:00:03. > :00:07.Hello. Welcome to Wales Today. Tonight's top stories:
:00:07. > :00:10.A hard price to pay - 40 per cent more of us are turning to loan
:00:10. > :00:20.sharks. One victim tells us her experience almost drove her to
:00:20. > :00:21.
:00:21. > :00:26.suicide. It was horrific. I was worried my children would be better
:00:26. > :00:36.off with someone else. I thought I should end it all. It was
:00:36. > :00:40.
:00:40. > :00:44.Also tonight: Sprinklers will soon be fitted in
:00:44. > :00:48.all new homes. Developers say the cost will mean fewer houses will be
:00:48. > :00:52.built here. Just 30 places on the plane - it's
:00:52. > :01:02.time to impress for a world cup spot. Warren Gatland names his side
:01:02. > :01:04.
:01:04. > :01:07.to face England on Saturday. I will be getting the summer sales
:01:07. > :01:10.as sailors take part in a major competition.
:01:10. > :01:12.We're onstage as the Modern National Eisteddfod celebrates a
:01:12. > :01:22.special birthday. We've been delving into the archive, looking
:01:22. > :01:23.
:01:23. > :01:26.Good evening. Many families here are struggling in these difficult
:01:26. > :01:31.financial times and for some, it means taking drastic measures to
:01:31. > :01:35.get money. More of us in Wales than ever before are turning to loan
:01:35. > :01:41.sharks. The number of people using them has risen by a staggering 40%
:01:41. > :01:45.in the last four years. And more families are going to them as a
:01:45. > :01:55.last resort. The figure's jumped from 15,000 to 25,000. Carwyn Jones
:01:55. > :01:56.
:01:56. > :02:02.has been speaking to one victim. There is no paperwork, no Inbox,
:02:03. > :02:07.just fear. As more of us stuck -- struggle with debt, it is a boom
:02:08. > :02:13.time for loan sharks. This is Katie. It is not her real name as she does
:02:13. > :02:18.not want to be identified. A single mum with two small children, she
:02:18. > :02:27.was drowning in debt and turned to a loan shark. She borrowed 3,000
:02:27. > :02:33.but had to pay back five and a half 1000. He was a very big man. I knew
:02:33. > :02:36.what he was capable of doing. I knew -- I made sure I always had
:02:36. > :02:42.money to pay them back. I was worried that my children would be
:02:42. > :02:47.better off with someone else. That I should just end it all. It really
:02:47. > :02:53.was horrendous. The loan shark who was lending Katie money it was
:02:53. > :02:57.eventually arrested and jailed. That was down to a team of Trading
:02:57. > :03:02.Standards in forces and police officers who together make up the
:03:02. > :03:05.Wales illegal money-lending unit. It was set up in 2007 to tackle
:03:05. > :03:13.money-lending in Wales. During that time, it has seen the amount of
:03:13. > :03:19.people using loan sharks rise by 40%. In other parts of the UK,
:03:19. > :03:23.quite often it can be around drugs or gambling debts or alcohol. We do
:03:23. > :03:27.find that, but more than anything the picture in Wales is that people
:03:27. > :03:32.want to provide for their families and sometimes that tries them to go
:03:32. > :03:38.to a loan shark. The unit has identified the areas in Wales they
:03:38. > :03:44.see as loan shark hot spots. This includes Cardiff, and the North
:03:44. > :03:48.Wales coast. This credit union in the City is advising people to use
:03:48. > :03:55.their services, not those of a legal moneylenders. They know that
:03:55. > :03:59.they're always be someone prepared to cash in on people's debt.
:03:59. > :04:02.issue you have is that they have someone has been using that as a
:04:02. > :04:08.source of credit, and credit is taking away, they have nowhere else
:04:08. > :04:15.to go and there will be another illegal moneylender who will come
:04:15. > :04:20.in and takeover that patch. Some stories, like Katie's, have a happy
:04:20. > :04:23.ending. Years of living in fear though have proven hard to forget.
