:00:21. > :00:25.Joe Dodd and his family who live in Radstock want him to be in hospital,

:00:26. > :00:29.They say the local health service turned them down.

:00:41. > :00:42.Covered in scars from years of self harm, Joe Dodd is

:00:43. > :00:47.a very disturbed teenager who tried to kill himself in February.

:00:48. > :00:50.I see the bad people that hurt me when I was young and I hear people

:00:51. > :00:54.telling me to die and that my mum and dad don't love me.

:00:55. > :00:57.He was sectioned under the Mental Health Act but

:00:58. > :01:01.his mother says he was sent back to her a month later with no support.

:01:02. > :01:05.And I found him on top of that building up there.

:01:06. > :01:09.His conditions include post traumatic stress disorder,

:01:10. > :01:11.something which Joe says stems from the time he was taken

:01:12. > :01:15.into care as a 12`year`old because of his challenging behaviour.

:01:16. > :01:18.It started in May 2012, when Joe disclosed about having

:01:19. > :01:27.Joe needs psychiatric help and they are just saying he has not got

:01:28. > :01:30.a treatable mental health illness and obviously I believe that PTSD is

:01:31. > :01:38.And if he does not get help for his PTSD he hasn't got a future.

:01:39. > :01:41.But a letter from another psychiatrist from the Priory group

:01:42. > :01:44.says, if Joe is not able to be managed in the community, he should

:01:45. > :01:47.be considered for an assessment at a specialist adolescent psychiatric

:01:48. > :01:54.Another letter from a child psychologist who cared

:01:55. > :01:57.for Joe in Maidenhead warns it is highly unlikely Joe will recover

:01:58. > :02:04.And another letter from the local police warns that Joe is not able

:02:05. > :02:12.Joe may begin to lose his ability to control his anger

:02:13. > :02:15.and frustrations to the point that he may come to the attention

:02:16. > :02:24.Inpatient services are not the cure for everything.

:02:25. > :02:27.It is about a package of services before inpatient care,

:02:28. > :02:35.And if that package isn't there, then you're going to have long`term

:02:36. > :02:42.I'm either going to go too far and kill myself or end up hurting

:02:43. > :02:52.In a statement the Child and Adolescent Mental Health Service,

:02:53. > :02:58.which is responsible for Joe's care, says while it can't comment

:02:59. > :03:03.on the case sometimes it's not in the patient's best interests to be

:03:04. > :03:06.admitted to an inpatient unit, and there are a number of approaches

:03:07. > :03:08.to supporting a patient safely and providing a package of effective
