:00:37. > :00:39.claiming that GCHQ sieves through vast amounts

:00:40. > :00:45.At the weekend Stephen Fry condemned the practice in a recorded lessage

:00:46. > :00:53.The fear of terrorism we all have and the fear of the unknown that we

:00:54. > :00:57.all share, the fear of enemhes who hate us is a duplicitous and

:00:58. > :01:07.a deeply wrong means of exctsing something that is based as spyinh

:01:08. > :01:13.The online activist group, Anonymous,

:01:14. > :01:15.have long voiced their concdrns about Snowdon's revelations and

:01:16. > :01:20.in a video posted on the Internet, they addressed GCHQ directlx.

:01:21. > :01:23.We are left with no option but to come to you to show our

:01:24. > :01:31.Anonymous is calling it a m`ss GCHQ protest and I met one

:01:32. > :01:34.of the group at her home in Gloucestershire today.

:01:35. > :01:37.She told me hundreds of people have pledged to turn up with money

:01:38. > :01:42.The aim is trying to protect everyone's privicy.

:01:43. > :01:45.Nobody wants to feel as though they are being watchdd,

:01:46. > :01:49.as if every bit of data about them is being collectdd.

:01:50. > :01:53.And people strongly believe it is illegal as well, so that is why we

:01:54. > :01:57.are protesting to bring not just only more awareness to it,

:01:58. > :02:03.The last time GCHQ faced protests was following the union ban

:02:04. > :02:07.This time it could be potentially larger numbers

:02:08. > :02:13.It may be a cause of concern is security, though police told me

:02:14. > :02:17.today it was too early to dhscuss what they're response will be.

:02:18. > :02:20.When asked to comment, GCHQ reiterated to me that the work

:02:21. > :02:23.carried out in Cheltenham operates under a strict legal and policy

:02:24. > :02:27.framework and it is all authorised, necessary and proportionate.

:02:28. > :02:32.When it comes to the protest planned for August, a spokesman told me GCHQ

:02:33. > :02:39.respects the right of people to protest peaceftlly

:02:40. > :02:43.Well, earlier I spoke to Dr Julian Richards who used to work

:02:44. > :02:46.at GCHQ and now lectures in security and intelligencd.

:02:47. > :02:48.I asked him whether we'll see more internet

:02:49. > :02:53.surveillance as the internet becomes a greater part of our daily lives.

:02:54. > :03:03.The fact of life is that evdrybody communicates via the Interndt now,

:03:04. > :03:06.So if the governments are going to be able

:03:07. > :03:10.to protect us from terrorists and criminals, they need to be `ble to

:03:11. > :03:13.have some mechanisms for monitoring what goes on on the Internet.

:03:14. > :03:17.The question is how they do that technically and how they avoid

:03:18. > :03:24.A man's been arrested on suspicion of causing death

:03:25. > :03:27.by dangerous driving after two people were killed and thred people

:03:28. > :03:31.The accident was between a van and a lorry.

:03:32. > :03:34.It happened at around 4.30am this morning

:03:35. > :03:42.There are to be cuts and ch`nges to the way the young and elderly

:03:43. > :03:45.The county council is predicting it must make savings

:03:46. > :03:48.of ?75 million because of rdductions in government funding.

:03:49. > :03:51.It's begun a public consult`tion, and warned that social servhces

:03:57. > :04:01.Back in 2010, Gloucestershire went far and fast to reduce its spending.

:04:02. > :04:07.Since then, the county council has made ?114 million of savings.

:04:08. > :04:10.It has reduced its workforcd by 1900, but that's not enotgh.

:04:11. > :04:14.It is now predicting that a further ?75 million needs to be

:04:15. > :04:20.There has been pain and protest along the way, threats

:04:21. > :04:23.to libraries caused particular outcry but they didn't closd.

:04:24. > :04:26.Volunteers stepped in to fill the gap.

:04:27. > :04:28.Now comes the hard bit, drastically changing the wax

:04:29. > :04:36.If we don't make this radic`l change now, there's a great chance we will

:04:37. > :04:40.not have the money to support people in the future, and that is not just

:04:41. > :04:43.in Gloucestershire, that is a national issue as well.

:04:44. > :04:47.We think if we make these changes now and start to work with

:04:48. > :04:50.communities, we can deliver the changes and still be thdre

:04:51. > :04:55.Looking after the elderly and disabled and protecting children

:04:56. > :04:59.consumes about two thirds of the council's budget, but while demand

:05:00. > :05:03.keeps growing, government ftnding will fall sharply next year.

:05:04. > :05:09.If the people who do need to fund some care needs,

:05:10. > :05:12.we estimate there are 16,000 older people in Gloucestershire who are

:05:13. > :05:16.How are they going to afford those services?

:05:17. > :05:19.So the anxiety is that people don't slip through the net

:05:20. > :05:22.and are not going to be properly cared for in the community

:05:23. > :05:26.and get the care they need, and the worse case scenario is that

:05:27. > :05:29.So Gloucestershire launches a public consultation

:05:30. > :05:35.After that, it'll be up to the councillors to decide how the

:05:36. > :05:44.The Wiltshire snooker player Stephen Lee appeared in court this lorning

:05:45. > :05:48.The court heard that Lee, who's the former world numbdr five,

:05:49. > :05:52.had sold his personal cue for ?1600, and despite recehving

:05:53. > :05:56.payment for it, had never sdnt it to the buyer in Hong Kong.

:05:57. > :05:59.Even though Lee pleaded guilty, he told the BBC afterwards that he

:06:00. > :06:04.The Earl and Countess of Wessex visited Somerset today

:06:05. > :06:07.and spoke to flood victims in the village of Moorland.

:06:08. > :06:11.As well as meeting those affected by the floods, the Royals also chatted

:06:12. > :06:14.to some of the volunteers who've been helping to restore homds.

:06:15. > :06:16.They went on to open a new community hospital

:06:17. > :06:19.in Bridgwater and visited one of Somerset's most popular tourist

:07:49. > :07:52.thundery for others. This line of really intense thunderstorms moved

:07:57. > :07:59.and now we look towards the south and you can see the rain moving

:08:00. > :08:05.northwards. So let's look at the cloud which is heading our way and

:08:06. > :08:08.some of it does look really quite threatening particularly in the

:08:09. > :08:12.south-eastern corner there. That's going to bring heavy rain. With it

:08:13. > :08:15.the risk of thunder and lightening. The rain will move away from the

:08:16. > :08:19.South East, and out into the North Sea, but it may linger further

:08:20. > :08:23.north. Just moving away from the south-west and into Wales and into

:08:24. > :08:27.Northern Ireland by dawn. Another mild night. 12 Celsius in the north
