:01:30. > :01:32.is the biggest trial of police officers in British legal history.
:01:32. > :01:35.Today, a jury heard how eight corrupt policemen colluded to send
:01:35. > :01:38.five innocent men to jail for the brutal murder of a Cardiff
:01:38. > :01:41.prostitute. Lynette White was killed in 1988 in a flat in the
:01:42. > :01:51.docks area of Cardiff. The officers all deny conspiracy to pervert the
:01:51. > :01:55.course of justice and two other people deny perjury. It is thought
:01:56. > :01:59.to be the biggest trial of police officers in legal history. It is
:01:59. > :02:03.more than 20 years since Lynette White was murdered in the flat she
:02:03. > :02:09.work from as a prostitute. She was stabbed more than 50 times. A court
:02:09. > :02:13.was told how former police officers may be debated, influenced and
:02:13. > :02:17.fabricated evidence. In the opening statement of the prosecution, they
:02:17. > :02:27.said it resulted in five innocent people being prosecuted. Three were
:02:27. > :02:31.convicted for murder. It was story emerged as part of the case.
:02:32. > :02:37.The prosecutors said it was exactly that, a story. It was a fiction.
:02:37. > :02:41.That explains how Lynette White and these five men came together. But
:02:41. > :02:47.why would they want to carry out an attack against a woman somebody
:02:47. > :02:49.barely knew? It was entirely a fabrication and was largely in the
:02:49. > :02:55.product of the imagination, theories and the least of the
:02:55. > :03:01.officers on the case, said the prosecution. It resulted in these
:03:01. > :03:04.men being convicted of the murder of Lynette White in 1990. In 1992,
:03:05. > :03:10.the convictions of the Cardiff Three as they were called, were
:03:10. > :03:14.quashed by the Court of Appeal and they were released. 11 years later,
:03:14. > :03:19.the real killer was brought to justice. He was a former client of
:03:19. > :03:24.Lynette White and was caught by DNA technology. He was sentenced to
:03:24. > :03:29.life imprisonment. An inquiry was launched to establish what went
:03:29. > :03:32.wrong in the original investigation. It resulted in a trial of eight
:03:32. > :03:37.former police officers and two witnesses from the original trial
:03:37. > :03:43.accused of perverting the course of justice. The court was given
:03:43. > :03:49.evidence from one of the witnesses who also faces a charge of perjury.
:03:49. > :03:56.The prosecution says the statement contains lies. The prosecutor asked
:03:56. > :04:00.why did she like in a statement, we cannot say. It is possible she had
:04:00. > :04:05.been primed by police officers working on a case that had already
:04:05. > :04:08.stalled. For men and a police officer also jointly accused of
:04:08. > :04:13.perverting the course of justice and will stand trial separately
:04:13. > :04:18.next year. The commission says they think it is the biggest police a
:04:18. > :04:26.trial in British legal history. The jury has been told it could last
:04:26. > :04:30.six months or longer. A disqualified member of the assembly
:04:30. > :04:35.has been reinstated. He stood down after the election because he
:04:35. > :04:39.belonged to a public body from which AMs are barred. But it was
:04:39. > :04:48.revealed he was misled by guidance for election candidates published
:04:48. > :04:54.This was about a crucial point of constitutional legislation. It was
:04:54. > :05:00.also about one man had one empty seat. Should Aled Roberts, a former
:05:00. > :05:04.council leader at Wrexham be reinstated? Investigation found he
:05:04. > :05:10.had done everything he reasonably could to get everything right. The
:05:10. > :05:14.legislation as he saw it was wrong. That for some, was enough.
:05:14. > :05:19.question is whether it is reasonable and credible that he
:05:19. > :05:24.access to the Welsh Language Web site without cross referencing to
:05:24. > :05:29.the English side? This is what he claims he did and as a natural
:05:29. > :05:34.Welsh speaker, that seems perfectly credible. This was not about the
:05:34. > :05:38.Welsh language, others argued. It was about ignorance. It sets an
:05:38. > :05:46.important precedent. Many were sympathetic but not convinced he
:05:46. > :05:51.should return. I am very sorry for the candidate. I think he has been
:05:51. > :05:55.reasonable but ignorance of the law is not an excuse. The individual
:05:55. > :05:59.question for members to judge is whether this will be used an
:05:59. > :06:05.extraordinary occasion where the law and the consequences should be
:06:05. > :06:13.set aside. I cannot agree that this is such an extraordinary
:06:13. > :06:19.circumstance. Then, the vote. abstentions. 20 against. The motion
:06:19. > :06:27.is carried. With strong support from the Labour Cabinet, Aled
:06:27. > :06:29.Roberts was back. Among the people taking part was this woman, saving
:06:29. > :06:34.the second of the two from the Liberal Democrats, abandoned
:06:34. > :06:40.yesterday. It meant a return for the woman that would have replaced
:06:40. > :06:44.Aled Roberts. I am taking a deep breath and trying to get my life
:06:44. > :06:48.back because it has been on hold and very difficult. The party
:06:48. > :06:51.admitted they could have done more to check the legislation. They
:06:51. > :06:57.criticised the party that should help candidates get things right
:06:57. > :07:01.and not give them unhelpful information. I have apologised for
:07:01. > :07:07.that and it is not where we are meant to be. It is very important
:07:07. > :07:11.for the election in Wales. We have changed procedures under Bentley.
:07:11. > :07:17.after eight weeks, one of the two from the Liberal Democrats had
:07:17. > :07:21.supplied. But after the party described the situation as a
:07:21. > :07:25.shambles, every single political party and the Electoral Commission
:07:25. > :07:35.will redouble their efforts to make certain this never happens again.

