:01:01. > :01:04.Good evening from the final day of the Royal Welsh. Over 200,000

:01:04. > :01:08.people have come through the gates, but have they been spending their

:01:08. > :01:11.cash? Pubs around the showground are

:01:11. > :01:21.toasting a good week, but not all the traders are so happy.

:01:21. > :01:25.And just how long does it take to prepare a prize winning bull?

:01:25. > :01:33.watching them, you have to blow-dry them just like a woman going into a

:01:33. > :01:35.hairdresser. Good evening. The family of a woman

:01:35. > :01:39.who died after contracting hepatitis B in hospital from

:01:39. > :01:41.another patient have launched an official complaint. More than 150

:01:41. > :01:45.people who underwent surgery at Morriston Hospital in Swansea have

:01:45. > :01:47.been told they may also have been exposed to the hepatitis B virus.

:01:47. > :01:54.Non-urgent surgery at the hospital's Cardiac Unit has been

:01:54. > :01:57.suspended. Rhodri Lewis has the story.

:01:57. > :02:00.None of the individuals involved have been identified, but it's

:02:00. > :02:04.known the first person, a woman, came into the Cardiac Unit at

:02:04. > :02:08.Morriston Hospital for treatment in March. During that time, she came

:02:08. > :02:11.into contact with another patient who already had hepatitis B. The

:02:11. > :02:16.woman was discharged in the usual way, but she then developed the

:02:16. > :02:21.acute form of the disease and died last month. The health board says

:02:21. > :02:23.it's likely she contracted the disease in hospital. Her family say

:02:23. > :02:26.they've been left extremely distressed by the death of their

:02:26. > :02:29.mother and the knowledge that her illness had been contracted from a

:02:29. > :02:37.patient known to be infected with hepatitis B. They've launched an

:02:37. > :02:41.official complaint. I have spoken to the family today and they have

:02:41. > :02:46.expressed distress about what has happened. They were to be left

:02:46. > :02:51.alone and I respect that. It is a concern at this point in time that

:02:51. > :02:55.they have not yet told us what the cause was. They are still trying to

:02:55. > :02:59.find out. 150 other people who were treated at the unit between the

:02:59. > :03:02.11th of March and the 17th of April may also have been exposed to the

:03:02. > :03:05.disease. They live in a wide area, stretching from Aberystwyth to

:03:05. > :03:13.Bridgend. The health board wants these people to come forward and

:03:13. > :03:20.have a blood test. In theory, it can happen at any point where

:03:20. > :03:28.bodily fluids get mixed. It can happen at any point in a patient's

:03:28. > :03:32.journey from admission to discharge of the hospital. It happens when

:03:32. > :03:35.there is contamination from them into another patient. Hepatitis B

:03:35. > :03:38.is a viral infection of the liver. It spreads through blood and other

:03:38. > :03:45.bodily fluids following intimate contact. It can cause serious liver

:03:45. > :03:50.damage and in extreme cases, can be fatal. There are things in place

:03:50. > :03:55.and they can get individual advice and a blood test and which can be

:03:55. > :03:58.done from any time from this afternoon onwards. There is a small

:03:58. > :04:01.risk that somebody else has acquired the virus but the only way

:04:02. > :04:04.they will know is to be tested. Morriston Hospital has now

:04:04. > :04:07.suspended all non-urgent cardiac surgery, and has tested all its

:04:07. > :04:17.staff for the disease. It's also going to commission an external

:04:17. > :04:17.

:04:17. > :04:20.review of its procedures. The health board's investigation is

:04:20. > :04:24.continuing but it admits it may never find out exactly what

:04:24. > :04:26.happened here. It's taken 15 years and two trials,

:04:26. > :04:32.but tonight the family of Karen Skipper said justice had finally

:04:32. > :04:35.been done. Mrs Skipper was attacked and drowned in Cardiff in 1996. A

:04:35. > :04:38.local labourer, John Pope, had been convicted of the murder, but that

:04:38. > :04:41.was overturned by the Court of Appeal last year, with a re-trial

:04:41. > :04:45.ordered. Today, a jury at Newport Crown Court decided by a majority

:04:45. > :04:55.of 11 to one that he was, after all, the man responsible for her killing.

:04:55. > :04:58.

:04:58. > :05:02.Caroline Evans was in court. 62 now, John Pope was today

:05:02. > :05:08.convicted for the second time of a murder he committed 15 years ago.

