0:01:17 > 0:01:21Good evening. A two-year-old boy is in intensive care tonight after

0:01:21 > 0:01:26being found in a fountain outside Cardiff City Hall. Police say the

0:01:26 > 0:01:30boy had been recovered from the pop -- water by members of the public.

0:01:30 > 0:01:35Paramedics had to resuscitate him. Tomos Dafydd has the latest. What

0:01:35 > 0:01:40more can you tell us? It is merely four hours since the alarm was

0:01:40 > 0:01:44first raised at 2:45pm. In the last few moments I have spoken to the

0:01:44 > 0:01:48man who rescued the boy. He did not want to be interviewed on camera

0:01:48 > 0:01:51but told me he was walking past and saw the boy motionless and face

0:01:51 > 0:01:56down in the water. He jumped in and dragged him from the water and

0:01:56 > 0:02:00treated him at the scene. Paramedics then arrived and he was

0:02:00 > 0:02:04taken to the University Hospital of Wales along with his family, and

0:02:04 > 0:02:09tonight he is in intensive care. This all happened in the heart of

0:02:09 > 0:02:14Cardiff city centre, a stone's throw from the Millennium Stadium,

0:02:14 > 0:02:23and just near by Cardiff City Hall, where there was a conference

0:02:23 > 0:02:25happening, and delegates rushed out from the conference to see what

0:02:25 > 0:02:29happened. They told me what they saw earlier this afternoon. I came

0:02:29 > 0:02:36out and there was a man who I think had pulled out a little boy it from

0:02:36 > 0:02:41the water, and two people were giving him CPR, probably for about

0:02:41 > 0:02:44four or five minutes, then someone took over and swapped and they were

0:02:44 > 0:02:51then doing CPR again for another three or four minutes, then the

0:02:51 > 0:02:56police turned up and got everyone to move back. I was just having a

0:02:56 > 0:03:03conversation on my mobile in the lobby, and I heard sirens going and

0:03:03 > 0:03:06a lot of commotion. Someone came running out with a defibrillator,

0:03:06 > 0:03:10and there was such commotion, they all came running out and I asked

0:03:10 > 0:03:14what was going on and is said a body of a child had been found in a

0:03:14 > 0:03:20fountain. I was in the exhibition hall when I heard a load of police

0:03:20 > 0:03:23cars coming up so I came out to ask what was going on and as I came out,

0:03:23 > 0:03:30they were carrying a little boy's body from the pond into the

0:03:30 > 0:03:33ambulance. I have been there all afternoon, Jamie, and I would say

0:03:34 > 0:03:38the water is around two or three feet deep, and there are

0:03:38 > 0:03:41unconfirmed reports tonight that the family of the boy were around -

0:03:41 > 0:03:44- at a nearby police station at the time reporting the boy missing.

0:03:44 > 0:03:49These reports are unconfirmed. It is worth reporting that police say

0:03:49 > 0:03:53there are no suspicious circumstances relating to this case.

0:03:53 > 0:03:59Investigations are ongoing and the boy it remains in intensive care

0:03:59 > 0:04:03tonight. Thank you. We may return to you if there are further

0:04:03 > 0:04:08developments. It is one of Wales's biggest

0:04:08 > 0:04:12employers with around 7500 staff, but Tata Steel has told us tonight

0:04:12 > 0:04:17it is seriously concerned about our economy. The company says it is

0:04:17 > 0:04:24halting production for a week at its Trostre tinplate works at her

0:04:24 > 0:04:28nephew next month. Nick Servini is there. -- at Llanelli. The twists

0:04:28 > 0:04:32and turns of the steel industry in Wales are always important. It

0:04:32 > 0:04:35still employs thousands of people. Hundreds work of this part behind

0:04:35 > 0:04:39me but there are two things up work today. For complex reasons there

0:04:39 > 0:04:43has been a drop in demand for tinplate and packaging, the kind of

