:01:10. > :01:12.Raymond Isherwood admitted he was distracted when he knocked

:01:13. > :01:16.He'd been trying to change ` CD in his car.

:01:17. > :01:19.Jake's parents were in court today and said no sentence would dver be

:01:20. > :01:37.For the today a permanent rdminder at the spot were a teenage life was

:01:38. > :01:41.lost. 19`year`old Jake Gilmore were cycling home from work on a clear

:01:42. > :01:45.evening on November the 16th last year. He had lived in Bath for three

:01:46. > :01:50.months and just finished shhft as a chef at a city centre pub. His route

:01:51. > :01:54.to demand to Midland Bridge Road where he was knocked down bx 53 old

:01:55. > :02:00.Raymond Isherwood who didn't break and drove on without stopping. Jake

:02:01. > :02:03.was thrown onto the bonnet of the VW golf before landing on the road He

:02:04. > :02:10.died later at the Royal United Hospital. Raymond Isherwood hit his

:02:11. > :02:13.car and was only arrested when police discovered his car 48 hours

:02:14. > :02:18.later. He eventually pleaded guilty to five charges. Jake 's parents

:02:19. > :02:26.were in court today to hear the sentence. It is clear their grief is

:02:27. > :02:31.still raw. Any hope of joy hn our lives has been completely rdmoved.

:02:32. > :02:38.We take no pleasure in reminiscing about the past. It torments us. We

:02:39. > :02:45.don't look forward with any particular enthusiasm to thd future

:02:46. > :02:52.either. We have just been broken apart. The judge said that Raymond

:02:53. > :02:56.Isherwood had allowed himself to be seriously distracted whilst driving.

:02:57. > :03:00.It was a dreadful piece of driving made worse by his failure to stop.

:03:01. > :03:05.He left the scene with no thought for the person you had struck, you

:03:06. > :03:09.thought only of yourself. J`ke had many friends and was popular and

:03:10. > :03:13.well liked. After his death, dozens of people came out on their bikes to

:03:14. > :03:16.retrace his last route and pay their respects. Denied some say the

:03:17. > :03:20.three`year sentence is not long enough. But officers working on the

:03:21. > :03:27.case say the judge had to abide by legal rules. No sentence will make

:03:28. > :03:31.up for the loss under the circumstances. We welcome the

:03:32. > :03:38.sentence. We think the judgd summed it up really well. It brought some

:03:39. > :03:44.closure to this very sad occasion. Jake 's family say the spacd his

:03:45. > :03:45.death has left will never bd filled and their lives will never be the

:03:46. > :04:04.same. One

:04:05. > :04:05.of the biggest leisure developments in the West could be cancelled

:04:06. > :04:11.before work has even begun. Oasis in Swindon has been plagued

:04:12. > :04:14.by funding problems, and de`dlines The council says it will now get

:04:15. > :04:17.tough with developers Our Wiltshire reporter Will Glennon

:04:18. > :04:27.is outside the Oasis for us now Whether you come here for the water

:04:28. > :04:29.slide vortices famous bands, the oasis Centre every week as `

:04:30. > :04:36.destination for thousands of people from right across the West. Here is

:04:37. > :04:40.the development. They want to make it world`class, to combine this site

:04:41. > :04:46.with the derelict land across the road and build a ?90 million complex

:04:47. > :04:52.with a snow dome, an indoor arena and hotels. But will it get built

:04:53. > :04:55.because the developer that signed the contract has not applied for

:04:56. > :04:59.planning permission yet. Thdre's been a host of delays and what's

:05:00. > :05:01.going on? People say the developer needs to get on with it or to get

:05:02. > :05:08.out. More than 600,000 people

:05:09. > :05:10.come here every year. Built in 1976,

:05:11. > :05:12.the Oasis was a major attraction. But it's tired

:05:13. > :05:14.and a huge redevelopment is planned The developer should have ptt

:05:15. > :05:21.in a planning application bx now. The council hasn't

:05:22. > :05:23.received anything. The deadline has been

:05:24. > :05:26.put back to next May. That developer is Moirai Capital

:05:27. > :05:32.Investments who the council believed had the skills and experience, but

:05:33. > :05:39.not significant working caphtal They say this is changing,

:05:40. > :05:42.but some are questioning thd deal. The council seemed to want to get,

:05:43. > :05:51.work with any business rathdr than We'd like to see them being much

:05:52. > :05:55.more tenacious with public loney, making sure they're getting the

:05:56. > :05:58.right companies who can delhver on the promises they are making rather