:05:08. > :05:13.He did not react as the verdict was given. In the court, the family of

:05:13. > :05:19.Karen Skipper sobbed. Afterwards, they gave this reaction. As a

:05:19. > :05:24.family, we have been through 15 years of hell. Justice has now been

:05:24. > :05:29.done and Karen can now finally rest in peace. It was a murder that

:05:29. > :05:32.stunned a city and attracted nationwide publicity. Karen Skipper

:05:32. > :05:37.was 34 and had been out walking with her dogs late one Saturday

:05:37. > :05:41.night when she was killed. Her partially clothed body was found in

:05:41. > :05:45.the River Ely and her hands were tied behind a back with her own dog

:05:45. > :05:50.leads. She had been attacked and held and the river to drown. Her

:05:50. > :06:00.two dogs stayed at his side all night. At first, police focused

:06:00. > :06:01.

:06:01. > :06:02.attention on her ex husband but at his trial in 1997, he was acquitted.

:06:02. > :06:06.It was then that police looked again at forensic evidence. They

:06:06. > :06:12.discovered a small bloodstain on the pocket of cannons jeans and on

:06:12. > :06:16.her underwear. The DNA or mass a sample on the D8 database from John

:06:16. > :06:21.Pope. He admitted that the blood was his and told police how he had

:06:21. > :06:25.met a woman he had later realised was Karen Skipper outside a shop.

:06:25. > :06:30.He had pulled a thorn from her dog's paw and the dog had bitten

:06:30. > :06:35.him and she had wiped his hand with a tissue. He was not believe that

:06:35. > :06:41.he was sentenced to life in prison. His conviction was overturned last

:06:41. > :06:46.December. The Court of Appeal ordered this retrial. Now, after 23

:06:46. > :06:50.hours' deliberation, the jury in this case decided it was John Pope

:06:50. > :06:55.who was after all responsible. hope the verdict will allow her

:06:55. > :06:59.family and friends to move forward. We know they will never get over

:06:59. > :07:04.losing her so quickly. Our thoughts are also with the family of Philip

:07:04. > :07:09.skipper, who has had to endure a long legal process stretching over

:07:10. > :07:16.nearly 15 years. Passing sentence, the judge told John Pope, quite

:07:16. > :07:23.what happened that night only you know the answer. Karen Skipper was

:07:23. > :07:26.a strong swimmer and in only a few feet of water, you drowned her.

:07:27. > :07:30.It's said to be the biggest land deal in Wales in a generation and

:07:30. > :07:33.tonight a front runner has emerged in the competition to buy the lease

:07:33. > :07:36.on 23,000 acres of Powys, valued at �11 million. But water company

:07:36. > :07:38.Severn Trent say they won't confirm who their preferred bidder for the

:07:39. > :07:41.Vyrnwy Estate is, until a three month consultation has been carried

:07:41. > :07:44.out. And tonight, in a separate development, there have been calls

:07:44. > :07:54.for an inquiry into the sale. Our reporter, Matthew Richards, is on

:07:54. > :07:59.

:07:59. > :08:04.the Vyrnwy Estate. Much of the spectacular landscape

:08:04. > :08:08.you can see behind me is up for grabs and some of the people living

:08:08. > :08:11.locally wanted whoever bought the land to invest and bring jobs

:08:11. > :08:19.whilst others simply wanted to maintain the peace and tranquillity

:08:19. > :08:23.of this place. Now, amid rumours the front-runner is a water company,

:08:23. > :08:28.people want the long-running saga to be sorted out.

:08:28. > :08:32.Some light refreshment on the banks of Lake Vyrnwy. Chris Clark has run

:08:32. > :08:37.his family business here for 14 years but since Severn Trent

:08:37. > :08:45.announced they were selling up, he has faced uncertainty. We would

:08:45. > :08:52.like to extend a whole business. -- the whole business. But we cannot

:08:52. > :08:59.do that until we know what the next owners want us to do. Maybe they

:08:59. > :09:03.don't want us here at all. They might have different plans. The

:09:03. > :09:08.whole area is full of uncertainty. Many people had supported by a

:09:08. > :09:11.property developer who was brought up locally, believing he would

:09:11. > :09:17.invest in the area and create jobs. He issued a statement last night

:09:17. > :09:20.after being told last night he was unsuccessful. Mr Jones has spent a

:09:20. > :09:25.considerable amount of time and cost in assembling the bid and is

:09:25. > :09:31.clearly disappointed that this has not led him to invest in the area.

