:00:57. > :01:07.promotion to the big time. Now, it's down to the hard work for

:01:07. > :01:09.

:01:09. > :01:12.Good evening. The Welsh Government's national school

:01:12. > :01:14.building programme has been sent back to the drawing board. In

:01:14. > :01:17.December, local authorities submitted ambitious plans to make

:01:17. > :01:20.schools fit for the 21st Century. Parents were due to learn this

:01:20. > :01:23.month which projects would be given the go ahead. But instead, councils

:01:23. > :01:25.will look again at plans and will be asked to contribute hundreds of

:01:25. > :01:35.millions of pounds more towards their cost. Our education

:01:35. > :01:39.

:01:39. > :01:43.correspondent, Ciaran Jenkins, is at the Senedd.

:01:43. > :01:46.We are talking about the Welsh government's biggest ever school

:01:46. > :01:50.melding programme. In some of learning about which schools will

:01:50. > :01:56.be built, parents, pupils and teachers are learning that councils

:01:56. > :02:00.have been asked to think again. This is Coldicott School, badly in

:02:01. > :02:07.nerd -- in need of a completely new start. When I visited in December,

:02:07. > :02:10.pupils told me the buildings were not up to scratch. I am sure that

:02:10. > :02:17.if the environment was nicer, I am sure everybody would be more

:02:17. > :02:21.engaged. It just feel like it is lacking. You go to a society and

:02:21. > :02:24.you see all the technology that is there and you think, why hasn't my

:02:24. > :02:29.school got that technology? And going to be going into a world that

:02:29. > :02:35.I am not prepared for. But will pupils get the classrooms they

:02:35. > :02:38.need? Monmouth Show submitted plans as part of the world's governments

:02:38. > :02:41.biggest-ever school buildings programme. Now, they have been

:02:41. > :02:46.asked to go back to the drawing board to make hard decisions and

:02:46. > :02:52.come up with more cash. 18 out of 22 councils have told BBC Wales

:02:52. > :02:57.what their plans would have cost. �1.3 billion for priority projects

:02:57. > :03:01.over the next three years. Most councils plan to contribute 30 % of

:03:01. > :03:05.costs with the large government paying the rest. Now, the Education

:03:05. > :03:09.Minister has said that councils should pay 50 % of the costs.

:03:09. > :03:12.Hundreds of millions of pounds more. He blames budget cuts imposed by

:03:13. > :03:18.the UK Government. There were questions being asked as to whether

:03:18. > :03:25.some of them would be able to reach the 30 % but we have to ask serious

:03:25. > :03:32.questions as to whether this programme will be delivered at all.

:03:32. > :03:37.We are very disappointed in the state Benn today. -- statement. It

:03:37. > :03:41.is a blow for Education in Wales. It will not dip -- increase the

:03:41. > :03:46.standards. With councils being asked to review their plans, there

:03:46. > :03:50.is no uncertainty over which will go ahead. I am obviously

:03:51. > :03:54.disappointed. I am not surprised. We had heard messages from the last

:03:55. > :04:01.government that we were going to have to look again at our programme.

:04:01. > :04:05.I am disappointed for a number of our schools but we are very keen to

:04:05. > :04:12.continue our engagement with the last government and to discuss what

:04:12. > :04:17.we can do with our strategic programme. It is not surprising.

:04:17. > :04:23.We've seen huge cuts to the Welsh Assembly's capital budget and the

:04:23. > :04:30.result is that we expected some three privatisation to occur. The

:04:30. > :04:39.conditions of the school stock readers need modernisation. --

:04:39. > :04:43.really does need. I think we need is in discussions with the

:04:43. > :04:47.government to see how we go forward. It is time now for councils to make

:04:47. > :04:51.difficult decisions. That may mean some school building projects will

:04:51. > :04:55.be scrapped. So how many of those proposals will

:04:55. > :05:03.be scrapped? I am joined by the Education Minister, Leighton

:05:03. > :05:09.Andrews. Your government's school building programme is on hold

:05:09. > :05:13.tonight. Not at all. The school building programme is carrying on.

