:01:24. > :01:29.home and the waters crept hhgher up her white front door. Carol John's
:01:30. > :01:33.house in East Lyng in Somerset has been under water since Christmas.
:01:34. > :01:37.The rising water forced her and her family to move to a hotel in
:01:38. > :01:40.Taunton. Today she's been b`ck for the first time. Fiona Lamdin was
:01:41. > :01:45.with her. Much of this house has been sitting
:01:46. > :01:49.underwater since Christmas. I was with the family back in February as
:01:50. > :01:53.they were forced to leave. Five weeks on and the last of thd water
:01:54. > :02:01.has finally drained away, in its place oozing mud, dead rats and a
:02:02. > :02:05.filthy stench. This is the first time I've seen your door not
:02:06. > :02:14.underwater. And it's the first time Carol has been home, her first time
:02:15. > :02:19.back inside. This is awful. It's disgusting. And in the kitchen, the
:02:20. > :02:31.force of the water has empthed all the cupboards. It's just motldy and
:02:32. > :02:38.wet. I don't know where to look At its peak, the water was lapping just
:02:39. > :02:44.below the work surface. It's silly little things like the hot water
:02:45. > :02:53.bottles. They can't use thel again. Stupid things. The fridge h`s
:02:54. > :03:01.floated six foot across the kitchen. If we look inside, this weekly shop
:03:02. > :03:10.a month ago will have to go. It s all gone off. This is the lounge.
:03:11. > :03:21.It's covered in water. And now covered in fungus. It's the same
:03:22. > :03:25.room just a week ago. And this is the other side of the front door.
:03:26. > :03:33.There's a tide mark going across the door. For many, this door w`s the
:03:34. > :03:36.image of the floods but behhnd it lives a family who are starting from
:03:37. > :03:45.scratch again and are finding that incredibly hard.
:03:46. > :03:48.A volunteer group based in Burrowbridge has been asked to
:03:49. > :03:54.report to the Government on how effective the help for flood victims
:03:55. > :03:58.has been. The Flooding on the Levels Action Group, or FLAG, will compile
:03:59. > :04:01.a report for MPs about how helpful or not the response has been from
:04:02. > :04:05.The Environment Agency, fird services and the Army. But `s Andrew
:04:06. > :04:12.Plant reports, their feedback is unlikely to be entirely poshtive.
:04:13. > :04:21.The day before Christmas Evd, on 23 December, the very first taste of a
:04:22. > :04:24.two`month ordeal. By six January, many sandbagged homes had already
:04:25. > :04:30.lost their fight with the flooding, the road to Muchelney cut off. On
:04:31. > :04:39.the 24th, as whole villages succumbed, the local council
:04:40. > :04:45.declared a major incident. Ht meant, people were told, the possibility of
:04:46. > :04:48.Army intervention. And it's that kind of planning and the response
:04:49. > :05:01.that FLAG members like Alfrdd Van Pelt will be reporting back on. We
:05:02. > :05:06.have agreed we will put togdther a list of specific incidents that show
:05:07. > :05:09.the failure of the services and in Cobra terms, I wonder what their
:05:10. > :05:15.reaction will be. Environment Secretary Owen Paterson recdived a
:05:16. > :05:21.hostile reception on the 27th. Army boots were finally on the ground at
:05:22. > :05:26.the end of the month. Then on five February, the helicopter hovering
:05:27. > :05:34.over Fordgate and Moorland. That meant many simply abandoned their
:05:35. > :05:37.homes and didn't return for weeks. Many now feel that with earlier
:05:38. > :05:40.intervention and more energdtic help from agencies like the Army, some of
:05:41. > :05:54.the flooded homes could havd been saved. All the agencies and county
:05:55. > :05:57.council taking over the relhef efforts and the police trying to
:05:58. > :06:05.look forward, they are five weeks behind. That effort is conthnuing
:06:06. > :06:08.today and for many weeks to come as victims clear their homes and
:06:09. > :06:14.gardens. FLAG's report will say much of the Government help was luch too
:06:15. > :06:18.little, far too late. The image of a stranded car on the
:06:19. > :06:21.flooded road to Muchelney bdcame symbolic of the extent of the winter
:06:22. > :06:26.floods. It featured on medi` reports from across the country. Well, we've
:06:27. > :06:30.tracked down the owner. He's now reclaimed the car and you c`n see
:06:31. > :06:34.what damage has been done in our ten o'clock news bulletin tonight. If

