:01:17. > :01:21.tackling a major blaze in Swansea tonight which has led to the
:01:21. > :01:25.closure of one of the main routes out of the city, causing traffic
:01:25. > :01:30.chaos. Crews are urging people who live in the area to stay indoors
:01:30. > :01:34.and a building has been evacuated. The blaze is at the former Mettoys
:01:34. > :01:38.site, near to the city's park-and- ride at Fforestfach. Our reporter
:01:38. > :01:47.Matt Murray is in Fforestfach for us now. Matt, what's the latest
:01:47. > :01:55.there? You should be able to see behind me
:01:55. > :02:01.that there is a thick black cloud of smoke poet -- ploughing across
:02:01. > :02:06.the hall of Fforestfach. It can be seen for up to 12 miles. There are
:02:06. > :02:10.currently 75 firefighters tackling the blaze. I have just come back
:02:11. > :02:15.from the industrial estate. I can tell you of that it is very smoky
:02:15. > :02:21.it down there. I have been speaking to people of poor work there were
:02:21. > :02:27.told me it is not as bad as it was. At lunchtime, it was really bad.
:02:27. > :02:32.There was a thick black smoke hanging over the industrial estate.
:02:32. > :02:37.They say you could not see five feet in front of you. The problem
:02:37. > :02:41.is that the fire has broken out at an old warehouse. People are caught
:02:41. > :02:46.work there told me the old warehouse was used to store tyres
:02:46. > :02:51.and they could be up to eight tens of shredded tyres there. The
:02:51. > :02:58.problem with tackling a blaze like this is it is tackling a rubber
:02:58. > :03:03.fire. You cannot use water. As you can see, read that fires create a
:03:03. > :03:07.lot of smoke. The concern is that sometimes they cannot be in four
:03:07. > :03:14.days. I have been speaking to people caught work on the
:03:14. > :03:19.industrial estate. At about 1 o'clock, they say you could not see
:03:19. > :03:25.anything around Fforestfach. I saw it at 2 o'clock. It was not too bad.
:03:25. > :03:29.It looks like it is getting worse. It was like fog on the main road.
:03:29. > :03:35.It is toxic smoke. They have told the neighbours to keep their
:03:35. > :03:41.windows closed. I could not get in. The roads were blocked. There are
:03:41. > :03:45.police on the bottom, their row police on at the top.
:03:45. > :03:52.We saw a shot of killing cars. Has it caused lot of problems on the
:03:52. > :03:57.roads? Yes. It has caused chaos on the roads. It has been gridlock
:03:57. > :04:03.around Swansea. When I was trying to get close to the fire, I had to
:04:03. > :04:09.walk. There were tailbacks of up to four Myers all down Carmarthen Road.
:04:09. > :04:14.The majority of Carmarthen Road has been shattered. It remains closed.
:04:14. > :04:19.There are no cars coming down here at the moment. It will remain shut
:04:19. > :04:25.until the smoke begins to clear. The main advice for people living
:04:25. > :04:30.in the area is to keep all windows and doors shut. The main concern
:04:30. > :04:37.sure is that even though no one has been injured, the problem is that
:04:37. > :04:42.with a rubber fires, sometimes they can burn four days.
:04:42. > :04:46.They ran her concerns about patient safety in Welsh hospitals tonight.
:04:46. > :04:51.BBC Wales understands a report due to be published tomorrow will show
:04:51. > :04:56.repeated failures to comply with safety alerts across the Welsh NHS.
:04:56. > :05:01.They include guidance on issues like blood transfusions and some
:05:01. > :05:06.surgery. Our Health can tell us more.
:05:06. > :05:11.This report, due to be published tomorrow morning, is by Action
:05:11. > :05:17.Against Medical Accidents. It shows how well or not Welsh house --
:05:17. > :05:23.health board's response to safety alerts. The figures show not a
:05:23. > :05:27.single health board in Wales was 100% compliant with these alerts,
:05:27. > :05:32.as they are meant to be. Some health board complied with less
:05:32. > :05:40.than 50%. The Welsh government requires alerts to be dealt with in
:05:40. > :05:44.a timely way, but in one case, the report was five years over do.