:05:13. > :05:19.We are saying that the programmes after 2014 may now need to come

:05:19. > :05:23.back for more work to be done on them. Our budgets have been cut by

:05:23. > :05:26.the Conservative-led government in Westminster. Instead of learning

:05:26. > :05:33.which projects will be going ahead which was due this month, parents

:05:33. > :05:36.are now finding out they will be cut back. We have a whole series of

:05:36. > :05:43.programme under way and we need to work with our local authority

:05:43. > :05:47.partners on what is the best way of spending the money we have.

:05:47. > :05:51.Councils have to find an extra 20 % for each of the projects they want

:05:51. > :05:56.to build. They can't find that money. Is it inevitable that many

:05:57. > :06:00.of these projects will be scrapped? No. Some local authorities are very

:06:00. > :06:06.good in the way they have been using their money. If you're going

:06:06. > :06:09.to borrow, it makes sense to borrow when interest rates are low. I want

:06:09. > :06:19.local-authority is to work with us to find the best way of using the

:06:19. > :06:23.

:06:23. > :06:28.money that we have and they have. What is going on in Blaenau Gwent?

:06:28. > :06:34.We have taken steps today. We got the report this morning and I have

:06:34. > :06:42.put the task force in to turn things around in Blaenau Gwent. I

:06:42. > :06:48.am taking responsibility for education away from the council.

:06:48. > :06:50.They have one year to turn things around. The executive member for

:06:50. > :07:00.Educational Blaenau Gwent Council has resigned. We are able to hear

:07:00. > :07:03.what the council leader has to say. What my administration is doing now

:07:03. > :07:13.sensitive over his right to address the problems that have been

:07:13. > :07:14.

:07:14. > :07:23.highlighted in this report. A lot of the things we're doing is

:07:23. > :07:28.building a new Learning Zone, 3-16 schools, a new breed -- a

:07:28. > :07:38.Brandywell school. We are the first in Wales to federate the school

:07:38. > :07:45.

:07:45. > :07:48.system. That was the leader of Blaenau Gwent council.

:07:48. > :07:51.I'll talk more to the Education Minister in just a moment because

:07:51. > :07:53.also today, he's unveiled a radical plan that would mean just two Welsh

:07:53. > :07:56.universities would avoid merger proposals. Cardiff and Swansea

:07:56. > :08:01.would remain as stand alone institutions, but every other

:08:01. > :08:04.university is expected to merge with others. Jenny Rees reports.

:08:07. > :08:12.But by 2013 Glamorgan as an independent 'brand' might be a

:08:12. > :08:15.thing of the past, along with other institutions in Wales. The

:08:15. > :08:20.Education Minister has given his backing to proposals by the higher

:08:20. > :08:22.education funding body for radical changes, including several mergers.

:08:23. > :08:25.They include a merger between the University of Glamorgan, the

:08:25. > :08:27.University of Wales Institute Cardiff and University of Wales

:08:28. > :08:34.Newport, and in the longer term, a merger between Aberystwyth and

:08:34. > :08:38.Bangor. Glyndwr University in Wrexham would work to this new

:08:38. > :08:45.super university in the north. Although, the man at the helm of

:08:45. > :08:49.Glyndwr insisted they want to remain independent. I think the

:08:50. > :08:53.public here once the university in Wrexham. We are close to our

:08:53. > :08:57.community and we have a different mission to the universities. We

:08:57. > :08:59.were set up by the government to meet ambition in this area. Cardiff

:08:59. > :09:01.and Swansea universities would continue to exist as separate

:09:01. > :09:04.institutions. Meanwhile, a streamlining of the University of

:09:04. > :09:07.Wales has started today. It awards degrees at five of our universities,

:09:07. > :09:14.but today it announced plans to merge with Swansea Metropolitan and

:09:14. > :09:18.trinity St David in West Wales. think there is quite a lot of

:09:18. > :09:24.support. It is true to say that even one year ago they would not

:09:24. > :09:32.have been the support there is now. I think it has recognised the very

