:04:01. > :04:05.collar to stop his dog straying, has been fined �2,000. Philip Pook

:04:05. > :04:08.from Ogmore by Sea near Bridgend is the first man to be charged with

:04:08. > :04:12.the offence after the use of the dog collars was banned in Wales

:04:12. > :04:13.last year. They're still legal in the rest of the UK as Nick Palit

:04:13. > :04:16.reports. These electronic shock collars are

:04:16. > :04:19.widely available on the internet and from pet supply stores. However

:04:19. > :04:21.after lobbying from the RSPCA and the Kennel Club their use was

:04:21. > :04:24.outlawed here in Wales in March last year.

:04:24. > :04:28.48 year old Phillip Pook from Ogmore by Sea is the first man to

:04:28. > :04:31.fall foul of this law. His border collie Dougie was found wearing it

:04:31. > :04:34.when he was rounded up as a stray on a local beach. Mr Pook pleaded

:04:34. > :04:44.guilty to using an electronic shock collar contrary to Animal Welfare

:04:44. > :04:46.

:04:46. > :04:52.Wales regulations. Mr Cook said he had never used it in it shock

:04:52. > :04:56.mauled but just as to make at bleep. The court heard that at least half

:04:56. > :04:59.a million of the devices are used across the UK, with millions more

:04:59. > :05:03.in use worldwide. But the Kennel Club believe it's a cruel, outdated

:05:03. > :05:08.method of training dogs. The Welsh Assembly have made the decision

:05:08. > :05:12.that these devices are cruel and in doing so they have put in a piece

:05:12. > :05:15.of legislation But not everyone believes this kind

:05:15. > :05:18.of collar is cruel. Charles Wall runs a dog training company with

:05:18. > :05:25.bases in Wales and England and says electronic collars are a useful

:05:25. > :05:31.training tool. An electric collar is a way of saving the lives of

:05:31. > :05:36.dogs who could otherwise get shot for chasing sheep or running out on

:05:36. > :05:41.to busy road. It comes down to licensing the people who should be

:05:41. > :05:50.able to use them. Thankfully electric collars are not banned in

:05:50. > :05:54.England. So I can use them there. When used in the correct hands

:05:54. > :06:02.Lady is being trained not to chase sheep. This is what happens when a

:06:02. > :06:06.small shock is applied to her collar. Mr Pook is the first man to

:06:06. > :06:10.be prosecuted for using a shock collar.

:06:10. > :06:15.The magistrate said the excepted that the caller had been supplied

:06:15. > :06:20.with good intent and that the dog showed no sign of distress but she

:06:20. > :06:26.said Mr Pook had been warned on a number of occasions that use of the

:06:26. > :06:29.collar in Wales was illegal. He was fined �2,000 and has to pay �1,000

:06:29. > :06:32.in costs. The management of Blaenau Gwent

:06:32. > :06:34.council is to be investigated just days after its education services

:06:34. > :06:36.were put into "special measures" by the schools inspectorate, Estyn.

:06:36. > :06:39.Local Government Minister Carl Sargeant called for the

:06:39. > :06:47.investigation after a report found standards were "well below" what

:06:47. > :06:50.was expected. North Wales Police say they're

:06:50. > :06:53.investigating claims that Directors at Wrexham Football Club have

:06:53. > :06:57.received threats against their homes, businesses and families. The

:06:57. > :07:01.club says the threats were made in the last few days. Negotiations are

:07:01. > :07:04.continuing over the sale of the club.

:07:04. > :07:10.A man's been cautioned for child neglect after a two-year-old boy

:07:10. > :07:12.travelled on his own on a bus from Powys to Shropshire. The child got

:07:15. > :07:20.noticed when the bus arrived at its destination in Shrewsbury - 28

:07:43. > :07:47.arriving early this morning, and the rain we feared has held off for

:07:47. > :07:50.most of the day. As always there's plenty to see and do here. Hundreds

:07:50. > :07:53.of traders, thousands of animals, and millions of pounds worth of

:07:53. > :07:56.farming machinery on display. Visitors have flocked to the main

:07:56. > :08:06.ring behind me, to watch all kinds of events from horse displays to

:08:06. > :08:07.

