:01:40. > :01:47.women were injured in a shooting in broad daylight at a hairdressing
:01:47. > :01:50.salon in Newport. It happened in the Malpas area. One of the main
:01:50. > :02:00.routes into the city as been cordoned off. Our reporter, Nick
:02:00. > :02:06.Palit, is there for us. This is the Malpas area of the city.
:02:06. > :02:10.It is very close to the centre of the city. It is very busy. It is in
:02:10. > :02:16.one of these shops where the shooting happened this afternoon.
:02:16. > :02:19.Police reserve the first call around at 2:20pm. A man from a
:02:19. > :02:26.neighbouring shop saw a woman running from the hairdresser's
:02:26. > :02:31.screaming. Scenes of crime officers have been searching the area and
:02:31. > :02:35.police have confirmed that a gun was recovered from the scene. Three
:02:35. > :02:41.women in the hairdressers were injured. One has a gunshot wound to
:02:41. > :02:45.the knee, another has an injury to her neck. All three received
:02:45. > :02:49.hospital treatment but their injuries are not thought to be
:02:49. > :02:52.life-threatening. Police launched a hunt for the gunmen in the
:02:52. > :02:59.neighbouring streets and people within the cordon were told to stay
:02:59. > :03:04.indoors. The police helicopter helped with the search. This woman
:03:04. > :03:09.says everyone is shocked. glanced outside and just saw the
:03:09. > :03:14.police and everything. It shook us by surprise. It was a bit of a
:03:14. > :03:20.shock to us all. And when you heard what would -- what had happened,
:03:20. > :03:24.what went through your mind? It is frightening. Being in a salon as

:03:36. > :03:43.it is normally friendly and quiet and they are disturbed by eat the
:03:43. > :03:51.events. I just came to the end as the fella came down. I came down as
:03:51. > :03:56.it was all happening. It is a very quiet area normally. The road is
:03:56. > :04:00.one of the main routes in a mad - in and out of Newport. Its closure
:04:00. > :04:06.has hindered rush-hour traffic. What more do we know about this
:04:06. > :04:09.incident? It happened around four hours ago.
:04:09. > :04:19.Eyewitnesses say they saw two were elderly customers running screaming
:04:19. > :04:25.from the salon. This is a domestic incident. The gunman was either the
:04:25. > :04:34.husband or partner of someone in that salon. People in the
:04:34. > :04:39.neighbouring shops say the salon had an elderly clientele.
:04:39. > :04:45.manhunt is very much still ongoing tonight. That is right. Tonight,
:04:45. > :04:55.the latest we have is that the police are trying to chase a grey
:04:55. > :05:04.
:05:04. > :05:08.They are very keen to trace that car as soon as possible. The police
:05:08. > :05:15.operation has been up and running. The police helicopter has been in
:05:15. > :05:22.the air. And this road remains closed. There is a shield up around
:05:22. > :05:32.the shop. We know that a gun has been recovered. The man would not

:05:33. > :05:37.appear to be armed any more. The rumours are that this man is local.