:09:32. > :09:39.challenging times that education faces. It is very difficult for

:09:39. > :09:42.small institutions to be viable. This is a process that we are

:09:42. > :09:45.seeing all the Europe. proposals would have a huge impact

:09:45. > :09:47.on staff and students at the universities. The minister has said

:09:47. > :09:54.more consultation will be carried out with those affected before a

:09:54. > :09:59.final decision is made. The Education Minister, Leighton

:09:59. > :10:03.Andrews, is still with me. Just how radical a change would this be if

:10:03. > :10:08.you got your way? The proposals that have been put forward are in

:10:08. > :10:12.line with the strategy. They said last year they wanted most of Welsh

:10:12. > :10:17.universities to be about the medium size. We have too many small

:10:17. > :10:25.universities. We need a smaller number of strong universities.

:10:25. > :10:30.are talking here about some universities disappearing and

:10:30. > :10:32.changing into the universities. There has been a lot of change in

:10:32. > :10:39.the higher education sector and the proposals that the Conservative-led

:10:40. > :10:44.government and making in England to ratchet up tuition fees mean that

:10:44. > :10:50.the situation will become uncertain. We want to be able to plan our

:10:50. > :10:56.higher education system in Wales. Is it your place as Education

:10:56. > :11:04.Minister to tell universities who they should be merging with? I am

:11:04. > :11:08.not telling them. This is the recommendation by the Higher

:11:08. > :11:11.Education Council for Wales. There will be dialogue between the

:11:11. > :11:16.universities and other stakeholders and the proposals have widespread

:11:16. > :11:21.support. It has been an ambition of the last government of the last

:11:21. > :11:26.decade to have a smaller number of strong the universities. Will these

:11:26. > :11:30.mergers actually happen? My own view is that once we've had the

:11:30. > :11:33.consultation, this will probably look like the future map of

:11:33. > :11:43.university provision in Wales and I think people will come to terms

:11:43. > :11:44.

:11:47. > :11:50.A convicted murderer has told a jury that he alone was guilty of

:11:50. > :11:53.the brutal murder of Lynette White in Cardiff in 1988. Jeffrey Gafoor

:11:53. > :11:55.is a prosecution witness in a Swansea trial of eight ex-police

:11:56. > :11:58.officers accused of conspiracy to pervert the course of justice.

:11:59. > :12:05.Gafoor said he felt "terrible" that three innocent men were jailed for

:12:05. > :12:09.the murder. Matt Murray was in court.

:12:09. > :12:15.For 15 years, Jeffrey Gafoor got away with murder. Lynette White was

:12:15. > :12:19.working as a prostitute in this area of Cardiff and Jeffrey Gafoor

:12:19. > :12:25.was a client. A new investigation was launched using the latest

:12:25. > :12:29.scientific techniques and the trial led to Jeffrey Gafoor. Police

:12:29. > :12:36.arrested him in 2003 when he was employed as a security guard. He

:12:36. > :12:40.confessed to killing Lynette White in 1988 after an argument over �30.

:12:40. > :12:46.Jeffrey Gafoor took to the witness box and told the jury having met

:12:46. > :12:51.Lynette White back in February 1988, he said once inside the flat he

:12:51. > :12:55.changed his mind and demanded his money back. She refused. At this

:12:55. > :12:58.point, he pulled a knife and threatened her. A scuffle then

:12:58. > :13:04.broke out between the two which resulted in Lynette White being

:13:04. > :13:09.stabbed. He told the jury he can't remember how many times he stabbed

:13:09. > :13:12.Lynette White. He said his memory of the event is fuzzy. It almost

:13:12. > :13:15.seemed like a dream. But in Court today, Gafoor was

:13:15. > :13:18.adamant that he carried out the killing alone. In 1990, three men,

:13:18. > :13:21.Steven Miller, Yusaf Abdullahi and Tony Paris, were convicted of the

:13:21. > :13:24.murder but released two years later on appeal. The prosecution claim

:13:24. > :13:33.that the former police officers on trial manufactured evidence that

:13:33. > :13:37.led to the convictions of the men who were known as the Cardiff Three.

