:00:00. > :00:00.over on BBC Two in a moment. Now, on BBC One, it's time
:00:00. > :00:17.for the news A review into the neglect suffered
:00:18. > :00:24.by four Gloucestershire children has found that every organisation which
:00:25. > :00:27.should have helped made mistakes. Two months ago,
:00:28. > :00:29.the parents were jailed for what the judge described as "stupid,
:00:30. > :00:31.stubborn and reckless" behaviour. Our home affairs correspondent
:00:32. > :00:33.Steve Brodie reports. The children lived
:00:34. > :00:36.in appalling squalor. Rooms were littered with rubbish,
:00:37. > :00:38.the carpets were filthy Bedrooms smelt of urine
:00:39. > :00:43.and animal faeces. Their suffering only came to
:00:44. > :00:45.an end when two`year`old Abigail ` became seriously ill
:00:46. > :00:51.and was admitted to hospital. She was dangerously underweight,
:00:52. > :00:56.had severe nappy rash and terrible head lice, which her mother had
:00:57. > :00:59.attempted to treat with mayonnaise. by social workers and health
:01:00. > :01:05.professionals, nothing was done. The family often missed doctors'
:01:06. > :01:07.appointments and on some occasions police were called
:01:08. > :01:10.to the family home. But still no action was taken to
:01:11. > :01:13.help the children, who continued There were a number of reports made
:01:14. > :01:20.by people like health professionals, teachers, where the
:01:21. > :01:29.seriousness of what they were seeing was not correctly interpreted by
:01:30. > :01:32.social care, who continued sometimes to treat what those reports said as
:01:33. > :01:35.a matter of child support rather What comes up time and time again
:01:36. > :01:54.in this review is the role the mother played in manipulating
:01:55. > :01:57.those who tried to help, and was able to hide from them the real
:01:58. > :02:00.truth about her children's lives. There was also resistance of the
:02:01. > :02:03.parents, there wasn't always access given and the true picture of what
:02:04. > :02:05.was happening was sometimes Despite the county council and all
:02:06. > :02:12.the other agencies involved getting some things wrong, no`one has been
:02:13. > :02:15.disciplined for their part in the failure to provide proper care for
:02:16. > :02:27.Abigail, her brother and sisters. The parents ` who we cannot name
:02:28. > :02:30.for legal reasons ` were jailed in June for what the judge described
:02:31. > :02:32.as "appalling neglect". Meanwhile
:02:33. > :02:34.the review reveals that all the children involved are now living
:02:35. > :02:41.healthy lives with other families. Earlier I spoke to the BBC's social
:02:42. > :02:43.affairs correspondent, Michael Buchanan, and asked whether
:02:44. > :03:48.these serious case reviews work. A man arrested
:03:49. > :03:49.after 15 illegal immigrants were found in a lorry in Somerset has
:03:50. > :03:52.been released on police bail. The 50`year`old was questioned after
:03:53. > :03:55.the discovery at the Southfield Police believe the immigrants
:03:56. > :04:00.were from Eritrea and Kashmir. The British Red Cross have been
:04:01. > :04:06.helping to look after them. Work has started on another flood
:04:07. > :04:09.defence scheme to protect more Villagers in Thorney were left
:04:10. > :04:13.several feet underwater when the River Parrett broke
:04:14. > :04:16.its banks at the end of December. Now thousands of tonnes
:04:17. > :04:18.of soil will create a blockade around the village.
:04:19. > :04:28.Andrew Plant reports. The first few bucketfuls
:04:29. > :04:30.of soil being moved in a scheme that Thorney's householders came to watch
:04:31. > :04:38.the start of the digging, that should stop their homes
:04:39. > :04:53.from ever flooding again. If the river breaches it's banks, it
:04:54. > :04:57.will be stopped. A mile up the road from Muchelney,
:04:58. > :05:01.Thorney suffered badly in the floods, almost every house
:05:02. > :05:17.with ground floors underwater. The hill
:05:18. > :05:40.being built here, known as a bund, Even so it will mean 500
:05:41. > :06:01.lorry`loads of soil. A woman's been flown to hospital
:06:02. > :06:05.with leg injuries after part of the miniature train at
:06:06. > :06:07.Longleat Safari Park overturned. Two carriages came off the track
:06:08. > :06:11.as the train came into the station Somerset have failed to progress to

:07:15. > :07:25.will build, a greyer picture. With the light winds and clear skies
:07:26. > :07:27.it will be cold. Some sunny spells in the afternoon
:07:28. > :07:47.but the shower risk always there. Good evening. For many of us a bank
:07:48. > :07:50.holiday looms large and so does a change in the weather patterns. Is
:07:51. > :07:55.the that good or bad news? Only you can decide that. For the time being
:07:56. > :07:59.we've got similar weather patterns. Another chilly day tomorrow, with
:08:00. > :08:03.some sunshine but probably more showers. Today's showers are fading
:08:04. > :08:04.from the east but we are seeing
