:00:05. > :00:08.Welcome to Wales Today, the top stories tonight:

:00:08. > :00:18.They still want green energy, but the Welsh Government tonight pulls

:00:18. > :00:19.

:00:19. > :00:29.the brake on windfarm developments. We do not want a tremendous prole -

:00:29. > :00:36.

:00:36. > :00:39.- proliferation of wind farms in Jonathan Hiles from Cardiff died on

:00:39. > :00:43.holiday in 2007, today a 22-year- old man has been cleared of his

:00:44. > :00:53.manslaughter. Kept in a pub cellar in atrocious

:00:54. > :00:57.

:00:57. > :01:01.conditions, the owner is banned for life from keeping animals.

:01:01. > :01:04.smell was like something dead. This fire at a factory in Swansea

:01:04. > :01:06.is being brought under control but firefighters warn it may be days

:01:06. > :01:08.before it's out. In sport tonight, scrum-half Mike

:01:08. > :01:11.Phillips has been suspended indefinitely from the Welsh squad

:01:11. > :01:14.after a late night incident in Cardiff.

:01:14. > :01:24.He finally swaps Watford for Wales, Malky Mackay is the new manager of

:01:24. > :01:27.

:01:27. > :01:36.Cardiff City. He signs a three year Join me to find out why I am in or

:01:36. > :01:39.Good evening. They stood in their hundreds on the steps of the Senedd,

:01:39. > :01:41.protesting against the development of windfarms in Montgomeryshire.

:01:42. > :01:45.Today, protesters were told that the Welsh Government will change

:01:45. > :01:48.the rules to place limits on the number that can be built and will

:01:49. > :01:53.go a step further and ask for extra powers to be devolved to control

:01:53. > :02:03.what's built here in Wales. Our Welsh Affairs Editor Vaughan

:02:03. > :02:09.Roderick is in the Assembly. Why has this announcement been made?

:02:09. > :02:12.Let us go back to the very beginning. This is about a

:02:12. > :02:18.technical advisory note which highlighted a number of places in

:02:18. > :02:22.Wales that could be suitable for wind farms. As a result of that, a

:02:22. > :02:28.huge number of applications and expressions of interest were made

:02:28. > :02:33.in Montgomeryshire. That led to plans for pylons and a big sub-

:02:33. > :02:41.station in the Severn Valley. That led to the huge protests including

:02:41. > :02:48.the largest ever protest outside the Senedd. The Government has now

:02:48. > :02:57.announced indicative numbers that were mentioned and those were now

:02:57. > :03:01.act as a ceiling. The First Minister had this to say. We have

:03:02. > :03:04.made our position very clear. We will have a wind turbines in Wales

:03:04. > :03:12.and it is reasonable that they should be a limit for different

:03:12. > :03:15.parts. We do not believe they should be the large pylons proposed.

:03:15. > :03:20.The UK government could turn around and ignore all of this. We need to

:03:20. > :03:25.know what their position is soon. It is quite an emotive subject,

:03:25. > :03:31.what does this mean for made worse? Maybe the mixture of reactions will

:03:31. > :03:38.tell you something. Glyn Davies, the Conservative MP said this was -

:03:38. > :03:44.- this and has but was all he could hope for. The reason for this is

:03:44. > :03:49.that the decisions are taken at a UK level. They could choose to

:03:49. > :03:59.ignore the planning advice from the assembly. That advice will still

:03:59. > :03:59.

:03:59. > :04:03.allow some more wind farms to be built. What is next? Next week,

:04:03. > :04:13.they will be a meeting of the British Irish Council to discuss

:04:13. > :04:15.energy. At that meeting, Carwyn Jones will be pressing David come

:04:15. > :04:19.there are saying these decisions should not be taken at a UK level,

:04:19. > :04:23.they should be taken at a Welsh level. Give us the powers to decide

:04:23. > :04:26.how many wind farms there should be in Wales.

:04:26. > :04:30.A 22-year-old man has been acquitted of the manslaughter of a

:04:30. > :04:33.Cardiff teenager by a court in Greece. Jonathan Hiles died in an

:04:33. > :04:37.incident in a nightclub while on holiday on the island of Zante in

:04:37. > :04:47.2007. Andrew Symeou from Enfield in London was extradited two years ago

:04:47. > :04:50.