:13:37. > :13:39.Jeffrey Gafoor told the court he had put me out of his mind but he

:13:39. > :13:44.now feels terrible of the conviction of the Cardiff Three. He

:13:44. > :13:48.said, their problems stemmed from my actions. He also told the court

:13:48. > :13:57.he knew they were completely ever did -- innocent because I am the

:13:57. > :14:06.one who killed Lynette White. All of the officers deny conspiring to

:14:06. > :14:09.pervert the course of justice. Still to come tonight. The

:14:09. > :14:19.countdown to the Premier League begins for Swansea's fans and their

:14:19. > :14:22.

:14:22. > :14:26.First came the ban on smoking in public places but now the Welsh

:14:26. > :14:30.government has said it is looking at the possibility of banning

:14:30. > :14:33.smoking in cars carrying children. At this stage, it is just a

:14:33. > :14:38.possibility but if the campaigns about the dangers of smoking don't

:14:38. > :14:43.hit home, then changing the law could be the next step.

:14:43. > :14:46.Mark Smith is a dad who's had a 12- year-old daughter and he's a busy

:14:46. > :14:51.parent and says his car is one of the few places he can enjoy a

:14:51. > :14:57.cigarette. He admits to lighting up while his child is in the back seat.

:14:57. > :15:02.I have to admit that they have but I've had all the windows down. It

:15:02. > :15:06.is not something I would recommend other people to do but it is the

:15:06. > :15:10.last place left that I've got as well. The First Minister wants

:15:10. > :15:15.drivers to change their behaviour. Today, Carwyn Jones said he was

:15:15. > :15:19.prepared to make Wales the first European country to ban smoking in

:15:19. > :15:23.cars carrying children. But before that, the Welsh government will

:15:24. > :15:29.embark on a three-year campaign to alert adults to the harm second-

:15:29. > :15:37.hand smoke has on youngsters. It is a campaign that has not been set at

:15:37. > :15:41.it. We are pleased the Government is committed to this. We want to

:15:41. > :15:45.see how far the public is picking it up in order to provide evidence

:15:45. > :15:49.before we need to legislate. smoking ban was introduced in 2007

:15:49. > :15:53.and it affected all public buildings. Pubs, offices and

:15:53. > :16:02.restaurants across the country are now smoke-free but the Health

:16:02. > :16:07.Minister is keen to do more. think it is the next logical step.

:16:07. > :16:12.Children cannot protect themselves. That is why you want to change mind

:16:13. > :16:18.sets and hopefully, some of them will stop smoking altogether.

:16:18. > :16:25.for smokers like Mark Smith, it is a step too far. I think it is a bit

:16:25. > :16:30.of a nanny state. Parenting is a natural instinctive thing to do.

:16:30. > :16:34.Your first instinct is to protect the child. I don't think people

:16:34. > :16:38.will drive around with the windows wound up and the car full of smoke.

:16:38. > :16:42.We may have got used to the smoking ban but came into force for

:16:42. > :16:47.marketable but would people be so accepting of restrictions in cars?

:16:47. > :16:52.The next stage is to start the public awareness campaign but it

:16:52. > :17:00.has not been thought through or costed. The prospect of police are

:17:00. > :17:03.pulling people over for smoking in Unemployment in Wales dropped by

:17:03. > :17:06.9,000 in the three months to May. It means 115,000 people were

:17:06. > :17:11.looking for work between March and May. 16,000 lower than during the

:17:11. > :17:12.same period last year. Parishioners have taken what they

:17:12. > :17:15.Parishioners have taken what they describe as a peaceful protest to

:17:16. > :17:18.the doorstep of the Archbishop of Wales this evening in a bid to

:17:18. > :17:21.reopen their church. Maerdy residents have been holding a

:17:21. > :17:25.sleep-in protest at All Saints Church in the Rhondda since it

:17:25. > :17:32.closed over a week ago. The archbishop, Barry Morgan, says