:05:59. > :06:00.than rolling over, having the tummies tickled, and doing

:06:01. > :06:03.whatever the companies say. Moirai also took on the

:06:04. > :06:06.finishing what was already here With its gym,

:06:07. > :06:10.swimming pool and sports hall. Some of that work was done but was

:06:11. > :06:15.delayed partly due to funding. Other work including repairs to

:06:16. > :06:18.the iconic domed roof, in fact ?1 million worth,

:06:19. > :06:23.that simply has not been colpleted. The council is now talking tough

:06:24. > :06:26.after a new timetable was agreed These are lines in

:06:27. > :06:31.the sand now because we can't keep missing the dates, so it made it

:06:32. > :06:34.very clear to the bosses at Moirai that there's been enough slhppage

:06:35. > :06:39.and they really now have got to meet Moirai also ran

:06:40. > :06:47.the leisure centre through Adam Carlton serviced refridgeration

:06:48. > :06:56.equipment at the leisure centre He was always paid until

:06:57. > :07:01.Oasis Operations took over. In April 2013,

:07:02. > :07:05.the company was sold for ?1 to a man He didn't run the leisure cdntre

:07:06. > :07:12.and changed the company's n`me but that company went under partly

:07:13. > :07:16.because of historic debt. Creditors, including Adam,

:07:17. > :07:21.are owed more than ?800,000. We want to do work for as m`ny

:07:22. > :07:25.firms in Swindon as possibld. So to have that especially

:07:26. > :07:28.on your doorstep was a bit You've been chasing and chasing

:07:29. > :07:32.and chasing for six months We wanted to talk to

:07:33. > :07:40.Mr Wojciechowski. But no one had dealt with hhm and

:07:41. > :07:46.he didn't reply to our enquhries. Some creditors were promised

:07:47. > :07:49.payment by Moirai. At no point did they say thdy

:07:50. > :07:56.didn't own the company, thex had no interest in the company `nd

:07:57. > :07:59.that they had moved the debt on Moirai declined to comment but

:08:00. > :08:02.if they don't act swiftly the council could pull the plug

:08:03. > :08:09.and look for a new partner. It's important to say that the Oasis

:08:10. > :08:13.is still open and running wdll. The green you can see here hs

:08:14. > :08:17.the logo of the company that's now responsible for the day to day

:08:18. > :08:21.running, a company called GLL. They are not involved

:08:22. > :08:26.in the development delays at all. But I've spoken to people who use

:08:27. > :08:29.the facilities here and they all say it's crying out

:08:30. > :08:31.for the refurbishment work. That really needs to be dond

:08:32. > :08:36.as soon as possible. There's no doubt about the hmpact

:08:37. > :08:42.on the region if and when the full leisure development is

:08:43. > :08:44.completed, providing, of cotrse Welcome along to Wednesday's

:09:34. > :09:35.Almost 50 inspectors arrived at the Bristol Royal Infirm`ry

:09:36. > :09:38.today determined to rate evdry department for its quality of care.

:09:39. > :09:40.This close scrutiny comes at a time when the University Hospitals

:09:41. > :09:44.Trust is already under the glare of an enquiry about how it treated

:09:45. > :09:54.Our Health Correspondent Matthew Hill reports.

:09:55. > :09:57.So many inspectors, they cotldn t all cross the road together.

:09:58. > :10:01.They are here to expose poor performance after the scand`l

:10:02. > :10:05.at Stafford, where hundreds of patients died unnecessarhly.

:10:06. > :10:08.The inspectors include doctors, nurses and even patients.

:10:09. > :10:11.They will be blitzing eight departments here, including A

:10:12. > :10:14.maternity services and Ward 32 that was at the centre of concerns over

:10:15. > :10:24.They will be asking, are the services safe, effective,

:10:25. > :10:29.But according to the families who lost children

:10:30. > :10:34.after cardiac surgery, thosd five qualities were sadly lacking.

:10:35. > :10:38.We don't believe we have got anything to worry about there.

:10:39. > :10:42.We know that the CQC found the children's hospital compliant when

:10:43. > :10:49.So we are very positive about where we stand and I'l sure

:10:50. > :10:53.the Chief Inspector of hosphtals has spoken to Sir Ian Kennedy, who is

:10:54. > :10:56.running the independent revhew, or advising it, and they will have

:10:57. > :11:02.These inspections are always announced,

:11:03. > :11:06.so doesn't the woman in charge feel they will give a false imprdssion?

:11:07. > :11:11.We are used to the smell of fresh paint on our inspections,

:11:12. > :11:15.but the reality is we are hdre over three days, and people are busy

:11:16. > :11:19.That's their first concern so actually they all care for

:11:20. > :11:26.We will also, as part of thhs inspection, be coming back `t some

:11:27. > :11:34.Accident and Emergency is one area likely to be criticised.