:04:50. > :04:58.Jonathan Hiles's father five family and friends from priest today for

:04:58. > :05:01.their support during the past four years. Thanks guys, I could not

:05:01. > :05:05.have done it without you. This afternoon, the man accused of

:05:05. > :05:11.hitting his son on the Greek island of Zakynthos was cleared of

:05:11. > :05:16.manslaughter. It has been for years since Jonathan Hiles died while on

:05:16. > :05:25.holiday with friends. His coach and friend said they would ever come to

:05:25. > :05:30.terms with the loss. They were not be able to have closure. It is not

:05:30. > :05:35.just the mother and father, they are also the brother and sister for

:05:35. > :05:40.that it must also be devastating for them. A couple of years after

:05:40. > :05:45.the incident, Andrew Symeou was extradited to increase. He always

:05:45. > :05:49.denied any involvement. After hearing the court's verdict, he

:05:49. > :05:56.said there were no winners or losers in the case. He is now

:05:56. > :06:00.looking forward to returning home and returning to his life.

:06:00. > :06:03.Jonathan's family are hoping they can begin to do the same but they

:06:03. > :06:05.will never forget him. He's one of Wales' most

:06:05. > :06:08.recognisable rugby players, but tonight Mike Phillips has been

:06:08. > :06:11.suspended by the Welsh Rugby Union over allegations surrounding his

:06:11. > :06:14.off the field behaviour. Claire, what else do we know?

:06:14. > :06:17.Mike Philips' international career is in doubt tonight. He's been

:06:17. > :06:21.thrown out of the Wales camp just weeks before the final World Cup

:06:21. > :06:25.squad is announced. The WRU say his suspension has been approved by

:06:25. > :06:33.coach Warren Gatland. The news comes days after he was involved in

:06:33. > :06:36.Captured on camera. Mike Phillips pinned to the pavement, restrained

:06:36. > :06:42.by police after an alleged altercation outside a fast food

:06:42. > :06:49.restaurant in the early hours of Tuesday morning. The player's

:06:49. > :06:53.handcuffed and led away by police, Mike Phillips was on leave at the

:06:53. > :06:56.time but these pictures have angered his bosses. Instead of

:06:56. > :07:00.returning to training on Monday with the rest of the Wales players,

:07:00. > :07:10.Mike Phillips has been told to stay away. Suspended, the WRU says,

:07:10. > :07:15.because of a clear breach of standards. The incident happened if

:07:15. > :07:21.the heart of Cardiff city centre. It was at this McDonnell's

:07:21. > :07:31.restaurant. Many believe he has caused great embarrassment to his

:07:31. > :07:31.

:07:31. > :07:38.bosses. It is a disappointment. He will be feeling embarrassed and

:07:38. > :07:46.disappointed with himself at the will would. As wages inflate, they

:07:46. > :07:53.have bigger accountability. They are role models for youngsters but

:07:53. > :07:56.it is not great to be seen being pinned down in Queen Street in

:07:56. > :07:58.front of McDonald's. It's the latest incident to hit Welsh rugby

:07:58. > :08:01.earlier this year. Two Welsh internationals Gavin Henson and

:08:01. > :08:04.Andy Powell were both suspended by their clubs after off-field

:08:04. > :08:10.incidents. Mike Phillips hasn't commented about these photos but

:08:10. > :08:14.his suspension could prove costly with the World Cup just months away.

:08:14. > :08:17.The WRU say they want more time to consider the allegations and have

:08:17. > :08:27.re-iterated that they expect all players to follow a strict code of

:08:27. > :08:31.

:08:31. > :08:37.conduct on and off the field. P W argue said by taking this action

:08:37. > :08:40.they were sending out a clear message. The latest twist does not

:08:40. > :08:45.affect his contract in France. We will bring you any developments

:08:45. > :08:52.over the next few days. More support from me later. Including

:08:52. > :08:55.the new man at Cardiff City at who will Swansea City play first in

:08:55. > :08:58.their new league. In an exclusive TV interview with

:08:58. > :09:02.BBC Wales, the parents of Ffion Wyn Roberts of Porthmadog, who was

:09:02. > :09:05.murdered a year ago, say they are thinking of moving out of the town

:09:05. > :09:09.because of the way they are being treated. In April, a local man was

:09:09. > :09:16.jailed for life for the murder. But her parents say some people in the

:09:16. > :09:23.town still think her brother killed her. Dressed in white, Ffion Wyn

:09:23. > :09:28.Roberts on her last night, filmed by CCTV. She is seen here with her

:09:28. > :09:35.parents in a bar. Within hours, she was dead. The initial police

:09:35. > :09:45.investigation focused on the family. Their home was died. Her father and

:09:45. > :09:47.

