claimed he turned around and

:13:24. > :13:28.saw McIntosh's head on his chest as if he was asleep and had to shout at

:13:29. > :13:31.him as he veered off the ro`d. David McIntosh didn't appear in court

:13:32. > :13:36.today, instead he pleaded gtilty to dangerous driving and not h`ving an

:13:37. > :13:39.licence at the time. He was fined ?141 and was given six penalty

:13:40. > :13:45.points But a number of anti`cull protestors did show up, angry at

:13:46. > :13:51.what had happened. We want to know what happened to those carc`sses. We

:13:52. > :13:53.want to know what arrangements they had. Everything we know abott the

:13:54. > :13:57.badger cull seems to be improvised and very unprofessional.

:13:58. > :14:00.But what's puzzling many is why David McIntosh was driving outside

:14:01. > :14:04.of the cull zone with the ddad badgers. He was way off course. If

:14:05. > :14:07.he was driving between Tewkdsbury and me is more why did he crashed in

:14:08. > :14:13.the middle of Gloucester. What was he doing? Was he there to phck up

:14:14. > :14:16.extra animals? We don't know. There are too many unanswered questions.

:14:17. > :14:19.We couldn't get in contact with David McIntosh today and thd NFU and

:14:20. > :14:22.Natural England wouldn't colment. But in the last hour police have

:14:23. > :14:25.announced that they're reinvestigating the cause of the

:14:26. > :14:29.crash due to the differing versions of events given by David McHntosh

:14:30. > :14:37.and his passenger that were read out in court today.

:14:38. > :14:40.In last night's football, Bristol City boosted their hopes of avoiding

:14:41. > :14:42.relegation with a victory over play`off`chasing Peterborough,

:14:43. > :14:45.despite going down to ten mdn. Elsewhere both Yeovil and Bristol

:14:46. > :14:48.Rover's unbeaten runs came to an end. Here's Zoe Gough.

:16:21. > :16:24.course, but really uplifting racing and some classically close finishes

:16:25. > :16:35.as well. We all love a fairx tale story. The Queen Mother Chalpion

:16:36. > :16:39.Chase provided that. Sire Dd Grugy won the big prize. Owned by 50

:16:40. > :16:42.friends and family from the North West who clubbed together to buy

:16:43. > :16:45.him. Proof that despite the sport being dominated by big trainers and

:16:46. > :16:56.wealthy owners, the underdog can still have its day.

:18:37. > :18:52.ask what. `` ascot. The one thing that hasn't changed is

:18:53. > :18:57.the need for a good hat. A fair few of those on show to date will have

:18:58. > :19:04.come from here. Choosing thd perfect cat, quite busy. It is alwaxs a few

:19:05. > :19:08.degrees colder so people ard coming with her favourite winter coat and

:19:09. > :19:14.going for the winter hats. This is the one I was where. It can protect

:19:15. > :19:18.you from the weather and kedp you a little bit warm. But also look

:19:19. > :19:24.stylish and the finishing touch to your outfit. All in all, stxlish

:19:53. > :19:59.give him the first win of the festival. He has been fantastic won

:20:02. > :20:06.cross`country course which hs very sticky, it is hard work, especially

:20:07. > :20:10.over four miles. Tomorrow is the eagerly awahted

:20:11. > :20:15.return of Big Bucks, a national hunt legend, trained in Somerset by Paul

:20:16. > :20:18.Nicholls. He's aiming for a fifth victory in the World Hurdle, having

:20:19. > :20:22.returned from injury that mdant he missed last year's race. Ovdr the

:20:23. > :20:24.last four weeks Points West has been given unique access to his

:20:25. > :20:34.preparations. We begin a month ago on press day.

:20:35. > :20:41.28 days to go, the press dax today which is always a big day. Thrilled

:20:42. > :20:50.with Big Bucks, he has improved enormously physically and mdntally.

:20:51. > :20:53.We will work hard for the ndxt two weeks to keep the fitness ldvel up

:20:54. > :20:57.then it is a matter of just keeping him fresh. We are really pldased

:20:58. > :21:05.with him, he is happy going up the hill, feeling well. They were taking

:21:06. > :21:12.each other and coming round the top bend. Very pleased.

:21:13. > :21:17.He was off for quite a long while, came in on the 1st of August, had

:21:18. > :21:20.one month doing three hours a day and we started riding him on the 1st

:21:21. > :21:26.of September, cantering on the st of October. Starting on one day

:21:27. > :21:31.then to a day, then three. @mazing how much work there Zorzi t`ke to

:21:32. > :21:35.get really fit. There was only one day we want him on his best, at

:21:36. > :21:42.Cheltenham on the Thursday. Three weeks to go. To date we havd brought

:21:43. > :21:51.Big Bucks for a racehorse T`leb a good day out. Part of the fhtness

:21:52. > :21:55.regime. Often a lot of thosd big races we have one before, wd try to

:21:56. > :22:05.do something different thred or four weeks beforehand. On the Monday all

:22:06. > :22:10.the horses going to chop thdm will do a canter. They don't stand still,

:22:11. > :22:16.lots of work without knowing they are doing it. The next fortnight is

:22:17. > :22:20.not good to live with. You don't want anything to go wrong, stand on

:22:21. > :22:25.the stern, a million differdnt things can happen first I gdt quite

:22:26. > :22:28.tense. Lots of pressure, lots of people asking you questions all the

:22:29. > :22:36.time. We have done a media day, not any more. The staff know to not say

:22:37. > :22:45.anything. One week to go, S`m was down this morning. He is in really

:22:46. > :22:51.good shape, Sam was pleased. Going into Cheltenham it is a massive

:22:52. > :22:54.week. This leads to have a feel for how the horse is and how thdy are

:22:55. > :22:59.going. Very privileged position to be honest. Hirscher because it is

:23:00. > :23:06.but it is a pressure every jockey would want. I thought it was a good

:23:07. > :23:11.idea he just sat on him and went round. He is in really good shape,

:23:12. > :23:16.very pleased. There will be a lot of support for

:23:17. > :23:19.Big Bucks tomorrow. In a first for Cheltenham, after racing has

:23:20. > :23:27.finished, there will be an `uction of racehorses. The average price

:23:28. > :23:31.between ?70,000 and ?80,000. I have not had nearly a good enough day to

:23:32. > :23:37.be involved in that auction, we may need a rib round if we are

:24:52. > :24:55.through the rest of this evdning it will be a question of clear skies

:24:56. > :24:59.initially to get things unddr way. As we get things under way hnto the

:25:00. > :25:03.second half of the night, you will see the fog starting to forl. Once

:25:04. > :25:11.that clears away there will be a good deal of sunshine on offer. This

:25:12. > :25:15.evening, clear skies, it will only take Tim Butcher is dropping to

:25:16. > :25:21.about five degrees or less `nd we will start to see fog forming
