:01:23. > :01:26.Good evening. Many families here are struggling in these difficult

:01:26. > :01:31.financial times and for some, it means taking drastic measures to

:01:31. > :01:35.get money. More of us in Wales than ever before are turning to loan

:01:35. > :01:41.sharks. The number of people using them has risen by a staggering 40%

:01:41. > :01:45.in the last four years. And more families are going to them as a

:01:45. > :01:55.last resort. The figure's jumped from 15,000 to 25,000. Carwyn Jones

:01:55. > :01:56.

:01:56. > :02:02.has been speaking to one victim. There is no paperwork, no Inbox,

:02:03. > :02:07.just fear. As more of us stuck -- struggle with debt, it is a boom

:02:08. > :02:13.time for loan sharks. This is Katie. It is not her real name as she does

:02:13. > :02:18.not want to be identified. A single mum with two small children, she

:02:18. > :02:27.was drowning in debt and turned to a loan shark. She borrowed �3,000

:02:27. > :02:33.but had to pay back five and a half 1000. He was a very big man. I knew

:02:33. > :02:36.what he was capable of doing. I knew -- I made sure I always had

:02:36. > :02:42.money to pay them back. I was worried that my children would be

:02:42. > :02:47.better off with someone else. That I should just end it all. It really

:02:47. > :02:53.was horrendous. The loan shark who was lending Katie money it was

:02:53. > :02:57.eventually arrested and jailed. That was down to a team of Trading

:02:57. > :03:02.Standards in forces and police officers who together make up the

:03:02. > :03:05.Wales illegal money-lending unit. It was set up in 2007 to tackle

:03:05. > :03:13.money-lending in Wales. During that time, it has seen the amount of

:03:13. > :03:19.people using loan sharks rise by 40%. In other parts of the UK,

:03:19. > :03:23.quite often it can be around drugs or gambling debts or alcohol. We do

:03:23. > :03:27.find that, but more than anything the picture in Wales is that people

:03:27. > :03:32.want to provide for their families and sometimes that tries them to go

:03:32. > :03:38.to a loan shark. The unit has identified the areas in Wales they

:03:38. > :03:44.see as loan shark hot spots. This includes Cardiff, and the North

:03:44. > :03:48.Wales coast. This credit union in the City is advising people to use

:03:48. > :03:55.their services, not those of a legal moneylenders. They know that

:03:55. > :03:59.they're always be someone prepared to cash in on people's debt.

:03:59. > :04:02.issue you have is that they have someone has been using that as a

:04:02. > :04:08.source of credit, and credit is taking away, they have nowhere else

:04:08. > :04:15.to go and there will be another illegal moneylender who will come

:04:15. > :04:20.in and takeover that patch. Some stories, like Katie's, have a happy

:04:20. > :04:23.ending. Years of living in fear though have proven hard to forget.

:04:23. > :04:27.You saw Stephen Hay in that report, he's head of the Wales Illegal

:04:27. > :04:33.Money Lending Unit and is here with me now to go through this in more

:04:33. > :04:39.detail. Talk us through the process of how

:04:39. > :04:45.you work. It is twofold. The first is to take strong enforcement

:04:46. > :04:49.action against loan sharks. If we have a 24 hour hotline. We work

:04:49. > :04:54.with the police to identify potential loan sharks and victims

:04:54. > :05:01.and then be provide Abbas -- as a poor service. How successful have

:05:01. > :05:05.you been on clamping down? What are the figures? It has been successful.

:05:05. > :05:13.Around two-and-a-half million of a legal money lender's loan books

:05:13. > :05:17.have been identified. Huge figures. We never managed to eradicate

:05:17. > :05:21.around half-a-million pounds of the legal debt and identified 1,700

:05:21. > :05:27.victims. The figures are large and we feel like there is a lot of work

:05:27. > :05:32.to do. What is left to do? How can you improve what you're doing? If

:05:32. > :05:38.people are watching and they are in trouble, can get in touch with you?

:05:38. > :05:43.They can. There is a 24 hour hotline. Have trust and faith in

:05:43. > :05:52.what we can do. Come forward in confidence. In no action will be

:05:52. > :05:56.taken before we have met you. you very much.