:05:40. > :05:42.The Welsh Conservative leader Andrew RT Davies has accused the
:05:42. > :05:45.Education Minister Leighton Andrews of denying the obvious in his
:05:45. > :05:47.assessment of yesterday's A-level results. Mr Andrews said the
:05:47. > :05:51.performance in Wales was excellent, despite falling further behind the
:05:51. > :05:55.rest of the UK on every measure. He said the Welsh Baccalaureate needs
:05:55. > :05:57.to be taken into account when looking at exam results. Here's a
:05:57. > :06:07.reminder of what the minister told our education correspondent, Ciaran
:06:07. > :06:08.
:06:08. > :06:12.Jenkins. You clearly do not understand what has happened today.
:06:12. > :06:17.We have a record number of young people that have achieved the Welsh
:06:17. > :06:23.Baccalaureate. It is the equivalent of an A grade at A-level. That is
:06:23. > :06:28.what is important. We have to look at the entire picture. We have an
:06:28. > :06:32.increase in overall performance. And we have that record number of
:06:32. > :06:37.young people with it the equivalent of an A grade at A-level. So, let's
:06:37. > :06:39.look at Welsh Baccalaureate now. was introduced seven years ago and
:06:39. > :06:43.this year nearly 7,000 students were awarded the advanced version,
:06:43. > :06:51.well up on last year's figure of 4,360. The pass rate for the
:06:51. > :07:01.baccalaureate was 83.5%. That compares to 23.9% of A-level
:07:01. > :07:07.
:07:07. > :07:12.entries that got an A. This is one of 7,000 students
:07:12. > :07:15.across Wales awarded the Welsh Baccalaureate yesterday. The
:07:15. > :07:20.Education Minister insists this puts a different spin on the A-
:07:20. > :07:24.level results. Top grades were down and the gap with the rest of the UK
:07:24. > :07:28.Career one every measure. But the minister's defence is that the
:07:28. > :07:37.Welsh Baccalaureate is the equivalent to one A grade at A-
:07:37. > :07:40.level. But it is not counted in the official results. I would have
:07:40. > :07:45.hoped that the minister could have been more imaginative in his
:07:45. > :07:51.responses in the light of the results being published. It is
:07:51. > :07:58.regrettable and it does strike you as the former university --
:07:58. > :08:03.European dictator -- stating the obvious. The Welsh Baccalaureate is
:08:03. > :08:08.a key skills qualification, for which there are no final exams. It
:08:08. > :08:14.includes an 80, problem-solving, research, work experience and it's
:08:14. > :08:22.put -- exploring Wales's place in the world. We went round with the
:08:22. > :08:29.people collecting the rubbish. It showed me that there was another
:08:29. > :08:35.side that I did not know. It broadened my mind a bit. Many other
:08:35. > :08:39.aspects, I found that I already knew it. The Welsh Baccalaureate
:08:40. > :08:45.gives students the equivalent of an A level but is it as much work?
:08:45. > :08:51.do not think it took as much work. I stressed myself out so much
:08:51. > :08:57.getting my results and I think now that the Welsh Baccalaureate is a
:08:57. > :09:03.lot easier because you can redraft the work. It is not down as a resit.
:09:03. > :09:06.It is not like having an exam at the end of the year. Given the
:09:06. > :09:15.components of the Welsh Baccalaureate and the International
:09:15. > :09:25.Baccalaureate, am not surprised to find that the students feel... It
:09:25. > :09:28.
:09:28. > :09:34.is absolutely the equivalent of an Cambridge and Birmingham
:09:34. > :09:38.universities have said that applicants should study three A-
:09:39. > :09:43.levels, regardless of whether or not they are studying the Welsh
:09:43. > :09:50.Baccalaureate. If you do the three A-levels plus the Welsh
:09:50. > :09:55.Baccalaureate, you while at a huge advantage. All universities, pretty
:09:55. > :09:59.much all of them, now recognise the Welsh Baccalaureate. There is no
:09:59. > :10:05.doubt that the Welsh Baccalaureate is proving you -- useful tool Welsh
:10:06. > :10:11.students. But the big question is does it make Wales's A-level
:10:11. > :10:16.results any less disappointing? Can you answer that question for
:10:16. > :10:20.us? It probably helps if we look back to the minister's speech in
:10:20. > :10:24.February. A big speech outlining major reforms in the Welsh
:10:24. > :10:28.education system and major failings. He said that A-level results in
:10:28. > :10:35.Wales were not keeping up with the rest of the UK. He said there were
:10:35. > :10:39.not enough top grades at A-level. Yesterday's exam results, despite
:10:39. > :10:43.some amazing performances, those top grades went down and the rest
:10:43. > :10:49.of the -- the gap with the rest of the UK actually grow wider. The
:10:49. > :10:52.minister began talking about the Welsh Baccalaureate qualification.
:10:52. > :10:57.But the question is should we consider that to be the same as the
:10:57. > :11:04.A-level when we are looking at how ought Welsh school children have
:11:04. > :11:09.done? The answer is, if you add the Welsh Baccalaureate score to the A-
:11:09. > :11:13.level scores then suddenly the exam performance in Wales shoots writer,
:11:13. > :11:17.it shoots up so high that Welsh students are doing better than the
:11:18. > :11:21.rest of the UK and I do not think you will find many education
:11:21. > :11:26.experts are that would actually believe that is the case. Can you

:12:24. > :12:27.month-old baby girl, stabbed by her mother in their Abergavenny home,

:12:32. > :12:35.the tragedy. A Serious Case Review says although Jade Ruck was known
:12:35. > :12:41.to Social Services, there was never any evidence she would harm her
:12:41. > :12:45.daughter. Harley Ruck was just days away from
:12:45. > :12:49.her first birthday when she was killed by her 23-year-old mother.
:12:49. > :12:53.She had multiple stab wounds. A post mortem also found signs of
:12:53. > :12:58.suffocation, and strangulation. It happened here, in the flat she
:12:58. > :13:01.lived in with Jade Ruck in Abergavenny. In the early hours of
:13:01. > :13:04.the 20th of November last year, Gwent Police received a call from a
:13:04. > :13:08.concerned relative who said that Jade Ruck had told them she felt
:13:08. > :13:11.like dying. When officers visited the flat they found Harley sleeping,
:13:11. > :13:16.they were satisfied no immediate action was needed and made a
:13:16. > :13:19.referral to Social Services for a follow up assessment. But just
:13:19. > :13:24.hours later, Jade Ruck dialled 999 saying she'd stabbed her daughter
:13:24. > :13:29.with a kitchen knife. She'd told the operator she couldn't handle
:13:29. > :13:34.life anymore. Harley Ruck's body was found in the hallway of their
:13:34. > :13:37.flat, alongside her mother. Police officers said Jade Ruck was acting
:13:37. > :13:41.as if nothing was wrong and told them, I'm free now, I'm alright as
:13:41. > :13:44.long as I'm free. But today's report, by Monmouthshire Local
:13:44. > :13:47.Safeguarding Children Board concludes that there were no prior
:13:47. > :13:54.protection issues or concerns about Jade Ruck's ability to care for her
:13:54. > :13:58.child. It says she had experienced episodes of depression but that
:13:58. > :14:01.nothing suggested this impacted on her role as a mother. She'd had
:14:01. > :14:04.difficulty dealing with the end of her relationship with Harley's
:14:04. > :14:14.father, but despite twice coming into contact with police and social
:14:14. > :14:14.
:14:14. > :14:22.services, neither raised concerns about her. We are left with a human
:14:22. > :14:26.tragedy which all of us struggle to understand. In the report,
:14:26. > :14:31.unusually, the author has put some research findings at the back of
