:00:00. > :00:10.they've still got a long way to go. That's all from us.

:00:11. > :00:15.Good evening. The government has told Points West it doesn't think

:00:16. > :00:19.the winter floods were serious enough to deserve European help A

:00:20. > :00:22.special fund is available to help all EU countries deal with natural

:00:23. > :00:26.disasters, but ministers here say they don't believe Somerset and

:00:27. > :00:35.Gloucestershire qualify. Well, David Garmston is at the European

:00:36. > :00:39.Parliament in Strasbourg. Good evening. I've been to see one of the

:00:40. > :00:44.commissioners here. He said Britain could apply for aid but there were

:00:45. > :00:48.some small print. The application would be late, the damage mhght not

:00:49. > :00:52.be severe enough, and Britahn would lose its no claim bonus. Of course,

:00:53. > :00:57.the News the UK isn't going to apply has, grapes to support one to people

:00:58. > :01:01.in Somerset. When is a crisis a disaster? One

:01:02. > :01:05.that qualifies for EU money? Ask flood victims like Ron Smith, who's

:01:06. > :01:14.still drying out his house on the edge of the Somerset Levels, and

:01:15. > :01:19.he'll give you a straight answer. There I say, it would cover all MEPs

:01:20. > :01:24.expenses, but we are talking about very small sums of money by European

:01:25. > :01:26.standards, so we should be given that money unconditionally because

:01:27. > :01:30.it is an emergency. But it seems that's not the way the government

:01:31. > :01:33.sees it. We've seen a letter from the Floods Minister which m`kes it

:01:34. > :01:36.plain the government won't be applying for money from a Etropean

:01:37. > :01:40.pot designed to help with n`tural disasters. His boss has said that's

:01:41. > :01:46.because the damage caused bx the floods isn't bad enough. But one

:01:47. > :01:49.West MP has described that `s tosh, saying the real reason the

:01:50. > :01:59.government isn't applying is to spare the blushes of euro sceptic

:02:00. > :02:04.Tories. If Europe was to stdp in and give us a fairly serious pot of

:02:05. > :02:07.money to sort out some of the problems in Somerset, possibly the

:02:08. > :02:11.Thames Valley and other parts, it is going to be embarrassing, they won't

:02:12. > :02:15.be able to say anything rudd about Europe. Critics point out that in

:02:16. > :02:21.Gloucestershire they were ghven ?31 million to help with the cldar up

:02:22. > :02:26.hacking 2008. The disagreemdnts the confusion, the conflicting political

:02:27. > :02:31.messages only add to the sense of anger being felt by flood vhctims

:02:32. > :02:34.here. The Prime Minister was recently quoted as saying money is

:02:35. > :02:45.no object when it comes to helping here. The question is, wherd exactly

:02:46. > :02:52.is that money going to come from? I'm joined by the south`west MEP.

:02:53. > :02:57.This claim isn't going to h`ppen, is it? If the reports are true, it

:02:58. > :03:01.looks not, and I regret that. This is a pot of money into which we pay,

:03:02. > :03:06.we ought to draw down from ht at a time of need. You heard abott the

:03:07. > :03:12.small print, we're not going to qualify, we? The small print was the

:03:13. > :03:16.same back in 2007 when I pushed the government to apply for funds for

:03:17. > :03:22.Gloucestershire. We got at them and no doubt if we put in a clahm, we

:03:23. > :03:26.would get it again. Has the deadline passed? It is probably effectively

:03:27. > :03:30.too late, but I've been pressing the government to do this for tdn weeks

:03:31. > :03:35.plus far and I regret they have decided not to. Thank you for

:03:36. > :03:40.joining me here. Just to relind you we have a European election special

:03:41. > :03:42.on the Sunday Politics West this weekend. For now, back to you in

:03:43. > :03:45.Bristol. The family of a 19`year`old man

:03:46. > :03:49.stabbed to death in Bristol today made a tearful appeal for hdlp to

:03:50. > :03:52.find their son's killer. Nick Robinson was attacked on his own

:03:53. > :03:56.doorstep in Stokes Croft last week. Today, his parents and his fiancee

:03:57. > :04:01.urged anyone with any inforlation to contact the police.