:04:23. > :04:27.You saw Stephen Hay in that report, he's head of the Wales Illegal
:04:27. > :04:33.Money Lending Unit and is here with me now to go through this in more
:04:33. > :04:39.detail. Talk us through the process of how
:04:39. > :04:45.you work. It is twofold. The first is to take strong enforcement
:04:46. > :04:49.action against loan sharks. If we have a 24 hour hotline. We work
:04:49. > :04:54.with the police to identify potential loan sharks and victims
:04:54. > :05:01.and then be provide Abbas -- as a poor service. How successful have
:05:01. > :05:05.you been on clamping down? What are the figures? It has been successful.
:05:05. > :05:13.Around two-and-a-half million of a legal money lender's loan books
:05:13. > :05:17.have been identified. Huge figures. We never managed to eradicate
:05:17. > :05:21.around half-a-million pounds of the legal debt and identified 1,700
:05:21. > :05:27.victims. The figures are large and we feel like there is a lot of work
:05:27. > :05:32.to do. What is left to do? How can you improve what you're doing? If
:05:32. > :05:38.people are watching and they are in trouble, can get in touch with you?
:05:38. > :05:43.They can. There is a 24 hour hotline. Have trust and faith in
:05:43. > :05:52.what we can do. Come forward in confidence. In no action will be
:05:52. > :05:56.taken before we have met you. you very much.
:05:56. > :06:00.Leading housebuilders are warning that fewer houses will be built in
:06:00. > :06:08.Wales because of a new law that will make fire sprinklers
:06:08. > :06:13.compulsory. They are not something you would
:06:13. > :06:16.notice necessarily unless they go off. But little sprinklers like
:06:16. > :06:23.this are something that is getting housebuilders rather hot and
:06:23. > :06:27.bothered. There is no doubt that they save lives and in April and
:06:27. > :06:31.new Welsh law was passed making it compulsory to install fire
:06:31. > :06:35.sprinklers in all homes being built here. But developers say it is
:06:35. > :06:40.going to cost them around three- and-a-half 1,000 per house, and
:06:40. > :06:45.this, coming on top of new energy efficiency regulations, means that
:06:45. > :06:51.in certain parts of north-east Wales and the south-west valleys,
:06:51. > :07:00.where housing prices are lower, it will not be cost-effective to build.
:07:00. > :07:04.Acosta involving -- involved has fallen. It is going to be unviable
:07:04. > :07:14.to develop properties in some of those areas, if not in all of them.
:07:14. > :07:15.
:07:15. > :07:20.Last year a report commissioned by the Welsh Government find that to -
:07:20. > :07:26.- around 14,000 a year at new homes are needed in Wales. The rate of
:07:26. > :07:31.them being built has been falling and releases 2007. Redrow is one of
:07:31. > :07:35.the UK's biggest development -- developers. Now it says it will
:07:35. > :07:40.have to pull out of the areas that it has always build homes in the
:07:40. > :07:44.past. Its chairman told the BBC that the new lock added to their
:07:44. > :07:52.new regulations on energy efficiency could prove -- Bridge
:07:52. > :07:58.Wales in two at housing crisis. The Government representative says this
:07:58. > :08:03.is a cynical threat. He is trying to protect his profit margins. This
:08:03. > :08:08.is about safety of homes. The home is probably the biggest investment
:08:08. > :08:14.you make, surely you want to know it is safe? En 1998, Caroline
:08:14. > :08:20.Tucker was bad be burned in a house fire as she tried to rescue her
:08:20. > :08:27.sister. Since then she has campaigned for a sprinklers to be
:08:27. > :08:33.installed in all homes. If the sprinklers had been installed in
:08:33. > :08:38.1998, I would not have been scarred for life. The flames would have
:08:38. > :08:45.been confined to that one room. Welsh Government says it is waiting
:08:45. > :08:48.for our report into the costs and has no timetable for bringing in
:08:48. > :08:53.are the regulators. One its economic targets, it will continue
:08:53. > :08:58.to consult with the housing industry over the coming months.