0:04:43 > 0:04:48thing made here -- tinplate its packaging. As a result, this plant

0:04:48 > 0:04:52is making adjustments. More broadly, a spokesman for Tata has told me

0:04:52 > 0:04:59that the company has serious concerns about the bottom line for

0:04:59 > 0:05:02all its plants, not just here but right across Wales. Tata is calling

0:05:02 > 0:05:06it a pause in production at the Trostre tinplate works. There will

0:05:06 > 0:05:10be no job losses or lay-offs but a significant drop in demand means

0:05:10 > 0:05:15that next month there will be no production for one week. Everyone

0:05:15 > 0:05:20here is aware of the fall in business. The workforce is

0:05:20 > 0:05:24disappointed that there will be a stop week, but we realise that with

0:05:24 > 0:05:30fluctuations in the market, the company needs to do what it needs

0:05:30 > 0:05:38to do to get by. I don't think we are too bothered. If it needs to be

0:05:38 > 0:05:44done it needs to be done. Trostre is the last tinplate works in the

0:05:44 > 0:05:47UK. The its core products are sold to tinned food manufacturers like

0:05:48 > 0:05:52Heinz. The problem now is an oversupply and stock rooms being

0:05:52 > 0:05:58full. Faced with a market like this, union officials have broadly

0:05:58 > 0:06:01supported the measure. Everyone is disappointed, but as we said we are

0:06:01 > 0:06:06flexible workforce here, and my mum does understand the pressures. We

0:06:06 > 0:06:12are pretty and the -- we are pretty upbeat. -- My members understand

0:06:12 > 0:06:16the pressure. We know we have a future here, but we are just taking

0:06:16 > 0:06:20a week out. Also today, Tata gave the serious warning about the

0:06:20 > 0:06:23market conditions for its other plants across Wales. A spokesman at

0:06:24 > 0:06:28Port Talbot said the indicators were very worrying, and the company

0:06:28 > 0:06:33had been weathering a prolonged storms. These conditions are being

0:06:33 > 0:06:39experienced by many in the industry. Demand is not strong. Manufacturing

0:06:39 > 0:06:42is not very strong. The key demand markets and construction is the

0:06:42 > 0:06:47driver of still demand and are still very weak in Europe and the

0:06:47 > 0:06:51USA as well. -- steel demand. Automotive has had negative growth

0:06:51 > 0:06:56recently as well. There are reasons an economy which will affect

0:06:56 > 0:07:00steelworks. But there have been positive signs for steel. Sales of

0:07:00 > 0:07:03high-value vehicles in the car industry are said to be encouraging,

0:07:03 > 0:07:07and as a result the Ford engine plant in Bridgend is performing

0:07:07 > 0:07:11well. But construction levels are still low with a housing survey out

0:07:11 > 0:07:15today for Wales from the Royal Institute of Chartered Surveyors

0:07:15 > 0:07:20finding that the market remains subdued. The weak recovery is

0:07:20 > 0:07:27causing concern for many, and it appears the steel industry is no

0:07:27 > 0:07:30exception. The other thing to say, Jamie, is that as we found in the

0:07:30 > 0:07:34recession, the important thing about the steel industry is that it

0:07:34 > 0:07:38acts as such a good barometer for what is happening in the rest of

0:07:38 > 0:07:41the economy. So much of the steel made, less so in this part but

0:07:41 > 0:07:46perhaps in places like Port Talbot, ends up in such a diverse range of

0:07:46 > 0:07:50goods that we all buy on the High Street. One final point macro is

0:07:51 > 0:07:53that Tata was pretty critical about the UK government's environmental

0:07:53 > 0:07:58regulations but it brought in in the spring, saying they could harm

0:07:58 > 0:08:04the company. This is the first time in Wales at least that it has

0:08:04 > 0:08:08spoken so openly about the concerns it has for the general state of the

0:08:08 > 0:08:12economic recovery. We will talk again and a few moments, Nick, but