:05:56. > :06:00.Leading housebuilders are warning that fewer houses will be built in

:06:00. > :06:08.Wales because of a new law that will make fire sprinklers

:06:08. > :06:13.compulsory. They are not something you would

:06:13. > :06:16.notice necessarily unless they go off. But little sprinklers like

:06:16. > :06:23.this are something that is getting housebuilders rather hot and

:06:23. > :06:27.bothered. There is no doubt that they save lives and in April and

:06:27. > :06:31.new Welsh law was passed making it compulsory to install fire

:06:31. > :06:35.sprinklers in all homes being built here. But developers say it is

:06:35. > :06:40.going to cost them around three- and-a-half �1,000 per house, and

:06:40. > :06:45.this, coming on top of new energy efficiency regulations, means that

:06:45. > :06:51.in certain parts of north-east Wales and the south-west valleys,

:06:51. > :07:00.where housing prices are lower, it will not be cost-effective to build.

:07:00. > :07:04.Acosta involving -- involved has fallen. It is going to be unviable

:07:04. > :07:14.to develop properties in some of those areas, if not in all of them.

:07:15. > :07:20.Last year a report commissioned by the Welsh Government find that to -

:07:20. > :07:26.- around 14,000 a year at new homes are needed in Wales. The rate of

:07:26. > :07:31.them being built has been falling and releases 2007. Redrow is one of

:07:31. > :07:35.the UK's biggest development -- developers. Now it says it will

:07:35. > :07:40.have to pull out of the areas that it has always build homes in the

:07:40. > :07:44.past. Its chairman told the BBC that the new lock added to their

:07:44. > :07:52.new regulations on energy efficiency could prove -- Bridge

:07:52. > :07:58.Wales in two at housing crisis. The Government representative says this

:07:58. > :08:03.is a cynical threat. He is trying to protect his profit margins. This

:08:03. > :08:08.is about safety of homes. The home is probably the biggest investment

:08:38. > :08:45.been confined to that one room. Welsh Government says it is waiting

:08:45. > :08:48.for our report into the costs and has no timetable for bringing in

:08:48. > :08:53.are the regulators. One its economic targets, it will continue

:08:53. > :08:58.to consult with the housing industry over the coming months.

:08:58. > :09:03.With me now is Anthony Newman who install Springer's. What you make

:10:48. > :10:58.years off their Modern Eisteddfod. As you can hear, they are squeezing

:11:00. > :11:05.More than 150,000 people in Wales are living with diabetes. Our

:11:05. > :11:09.reporter has recently been diagnosed with Type 2, a condition

:11:09. > :11:13.commonly associated with obesity. He is trying to reverse his

:11:13. > :11:18.condition through diets and exercise.

:11:18. > :11:22.I wanted to press quick starter then it will count down. I have

:11:22. > :11:27.been going to the gym on the GP referral scheme and as you saw last

:11:27. > :11:31.month, I have been enjoying it. Funded by the Welsh Government it

:11:32. > :11:36.has proven successful in helping adults with chronic conditions.

:11:36. > :11:45.have had a lot of people use a -- lose a lot of weight. One gentleman

:11:45. > :11:49.has lost nine-stone through falling our advice. -- falling our advice.

:11:50. > :11:54.But it is not all about turning into a fitness fanatic. But

:11:54. > :12:00.research has shown that even a moderate amount of exercise can

:12:00. > :12:05.vastly improve health. This women is a PhD student. She has been

:12:05. > :12:11.running a study on people who walk briskly just three times a week.

:12:11. > :12:16.want to encourage people to do more physical activity. Just be a bit

:12:16. > :12:21.more active in their everyday lives. 40 minutes of walking, three times

:12:21. > :12:26.a week. It is not very taxing but changes have been fantastic. I have

:12:26. > :12:32.just had a baby and so I am trying to keep fit. It is getting easier

:12:32. > :12:36.and easier. I am really improving my health. They have been studying

:12:36. > :12:40.the blood of people taking part in their experiment and the lab

:12:40. > :12:44.results have unearthed some interesting data. It seems a

:12:44. > :12:49.regular exercise can prevent against or even delay the onset of

:12:49. > :12:55.type 2 diabetes. We have find that cholesterol levels have adjusted

:12:55. > :13:02.during exercise. An increase in good cholesterol and a decrease in

:13:02. > :13:07.bad cholesterol. This is very beneficial. We have also looked as

:13:07. > :13:11.certain genes and it has shown that some genes are regulated upon

:13:11. > :13:15.exercise and these have been shown to be beneficial in Type 2 diabetes,

:13:15. > :13:19.in the risk factors and the complications associated with the

:13:19. > :13:23.disease. Armed with the results of this

:13:23. > :13:28.study, had been following their advice. I took part in a charity

:13:28. > :13:32.what along the beaches of Normandy. Being in France had his own

:13:32. > :13:37.tranches on the doubt front. I am in the land of gourmet food but it

:13:37. > :13:42.is really annoying. I have to boycott the baguette. Small steps