:09:47. > :09:53.brother were the prime suspect. That still hurts. I was told my

:09:53. > :09:58.husband and son had killed my daughter. I screamed my head off.

:09:58. > :10:04.Once I opened the door, about six or seven police officers came in

:10:04. > :10:10.for that they put me in the kitchen and handcuffed me. Because he was

:10:10. > :10:16.under suspicion, he says the rest of the family felt it would not

:10:16. > :10:26.have been appropriate for him to carry his daughter's coffin in the

:10:26. > :10:27.

:10:27. > :10:33.funeral. Nobody has apologised. April, Iestyn Davies was jailed for

:10:33. > :10:37.life for the murder. In a statement, North West police say many lines of

:10:37. > :10:40.inquiry were followed and the family were one of those lines.

:10:40. > :10:44.However as forensic evidence developed, it became clear that

:10:44. > :10:50.nobody in the family could be the offenders. But that has not stopped

:10:50. > :10:56.the gossips. The family say some people do not seem to be able to

:10:56. > :11:05.accept the court's verdict. People say it is my son who did it. They

:11:05. > :11:09.are wrong. We have been to Hull and back. They live just a short walk

:11:09. > :11:16.away from where their daughter was killed and live with constant

:11:16. > :11:22.reminders. They say it is hard. is horrific. We wish she was still

:11:22. > :11:23.here. You're watching Wales Today. Plenty

:11:23. > :11:27.ahead. Still burning but under control,

:11:27. > :11:29.the latest on the industrial fire that brought parts of Swansea to a

:11:29. > :11:39.standstill. Malky Mackay replaces sacked Dave

:11:39. > :11:39.

:11:39. > :11:43.Jones as the new manager of Cardiff They were planning to flood South

:11:43. > :11:46.Wales with drugs with a street value of 50 million. Tonight, the

:11:46. > :11:56.gang behind the biggest ever seizure of heroin in Wales begin

:11:56. > :12:02.They were producing street quality heroin on an industrial scale, the

:12:02. > :12:12.makings here for half a tonne. And these the men behind the operation

:12:12. > :12:13.

:12:13. > :12:17.a gang from Cardiff, Caerphilly, This investigation is one of the

:12:17. > :12:20.most successful taken against heroin trafficking in Wales. It

:12:21. > :12:26.could not have been achieved without the specialist resources

:12:26. > :12:31.put in place. This group were highly sophisticated in organising

:12:31. > :12:41.their activities. They had a total disregard for law and the

:12:41. > :12:44.

:12:44. > :12:48.disharmony they would cause. Every major town along the M4 was a

:12:48. > :12:51.target for the gang. As more and more heroin began to show up in

:12:51. > :12:53.blood tests carried out at police stations undercover officers were

:12:53. > :12:56.deployed. They watched as deals were done in public places, one

:12:56. > :12:59.favoured spot was outside the Techniquest science museum in

:12:59. > :13:02.Cardiff. When one courier was caught, it took the gang just hours

:13:02. > :13:04.to replace mobile phones and send another assignment of heroin on the

:13:04. > :13:07.road to South Wales. Today the judge described the speed with

:13:07. > :13:10.which they got back into business as quite astonishing. He told them

:13:10. > :13:13.they had been motivated by greed plying an evil trade to support

:13:13. > :13:22.lavish lifestyles and gave them sentences totalling 69 years and

:13:22. > :13:26.The huge fire in an industry overstate that brought rush-hour

:13:26. > :13:30.traffic to a standstill in Swansea last night is still burning. Rose

:13:30. > :13:35.have reopened and the fire is under control, but firefighters are

:13:35. > :13:39.warning it could be weeks to four it is fully extinguished. Two days

:13:39. > :13:44.are tackling this fire and still no end in sight. The play started

:13:44. > :13:54.yesterday lunchtime in this warehouse in a Fforestfach. -- the

:13:54. > :13:58.blaze. With billowing black smoke a, it is having his own impact on the

:13:58. > :14:05.environment we 50 firefighters that at the scene. We have been hampered

:14:05. > :14:09.with the conditions at and around the fire. The building is sealed.

