:01:51. > :01:53.woman is seen to be treated roughly and swollen at by four men whom do

:01:54. > :01:58.not know their every movement is being caught on camera. The abuse

:01:59. > :02:02.has been brought to light at the Granary care home who look `fter

:02:03. > :02:09.patients with dementia. Two hours ago her enters, one of them English

:02:10. > :02:12.and two from Poland were sentenced. We now have a special report which

:02:13. > :02:18.does contain some distressing scenes from that secret filming.

:02:36. > :02:39.leave her soiled. This was secretly filmed by the family of Gladys

:02:40. > :02:50.Wright who agreed to releasd the footage. Yeah. It just shows this

:03:53. > :03:58.that point you think, this can no longer continue. At that pohnt we

:03:59. > :04:05.thought enough was enough. Daniel Baines was not charged for this

:04:06. > :04:10.incident. He appeared to be more resident `` resident when hd saw the

:05:26. > :05:28.it was here that a defenceldss old lady was mistreated by thred strong

:05:29. > :05:31.men who showed her no respect. The man in charge is Jeremy Nixey

:05:32. > :05:34.whose business has been criticised by the judge for the lack

:05:35. > :05:39.of staff and poor training. Do you agree that this was `

:05:40. > :05:44.shocking failure in the card here? No, I think this was shocking care

:05:45. > :05:51.or absence of care by three What checks did you have

:05:52. > :05:57.in place to make sure that residents The surest check

:05:58. > :06:03.in any care home is the vighlance of fellow members of staff and if you

:06:04. > :06:10.have a supportive care environment with a listening management

:06:11. > :06:12.and strong leadership, then staff But then why did

:06:13. > :06:17.the staff not spot this? It was actually spotted

:06:18. > :06:20.by a resident's son. They did on this occasion

:06:21. > :06:27.because already we had becole alerted by our own quality checks to

:06:28. > :06:31.concerns at this home and wd had started to put in additional

:06:32. > :06:35.supervision and in due course we How do you know other staff,

:06:36. > :06:42.or residents here, rather, were not affected by their lack

:06:43. > :06:47.of care and their abuse? What we have done is talk to all

:06:48. > :06:50.staff and make sure that thdy are satisfied with

:06:51. > :06:54.the care that they are giving and But you do not know if other

:06:55. > :07:00.residents have been affected? I can't know what happens 24 hours

:07:01. > :07:03.a day in every resident's lhfe, but I can be very confident

:07:04. > :07:08.because we have a team of 150 staff and they watch one

:07:09. > :07:14.another and the aim of staff... Staff only come into this btsiness

:07:15. > :07:22.because they want to care, the exceptional cases that we h`ve heard

:07:23. > :07:26.about today are quite exceptional. Do you think

:07:27. > :07:28.if you improved conditions for staff, you would get people who

:07:29. > :07:32.wanted to do it more than jtst some people who are drawn to it because

:07:33. > :07:35.it is the only job they can get Certainly that is not why pdople

:07:39. > :07:44.some who cannot get any work. There may be

:07:45. > :07:47.but usually we find that thdy are identified by colleagues or staff

:07:48. > :07:51.who say, "I do not think thdir heart is in this job," and they are

:07:52. > :07:55.managed out of the business. This case came to court bec`use

:07:56. > :07:58.of the evidence produced by a camera, would you support the idea

:07:59. > :08:02.of having cameras in all rooms? It has been discussed

:08:03. > :08:11.in the industry, If in this home you had compulsory

:08:12. > :08:18.CCTV, somebody would have to watch As Jeremy Nixey said there,

:08:19. > :08:29.the issue of cameras in care homes is a hot topic that's

:08:30. > :08:32.being discussed at the moment. It's something the family in this

:08:33. > :08:35.case would like to see introduced. Our health correspondent Matthew

:08:36. > :08:39.Hill has been investigating. When Jim Wright decided to hide

:08:40. > :08:42.a camera in his mothers rool ` Now he and his family think there

:08:43. > :09:06.should be cameras in every home You should be absolutely honest and

:09:07. > :09:10.the more people that come forward and the more footage that comes to

:09:11. > :09:12.light, one day perhaps they will put cameras in these homes.

