:01:07. > :01:08.a review into the neglect suffered by four Gloucestershire children has

:01:09. > :01:10.found that every organisation which couldn't walk, she'd suffered

:01:11. > :01:16.so much neglect. Two months ago her parents were

:01:17. > :01:18.jailed for what the judge described as "stupid,

:01:19. > :01:23.stubborn and reckless" behaviour. Here's our home affairs

:01:24. > :01:27.correspondent, Steve Brodie. The children lived

:01:28. > :01:29.in appalling squalor. Rooms were littered with rubbish,

:01:30. > :01:32.the carpets were filthy Bedrooms smelt of urine

:01:33. > :01:37.and animal faeces. Their suffering only came to

:01:38. > :01:40.an end when two`year`old Abigail ` became seriously ill

:01:41. > :01:45.and was admitted to hospital. She was dangerously underweight,

:01:46. > :01:47.had severe nappy rash and terrible head lice, which her mother had

:01:48. > :01:54.attempted to treat with mayonnaise. by social workers and health

:01:55. > :02:00.professionals, nothing was done. The family often missed doctors'

:02:01. > :02:02.appointments and on some occasions police were called

:02:03. > :02:05.to the family home. But still no action was taken to

:02:06. > :02:21.help the children, who continued There were a number of reports made

:02:22. > :02:26.by people like health professionals, teachers, where the

:02:27. > :02:32.seriousness of what they were seeing was not correctly interpreted by

:02:33. > :02:38.social care, who continued sometimes to treat what those reports said as

:02:39. > :02:50.a matter of child support rather than child protection.

:02:51. > :02:56."We often go to untidy and unclean houses."

:02:57. > :02:59.What comes up time and time again in this review is the role

:03:00. > :03:02.the mother played in manipulating those who tried to help, and was

:03:03. > :03:10.able to hide from them the real truth about her children's lives.

:03:11. > :03:20.There was also resistance of the parents, there wasn't always access

:03:21. > :03:22.was happening was sometimes was happening was sometimes

:03:23. > :03:22.concealed from professionals. Despite the county council and all

:03:23. > :03:25.the other agencies involved getting some things wrong, no`one has been

:03:26. > :03:28.disciplined for their part in the failure to provide proper care for

:03:29. > :03:43.Abigail, her brother and sisters. There was nothing which I have seen

:03:44. > :03:48.that shows that any particular individuals saved behaved so

:03:49. > :03:55.abominably monopoly that they need to be disciplined. I think

:03:56. > :03:56.collectively the way in which we brought it all together wasn't

:03:57. > :03:58.focused enough on the children. The parents ` who we cannot name

:03:59. > :04:01.for legal reasons ` were jailed in June for what the judge described

:04:02. > :04:04.as "appalling neglect". The BBC spoke to the father

:04:05. > :04:14.at an earlier hearing. We did let our children down. We

:04:15. > :04:19.never stopped loving them, but we did let them down, not in a

:04:20. > :04:19.neglectful we, but I suppose in development.

:04:20. > :04:22.David McCallum says it's up to the individual agencies to decide

:04:23. > :04:25.if any of their staff should have action taken against them.

:04:26. > :04:26.Meanwhile the review reveals that all the

:04:27. > :04:33.children involved are now living healthy lives with other families.

:04:34. > :04:35.Let's speak to the BBC's social affairs correspondent,

:04:36. > :04:44.Michael Buchanan, who joins us from our London newsroom.

:04:45. > :04:55.Do these serious case reviews make any difference? These serious case

:04:56. > :04:58.reviews are meant to change things and good local authorities will

:04:59. > :05:04.make sure it doesn't happen in the make sure it doesn't happen in the

:05:05. > :05:10.local area, because reading this review it is grimly familiar and the

:05:11. > :05:16.inability of social workers to speak to the children, to be palmed off by

:05:17. > :05:20.the mother, that keeps coming up time and time again. It is

:05:21. > :05:25.inexcusable for to protection professionals to get this wrong,

:05:26. > :05:29.because it is a basic part of the achievement training to see the

:05:30. > :05:36.world through the child's eyes. I was looking at the latest Ofsted

:05:37. > :05:44.services as satisfactory. I don't services as satisfactory. I don't

:05:45. > :05:54.think, having read this report anybody could argue with that. Is

:05:55. > :05:59.the multi`agency setup working? It is very difficult. Often, the police

:06:00. > :06:03.want to time up at meetings for a variety of reasons. To protection

:06:04. > :06:07.officials have to follow it up and their caseloads have been rising, so

:06:08. > :06:09.it is very easy for cases to slip through the net.

:06:10. > :06:11.Two men have been charged after a major police investigation

:06:12. > :06:14.into an alleged scam targeting pensioners across the West.

:06:15. > :06:18.Rahim Choudhrey and Abdul Shafee from London, who are both aged 18,

:06:19. > :06:22.were arrested on Monday in a joint operation with

:06:23. > :06:28.They appeared before Bristol magistrates today accused

:07:41. > :07:58.but cheese sandwiches. The food was awful. It was a total

:07:59. > :08:00.joke. The portion size, I was expecting a decent meal after coming

:09:07. > :09:10.the patient while they were here. The catering department spent a lot

:09:11. > :09:14.of time on very high quality ingredients and getting the service

:09:15. > :09:21.right. The most important thing is that the patient gets the right

:09:22. > :09:26.nutrition. The move to the new hospital has led to teething

:09:27. > :09:29.troubles. The trust insisted will be service as usual very soon.