:14:09. > :14:14.We can't get as much water as we would like on to it. A at the

:14:14. > :14:18.height of the fire, deception has felt across the city with the roads

:14:18. > :14:27.closed. Lots of you got in touch with your videos and pictures.

:14:27. > :14:33.Rubber fires burn slowly and create a vast amount of smoke. It looks

:14:33. > :14:36.dramatic but nobody has been hurt in this blaze. This photograph

:14:36. > :14:41.shows that the smoke blowing right across Fforestfach and up to was

:14:41. > :14:45.Blaen y Maes. Even though the fire is contained, it is still spreading.

:14:45. > :14:51.It has reached the far corner of this building and the real concern

:14:51. > :14:56.is this recall could go at any time. It has started to bowl. The Fire

:14:57. > :15:00.Service says it is going to be a long job. There's 90,000 terms of

:15:00. > :15:07.shredded tyres inside. It isn't going to be a matter of days, it

:15:07. > :15:12.could be burning for weeks. In 19 and in part -- in knighting him

:15:12. > :15:18.Powys, a fire involving 10 million tyres broke out in 1989 and burnt

:15:18. > :15:21.for over a decade. Measurements of air quality here today show

:15:21. > :15:27.concentrated amounts of pollutants. They can irritate eyes, nose and

:15:27. > :15:32.throat. Gemma Evans's Serna suffers with as man has to take their day

:15:32. > :15:37.off school. He has got a sore throat. I am not sure if it is

:15:37. > :15:42.because of the smoke. With the asthma as well, it is making it

:15:42. > :15:48.worse. Rose around the industry mistake remain closed and bed smoke

:15:48. > :15:51.filled that might still think in the air there remains -- the

:15:51. > :15:55.effects are going to be felt for some time to come.

:15:55. > :16:00.Postal votes have gone as for the Conservative leadership rates for -

:16:00. > :16:04.- race. Party members will decide between Nick Ramsay and Andrew RT

:16:04. > :16:07.Davies. A couple from South Wales had been

:16:08. > :16:11.sentenced after admitting neglecting animals kept in a cellar

:16:11. > :16:14.of their home. Erika and Doreen Buckley from Pontypridd were

:16:14. > :16:18.already deemed such a danger to animals they were banned for life

:16:18. > :16:27.from keeping any. They were keeping a cat, 11 dogs, nine geese, a pony

:16:27. > :16:32.and two goats in squalid conditions in a former Rhondda Valley pub.

:16:32. > :16:36.Do you regret what you did? He claimed he was an animal lover but

:16:36. > :16:44.Eric Buckley is beginning a jail sentence for one of the worst cases

:16:44. > :16:50.of animal cruelty RSPCA inspectors say they ever so hot -- they had

:16:50. > :16:56.ever seen. This cellar was home to animals include Nick a pony, goats

:16:56. > :17:00.and dogs. If they were kept there by American Doreen Berkeley. This

:17:00. > :17:06.was the Berkeley's home. When the at is PC arrived here they couldn't

:17:06. > :17:09.believe what they saw. These are the animals shortly after they were

:17:09. > :17:16.discovered. Some were suffering from flea infestations and others

:17:16. > :17:26.from infections caused by months of living in appalling conditions.

:17:26. > :17:27.

:17:27. > :17:31.When it got to this place, they found this then JUN caked in faeces.

:17:31. > :17:41.-- this dungeon. Now a birds had long complained about the stench

:17:41. > :17:42.

:17:42. > :17:47.coming from the home. Unbelievable. The smile was like something dead

:17:47. > :17:51.end. You couldn't leave food uncovered because of the flies.

:17:51. > :17:56.These dogs have been nursed back to health after months of living in

:17:56. > :18:02.the cellar. They will be re homed. Eric Buckley was jailed for 12

:18:02. > :18:07.weeks and will serve six. His wife will be sentenced next week.

