:00:33. > :00:48.A new campaign video highlighting the plight of honourable yotngsters.

:00:49. > :00:53.It has been launched by Kids Company which has helped 1500 private

:00:54. > :01:01.children in the area. It includes this young man. `` vulnerable

:01:02. > :01:08.youngsters. I was sleeping on park benches.

:01:09. > :01:12.He thinks most people do not realise how many youngsters get into

:01:13. > :01:16.difficulties. They see all the homeless pdople

:01:17. > :01:23.what they do not really think that young people get into that

:01:24. > :01:29.situation. I know loads of people, probably loads of children who are

:01:30. > :01:33.in difficulty. The charity launched its calpaign in

:01:34. > :01:39.Bristol today for one in fotr children grows up in povertx. But

:01:40. > :01:45.it's not `` higher than the national average. Most deprived is this young

:01:46. > :01:55.man, Lawrence. `` this area. We used to have playgroups. Now they

:01:56. > :01:58.have even taken away. You do not get as much as if you were in a posh

:01:59. > :02:04.area. The government wants to end child

:02:05. > :02:09.per day by 2020 and says spdnding on child protection has increased. This

:02:10. > :02:14.charity is worried about a cut in social workers. There are 3850

:02:15. > :02:18.vacancies for social workers in England. If you have that m`ny

:02:19. > :02:25.vacancies, the other people they have more cases to deal with. It is

:02:26. > :02:28.bursting at the seams. The local council says it has significantly

:02:29. > :02:33.fewer resources to help children compared to a few years ago. The

:02:34. > :02:37.council says it is having stccesses in places like this. There hs a

:02:38. > :02:42.troubled families project which has been going for two years and has a

:02:43. > :02:45.1000 households. There is another one in association with the police

:02:46. > :02:57.which is getting help through to disadvantaged children quickly.

:02:58. > :03:00.The Chief Constable of Avon and Somerset Police has been told

:03:01. > :03:02.that he will not be facing a criminal inquiry

:03:03. > :03:06.Nick Gargan was sent home from work in May following

:03:07. > :03:09.Today he claimed the investigation against hhm has

:03:10. > :03:12.been downgraded but says he still doesn't know what he's done wrong.

:03:13. > :03:25.The Chief Constable has been suspended since May after complaints

:03:26. > :03:31.were made about his behaviotr. Since then officers have in interviewing

:03:32. > :03:36.police officers and civilian staff at the force's headquarters. They

:03:37. > :03:40.have spoken to around 50 people stop today in a statement, the Chief

:03:41. > :03:46.Constable rub his silence on the allegations which have rockdd both

:03:47. > :03:49.him and his force. He says he has not seen any details of any

:03:50. > :03:55.allegations against him and he says he has been told the behaviour under

:03:56. > :03:59.investigation is not as serhous as originally not as it is no longer

:04:00. > :04:04.being investigated as a crilinal matter. He welcomes this. The IPCC

:04:05. > :04:10.says he has been served with a gross misconduct noticed and says you will

:04:11. > :04:15.be interviewed once the information analysed has been gathered. What

:04:16. > :04:22.could happen to him? The sanctions would range as that for an ordinary

:04:23. > :04:26.constable, from advice throtgh ultimately to dismissal if ht is

:04:27. > :04:30.gross misconduct. Between those she would have a fine, you would have a
