:01:06. > :01:10.The safety of the people coming to Carnival is paramount.

:01:11. > :01:13.I want them to come and enjoy themselves, and not to be afraid.

:01:14. > :01:18.But again, I can assure you, 98%, 99.9% of people coming to Carnival

:01:19. > :01:24.Personally, I felt the level of police involvement yesterday was

:02:20. > :02:23.down to even more local level at a ward level and parish level.

:02:24. > :02:26.So that local people can say, this is our land and we want to

:02:27. > :02:31.In the West there are two green belts, nearly 7,000 hectares between

:02:32. > :02:36.Gloucester and Cheltenham, while ten times bigger is the Avon green belt.

:02:37. > :02:39.In reality, it isn't what a lot of people imagine.

:02:40. > :02:43.Take the 66,000 hectares that surround Bristol and Bath `

:02:44. > :02:47.the majority of it is actually classified as neglected land.

:02:48. > :02:49.Here in South Gloucestershire it's crisscrossed by motorways,

:02:50. > :02:56.Its green belt status means development is only allowed in

:02:57. > :03:05.They need to decide whether the most sustainable solution for development

:03:06. > :03:09.in their area is actually a rolling back of the green belt.

:03:10. > :03:12.They could replace that green belt on the outer boundary.

:03:13. > :03:14.The MPs' report will be launched this week.