:18:07. > :18:12.Sport. After all the speculation, Cardiff City as a new manager.

:18:12. > :18:16.Claire has the details. The wait is over. The new man in charge at

:18:16. > :18:22.Cardiff City's Malky Mackay who has left Watford on a three-year

:18:22. > :18:27.contract. The 39-year-old Scot succeeds Dave Jones who was sacked

:18:27. > :18:30.a fortnight ago. He will have the task of rebuilding a depleted squad.

:18:30. > :18:35.Malcolm McKay Following to Wales from a holiday in Italy to accept

:18:35. > :18:43.the job. Many congratulations on your

:18:43. > :18:47.appointment. Was it an easy decision to make? Yesterday I was

:18:47. > :18:51.told that permission had been given to speak to me from Cardiff. We had

:18:51. > :18:58.a chat last night. My adviser had attacked last night. Between last

:18:58. > :19:04.night on this morning, looking at the Stadium here, looking up the

:19:04. > :19:08.infrastructure and training ground, the support, it is one of the big

:19:08. > :19:16.clubs and the Championship. It was something that I had to think long

:19:16. > :19:21.and hard about. The people are important to me. At the end of the

:19:21. > :19:27.day it is a fantastic challenge and I am ambitious. I want to pick up

:19:27. > :19:32.that challenge and I am delighted to be here. In one sense Dave Jones

:19:32. > :19:39.achievement and going to be hard to replicate. That was a bit a

:19:39. > :19:43.pressure on you. -- of pressure. Cardiff did not get promoted.

:19:43. > :19:51.a club of expectations. That is something you should not shy away

:19:51. > :19:56.from. Dave did a fantastic job and was at Wembley three times in a

:19:56. > :20:01.couple of years. It is something that the people of Cardiff are

:20:01. > :20:09.passionate about. It is something that appeals to him meat, but they

:20:09. > :20:15.have that passion. -- appeals to me. I want to be promoted. I want to

:20:15. > :20:21.get there as well. Wales is a passionate sporting nation. As the

:20:21. > :20:26.Celtic cousin, are you expecting to have a warm welcome? I hope so.

:20:26. > :20:30.You're going to see a fellow Celt who comes from Glasgow and has that

:20:30. > :20:35.passion and commitment for football. It is something that has driven me

:20:35. > :20:40.since a young age. My father put that into me from a very young age

:20:40. > :20:46.in Glasgow. It has never left me and it makes the strive on and on

:20:46. > :20:50.as a player, as a coach and as a manager. The new manager and

:20:50. > :20:55.Cardiff City will start next season away to relegated West Ham but all

:20:55. > :20:59.eyes today was on the draw for the Premier League and who saw as his

:20:59. > :21:02.is you will be praying. This was will start life in football's top

:21:02. > :21:06.flies away to Manchester City on August 30th before their first home

:21:06. > :21:12.game the following week against Wigan and former manager, Roberto

:21:12. > :21:15.Martinez. Champions Manchester United will come to Swansea in mid-

:21:15. > :21:21.November, while Chelsea's trip to the Liberty Stadium is scheduled

:21:21. > :21:24.for a Tuesday night, 31st January. It could be a nervous end to the

:21:24. > :21:27.season if they need points from their last two fixtures. They will

:21:27. > :21:32.have to get them away at Old Trafford and then against Liverpool

:21:32. > :21:37.at home on the final day of the season. It is just mouth-watering.

:21:37. > :21:42.Let's turn to cricket. De Morgan N20 20 action tonight against

:21:42. > :21:48.Hampshire. -- Glamorgan added in 20 Twenty action tonight against

:21:48. > :21:53.Hampshire. We will bring you up to date with the cricket in hour late

:21:53. > :21:58.bulletin. Let's have a look at a different kind of culture now and

:21:58. > :22:03.turn to the arts. The song Prize final takes place this evening. It

:22:03. > :22:08.is part of the BBC Cardiff Singer of the world. Five competitors from

:22:08. > :22:12.across the globe battle it out for the coveted trophy. Tonight's

:22:12. > :22:15.results are on BBC Two wears at 9:45pm.

:22:16. > :22:20.A Hollywood star returns to his temperature roots this evening to

:22:20. > :22:25.show his a pause for Theatr Gwaun in Fishguard. It has shattered the
