0:15:05 > 0:15:09targeted twice in the last fortnight. Thieves made off with

0:15:13 > 0:15:16vicar here in a few minutes about the toll it is all taking, but
0:15:16 > 0:15:19first what is being done to crack down on metal theft? In
0:15:19 > 0:15:26neighbouring Rhondda Cynon Taf the council faced a bill of �250,000
0:15:26 > 0:15:36over the past two years to replace stolen items. I have been following
0:15:36 > 0:15:41a special operation there today. These are hardened criminals to
0:15:41 > 0:15:44make a living out averse and our communities by taking the metal.
0:15:44 > 0:15:478:30am and Operation Magnet is under way. Officers from Rhondda
0:15:47 > 0:15:54Cynon Taf Council, South Wales Police and Trading Standards need

0:17:15 > 0:17:23is just one of scores of drivers questioned by enforcement officers
0:17:23 > 0:17:28today and the message is clear. have poured a lot of vehicles over

0:17:32 > 0:17:36got to wave a legal scrapyard and dealt with that. All in all, an

0:17:39 > 0:17:48this operation. While this van was empty it was found to be unfit for
0:17:48 > 0:17:51the roads and was impounded. Its occupants had to walk home.
0:17:51 > 0:17:56When thieves broke into a miners' institute in the Gwent Valleys they
0:17:56 > 0:17:59ripped almost every copper pipe from the building. Now, the charity
0:17:59 > 0:18:05running the institute is facing huge repair bills as Carwyn Jones
0:18:05 > 0:18:09reports. It opened in 1911 and paid for by
0:18:09 > 0:18:12local miners. But there will be no centenary celebrations for the
0:18:12 > 0:18:17Fleur De Lys Institute near Blackwood. The building isn't even
0:18:17 > 0:18:22open to the public. A few weeks ago thieves broke in and ripped the
0:18:22 > 0:18:25place apart, stealing every copper pipe they could lay their hands on.
0:18:26 > 0:18:34The institute's run by a charitable trust. Its chairman was first on
0:18:34 > 0:18:39the scene after the break-in. the copper that was in the building
0:18:39 > 0:18:43had been stolen, just ripped out and they did not give a damp about
0:18:43 > 0:18:46what they had done. They destroyed everything. The trustees now face a
0:18:46 > 0:18:48repair bill of more than �10,000 and they couldn't afford the delay
0:18:48 > 0:18:54in getting the builders in. After the robbery the heating and
0:18:54 > 0:19:01plumbing systems were useless. It has caused a lot of damage
0:19:01 > 0:19:04throughout the building because of the water, water causes damage.
0:19:04 > 0:19:11They didn't think to turn everything off and then rip it out.
0:19:11 > 0:19:14Pages ripped it out. -- they just. The Institute had recently been
0:19:14 > 0:19:17restored and refurbished and was used by the community as a venue
0:19:17 > 0:19:23for dance classes and coffee mornings. That has been put on hold.
0:19:23 > 0:19:29There is also concern for the heritage of the building itself.

0:19:46 > 0:19:50hundred pounds. But the cost of repairing this century-old building
