:01:17. > :01:20.The Wiltshire policeman who tasered a naked suspect inside a police

:01:21. > :01:23.cell, claims he acted to prdvent the man assaulting fellow officdrs. PC

:01:24. > :01:30.Lee Birch has denied shooting Daniel Dove two years ago because he was

:01:31. > :01:33.angry and upset. Our Home Affairs Correspondent, Steve Brodie was in

:01:34. > :01:36.court. PC Lee Birch takes a break from

:01:37. > :01:40.giving evidence in the trial where the jury have watched CCTV showing

:01:41. > :01:46.him firing a 50,000`volt taser into the chest of a naked suspect.

:01:47. > :01:50.Defending Stephen Mooney told the court, this is not the prodtct of

:01:51. > :01:53.anger, as has been suggested by the prosecution. PC Birch is a

:01:54. > :01:56.confident, calm, and well trained police officer. PC Birch described

:01:57. > :02:00.to the jury how he and colldagues were called to the Moo Moo night

:02:01. > :02:05.club in Trowbridge on the 23rd of December 2010. Standing in the

:02:06. > :02:09.witness box, the 30`year`old officer said that Daniel Dove was drunk and

:02:10. > :02:12.there was a struggle in the street before he managed to handcuff him.

:02:13. > :02:15.When Daniel Dove was brought back here to Melksham Police Station he

:02:16. > :02:18.was taken into the custody suite where he was booked in whild

:02:19. > :02:22.handcuffed. During a later strip search, Mr Dove took out his mobile

:02:23. > :02:26.phone and took a picture of injuries to his face. Stephen Mooney asked PC

:02:27. > :02:30.Birch, did that antagonise xou? No, he replied. Did it make you angry?

:02:31. > :02:34.No, he replied again. When `sked why he had taken out his taser when they

:02:35. > :02:38.entered the cell, the policdman said, I wasn't happy with hhs

:02:39. > :02:42.behaviour. When asked why hd fired the taser after the underpants had

:02:43. > :02:45.been thrown at him and standing only a couple of feet away from his

:02:46. > :02:51.prisoner, PC Birch said, obviously it was an unexpected action. I

:02:52. > :02:57.wanted to prevent him assaulting anyone else. He was also asked, did

:02:58. > :03:01.he keep his finger on the trigger. He replied, yes. PC Birch ddnies

:03:02. > :03:07.allegations of causing actu`l bodily harm and misconduct in a public

:03:08. > :03:14.place. Steve Brodie at Bristol Crown Court. Steve is here now. Why has

:03:15. > :03:22.this case attracted so much attention? There are two mahn

:03:23. > :03:29.reasons for this. Although prosecutions against police officers

:03:30. > :03:39.for the use of taser is not unknown, it is unusual for one to be

:03:40. > :03:48.fired inside a police cell. The use of taser by police forces is on the

:03:49. > :03:52.increase. In 2012`2013, there deployment in Wiltshire has more

:03:53. > :03:56.than doubled. The second major factor is that the case itsdlf has a

:03:57. > :04:04.very unusual origin. It was brought as a private prosecution by the man

:04:05. > :04:11.is who was tasered, the Prophet himself. That was dropped, `nd was

:04:12. > :04:20.taken over by the Crown Prosecution Service. Not unknown, but unusual.

:04:21. > :04:24.It has attracted a lot of attention. 191 staff from Honda in Swindon have

:04:25. > :04:27.applied for voluntary redundancy. That is just over half the number

:04:28. > :04:31.required. The Japanese car manufacturer needs to cut over 00

:04:32. > :04:34.staff jobs and another 160 `gency roles because of falling sales in

:04:35. > :04:43.Europe. The company will now work with unions to agree a procdss for

:04:44. > :04:46.compulsory redundancies. Plans to soundproof a busy Wiltshire

:04:47. > :04:49.Road using solar panels, whhch double`up as noise barriers, have

:04:50. > :04:52.taken a step forward. Swindon Borough Council has agreed to press

:04:53. > :04:56.ahead with designing the barrier for the A419. If approved, the barrier

:04:57. > :05:03.would be the first of its khnd in the United Kingdom.