:06:38. > :06:40.In other news, officers investigating the murder of a
:06:41. > :06:44.Bristol teenager say they'rd looking into a number of new leads `fter
:06:45. > :06:48.yesterday's appeal. 19`year`old Nick Robinson was stabbed to death on his
:06:49. > :06:54.own doorstep in Stokes Croft last Wednesday. Yesterday his falily made
:06:55. > :06:57.an appeal for information. The police say a number of people have
:06:58. > :07:00.come forward. MPs today backed a motion c`lling on
:07:01. > :07:03.the Government to abandon b`dger culls in favour of vaccinathon.
:07:04. > :07:06.Anti`cull protestors, including wildlife campaigner Bill Oddie, were
:07:07. > :07:11.outside Parliament during the debate. A leaked report into the
:07:12. > :07:14.pilot culls in Gloucestershhre and Somerset found the number of badgers
:07:15. > :07:22.shot was short of the target needed and many were killed inhumanely
:07:23. > :07:25.It's been a day of resounding West Country success at the Cheltenham
:07:26. > :07:30.Festival today but it's also the end of an era. Big Bucks, one of
:07:31. > :07:38.racing's greatest horses of recent times, was retired after he failed

:15:07. > :15:09.voted in favour of the supermarket. Democratically elected people made
:15:10. > :15:14.this decision and a minoritx of people tried to go to the l`w and
:15:15. > :15:16.get a judge to overturn what elected politicians put forward. Protestors
:15:17. > :15:19.raised ?24,000 to launch thhs judicial review. They think the
:15:20. > :15:26.supermarket's too big for a residential area. We would love
:15:27. > :15:31.there to be a new stadium as well. Personally, I would like to see more

:15:35. > :15:38.explored, I hope. Not according to Rovers' chairman, who told le today
:15:39. > :15:41.there is no plan B, no supermarket, no new stadium. And Rovers
:15:42. > :15:48.supporters may have to wait weeks for the decision of the High Court
:15:49. > :15:52.judge. A secure hospital near Bristol has
:15:53. > :15:57.tightened how it deals with patients who abscond after a death l`st year.
:15:58. > :16:00.Michael Harris had been at Fromeside for seven years before he ldft
:16:01. > :16:11.without permission. His bodx was found 24 hours later and an inquest
:16:12. > :16:14.jury today returned an open verdict. Michael Harris was a paranohd
:16:15. > :16:23.schizophrenic who killed his friend seven years ago in a quiet street in
:16:24. > :16:28.Swindon. A damning report sdven years later found this death was
:16:29. > :16:31.avoidable. Michael Harris h`d been badly let down by the mental health
:16:32. > :16:36.professionals supposed to bd looking after him. The report listed a
:16:37. > :16:40.catalogue of failings, incltding failure to make sure he took his
:16:41. > :16:48.medication and failure to sdction him. After the killing, he was
:16:49. > :16:55.detained here. But he absconded and his body was found near the
:16:56. > :17:00.railway. He had fallen more than 30 feet. Staff told the inquest there
:17:01. > :17:05.was no indication that Mich`el Harris would abscond and th`t he
:17:06. > :17:10.wasn't suicidal. They descrhbed him as a fragmented and impulsive man
:17:11. > :17:16.but said they acted approprhately throughout. Michael's familx told me
:17:17. > :17:21.he died for them on the day he killed his friend. In a statement
:17:22. > :17:25.they never got a readout, they said he was full of remorse. Thex don't
:17:26. > :17:30.blame free inside for what happened but the unit has tightened tp how it
:17:31. > :17:33.deals with patients who abscond Nine months after two men tried to
:17:34. > :17:38.set fire to a mosque in Glotcester, a new Imam has promised to hmprove
:17:39. > :17:42.links with the local communhty. Imam Hassan has moved to the citx from
:17:43. > :17:46.Hull to work at Masjid E Noor Mosque. He says he was sadddned by
:17:47. > :17:54.the fire there and promises to promote a better understandhng of
:17:55. > :17:59.other people's beliefs. We need to understand there are people out
:18:00. > :18:05.there who have negative views and perceptions of Islam and th`t's
:18:06. > :18:09.where I come into place. My aim is to make the wider community, not
:18:10. > :18:13.only the Muslims within the community, but also the widdr
:18:14. > :18:17.community, make them understand what Islam really is and what it preaches