:08:39. > :08:43.guide in English is different compared to the Welsh language?
:08:43. > :08:48.guidance in English and Welsh was actually incorrect in the printed
:08:48. > :08:54.version. The difference between the languages was the e-mail forwarded
:08:54. > :09:00.back in March. Until the police interview, I believed both e-mails
:09:00. > :09:06.were incorrect. I think there are lessons to be learnt by a number of
:09:06. > :09:12.organisations, including my party as a result. The circumstances put
:09:12. > :09:18.me in a bad situation. One of your party members described it as a
:09:18. > :09:22.cock up. What lessons do you think your party needs to learn? In the
:09:22. > :09:29.first instance, the assembly must learn that this is a law-making
:09:29. > :09:34.body. I think the procedures within Westminster appear to be more
:09:34. > :09:37.detailed and in the assembly. Certainly there appears to be an
:09:37. > :09:40.issue with regard to communication between the assembly and the
:09:41. > :09:47.Electoral Commission. There are issues between the administration
:09:47. > :09:52.of candidates, and nominations from my party. It is clear that there
:09:52. > :10:01.are issues for our houses and I am sure as has been stated, all
:10:01. > :10:08.parties will be anxious to make Our Welsh affairs editor is in the

:11:37. > :11:41.members were asked to vote on a set of legal principles on the basis of

:11:44. > :11:49.findings and the legal advice into consideration and did what I think
:11:49. > :11:54.is the right thing in allowing Aled Roberts to come back to do what he
:11:54. > :11:58.was elected to do and represents the people of North Wales. Do the

:12:02. > :12:06.will have to reflect on their part in this case, not least my party as

:13:40. > :13:45.on the files or if he could take the word of his colleagues who were
:13:46. > :13:51.passing the case on to him as fact. He did the latter and as a result a
:13:51. > :13:56.critical report was not noticed in the files. He said, he gave his
:13:56. > :13:59.evidence today and he said he felt he was being made a scapegoat. He
:13:59. > :14:04.said he would have acted differently with hindsight but he
:14:04. > :14:10.had acted in good faith. He said there is a shared responsibility. I
:14:10. > :14:14.have been instigated by the Vale of Glamorgan council. It was a
:14:14. > :14:18.colleague but found the relevant information. He said he had been
:14:18. > :14:23.alerted to previous problems by the father of the teenager who said
:14:23. > :14:27.something like this had happened before. He said he pulled the files
:14:27. > :14:37.onto the floor and found the information in about half an hour,
:14:37. > :14:39.
