:04:09. > :04:13.faced a lot of complaints from local people saying they were stopped and

:04:14. > :04:19.searched several times in one night. The Gold Commander, Jim McC`rthy,

:04:28. > :04:33.days they only carried just over 150 and searches. If you catch someone

:05:39. > :05:42.Salisbury. Camp Bastian was a relatively safe

:05:43. > :05:45.and secure place to be in Hdlmand Province. But it is where private

:05:46. > :05:53.Dean Hutchinson and Robert Wood perished in a tent fire in February

:05:54. > :05:56.2011. Private Wood had a three`month`old son with partner

:05:57. > :06:02.Becky Day who spoke to us at the inquest in Salisbury today. It was

:06:03. > :06:06.all he emphasised, Becks it doesn't matter, I'm fine and I'm safe, in

:06:07. > :06:10.the safest place possible. Do not panic. That is what he said of Camp

:06:11. > :06:15.bastion? Yes, every time. Every time. The inquest heard tod`y

:06:16. > :06:18.private Hutchinson, Wood and another colleague bedded down in thd early

:06:19. > :06:25.hours of the morning on 14 February 2011. Resting on camp beds hnside

:06:26. > :06:32.and 18x25 metre tent in Camp bastion. The three fellows sleep in

:06:33. > :06:36.a tent with the lights off but the television set was still on. In the

:06:37. > :06:39.early hours one of the priv`tes woke up and smelt electircal burning and

:06:40. > :06:42.realised that air conditionhng unit was well alight. He shouted to his

:06:43. > :06:47.two colleagues and Dean Hutchinson did call out his name but bx then it

:06:48. > :06:50.was too late and they had pdrished in the flames. It took firefighters

:06:51. > :06:53.to searches of the debris to find their bodies. Formal identification

:06:54. > :06:56.was not carried out until the bodies had been repatriated to the UK. The

:06:57. > :07:03.identification needing DNA `nd dental records. Both familids have

:07:04. > :07:07.waited three years for this inquest. The delay down to an MOD inpuery

:07:08. > :07:13.into the blaze which found that safety procedures did need to be

:07:14. > :07:17.tightened up. The rules thex worked under at Camp Bastian was that one

:07:18. > :07:21.soldier would stay awake in a tent in case the phone rang. The person

:07:22. > :07:24.doing this had gone off to help unload and aeroplane. The coroner

:07:25. > :07:28.will look at other procedurds which may not have gone to plan. Why was

:07:29. > :07:32.the only one way in an out of tent? Was the smoke alarm working? And had

:07:33. > :07:35.the soldiers overloaded the plug sockets? Robert Wood's family are

:07:36. > :07:39.now considering suing the MOD if they are found to be at fault. We've

:07:40. > :07:44.got a young Grandson to think about. Vicky has a young son and she has to

:07:45. > :07:47.be looked after. He has to be of to have the life that me and Rob could

:07:48. > :07:51.have given him together. Thd inquest itself will continue for two weeks

:07:52. > :07:54.and there will be over two dozen witnesses, most of those military.

:07:55. > :07:57.The coroner here will draw his own conclusions into why two soldiers

:07:58. > :08:04.perished in a tent fire at Camp bastion.

:08:59. > :09:04.struck by the Swindon to Gloucester train and died at the scene. There

:09:05. > :09:10.were 40 passengers on board but none were injured.

:09:11. > :09:13.A Wiltshire man who's been held in custody in the Philippines for the

:09:14. > :09:17.last five years has been spdaking about the effect its having on his

:09:18. > :09:20.mental health. Kevin Taylor and his Filipino wife are accused of running

:09:21. > :09:25.an illegal employment racket in the country but no charges have been

:09:26. > :09:29.brought against them. Sarah`Jane Bungay reports. Kevin Taylor in

:09:30. > :09:32.happier times. He made a life himself in the Philippines, a wife,

:09:33. > :09:36.three young children and his own business. But then everything

:09:37. > :09:41.changed. Kevin's wife, Charlene has detailed Kevin's arrest on her blog.

:11:35. > :11:38.after a man's body was left undiscovered for 24 hours in a

:11:39. > :11:40.sheltered housing complex in Stroud. Neighbours of Michael Maxwell

:11:41. > :11:45.alerted the district council after being unable to contact him. The

:11:46. > :11:50.council has issued an apology for the delay. Alice Bouverie rdports.

:11:51. > :11:54.Michael Maxwell, who it's bdlieved was in his 60's, lived here at

:11:55. > :11:58.Grange View in Stroud. It's a sheltered housing development.

:11:59. > :12:02.There's no warden on site. Hnstead, most residents have a speci`l phone

:12:03. > :12:07.in their flat. Every morning, they check in at the touch of a button,

:12:08. > :12:10.letting a team based in the lake District, know they're OK. Lr

:12:11. > :12:15.Maxwell, who had a heart condition, failed to call on Monday morning.

:12:16. > :12:26.Stroud District Council was alerted. Someone should have paid hil a visit

:12:27. > :12:30.that day. No`one did. The coroner has ruled that he died of n`tural

:12:31. > :12:33.causes some time on the Sunday. Mr Maxwell's family haven't made a

:12:34. > :12:36.complaint. But John Hatton, who campaigns on behalf of Strotd's

:12:37. > :12:39.sheltered housing residents, has. He blames the reduction in wardens an

:12:40. > :12:46.allegation strongly denied by the council. This is one of the worst

:12:47. > :12:51.things that could possibly happen. What we actually have is a situation

:12:52. > :12:57.where somebody was left dead for more than 48 hours. The acttal worst

:12:58. > :13:05.is that somebody would be ldft dying for 48 hours, and that is entirely

:13:06. > :13:11.possible under the system as it exists. In a statement, the council

:13:12. > :13:15.has apologised for the unacceptable 24`hour delay in visiting Mr Maxwell

:13:16. > :13:19.and has now launched an intdrnal investigation to find out what

:13:20. > :13:22.exactly happened. A push is on to get one of Bristol's

:13:23. > :13:26.newest immigrant communities involved in the coming elections.

:13:27. > :13:29.The city is home to nearly ten thousand Somalis, but many don't

:13:30. > :13:32.vote. That could now be changing, and the

:13:33. > :13:36.political parties have noticed. Our political editor Paul Barltrop has

:13:37. > :13:39.been to meet the man driving that change.

:14:05. > :14:09.home, because we have a dictatorship government and people used to think,

:14:10. > :14:13.whoever you vote, they will come back again. Among the obstacles are

:14:14. > :14:16.apathy and language. But he's having an impact. He reckons a thotsand

:14:17. > :14:21.more people are now on the dlectoral register. It is the first thme that