:09:31. > :09:35.Mr Jones has respected the views of the local community and our thanks

:09:35. > :09:38.everybody in the community and around Wales who gave him much

:09:39. > :09:44.support in the last 12 months. Rumours that another utility

:09:44. > :09:49.company is the preferred bidder has led to disappointment. I need to

:09:49. > :09:52.meet any new buyer. It seems as if it is united Utilities. The

:09:52. > :09:56.reasonable people are concerned is because they fear it will be the

:09:56. > :10:03.same as before. There are calls tonight into the inquiry for the

:10:03. > :10:07.way the sale has been handled. Pecan nut be about a transfer

:10:07. > :10:11.between two utility companies. There has to be a situation in

:10:11. > :10:14.which the public interest is protected and the democratic

:10:14. > :10:17.interest is held. The area is renowned for its wildlife habitats

:10:17. > :10:20.but the Countryside Council for Wales will now carry out a three-

:10:20. > :10:29.month consultation to canvass opinion on the way forward. It is

:10:29. > :10:34.urging people to make their views known. The public should make their

:10:34. > :10:36.views known. At the slow process of selecting a buyer is reaching its

:10:36. > :10:41.conclusion but many here are still unsure about how they will be

:10:41. > :10:47.affected by any changes a new owner might make.

:10:47. > :10:52.Our I understand there is strong feeling of the about the sale.

:10:52. > :10:58.That's right. Not everybody is necessarily against United in

:10:58. > :11:00.utilities -- United Utilities. Tenants want to know if they can go

:11:00. > :11:05.ahead and develop their businesses and build extensions to their

:11:05. > :11:09.buildings and things like that. On the other hand, there are lots of

:11:09. > :11:16.people say that the Mr Jones bid would have been something that

:11:16. > :11:23.would help the area. They feel Severn Trent left things go

:11:23. > :11:27.downhill when they were landlords. They feel that transferring it to

:11:27. > :11:37.another large company, they would not have an interest in developing

:11:37. > :11:40.

:11:40. > :11:42.the area. There is a public meeting and that will be held on Monday.

:11:42. > :11:50.Let's get more from our environment correspondent, Iolo ap Dafydd. How

:11:50. > :11:54.will this consultation work? We are talking about a vast area of policy.

:11:54. > :12:03.We're also talking about conservation land. Land Of

:12:03. > :12:07.Scientific Interest and Special Areas of Conservation. The

:12:07. > :12:11.Countryside Council for Wales will consult for three months. It is not

:12:11. > :12:19.a public consultation but they will be talking to the national park in

:12:19. > :12:25.Snowdonia and to Powys council and to the Environment Agency. If it is

:12:25. > :12:29.thought to be united Utilities, there has to be a relevant

:12:29. > :12:35.documentation handed over about how they will safeguard what there is

:12:35. > :12:41.on that estate in the next 10 to 14 days. They will need to look at

:12:41. > :12:47.Nash -- natural beauty, plants and historical and architectural and

:12:47. > :12:52.public access. The Countryside Council for Wales will also have to

:12:52. > :12:57.report to Caroline Spelman, the UK Secretary on environment. We heard

:12:57. > :13:03.and the report that there are calls for an inquiry. Where is that

:13:04. > :13:08.likely to go? It may well be a test case for the environment and

:13:08. > :13:17.sustainable committee, chaired by the former presiding officer,

:13:17. > :13:21.Dafydd Elis-Thomas. He is calling for an inquiry. We are talking

:13:21. > :13:25.about one large company selling fast parts of Wales on to another.

:13:25. > :13:33.The implications will be on the environment and of his your local

:13:33. > :13:41.people. -- and obviously on. That inquiry will see whether the

:13:41. > :13:44.Assembly Government will be important. The Assembly Government

:13:45. > :13:50.is not offering a response because it does not want to be seen

:13:50. > :13:53.responding to a commercial bid. Still to come tonight: A new

:14:11. > :14:14.Show. The crowds are enjoying the final moments in the Main Ring this

:14:14. > :14:18.evening before everyone packs up and heads home. 226,000 people have

:14:18. > :14:24.been here this week - 5,000 less than last year, but organisers are

:14:24. > :14:26.still delighted with how it's gone. But I think it's fair to say not

:14:26. > :14:31.everyone's completely happy, particularly over in that area,

:14:31. > :14:35.where the bulk of the trade stands have been trying to make money. A

:14:35. > :14:38.lot of them have found it a struggle.