:10:18. > :10:24.the law. It is the deployment of either covert or discrete CCTV

:10:25. > :10:30.cameras in certain communal areas within the care settings. And they

:10:31. > :10:37.are ran on a limited basis, not all of the time but at certain times as

:10:38. > :10:41.a quality assurance aid for the management of care and to show how

:10:42. > :10:44.members of staff deal with tsers. The main health union says

:10:45. > :10:49.surveillance is not the answer. The question should be how does it

:10:50. > :10:53.prevent abuse and improved here and there are several other isstes

:10:54. > :10:57.regarding the capacity for people in elderly care homes to agree and

:10:58. > :11:03.consent to that and also in terms of the privacy and concerns of staff

:11:04. > :11:08.and visitors. It is undoubtdd League Two that covert cameras havd brought

:11:09. > :11:18.to buy scandals like Winterbourne View that we have gone unnoticed and

:11:19. > :11:23.the people who work in thesd settings could be under even greater

:11:43. > :11:47.in all of our care homes? Pdople's privacy is very important, `nd also,

:11:57. > :12:02.homes to be care workers. Until we correct that, it will not solve the

:12:31. > :12:33.supermarket. Cameras will ghve people reassurance but they will not

:12:34. > :12:37.solve the overall problem. Hf someone is considering the best way

:12:38. > :12:43.and best place to put someone that the above, what should they do? Do

:12:44. > :12:47.not be attracted by the wonderful furniture and the fantastic carpets,

:12:48. > :12:52.you are looking at the interaction of care workers with residents.

:12:53. > :12:57.Visit at different times of the day to see what is happening, go along

:12:58. > :13:01.at meal times to see the food and how people are being treated. Speak

:13:02. > :13:05.to other residents, talk to care workers, spend some time dohng this,

:13:06. > :13:10.it is probably the biggest decision someone is ever going to make and at

:13:11. > :13:14.the end of the day if it gods wrong, you will never forgive yourself

:13:15. > :13:18.Invest the time looking, watching and do not rely necessarily on

:13:19. > :13:22.inspection reports, they ard only a pulse reading, if you like, the only

:13:23. > :13:32.deflect partially on what is happening, see it with your own

:14:55. > :14:58.Bijan Ebrahimi repeatedly contacted the Avon and Somerset force

:14:59. > :15:01.complaining he was the victhm of anti`social behaviour.

:15:02. > :15:04.He begged for help, just hours before he was be`ten to

:15:05. > :15:12.Our home affairs corresponddnt, Steve Brodie, reports.

:15:13. > :15:15.It's 11 months since Bijan Dbrahimi was murdered by his neighbotr

:15:16. > :15:19.Lee James is serving 18 years in prison and his friend

:15:20. > :15:24.Steven Norley four years for his part in the killing.

:15:25. > :15:27.Since Mr Ebrahimi's death, the police watchdog has been

:15:28. > :15:30.looking into how he was tre`ted by the police.

:15:31. > :15:40.Hours before his death, he'd made a series of desperate 999 c`lls

:15:41. > :15:46.When the investigation began, six police officers and six civhlian

:15:47. > :15:52.staff were interviewed but then the IPCC widened its inquiry, going back

:15:53. > :15:58.several years with contact with Mister `` Bijan Ebrahimi. It brings

:15:59. > :16:06.the total number of people brought under investigation to 16. The fact

:16:07. > :16:09.that they are interviewing lore people, that is where the

:16:10. > :16:15.investigation is leading thdm, it is very important.

:16:16. > :16:18.An inspector, sergeant and ` constable who dealt with Mr Ebrahimi

:16:19. > :16:20.in custody have already been interviewed for gross misconduct

:16:21. > :16:23.Back in February, Mr Ebrahimi's family and local MPs

:16:24. > :16:26.told IPCC investigators thex were concerned about how long

:16:27. > :16:30.Today's announcement will mdan a further delay.

:16:31. > :16:40.I have met Bijan Ebrahimi's sisters and they are in very close contact

:16:41. > :16:45.with myself because they want to know what the police force `re doing

:16:46. > :16:48.differently to prevent this sort of thing happening again. Therd have

:16:52. > :16:52.investigation to tell me th`t, I know that.

:17:02. > :17:04.Two men have been sentenced to life for the brutal murder of a lan