:08:58. > :09:03.With me now is Anthony Newman who install Springer's. What you make
:09:03. > :09:09.of the comments by Redrow? cannot put a price on somebody's
:09:09. > :09:19.wife. I know I can do an installation for up around one-and-
:09:19. > :09:19.
:09:19. > :09:25.a-half 1,000. For a new house, you can do it cheaper. I must ask you,
:09:25. > :09:31.how sensitive are these? Will it go off if I buy my toast? They are a
:09:31. > :09:35.lot of misconceptions. The cover plate, the outside cap, will drop
:09:35. > :09:42.off at 57 degrees. Underneath the cat you have the sprinkler head
:09:42. > :09:48.which looks like that. At 60 degrees, that will activate. To
:09:48. > :09:54.give you an idea, if you think of some of the hot as parts of the
:09:54. > :09:58.world, they are 40 degrees. You were 28 degrees higher before that
:09:58. > :10:03.black kid -- battle at a rate. you ever see a time when it will be
:10:03. > :10:13.a law for all houses? I would love to see at a loss for the whole of
:10:13. > :10:15.
:10:15. > :10:19.the UK. -- a law. You cannot put a price on people's wife. In certain
:10:19. > :10:23.states of America they argue the point as well. They are saying that
:10:23. > :10:33.Wales is leading the way. Hopefully the UK will be totally covered with
:10:33. > :10:42.
:10:42. > :10:48.We are backstage for a special birthday bash. Celebrating 150
:10:48. > :10:58.years off their Modern Eisteddfod. As you can hear, they are squeezing
:10:58. > :11:00.
:11:00. > :11:05.More than 150,000 people in Wales are living with diabetes. Our
:11:05. > :11:09.reporter has recently been diagnosed with Type 2, a condition
:11:09. > :11:13.commonly associated with obesity. He is trying to reverse his
:11:13. > :11:18.condition through diets and exercise.
:11:18. > :11:22.I wanted to press quick starter then it will count down. I have
:11:22. > :11:27.been going to the gym on the GP referral scheme and as you saw last
:11:27. > :11:31.month, I have been enjoying it. Funded by the Welsh Government it
:11:32. > :11:36.has proven successful in helping adults with chronic conditions.
:11:36. > :11:45.have had a lot of people use a -- lose a lot of weight. One gentleman
:11:45. > :11:49.has lost nine-stone through falling our advice. -- falling our advice.
:11:50. > :11:54.But it is not all about turning into a fitness fanatic. But
:11:54. > :12:00.research has shown that even a moderate amount of exercise can
:12:00. > :12:05.vastly improve health. This women is a PhD student. She has been
:12:05. > :12:11.running a study on people who walk briskly just three times a week.
:12:11. > :12:16.want to encourage people to do more physical activity. Just be a bit
:12:16. > :12:21.more active in their everyday lives. 40 minutes of walking, three times
:12:21. > :12:26.a week. It is not very taxing but changes have been fantastic. I have
:12:26. > :12:32.just had a baby and so I am trying to keep fit. It is getting easier
:12:32. > :12:36.and easier. I am really improving my health. They have been studying
:12:36. > :12:40.the blood of people taking part in their experiment and the lab
:12:40. > :12:44.results have unearthed some interesting data. It seems a
:12:44. > :12:49.regular exercise can prevent against or even delay the onset of
:12:49. > :12:55.type 2 diabetes. We have find that cholesterol levels have adjusted
:12:55. > :13:02.during exercise. An increase in good cholesterol and a decrease in
:13:02. > :13:07.bad cholesterol. This is very beneficial. We have also looked as
:13:07. > :13:11.certain genes and it has shown that some genes are regulated upon
:13:11. > :13:15.exercise and these have been shown to be beneficial in Type 2 diabetes,
:13:15. > :13:19.in the risk factors and the complications associated with the
:13:19. > :13:23.disease. Armed with the results of this
:13:23. > :13:28.study, had been following their advice. I took part in a charity
:13:28. > :13:32.what along the beaches of Normandy. Being in France had his own
:13:32. > :13:37.tranches on the doubt front. I am in the land of gourmet food but it
:13:37. > :13:42.is really annoying. I have to boycott the baguette. Small steps
:13:42. > :13:47.often lead to bigger achievements. High in the countryside, a man who
:13:48. > :13:52.refuses to let his condition role was life. He and his training
:13:52. > :14:02.partner are on a regular Trek, but Paul has had type 1 diabetes since
:14:02. > :14:05.he was a small child and has bigger mountains to climb. Despite being
:14:05. > :14:13.attached to an insolent pomp, he is tuning -- training for the Three
:14:13. > :14:23.Peaks Challenge. -- insolent pump. The added complication of diabetes
:14:23. > :14:28.
