:01:09. > :01:11.The Senior Children's Services managers were brought in just

:01:12. > :01:17.before the council was given an "inadequate" rating by Ofsted

:01:18. > :01:21.The top director alone cost nearly ?320,000.

:01:22. > :01:30.Peter Lewis came to Somerset with a big reputation, and a big price tag.

:01:31. > :01:34.He was the man the Government sent to sort out

:01:35. > :01:36.Haringey Council's children?s services after the Baby P c`se.

:01:37. > :01:39.Somerset County Council brotght him in last year because

:01:40. > :01:45.of big problems in its children?s services dep`rtment.

:01:46. > :01:48.Its social workers are meant to look after the most vulnerable

:01:49. > :01:53.Last summer, the council was told by Ofsted its child protecthon work

:01:54. > :01:58.And in the autumn, the Government gave it an Improvement Notice.

:01:59. > :02:00.If big changes weren't made within a year,

:02:01. > :02:04.it could send in civil serv`nts to take over the department.

:02:05. > :02:06.Peter Lewis brought with hil to Somerset a deputy,

:02:14. > :02:20.One local MP thinks taxpayers are being ripped off.

:02:21. > :02:23.And child protection's closd to the heart of Tessa Munt,

:02:43. > :03:00.In a statement the council says immediate improvement was ndeded

:03:01. > :03:03.so it made the decision to hnvest in high quality temporary dhrectors

:03:04. > :03:06.It says it's seen improvements since the appointments were made,

:03:07. > :03:08.and is now looking for permanent replacements.

:03:09. > :03:18.Tomorrow here at county hall, Peter Lewis will update councillors

:03:23. > :03:25.which says steps have been taken, but work's still at an earlx stage

:15:12. > :15:16.operating in a standard way. What are the options for thd Health

:15:45. > :15:47.dissolved. That is not likely. But North Bristol trust must achieve

:16:50. > :16:54.Brenda Bishop was inspired to set up the first refuge in the West

:16:57. > :17:00.40 years ago Brenda Bishop found a passion

:17:01. > :17:08.Helping women and children find freedom from abusive relationships.

:17:09. > :17:24.This person needed help when she left her husband when her son was

:17:25. > :17:43.four months old. My little boy has got his money because of yot. `` has

:17:44. > :17:53.got his mother because of you. Your husband did that to yot. It

:17:54. > :18:07.took determination to carry it through. I used to walk into the

:18:08. > :18:21.council every day. I could hear him seeing, she is here again. We would

:18:33. > :18:35.In 1974, she set up Survive, opening the first refuge in the West.

:18:36. > :18:38.It was at a time when attitudes to domestic violence

:18:46. > :18:48.Only last month women's aid groups started working with football clubs

:18:49. > :18:49.and fans to get their message across.

:18:50. > :18:51.The charity Survive has just celebrated its birthday.

:19:02. > :19:03.It's being claimed the Banksy Spy Booth mural in Cheltenham

:19:04. > :19:06.belongs to the Secretary of State for Transport rather than

:19:07. > :19:10.A retired chartered surveyor says he believes the wall is a p`rty

:19:11. > :19:15.The owner of the house, who's trying to sell the artwork,

:19:16. > :19:17.says he's now taking legal `dvice to clear up the matter.

:19:18. > :19:20.Here's our Gloucestershire reporter, Steve Knibbs, with the latest

:19:21. > :19:58.The story that keeps on givhng. It started in April. In June it was

:19:59. > :20:03.confirmed that this was by Banksy. Local businesses launched a plan to

:20:04. > :20:11.buy it back. Last week some locals removed the hoardings.

:20:12. > :20:19.This local resident has been doing some digging. The wall was joined to

:20:20. > :20:29.a house that used to be on this land. The registered owner hs the

:20:30. > :20:36.secretary of state for transport. You are seeing that the Govdrnment

:20:37. > :20:41.owns the Banksy? Yes. They should acknowledge that the audit `nd it is

:20:42. > :20:56.in the public realm for the benefit of the people. Then we must decide

:20:57. > :21:16.who is going to look after ht. The Department for Transport said

:21:17. > :21:26.they are looking into it. I think we will be year for another few weeks.

:21:27. > :21:29.What about the campaigners trying to raise money to buy something for the

:21:30. > :21:38.community which they potenthally me already own? We have been looking

:21:39. > :21:45.into that. There is no way of proving it. If the secretarx of

:21:46. > :21:50.state owns the Banksy, technically it belongs to the Government and

:21:51. > :22:09.technically the Banksy belongs to us. This sidecar is not over.

:22:10. > :22:12.A bronze statue of a World War One Soldier that had

:22:13. > :22:15.almost been forgotten has h`d its story revealed.

:22:16. > :22:19.It has stood in the Somerset town of Frome for 13 years.

:22:20. > :22:21.The statue was of the soldier Charlie Robbhns.

:22:22. > :22:32.Tracey Miller has been investigating.

:22:56. > :23:03.and Hong Kong. There are well known statues on the embankment and

:23:04. > :23:09.outside Parliament. But sadly the company that made the statuds is now

:23:19. > :23:38.town. Who was he? He would never boast. He was very quiet. Hd served

:23:39. > :23:44.in World War I. He survived. He modelled for the statue. A number of

:23:45. > :23:56.them were cast. This one was never shipped out. But was forgotten until

:23:57. > :24:08.now. The foundation stone is fair. The Memorial Hall was built through