:08:07. > :08:12.some daredevil motorbike riding. One thing that has been observed is

:08:12. > :08:17.the condition of the turf. In years gone by a wet weather has turned it

:08:17. > :08:21.into a mudbath. Hopefully that will not happen this year. It is looking

:08:21. > :08:29.in good shape this evening. Our reporter has sampled what is on

:08:29. > :08:34.offer on day one. This is the chance for these stars

:08:34. > :08:42.of the shore to shine. Each one hopes to impress. As the show got

:08:42. > :08:46.under way all eyes were on the new show ring. �220,000 has been spent

:08:46. > :08:50.renovating the drainage system which allows 15 centimetres of

:08:50. > :08:55.water to drain away in less than one hour. Thousands of tons of sand

:08:55. > :09:04.have been placed on the ground. Their aim is to avoid scenes like

:14:35. > :14:42.important to have events like this. I think it is a marvellous event

:14:42. > :14:52.and Iolanthe thoroughly enjoyed the day. What do you say about bovine

:16:44. > :16:48.A group of travellers, who set up camp on a school in Denbighshire

:16:48. > :16:52.over the weekend, has now moved to a nearby nature reserve. Ysgol Glan

:16:52. > :16:56.Clwyd in St Asaph was closed today after the travellers set up camp on

:16:56. > :17:06.Saturday. Denbighshire Council is now trying to remove them from land

:17:06. > :17:10.near Rhuddlan Castle. Another day and another unauthorised camp for

:17:10. > :17:13.this group of travellers with around a dozen caravans. For the

:17:13. > :17:19.second time in recent months, they have moved onto this nature reserve.

:17:19. > :17:23.The site was only opened this year. They did not want to be interviewed.

:17:24. > :17:29.But they said they are only in the area while one of them received

:17:29. > :17:33.hospital treatment. Until last night, they were here at his local

:25:03. > :25:05.Jones from Brecon was a bit late picking up his award. He competed

:25:05. > :25:15.his course in mechanical engineering in 1945 but headed

:25:15. > :25:19.

:25:24. > :25:27.pleasure that we welcome him back today, Harold Jones. He's waited 66

:25:27. > :25:35.years to get on this stage and today Harold Jones got to don a cap

:25:43. > :25:48.probably by far the oldest by maybe 40 or 50 years. But that is a

:25:48. > :25:51.relatively unimportant. It is nice to be here. Harold was in the class

:25:51. > :26:01.of 1945. Being a student then was very different to being a student

:26:04. > :26:13.now. I was also in the Home Guard, manning a radio station. It was

:26:14. > :26:14.

:26:14. > :26:18.very interesting. If they started coming our way, we had to get the

:26:18. > :26:21.rocket-launchers ready to send some rocket up to greet them. Despite

:26:21. > :26:24.only graduating today, Harold's engineering career has taken him

:26:24. > :26:34.all over the world and he now lives in Madrid. But over the years has

:26:34. > :26:35.

:26:35. > :26:41.he ever given thought to that unclaimed certificate? Yes, my wife

:26:41. > :26:46.keeps good files. I did get a letter from the University signed

:26:46. > :26:51.by the Registrar saying I had passed the exams. Otherwise, I

:26:59. > :27:08.framing his certificate and making copies for the family. So after

:27:08. > :27:15.more than six decades, it has certainly been worth the wait. The

:27:15. > :27:17.headlines. The hacking scandal has claimed another scalp tonight.

:27:17. > :27:22.Assistant Commissioner John Yates, the man charged with keeping

:27:22. > :27:25.England and Wales saved from terror attacks, resigned today. It comes