:14:28. > :14:32.means he has to eat extra food for My carbohydrate intake it goes up
:14:32. > :14:36.for three days. Which is counter- intuitive to what you would
:14:36. > :14:41.normally consider doing but I have to build up a go course store and
:14:41. > :14:51.my muscles and lover so why can rely on those stores when I am
:14:51. > :14:55.
:14:55. > :15:00.walking. -- my muscles and my lover. -- liver.
:15:00. > :15:06.F I continue to choose healthy options then the way it should
:15:06. > :15:16.continue to drop and my diabetes should remain under control. -- the
:15:16. > :15:19.
:15:19. > :15:26.It has been a sad day at Glamorgan Cricket Club. Allan Watkins has
:15:26. > :15:34.died following a short illness. He was 89 and one caps for England as
:15:34. > :15:39.well as being the first Glamorgan player to score essentially.
:15:39. > :15:46.Her one regret was that he would come back as the coach but that was
:15:47. > :15:53.not to be. He got all sorts of accolades and it would have been
:15:53. > :15:58.nice if they work with Glamorgan but he will never be forgotten as a
:15:58. > :16:08.true all-rounder. Day three of the game it against
:16:08. > :16:14.Essex. Glamorgan have lost an early wicket. They were 118 for one a
:16:14. > :16:24.short while ago. In a rugby, Wales face South Africa
:16:24. > :16:25.
:16:25. > :16:30.in Wellington in just a few days. Twickenham on Saturday first.
:16:30. > :16:38.Preparing to face England is something which Stephen Jones has
:16:38. > :16:44.done many things -- many times before. He will win as 101st cap, a
:16:44. > :16:54.Welsh record. One of his team-mates will be starting for just the very
:16:54. > :16:59.
:16:59. > :17:09.first time. Up front, there is the same as to corner the Barbarians

:17:25. > :17:32.We will not be holding anything back. -- the carrot. There is a
:17:32. > :17:36.huge amount to play for and there will be no lack of motivation.
:17:36. > :17:42.The players know just how important these games can be in terms of
:17:42. > :17:47.realising ambitions. We know how important it is as
:17:47. > :17:56.players and as a team collectively. Exciting times and you always want
:17:56. > :18:02.to be involved in these games. With just a 30 places on the plane
:18:02. > :18:06.to New Zealand this will be a last chance to impress.
:18:06. > :18:10.Some are Sella's as young as only eight years old and in Pwllheli
:18:10. > :18:17.this weekend to take part in the Open and British Optimist
:18:17. > :18:22.Championships. Optimists are small dinghies. Ben Ainslie started his
:18:22. > :18:32.career ceiling in one. This might look like a regatta but it is more
:18:32. > :18:37.
:18:37. > :18:47.like an are madder. -- armada. My father is involved in the
:18:47. > :18:47.
:18:47. > :18:55.America's Cup. He thought I should give this a try one day. I have
:18:55. > :19:00.been coached by a world champion who I got this bought off in 2007.
