:00:25. > :00:27.about what was going on during a routine school visit.
:00:28. > :00:31.Paul Francis was first convicted back in 1973.
:00:32. > :00:33.And he's been targetting and assaulting very young girls
:00:34. > :00:37.The paedophile has already served prison sentences
:00:38. > :00:44.He only moved to Yeovil last year but
:00:45. > :00:48.by March he'd enticed a 10`year`old and her 9`year`old friend back to
:00:49. > :00:53.his flat where he carried out a number of sexual offences.
:00:54. > :00:56.The grooming came to light during a routine police visit to
:00:57. > :01:01.The 10`year`old told a PCSO, "I go to see a man for singing
:01:02. > :01:07."lessons and he writes to me and I have got his letters in my case."
:01:08. > :01:12.When the police raided his home they found a diary
:01:13. > :01:16.It was the diary which led to his guilty pleas.
:01:17. > :01:21.The visits with the young girls, he would proceed to write what had
:01:22. > :01:24.occurred during those visits and he would identify what had
:01:25. > :01:28.happened and what he wished to happen in the future.
:01:29. > :01:35.Francis would hand out hand written posters like this one to children
:01:36. > :01:38.on their way to and from school inviting them to come
:01:39. > :01:43.He would say how much he wanted to hug and kiss them
:01:44. > :01:46.and then warn them to keep the letters away from prying eyes.
:01:47. > :01:49.Before Francis moved to Yeovil he'd lived in Williton and the police are
:01:50. > :01:52.appealing for anyone in the area who might have been approached
:01:53. > :01:58.We found documents suggesting he was employing the same methods
:01:59. > :02:02.when he was in West Williton and Watchet and I would appeal to anyone
:02:03. > :02:10.that has had communication with Paul Francis to come forward to speak to
:02:11. > :02:18.The court heard that Francis's last conviction had been in 2005 and his
:02:19. > :02:23.place on the sex offenders register had run out in 2010 and so he had
:02:24. > :02:30.Jailing Francis for four years, Judge Mott told him, "You are
:02:31. > :02:33."clearly dangerous and there is a serious risk of future offending.
:02:34. > :02:41."I give great credit to the 10`year`old who came forward."
:02:42. > :02:44.On his eventual release, Francis will be placed on the sex offenders
:02:45. > :02:54.Air quality around Avonmouth in Bristol will be tested following
:02:55. > :02:57.complaints from residents that their health is being put at risk.
:02:58. > :03:02.They say dust has been blowing onto and into their homes
:03:03. > :03:05.from the nearby port, plaguing their lives for years.
:03:06. > :03:08.The new monitoring will be for three months, and some local
