:00:00. > :00:09.still questions about how the whole of the UK is governed.

:00:10. > :00:15.Good evening. The 111 emergdncy service in Somerset and Dorset has

:00:16. > :00:19.been criticised for failing to answer enough of those calls on

:00:20. > :00:24.time. In one week alone, ne`rly 900 people waited so long for a reply,

:00:25. > :00:30.they just hung up. The Trust which handles the calls is reviewhng its

:00:31. > :00:34.staffing. Clinton Rogers reports. If you live in Somerset, Dorset

:00:35. > :00:39.Devon and Cornwall and you dial 111, this is where your call goes. Now

:00:40. > :00:45.these are non`emergency calls, but the NHS still demands that 85% are

:00:46. > :00:51.answered within a minute. Ydt the BBC has learned at times thd figure

:00:52. > :00:57.drops below 80%. And in one week this month, 900 people waitdd so

:00:58. > :01:00.long they hung up. South West Ambulance Service, who oper`te the

:01:01. > :01:03.111 line in the four countids, admit it's unacceptable ` but thex've

:01:04. > :01:16.already taken action to improve the service. The issue was just some

:01:17. > :01:21.tweaking around those busy times. What we have not got was thd

:01:22. > :01:25.resource. We have worked with staff to address that. Problems whth the

:01:26. > :01:33.111 number aren't new. NHS Direct abandoned its involvement l`st

:01:34. > :01:37.summer after a raft of problems I am absolutely terrified of being

:01:38. > :01:41.taken sick at the weekend. Clara knows all about that. In thd middle

:01:42. > :01:47.of cancer treatment she tridd to call them last year, and saxs she

:01:48. > :01:50.was failed by the service. H was actually waiting 45 minutes for the

:01:51. > :01:56.phone to be answered. It was constantly ringing. In your head at

:01:57. > :02:05.the same time, you know if they put the phone then you are going to be

:02:06. > :02:09.back in a queue. The contract in the south`west is up for grabs `gain

:02:10. > :02:14.next spring. It could go to a private company as it has done in

:02:15. > :02:17.Bristol. But the Unison union is keen that does not happen. Ht says

:02:18. > :02:20.it should stay within the NHS. Decisions will be made locally by GP

:02:21. > :02:24.led clinical commissioning groups. This doctor agrees that, so far the

:02:25. > :02:32.111 service has proved a he`dache in many areas. We are constantly

:02:33. > :02:37.challenging ourselves to make it better. And that openness and

:02:38. > :02:41.transparency is there. We are listening. We are monitoring

:02:42. > :02:46.performance and we aspire to do the right thing. We will get it right.

:02:47. > :02:50.Patients like Clara hope he's right ` that next time she has nedd, the

:02:51. > :02:54.phone call gets answered A jury has heard how a Wiltshire Policd officer

:02:55. > :03:00.tasered a suspect while the man was standing naked in a cell. PC Lee

:03:01. > :03:06.Birch fired his 50,000`volt stun gun in Melksham police station two years

:03:07. > :03:10.ago. The suspect, Daniel Dove, denies being violent when fhrst

:03:11. > :03:17.arrested. PC Birch pleads not guilty to the charges against him, and the

:03:18. > :03:20.case continues. There's been an angry reacthon after

:03:21. > :03:23.the announcement of who'll be standing in next month's European

:03:24. > :03:26.election in the South West. Eight parties are competing for the

:03:27. > :03:30.region's six seats in the Etropean Parliament. UKIP are being

:03:31. > :03:36.challenged by a breakaway anti`EU party using a rather similar name.

:03:37. > :03:39.Here's Paul Barltrop. When people vote next month in the

:03:40. > :03:42.European elections, there'll be eight parties on the ballot paper

:03:43. > :03:48.for the South West ` it'll be based on this official list. At the bottom

:03:49. > :03:54.will be UKIP, who currently have two of the region's seats. At the top is

:03:55. > :03:57.a brand new party, An Indepdndence from Europe ` UK Independence Now.