:05:04. > :05:07.The Earl and Countess of Wessex are visiting businesses and charities in

:05:08. > :05:10.the Forest of Dean today. Prince Edward began his tour in a form of

:05:32. > :05:34.of saving another life. And just two days ago, that is what 3`ye`r`old

:05:35. > :05:38.Chase did ` undergoing a long operation to donate his own bone

:05:39. > :05:53.marrow for his older brother Kenzie, who at seven years old and has

:05:54. > :06:01.leukaemia for the second tile. They talked to Fiona Lamdin about what

:06:02. > :06:05.lies ahead. Kenzie Rowe doing what he loves best ` playing with his

:06:06. > :06:08.brothers out in the sun. But this little boy is incredibly poorly

:06:09. > :06:11.Tomorrow, he begins eight wdeks of treatment in solitary confinement at

:06:12. > :06:15.the Children's Hospital. His little friend said to him, Kenzie what are

:06:16. > :06:19.you doing? He was like, I h`ve got to have an operation, but if it does

:06:20. > :06:23.not work I am going to go up to heaven. He is seven, he shotldn t

:06:24. > :06:26.know things like that. But he does, because this isn't the first time

:06:27. > :06:29.this 7`year`old has had leukaemia. Just before Christmas, doctors told

:06:30. > :06:33.Kenzie he had relapsed and this time the only hope of a cure was a bone

:06:34. > :06:36.marrow transplant. His parents and three brothers were all tested but

:06:37. > :06:40.the only match was his youngest brother, Chase, who is thred years

:06:41. > :06:52.old ` an almost impossible position for any parent. It was very

:06:53. > :06:57.difficult. Me and Stephen dhdn't want to put Chase through it, but if

:06:58. > :07:05.it going to save Kenzie you have to make sacrifices. But once the

:07:06. > :07:13.decision was made, it soon became part of family banter. When they are

:07:14. > :07:17.arguing, one will say to thd other I am not giving my blood to you. And

:07:18. > :07:25.so earlier this week, Chase had bone marrow removed from his back. What

:07:26. > :07:36.did you give Kenzie? Some of your blood? Is that going to makd him all

:07:37. > :07:44.better? Is it good that Chase has given you some of his bone larrow to

:07:45. > :07:51.save your life? And to save his life is all that anyone is praying for.

:08:28. > :08:30.spent by the Fire Service on dealing with the Somerset floods. The

:08:31. > :08:34.figures from the Devon and Somerset Fire and Rescue Service show much of

:08:35. > :08:41.that cash went on buying in extra help. Large parts of the Levels

:08:42. > :08:45.spent much of the winter underwater. But there has been criticisl from

:08:46. > :08:56.the Fire Brigades union, he say that the response was uncoordinated.

:08:57. > :08:59.The effects of a wet Decembdr and record rainfall in winter. The

:09:00. > :09:01.Somerset floods sparked a rdlief operation never seen here bdfore.

:09:02. > :09:04.Emergency services provided equipment and people to try and ease

:09:05. > :09:08.the problems. While hundreds of volunteers worked for free, some

:09:09. > :09:12.services came at a price. Ddvon and Somerset Fire and Rescue Service say

:09:13. > :09:15.their expenses came to ?490,000 The biggest chunk of that, ?227,000 was

:09:16. > :09:22.spent on extra staff from neighbouring forces. They s`y that

:09:23. > :09:28.they intend to claim back ?357, 00 from Central Government. Today you

:09:29. > :09:32.could be forgiven for forgetting just how badly this area was

:09:33. > :09:38.affected. If you months ago, I would have been up to my chin in water.

:09:39. > :09:44.There were always Fire Servhce personnel are these areas, but it is

:09:45. > :09:50.the effectiveness of the response that has been questioned. The Union

:09:51. > :09:53.for fire fighters has called the response uncoordinated and said

:09:54. > :09:56.Devon and Somerset Fire and Rescue needs a better plan in placd for

:10:01. > :10:02.help, but agreed it seemed to lack an overall plan. It has to be closer

:10:43. > :10:45.are needed in case this ever happens again. And fire fighters announced

:10:46. > :10:48.today that they intend to go on strike again next month, in their

:10:49. > :10:51.long`running dispute with the government over their pensions. The

:10:52. > :10:54.FBU has called for strikes on the second, third, and 4th of M`y.

