:00:27. > :00:29.He's rejected professional `dvice to make no comment and decided to

:00:44. > :00:50.What checks did you have in place to make sure residdnts here

:00:51. > :00:56.The surest check in any care home is the vighlance

:00:57. > :01:02.If you have a supportive care environment with

:01:03. > :01:06.a listening management, and strong leadership, then staff

:01:07. > :01:11.But then, why didn't staff spot this?

:01:12. > :01:13.It was actually spotted by the resident's son.

:01:14. > :01:21.They did in this occasion, because already we had been alerted

:01:22. > :01:24.by our own quality checks to concerns at this home.

:01:25. > :01:28.And we had started to put in additional supervision,

:01:29. > :01:32.and in due course, we deciddd to replace the management.

:01:33. > :01:35.Do you think if you improved conditions

:01:36. > :01:39.for staff, you would get people who wanted to do it more than some

:01:40. > :01:42.people who are drawn to it because it's the only job they can get?

:01:43. > :01:44.Certainly, that is not why people come in, because it's

:01:45. > :01:52.In most cases, but there ard some people who can't get any other work.

:01:53. > :01:56.Well, there may be, but usu`lly we find that they are identifidd

:01:57. > :02:00.by colleague staff who say, I don't think her heart is in this business.

:02:01. > :02:04.And they are managed out of the business.

:02:05. > :02:08.This case came to court bec`use of the evidence produced by a camera.

:02:09. > :02:12.Would you support the idea of having cameras in all rooms?

:02:13. > :02:16.Well, at the moment it is totally illegal.

:02:17. > :02:34.If, in this home, you had compulsory CCTV, somebody would have to watch

:02:35. > :02:39.the 24 hour output of 100 c`meras every day.

:02:40. > :02:43.The family of the abused wolan would like to see cameras in care homes.

:02:44. > :02:45.Our Health Correspondent Matthew Hill has been investigating

:02:46. > :02:49.When Jim Wright decided to hide a camera in his mother's room,

:02:50. > :02:59.Now he and his family think there should be cameras in every home

:03:00. > :03:03.If you're a relative, I would suggest doing the s`me thing

:03:04. > :03:08.And perhaps, the more peopld that do it, the more footage that comes to

:03:09. > :03:13.light, and one day, perhaps they'll put cameras in these homes.

:03:14. > :03:16.And they've support from others who contacted us.

:03:17. > :03:22.Terry Hending's widow Janet told us he was at the Granary just

:03:34. > :03:36.When the filming happened, more alerts were sent to

:03:37. > :03:38.the local council and more were substantiated, or

:03:39. > :03:45.The regulator of the Granarx, the Care Quality Commission,

:03:46. > :03:48.is now consulting over the introduction of covert survdillance

:03:49. > :03:55.This may look like on obviots way of monitoring what's going on.

:03:56. > :03:58.But it raises questions about privacy.

:03:59. > :04:02.Do you really want Big Brother watching you all the time?

:04:03. > :04:09.This company is already planning to sell surveillance in care sdttings.

:04:10. > :04:14.It's consulted with the CQC and the Information Commisshoner to

:04:15. > :04:17.come to an agreement which it says is within the law

:04:18. > :04:24.It is the deployment of either covert or discrete CCTV camdras in

:04:25. > :04:31.communal areas within care settings, which run on a limited basis.

:04:32. > :04:35.So, not all the time, at certain times, as a quality assurance aid

:04:36. > :04:41.Seeing how members of staff deal with service tsers.

:04:42. > :04:45.But the main health union s`ys surveillance is not the answer.

:04:46. > :04:49.Well, I think the question hs, how does it improve care

:04:50. > :04:54.And also this raises other hssues of the capacity of people

:04:55. > :04:57.in elderly care homes to agree and consent to that,

:04:58. > :05:02.and also concerns with the privacy and concerns of staff and vhsitors.

:05:03. > :05:09.It is undoubtedly true that covert cameras have brought to

:05:10. > :05:13.light scandals like Winterbourne View that may have gone unsden.

:05:14. > :05:16.But for the people who work in this settings and even their pathents,

:05:17. > :05:24.a life under constant scruthny may prove too intrusive.

:05:25. > :05:27.Four more police officers are being investigated for their part

:05:28. > :05:30.in the treatment of an Iranhan man who was murdered in Bristol.

:05:31. > :05:34.Bijan Ebrahimi repeatedly contacted the Avon Somerset force

:05:35. > :05:37.complaining he was the victhm of anti`social behaviour.

:05:38. > :05:41.16 police officers are now being investigated by the Independent

:05:42. > :05:47.Lee James is serving 18 years in prison for murder

:05:48. > :05:53.and his friend Steven Norlex four years for assisting an offender

:05:54. > :05:55.The Bristol businessman acctsed of planning his wife's murddr

:05:56. > :05:58.while on honeymoon will stand trial in October.

:05:59. > :06:01.Shrien Dewani was extradited to South Africa in April, after

:06:02. > :06:07.He's being held at a secure hospital in Cape Town where he's being

:06:08. > :06:12.His trial's now been set for the 6th October.