:14:38. > :14:48.Every year, more than a thousand trade stands on the showground hope

:14:48. > :14:55.to cash in. Dave Almond runs one of them and, along with others I've

:14:55. > :15:00.spoken to, doesn't consider this to be a vintage year. This is the

:15:00. > :15:05.worst year I have ever done. I don't think I will even cover the

:15:05. > :15:10.costs this year. We sell high- priced items and what has been

:15:10. > :15:13.happening is that they have been giving us a wide berth. They are

:15:13. > :15:18.not looking, they are buying specifically what they want. Those

:15:18. > :15:22.costs are more than �1,000 for the week. But Dave's experience hasn't

:15:22. > :15:29.been shared by everyone. Some businesses close to the showground

:15:29. > :15:32.say they've been overwhelmed. I grew up in mid Wales and spent a

:15:32. > :15:35.summer working at this cafe opposite the showground. I remember

:15:35. > :15:39.royal welsh week being incredibly busy. Let's speak to the current

:15:39. > :15:49.manager. Lisa - I imagine Royal Welsh week here is as intense as it

:15:49. > :15:51.

:15:51. > :15:56.gets. There is a massive increase. We have got to look at the

:15:56. > :15:59.surrounding area to find staff to help us. And pub landlords in

:15:59. > :16:02.Builth Wells say there's been healthy trade in the evenings,

:16:02. > :16:10.despite the Young Farmers' village down the road luring some of the

:16:10. > :16:15.youngsters away. The publicans to tremendously well, the hotelier's,

:16:15. > :16:19.some of the shops are a little bit quiet, and one or two to close and

:16:19. > :16:24.traders take the opportunity to have a week away. But, on the whole,

:16:24. > :16:28.it is a great asset to Builth Wells. Back at the showground, it's a

:16:28. > :16:32.mixed picture. This year, it cost almost twice as much for a farmer

:16:32. > :16:36.to book a cattle stall. The number of entries fell from around 1,000

:16:36. > :16:38.to less than 800. Millions of pounds worth of agricultural

:16:38. > :16:48.machinery is on display but, with people across Wales tightening

:16:48. > :16:51.their belts, are they just looking? We have dealers who will negotiate

:16:51. > :16:55.deals while they are at the show but it will sow seeds for the rest

:16:55. > :16:58.of the year because some of the equipment is seasonal. You are

:16:58. > :17:01.making your mind up on what you want to purchase for the winter.

:17:01. > :17:10.fewer people through the gates this year and, according to some people,

:17:10. > :17:14.less money changing hands. One of the main organisers of the

:17:14. > :17:18.show, Barrie Jones, joins me now. A lot of trade stands saying it's

:17:18. > :17:21.been a slow week. 5,000 fewer visitors than last year. Is that

:17:21. > :17:23.bad news for you? Around 700 fewer police officers

:17:23. > :17:33.could be responding to emergencies in Wales by March 2015 as the four

:17:33. > :17:45.

:17:45. > :17:49.On the hall we have had good feedback and we are delighted with

:17:49. > :17:54.the support we have had a. But if traders do nothing people are

:17:54. > :17:58.spending money, they might not come back. We have enjoyed the support

:17:58. > :18:07.and loyalty of traders for many years and we are confident that it

:18:07. > :18:12.can be maintained. We will keep our policy and strategy under reveal

:19:01. > :19:04.police officers could be responding to emergencies in Wales by March

:19:05. > :19:08.2015 as the four Welsh forces make cuts. That's according to research

:19:08. > :19:11.by Her Majesty's Inspectorate of Constabulary. Dyfed Powys Police

:19:11. > :19:16.could see a slight increase, but the other three forces are likely

:19:16. > :19:19.to see reductions. The price of gas and electricity is

:19:19. > :19:24.going up for customers of Scottish and Southern Energy, which owns the

:19:24. > :19:29.Welsh supplier SWALEC. The company is putting household gas bills up

:19:29. > :19:34.by 18% from September, while electricity will rise by 11%. It's

:19:34. > :19:39.blaming higher wholesale costs. The suspension of Conwy Council's

:19:39. > :19:42.Chief Executive cost the authority almost �350,000. Byron Davies, who

:19:42. > :19:46.was cleared of rape in January, was found guilty of misconduct by his

:19:46. > :19:50.employers. Figures released under the freedom of information act show

:19:50. > :19:56.the council paid his salary, legal advisers, as well as the cost of

:19:56. > :19:58.covering his work. Now, it's a bit early for snow, but

:19:58. > :20:01.Cardiff Council is trying to get schools, doctors surgeries and

:20:02. > :20:07.community groups to pay �1,600 on 'snow kits' so they can help

:20:07. > :20:11.themselves in freezing weather. The kits are made up of two gritting

:20:11. > :20:14.bins and a spreader machine. But one teaching union says schools

:20:14. > :20:21.don't have the spare cash, while the British Medical Association

:20:21. > :20:25.said buckets and shovels were a cheaper alternative.