:05:44. > :05:49.Safety is a cornerstone of the modern NHS and when things go wrong,
:05:49. > :05:54.alerts are sent out to help other hospitals avoid making the same
:05:54. > :05:58.mistakes. But information supplied by the Welsh government shows
:05:58. > :06:02.health boards in Wales are routinely slow to respond. All
:06:02. > :06:06.seven have failed to fully implement and alert on the use of
:06:06. > :06:10.oxygen cylinders which should have been completed over one year ago.
:06:10. > :06:15.Guidance on reducing harm from delayed and admitted that medicine
:06:15. > :06:19.has not been fully implemented by six out of seven. Likewise, an
:06:19. > :06:23.alert on emergency blood transfusions had only been fully
:06:23. > :06:28.implemented in one part of Wales. All of the patient safety alerts
:06:28. > :06:32.are vitally important. There are life and death issues. They are
:06:32. > :06:39.only issued about the most important issues, which repeatedly
:06:39. > :06:43.caused harm or even death in the NHS. Not complying by the deadline
:06:43. > :06:47.with ace patient safety and it is putting patients at an unnecessary
:06:47. > :06:51.risk. They are vitally important. The Health Minister Lesley
:06:51. > :06:56.Griffiths was on the wards in Merthyr Tydfil today, an area with
:06:56. > :07:01.one of the lowest compliance rate in Wales. She refused a request to
:07:01. > :07:05.discuss the report, but the health board say they take the end it
:07:05. > :07:09.Seriously, with some yet to be completed only awaiting final
:07:09. > :07:14.documentation. What should we make of these
:07:14. > :07:19.overdue alerts? Is it just day-case of paperwork not be incomplete or
:07:19. > :07:22.something far more, -- fundamental? The Welsh Government say the
:07:22. > :07:27.figures are not necessarily incorrect but to not reflect the
:07:27. > :07:31.work being done to ensure patient safety compliance. The situation
:07:32. > :07:38.she is not that different to England where some trusts are also
:07:38. > :07:42.failing to respond. It seems the NHS is failing to heed their bill
:07:42. > :07:48.health warnings. The Vale of Glamorgan council has
:07:48. > :07:53.lost its legal fight to save Barry magistrates court from closure. The
:07:53. > :07:56.council used a judicial review to question the decision, but in the
:07:56. > :07:59.concluding a judgment, it was noted that even know the case was
:07:59. > :08:03.important for the people of Paris, there was nothing illegal about the
:08:03. > :08:08.decision. The contest to become the next
:08:08. > :08:13.leader of the Conservative Party in Wales has seen Angela Burns give
:08:13. > :08:17.his backing to Nick Ramsay. Supporters of his rival art --

:10:50. > :10:54.If you came here to work, you were entitled. It is a quite complex
:10:54. > :10:57.situation in terms of determining whether somebody is entitled to

:11:04. > :11:08.matter in Parliament, convinced there's been a mistake. In earlier
:11:08. > :11:11.examples of this, when the UK government have been clear that
:11:11. > :11:15.ukase that since coming into the country should be treated as if
:11:15. > :11:19.they are permanently resident, then they can get NHS treatment for
:11:19. > :11:21.nothing. I think that is what should have happened in this case.
:11:21. > :11:24.The Welsh Assembly Government say they have sympathy with the couple.
:11:24. > :11:28.They say there are occasions when people may be exempt from charges
:11:28. > :11:34.and it is for the NHS to ensure that they have taken the exact
:11:34. > :11:39.circumstances into account before applying the rules.
:11:39. > :11:43.The sister of Richey Edwards has given evidence to the UK's first
:11:43. > :11:46.parliamentary inquiry into missing people. Rachel Elias, whose brother

:16:13. > :16:21.communities but the view here means that Amlwch may be economically
:16:21. > :16:26.deprived but broken it is not. see the better side of Amlwch.
:16:26. > :16:30.People want to join in, they enjoy each other's companies. We provide