:10:55. > :10:58.The government is being askdd to intervene by tenants in Somdrset who

:10:59. > :11:01.are being told to move out. The Crown Estate, which runs properties

:11:02. > :11:04.and land across the country for the Treasury, plans to sell 45 homes.

:11:05. > :11:12.Tenants are being offered the chance to buy, but many say that is beyond

:11:13. > :11:16.their means. Paul Barltrop reports. After all these years, I don't want

:11:17. > :11:19.to be anywhere else. Ruth Khng has lived in her cottage near T`unton

:11:20. > :11:23.for 15 years. She and her f`mily got a shock when they received ` letter

:11:24. > :11:30.from their landlord, the Crown Estate. By the end of August it

:11:31. > :11:37.seems certain they'll be forced out. Full. It has turned our livds upside

:11:38. > :11:41.down. Cannot sleep. Wake up crying. Just the thought of having to leave

:11:42. > :11:45.here where we have all been for so long. It is devastating. We will

:11:46. > :11:52.never find anything like thhs again. Her neighbour hasn't had a

:11:53. > :11:55.letter ` yet. But neither c`n afford to buy. The properties are being

:11:56. > :11:59.offered at market rate. Thehr homes are part of the Crown Estatd, which

:12:00. > :12:02.owns 4000 hectares of land hn Somerset. Some of it is fordsted.

:12:03. > :12:05.Each year it brings in the government a quarter of a bhllion

:12:06. > :12:08.pounds. The Crown Estate sax they are sympathetic, but the law

:12:09. > :12:16.dictates that they must operate on a commercial basis. All of thd tenants

:12:17. > :12:21.have the opportunity to buy their homes, and a number have shown

:12:22. > :12:29.interest in that, or have extended period of 26 months to enable them

:12:30. > :12:36.to find somewhere else to lhve. `` six months. We are dealing with this

:12:37. > :12:42.on a face`to`face basis, individually, to be as flexhble as

:12:43. > :12:45.possible. This afternoon tenants met Taunton MP Jeremy Browne. Hd is

:12:46. > :12:52.supportive, but knows there is not much that can be done withott

:12:53. > :12:56.changing the law. It may be something that can be explored in

:12:57. > :13:00.time. But they should be looking to see what they can do to work with

:13:01. > :13:05.their tenants in a civilised way to make sure that out reasonable

:13:06. > :13:08.arrangement is arrived at. Leanwhile Ruth is looking, but finding a home

:13:09. > :13:11.that will take her, her husband children, and chickens is proving

:13:29. > :13:31.organised by the Marine Conservation Society and today they have been

:13:32. > :13:39.rallying the volunteers on ` beach in North Somerset. Tracey Mhller

:13:43. > :13:46.morning on Uphill beach. Different ages and life forms ` all collecting

:13:47. > :13:50.the rubbish that has ended tp here. Anything we can do to help the

:13:51. > :13:55.wildlife is a great thing. Ht is about educating our kids about what

:13:56. > :14:01.they should not be putting on the beach. A school from Weston Super

:14:02. > :14:05.mare are here working alongside the Marine Conservation Society. The

:14:06. > :14:10.more that people see the rubbish on the beach, the more that thdy are

:14:11. > :14:18.likely to think about it and stop throwing rubbish. Not just on the

:14:19. > :14:22.beach, but also on land. Evdn if you drop something on land, it can be

:14:23. > :14:33.transferred to the beaches. The more people come, the better the message

:14:34. > :14:36.is transmitted. The society also keep a close eye on the quality of

:14:37. > :14:40.the bathing water and Uphill has failed in the past. There h`s been a

:14:41. > :14:43.slight improvement, but standards are due to be significantly raised

:14:44. > :14:45.by Europe next year. It does mean that at the moment the beaches are

:14:46. > :14:49.unlikely to reach the required standard. But we are trying to find

:14:50. > :14:58.ways to trace pollution back to where they came from, take legal

:14:59. > :15:01.action if necessary. Water puality is improving, but the amount of

:15:02. > :15:04.litter is increasing. Last xear s clear`up collected a massivd haul of

:15:05. > :15:12.30 tonnes of litter from our countries beaches. And therd are

:15:13. > :15:20.some surprises. Besides missing dentures, this enormous snake

:15:21. > :15:23.looking object... A motorbike chain. Thanks to these litter pickdrs only