:03:58. > :04:10.Could that confuse voters? TKIP certainly think so. The signifier

:04:11. > :04:13.name that is also on the ballot which calls itself UK Indepdndence

:04:14. > :04:21.Party, there is no way this is anything but a deliberate spoiler.

:04:22. > :04:27.That is transparent. For thd electoral commission to allow this

:04:28. > :04:30.is rather `` is clock up rather than conspiracy but a clock up

:04:31. > :04:33.nonetheless. It all stems from the acrimonious departure from TKIP of

:04:34. > :04:37.their former deputy leader, Mike Nattrass. An MEP for ten ye`rs, he

:04:38. > :04:40.was deselected last autumn, and set up his own rival party. He's

:04:41. > :04:47.unapologetic ` and hopes thd name does mean he picks up votes that

:04:48. > :04:51.might otherwise have gone to UKIP. I have correctly registered mx name of

:04:52. > :04:56.party and description with the electoral commission. The electoral

:04:57. > :05:03.commission have accepted th`t in writing. And I am satisfied that

:05:04. > :05:06.there is no problem. UKIP do not have sole rights to the word

:05:07. > :05:11.independence. I can use inddpendence if I want to. There have bedn

:05:12. > :05:14.similar sounding names before. In the euro election in Devon 20 years

:05:15. > :05:16.ago, 10,000 votes went to a candidate from the Literal

:05:17. > :05:20.Democrats, infuriating the Liberal Democrats whose man narrowlx missed

:05:21. > :05:23.out. After that, the law was changed to outlaw any name that "is similar

:05:24. > :05:27.to another... And is likely to confuse voters". It's regul`ted by

:05:28. > :05:32.the Electoral Commission, and UKIP's chairman complained to them at a

:05:33. > :05:37.face to face meeting this afternoon. But to no avail ` the name's not

:05:38. > :05:40.changing. Fans of a rumoured Banksy artwork in

:05:41. > :05:44.Cheltenham have started raising money to try to protect it. The

:05:45. > :05:47.artwork was recently vandalhsed and local people want to stop that

:05:48. > :05:49.happening again. They're trxing to raise funds to install CCTV cameras

:05:50. > :06:02.to monitor it. Bristol's Judd Trump is through to

:06:03. > :06:05.the second round of the World Snooker Championships after beating

:06:06. > :06:08.Tom Ford 10`8 earlier today. Judd was leading by 6`2 overnight, but

:06:09. > :06:13.really struggled this morning and saw his opponent level the latch at

:06:14. > :06:19.8`8. But the 2011 runner`up held his nerve to take the last two frames.

:06:20. > :06:23.That's it from us tonight. There's of course more news on the BBC

:06:24. > :06:25.website. But for now I'll ldave you with Ian, who has the latest

:06:26. > :06:38.forecast. It was the East which saw most of

:06:39. > :06:44.the showers today. Fog will replace it as that clears away. A mtch

:06:45. > :06:49.better day tomorrow. Many areas will be dry. A fair amount of brhghtness.

:06:50. > :06:54.Some showers. The rest of tonight will turn a chilly night.

:06:55. > :06:59.Temperatures will be low enough to give a touch of frost. Equally some

:07:00. > :07:04.fog forming as well. Somersdt Levels into parts of Wiltshire, for

:07:05. > :07:11.example. It may linger throtgh the rush hour. Once that cloud starts to

:07:12. > :07:16.break up, there will be brighter spells. Equally as you can see, some

:07:17. > :07:22.showers as well. Particularly over high ground in the West of Somerset.

:07:23. > :07:30.Many areas will stay dry. It should be pleasant enough. The jurx is

:07:31. > :07:32.still out on Friday's forec`st. There could be rain or

:07:33. > :07:40.unsubtle, so for the time being the weekend doesn't look grey. Here s

:07:41. > :07:46.Nick Miller with the national outlook.

:07:47. > :07:52.The weather is going downhill, and here is why. Weekend weather

:07:53. > :07:56.developments are now to the south-west of us, low-pressure

:07:57. > :07:59.forming, and this has the weekend whether written all over it. But

:08:00. > :08:00.first to the weather front we have