:11:35. > :11:36.It's not meeting targets but managers are hoping

:11:37. > :11:57.New research carried out by a scientist from Bath has stggested

:11:58. > :11:59.that over 150 patients could wake up every year while undergoing surgery.

:12:00. > :12:01.Patients described feelings of panic, fear,

:12:02. > :12:05.The Royal College of Anaesthetists says such episodes are rare with

:12:06. > :12:13.three million operations carried out in the UK each year.

:12:14. > :12:15.People living near the A303 say they are worried

:12:18. > :12:22.There will be closures of the A 03 from tonight on a seven`and`a`half

:12:37. > :12:38.A Somerset cider maker has signed a deal to sell in America.

:12:39. > :12:41.Thatchers have 300 acres of orchards producing apples for the cider

:12:42. > :12:44.market, and buy thousands of tonnes from other west country growers

:12:45. > :12:46.They already sell their product in Australia, and now it sedms

:12:47. > :12:55.Americans are developing a taste for the famous Somerset drink too.

:12:56. > :12:58.The cider market in America is very small but it s

:12:59. > :13:04.And America is a big countrx of over 300 million population, so there's

:13:05. > :13:07.a lot to go out and the intdrest in cider is absolutely enorlous

:13:08. > :13:12.It's exploding, growing at 100% or 200%, depending

:13:13. > :13:20.There's a lot of potential out there.

:13:21. > :13:24.What we want to do is bring them really good English cider

:13:25. > :13:34.so they will really appreci`te what we have here in Somerset.

:13:35. > :13:37.The first ever commissioner of schools for the south west says he

:13:38. > :13:40.will cut off funding from academies that are failing to deliver.

:13:41. > :13:44.Sir David Carter has been appointed to the newly`created role after a

:13:45. > :13:48.The original ideas was that academies would be given allost

:13:49. > :13:50.total freedom but now commissioners across Britain will monitor their

:13:51. > :13:58.I caught up Sir David at Abbeywood School in South Gloucestershire

:13:59. > :14:04.I asked him how many academhes and free schools are giving him concern?

:14:05. > :14:06.I think in my region there are between 40 and

:14:07. > :14:09.45 primary and secondary schools, that in the first eight weeks in

:14:10. > :14:14.So you're going to sort out 50 schools in the South West?

:14:15. > :14:20.You're doing work which used to be done by the local educathon

:14:21. > :14:29.My remit is probably about what the local authorhty role

:14:30. > :14:33.is today which is about holding to account, so my remit is to work with

:14:34. > :14:35.schools, to understand why they got into difficulties,

:14:36. > :14:38.challenge them how to improve and quickly and hold them to account.

:14:39. > :14:42.I do have a capacity to work with sponsers, with governors and school

:14:43. > :14:46.leaders, headteachers, to insist the standards they aspire to are

:14:47. > :14:51.There is one school in west Somerset where parents have a petition

:14:52. > :14:54.against the headteacher bec`use they are unhappy with the results.

:14:55. > :14:57.Is that a case where you would intervene

:14:58. > :15:02.I think that's a matter for the governors of that school.

:15:03. > :15:05.I'm aware of the performancd of that school so if the st`ndards

:15:06. > :15:15.I this it's important this role has some teeth because I think xou are

:15:16. > :15:18.trying to rely on goodwill and persuasion you will be slow at

:15:19. > :15:21.There is clearly a ladder of intervention

:15:22. > :15:23.which includes warning notices and also suspending funding agrdements

:15:24. > :15:30.I sincerely hope and suspect that won't happen in the south`wdst.

:15:31. > :15:32.But you would be prepared to close down schools?

:15:33. > :15:36.I think that's an important part of the role, to take the broadest

:15:37. > :15:39.possible view as to what is the best way to secure standards for children

:15:40. > :15:42.in that school and if a school has been inherently failing for a long

:15:43. > :15:45.period of time, and it's difficult to see how you can improve those

:15:46. > :15:48.standards quickly, I think xou have to do see whether a new school

:15:49. > :15:51.or new sponsor is the right thing to do for those children?

:17:22. > :17:27.and we've had 412 people involved with knitted these T`shirts so it's

:17:28. > :17:29.very exciting. They were ch`iring for one of their own.

:17:30. > :17:40.And be riding home roads and the home crowd and family waving

:17:41. > :17:44.And then to come to Bristol, having my face in cardboard cutouts

:17:45. > :17:52.It's not going to get much better than that to be honest.

:26:30. > :26:31.tonight. It does become largely clear and dry with a mist forming.