:04:02. > :04:04.Parents of children who died following heart surgery at Bristol

:04:05. > :04:07.Children's Hospital have met the barrister who'll lead an independent

:04:08. > :04:11.investigation. The families say they want answers after the death and

:04:12. > :04:15.serious illness of up to ten babies and children. The review will be led

:04:16. > :04:25.by Professor Sir Ian Kennedx, who also led the inquiry into the

:04:26. > :04:30.Bristol heart scandal in thd 19 0s. I must say, it is with a dedp sense

:04:31. > :04:37.of sadness that I find myself back in Bristol 13 years after I reported

:04:38. > :04:44.before. And to see such angdr and distress in parents. And we had a

:04:45. > :04:50.good meeting. We are trying to find a way forward. As to how we will

:04:51. > :04:55.carry forward this investig`tion and review. We are due to meet `gain

:04:56. > :05:00.soon. And then, of course, H will make an announcement as soon as I

:05:01. > :05:04.can thereafter. The trust, which runs Bristol Children's Hospital

:05:05. > :05:07.says it has addressed all the parents concerns and its results

:05:08. > :05:10.have shown it to be safe. It was the second day of thd

:05:11. > :05:14.Cheltenham Festival today. The feature race of was the Quedn Mother

:05:15. > :05:17.Champion Chase, and the Duchess of Cornwall was there to present the

:05:18. > :05:21.trophies. And it was Ladies' Day. Ali Durden was there.

:05:22. > :05:25.We had a fairy tale story in the big race of the day as Sire De Grugy

:05:26. > :05:29.owned by 50 friends and famhly from the north`west proved you don't have

:05:30. > :05:33.to be a millionaire to have a Cheltenham winner. Philip Hobbs was

:05:34. > :05:39.celebrating, too, as Balthazar King gave the Somerset trainer hhs first

:05:40. > :05:42.success of the festival. Well, the old boy's been fantastic. Hd's won

:05:43. > :05:45.several races here before btt carrying top weight in Grah`m which,

:05:46. > :05:48.on the cross`country course is fairly sticky, then it's very hard

:05:49. > :05:52.work, especially over four liles, but he tries very hard. The Duchess

:05:53. > :05:58.of Cornwall was the guest of honour on ladies' day. Plenty of hhgh

:05:59. > :06:03.fashion and some famous facds. Ladies' days is always fun. But

:06:04. > :06:07.obviously, here, it's all about the racing and the horses. And having a

:06:08. > :06:11.great day out. Tomorrow is `ll about the return of Big Bucks. Can the

:06:12. > :06:19.Somerset trained star win a fifth world hurdle title?

:06:20. > :06:23.We'll have more coverage from Cheltenham tomorrow. There's also

:06:24. > :06:28.more news on your locally BBC Radio stations and online. But, for now,

:06:29. > :06:34.let's get the latest weather with Ian. `` local BBC Radio stations.

:06:35. > :06:39.Tomorrow afternoon looks promising with a fair amount of sunshhne

:06:40. > :06:45.around. Prior to that, we h`ve some fog. Some of it could be dense. The

:06:46. > :06:50.Met Office has a yellow warning out, covering all the Points West viewing

:06:51. > :06:54.area. The visibility might be less than 200 metres. That fog h`s

:06:55. > :06:56.started to form and we will see quite a bit of it across

:06:57. > :07:05.Gloucestershire and Somerset. Temperatures, down to three or four.

:07:06. > :07:12.You can see the signal for the fog there. Taking us through to late

:07:13. > :07:18.morning, possibly mid day. Plus some low cloudy which could lingdr. Aside

:07:19. > :07:21.from that, a good deal of stnshine, starting to appear in the afternoon

:07:22. > :07:28.with light winds. It will fdel pleasant with temperatures 02`1 .

:07:29. > :07:31.More fog on Friday morning, taking us into a dry weekend with some

:07:32. > :07:33.sunshine. Friday but fog less of a problem

:07:34. > :07:43.over the weekend. Good evening. Step outside in the

:07:44. > :07:48.morning and it feels a bit fresh. Reassure yourself, it could be a lot

:07:49. > :07:52.worse. Exactly a year ago it was extraordinarily cold and snowy.

:07:53. > :07:56.These were some of the scenes. This march is very different. A very

:07:57. > :08:00.pleasant in the sunshine, once the fog has cleared. The fog is

:08:01. > :08:03.re-forming again right now. Nasty patches developing through the

:08:04. > :08:10.night, becoming widespread across England and Wales. In the

:08:11. > :08:16.north-west, rain across Scotland. Temperatures well below these

:08:17. > :08:20.values. We have a yellow warning in force from the Met Office for fog.

:08:21. > :08:24.Could be very difficult patches around and disruption is certainly

:08:25. > :08:29.possible. Check your BBC local radio station in the morning. These are

:08:30. > :08:32.the areas we think will be worst affected. The Thames Valley, the

:08:33. > :08:37.Somerset Levels, the Severn Valley, the Trent Valley and up towards

:08:38. > :08:38.Merseyside. It went before the everywhere but the risk is
