:00:25. > :00:26.Bristol Children's Hospital, which has received some serious criticism
:00:27. > :00:49.Here's our health correspondent Matthew Hill.
:00:50. > :00:59.Why was she sent up to Bristol hospital? And then she wasn't
:01:00. > :01:05.operated on for two weeks. The operation was cancelled thrde times
:01:06. > :01:07.within those two weeks. She had severe immune deficiency. They
:01:08. > :01:22.didn't find that out until they operated on her. Jasmine 's death
:01:23. > :01:26.won't be looked at pro. One of the family who do fall into the
:01:27. > :01:33.timescale are the Turners from Warminster, who lost their son Sean
:01:34. > :01:41.in 2012. A coroner ruled thdy lost opportunities in his care. Families
:01:42. > :01:46.before 2010 will be excluded from the review. One of our strong
:01:47. > :01:52.concerns is that they are only going to look at the clinical notds, as we
:01:53. > :01:57.know from our case. A lot of these notes were missing. It just won t
:01:58. > :02:01.work. There are test results within the results that we know didn't take
:02:02. > :02:08.place. There are too many retrospective notes. Sean 's
:02:09. > :02:13.critical period of notes is missing. It's turning into a farce rdally.
:02:14. > :02:18.It's not just about the card of individual patients that thhs
:02:19. > :02:22.enquiry will be looking at. Although the enquiry will only look back to
:02:23. > :02:27.2010 in terms of the familids experience. It will be lookhng at
:02:28. > :02:32.things like the original Brhstol enquiry, and how those things were
:02:33. > :02:36.responded to. It has to be remembered that this is not a full
:02:37. > :02:39.public enquiry, those can go on for years. In fact the four`year period
:02:40. > :02:45.they are looking at is one xear younger than the Staffordshhre

:03:07. > :03:09.University of the West of England are lodging more appeals and
:03:10. > :03:13.complaints about their educ`tion than almost any other university.
:03:14. > :03:17.In fact, only two other universities had more grievances last ye`r.
:03:18. > :03:23.There was a time when a university education was free
:03:24. > :03:31.So perhaps it's no surprise that complaints have risen.
:03:32. > :03:36.At UWE, roughly 2.5% of students complained or appealed last year.
:03:37. > :03:40.The university's minister says it shows undergraduates
:03:41. > :03:46.There are large numbers of students who have not, historically,
:03:47. > :03:48.in English universities, had the quality of teaching they
:03:49. > :03:53.But I actually think that trends are now going in the right direction,
:03:54. > :03:56.not least because students `re far more demanding than ever before
:03:57. > :03:59.But some of the complaints and appeals
:04:00. > :04:05.Students who had hayfever in their exams, for example,
:04:06. > :04:11.Also those who can't park their cars can complain.
:04:12. > :04:15.I think that's really posithve and I think it's good that students are
:04:16. > :04:18.looking at their education in that way.
:04:19. > :04:21.For UWE to actually listen to students, to act on those appeals,
:04:22. > :04:24.I think is brilliant and thdy should continue to do so.
:04:25. > :04:27.Even so, UWE's complaints and appeals are much higher than
:04:28. > :04:31.some similar`sized universities suggesting its students are now
:04:32. > :04:43.Earlier, we asked Julie McLdod from the University of the West
:04:44. > :04:46.of England if she was worridd about the number of complaints.
:04:47. > :04:49.The main areas that our students are putting forward their compl`ints
:04:50. > :04:54.in are around some areas financial, which we have seen an incre`se in,
:04:55. > :04:58.covering car parking, accomlodation, but also the largest majority are
:04:59. > :05:01.students telling us or informing us of personal circumstances that
:05:02. > :05:04.they feel affect the abilitx to succeed and progress.
:05:05. > :05:10.Compared to other universithes these are really high numbers
:05:11. > :05:15.Against the sector we are a large university,
:05:16. > :05:18.and therefore proportionately it is less than half a percent
:05:19. > :05:22.But more importantly for us is that we are open `nd
:05:23. > :05:25.transparent about capturing that student voice and their complaints
:05:26. > :05:30.and appeals, and effectivelx making sure that we learn from those
:05:31. > :05:37.We take that satisfaction vdry much by the fact that we have such
:05:38. > :05:39.a small number of those complaints going to
:05:40. > :05:42.the independent adjudicator, for which we have been commdnded.
:05:43. > :05:45.In an essence, with high sttdent fees you are a business.
:05:46. > :05:47.You must be worried about ctstomers, i.e.
:05:48. > :05:49.students, looking at these figures and saying
:05:50. > :05:54.Well certainly there are hehghtened expectations
:05:55. > :06:00.But we have to be very clear that in many cases these aren't formal
:06:01. > :06:02.These are students informing, they're going through
:06:03. > :06:08.a formal process, but as far as dissatisfaction we are
:06:09. > :06:11.talking about 142 complaints, of which we need to have lessons
:06:12. > :06:17.One example is the reduction by 50% of the complaints
:06:18. > :06:20.around accommodation this ydar from what we learned last ydar.