:19:00. > :19:04.Matthew has been sailing since the age of eight and enjoys the
:19:04. > :19:08.international flavour. I have made friends with people
:19:08. > :19:16.from all over the world. It is very good because you do not normally
:19:16. > :19:22.see people from those countries. These are water's in these types of
:19:22. > :19:30.boats have been proving grounds for some of Our Olympic hopefuls. These
:19:30. > :19:38.are young sailors are optimistic of following in their wake. Hanae
:19:38. > :19:46.graduated from optimists after becoming the world junior champion.
:19:46. > :19:51.-- Hannah. You get confidence in your own
:19:51. > :19:56.sailing ability. It is a tough class with a lot of tactical
:19:56. > :20:03.knowledge on offer. Pwllheli is making the most of its
:20:03. > :20:10.time as host of a major event. We are always delighted to hold
:20:10. > :20:15.these events. It showcases Pwllheli and it showcases Wales. We have a
:20:15. > :20:19.programme of international events over the next four years and the
:20:19. > :20:23.more that will spread work across the world.
:20:23. > :20:29.By the time these youngsters outgrown their boats many will
:20:29. > :20:35.board a new vessel to chart a course for success.
:20:35. > :20:45.Lex now joined the team at the Eisteddfod. Yes, we are a few

:20:58. > :21:08.
:21:08. > :21:15.be absolutely packed. First, we have been delving into the archives.
:21:15. > :21:25.150 years of Eisteddfod. This in 1948 was one of the first to be
:21:25. > :21:30.filmed. Many of the previous traditions live on. But the
:21:30. > :21:36.Eisteddfod as we know it today would be unrecognisable from the
:21:36. > :21:42.original. It is now much more of a festival. But organisers are keen
:21:42. > :21:52.not to forget the past. The Welsh National Archive has been busy all
:21:52. > :21:53.
:21:53. > :22:03.week collecting people's memories. She won a prize at the 1917 Jan she

:22:11. > :22:17.There are lots of interesting stories, and memories associated
:22:17. > :22:22.with this. Even if it is just the mascot so who were here for 20 or
:22:22. > :22:29.30 years ago. This person had very special

:22:52. > :22:58.It came right up to your lower regions and was very hot!
:22:58. > :23:03.Why no hundred and 50 years later there are new challenges. -- 150
:23:03. > :23:11.years. But the organisers are determined never to forget the past.
:23:11. > :23:19.I am joined now by the organiser. Tell us about this concert.
:23:19. > :23:24.Ed is a celebration of the 150 years. We started in 1861 and we
:23:24. > :23:30.will go back to Victorian times to begin at the beginning, as Dylan
:23:30. > :23:36.Thomas would save. Can you give us a taste of what
:23:36. > :23:43.people can expect? We will move through the evolution
:23:43. > :23:50.of Welsh music during that 150 years. From the first ever win a us
:23:50. > :24:00.and finishing with a modern event like this. -- the first ever winner
:24:00. > :24:06.
:24:06. > :24:12.A very busy day. Back to Thomas. Members of Cymdeithas yr Iaith
:24:12. > :24:19.Gymraeg, the Welsh Language Society to date called on S4C to be
:24:19. > :24:26.protected from cuts. The BBC as a due to take over most of its
:24:26. > :24:33.funding from 2013. Individuals were encouraged to get in touch with a
:24:33. > :24:40.Jeremy Hunt to make their opposition clear. Now, the drama
:24:40. > :24:47.medal was awarded today and it went to a play dealing with when the
:24:47. > :24:56.promises of youth are not fulfilled. The winner was Rhian Staples. The
:24:56. > :25:02.Welsh learner of the year when two K Holder. She began learning last
:25:02. > :25:07.year. She has become fluent within one year.
:25:07. > :25:13.It was frustrating because I expected it to fit in with the
:25:13. > :25:17.language of other European languages. It did not. But once I
:25:17. > :25:25.got the hang of some of the mutations I realised that that was
:25:25. > :25:29.the beauty of the Welsh language. Two young singers living 150 miles
:25:30. > :25:38.apart who could only celebrate on the Internet were celebrating
