:00:17. > :00:20.In the first public hearing of its kind, the government's intelligence

:00:21. > :00:25.agency is being taken to a tribunal by Amnesty International.

:00:26. > :00:28.It's more than a year since former CIA employee Edward Snowden claimed

:00:29. > :00:30.intelligence agencies, including GCHQ, were gathering huge amounts of

:00:31. > :00:33.the public's Internet usage data. Amnesty International believes its

:00:34. > :00:35.emails have been illegally intercepted here and in the US. It

:00:36. > :00:37.says that's in breach of the Human Rights Act.

:00:38. > :00:40.We know that the kind of organisation that we are, given that

:00:41. > :00:46.we work with human rights defenders, working to hold governments to

:00:47. > :00:51.account, it's very likely that ours are the kinds of communications a

:00:52. > :00:57.government would be interested in. But this is actually about much more

:00:58. > :01:00.than that. It's about you and me. And that's what is quite so

:01:01. > :01:06.concerning. It's about the everyday communications.

:01:07. > :01:09.Tomorrow, lawyers for Amnesty will argue their case at the

:01:10. > :01:11.Investigatory Powers Tribunal which considers complaints about public

:01:12. > :01:14.bodies. What we don't really know is how much GCHQ knows about what we've

:01:15. > :01:17.all been doing on our phones, computers and tablets. They won't

:01:18. > :01:20.confirm or deny any of it. So it's no surprise that they're not saying

:01:21. > :01:23.much about tomorrow's case either. GCHQ has always said it works within

:01:24. > :01:27.a strict legal and policy framework and everything it does is

:01:28. > :01:31.authorised, necessary and proportionate. But Amnesty wants to

:01:32. > :01:38.test that claim. Tomorrow's hearing will unusually be held in public.

:01:39. > :01:43.The Investigatory Powers Tribunal normally sits behind closed doors.

:01:44. > :01:48.For once we'll be able to watch those whose job it is to watch us.

:01:49. > :02:02.And we might learn something about what they've been doing.

:03:02. > :03:05.The Government's new Modern Slavery Bill aims to tackle the problem.

:03:06. > :03:11.The Home Office says it's the first of its kind in Europe.

:03:12. > :03:13.It would introduce tougher sentencing,

:03:14. > :03:14.an anti`trafficking commissioner, and better support for victims.

:03:15. > :03:17.It's welcomed by campaigners ` as long as victims are

:03:18. > :03:25.There is a real desperate need that victims are identified

:03:26. > :03:32.In addition to that, one of the problems is that victims

:03:33. > :03:34.of trafficking involved in criminal industries have often

:03:35. > :03:37.So, really to recognise that victims can

:03:38. > :03:39.be involved in criminal activities, but not to prosecute them.

:03:40. > :03:42.Others feel it doesn't go far enough and want firms forced to

:03:43. > :03:45.investigate whether slaves have been used to make their products.

:03:46. > :03:47.I think businesses ought to care about whether there is slavery

:03:48. > :03:51.If that creates an additional burden or onus on them to investigate,

:03:52. > :03:54.then that is something they have a moral obligation to do.

:03:55. > :03:56.Whatever the detail, most welcome a bill that does