0:08:12 > 0:08:15we are hearing concerns from big business, but small Welsh

0:08:15 > 0:08:19businesses will meet today with some of the UK's big banks. They

0:08:19 > 0:08:24have been accused of preventing companies from growing by failing

0:08:24 > 0:08:27to lend to them. Jenny Rees reports. Thousands of planes fly in and out

0:08:27 > 0:08:31of the UK every year and they rely on an army of engineers to keep

0:08:31 > 0:08:35them running. As well as this firm in Cardiff, which is developing a

0:08:35 > 0:08:39test it is exporting around the world to test for tiny bugs that

0:08:39 > 0:08:45make a home in fuel, clogging up filters and potentially grounding

0:08:45 > 0:08:48planes. Edward Hill set up this company nearly 30 years ago and has

0:08:48 > 0:08:54picked up a number of awards over the years, but even globally

0:08:54 > 0:08:59successful firms need help from banks. Much of the effort directed

0:08:59 > 0:09:03to helping companies is directed to helping companies obtain loans.

0:09:03 > 0:09:09Successful companies have just as many issues with banking, for

0:09:09 > 0:09:15example, exporting companies have issues with exchange rates from

0:09:15 > 0:09:19foreign currency and interest on deposits they have to make in

0:09:19 > 0:09:23foreign currency. Not much of this has been addressed either by the

0:09:23 > 0:09:31government or by the banks. Today he was able to put those concerns

0:09:31 > 0:09:35directly to the country's five largest banks. I want to challenge

0:09:35 > 0:09:41your comment on why businesses offered abysmal rates on long-term

0:09:41 > 0:09:45loans. It concerns me because it smacks of businesses hoarding cash

0:09:45 > 0:09:51and keeping it readily available because they are concerned. What we

0:09:51 > 0:09:55need to do as a group of business advisers is question why they are

0:09:55 > 0:09:59doing it. We need people to come in early with ideas and challenges so

0:09:59 > 0:10:06we can work with them to create solutions. It is still a factor.

0:10:06 > 0:10:10Many people will share an idea or a challenge long before they will

0:10:10 > 0:10:14think about coming to the bank manager for advice. This company

0:10:14 > 0:10:19has a good relationship with their bank manager, but the boss is under

0:10:19 > 0:10:23no illusion that that could change if they were not doing so well.

0:10:23 > 0:10:26think this type of publicity for the banks his lip service. They

0:10:26 > 0:10:30will only loan money to businesses who can pay it back, and why

0:10:30 > 0:10:34shouldn't they? From Fine Foods to scientific research and development,

0:10:34 > 0:10:38firms across Wales are being told work on their relationship with

0:10:38 > 0:10:43their bank manager. -- told to work. Small firms trying to get money

0:10:43 > 0:10:47from the banks and Tata Steel behind you, their concerns about

0:10:48 > 0:10:54the economy, some up if you will, the mood of Welsh business for us

0:10:54 > 0:10:58tonight. I think with these two stories tonight, we have touched on

0:10:58 > 0:11:02the two biggest issues facing businesses across Wales. There is

0:11:02 > 0:11:06the issue of consumer confidence, and the jury is still very much out

0:11:06 > 0:11:11on that, and then for small and medium-sized companies, the crucial

0:11:11 > 0:11:14relationship with the bank manager, and the stand-off is still existing.

0:11:14 > 0:11:18The company say the banks are not supporting them and the banks are

0:11:18 > 0:11:25responding by saying that demand is not there for loans. I would say

0:11:25 > 0:11:28that there is certainly a trend emerging, and the challenge is huge

0:11:28 > 0:11:32multinational company faces in an operation like this is very similar

0:11:32 > 0:11:37to the kind of challenge someone would face running a small shop

0:11:37 > 0:11:40nearby in Llanelli. Companies are paying much more for their raw-

0:11:40 > 0:11:44material so with huge increases in energy costs and other raw

0:11:44 > 0:11:49materials, and yet they cannot necessarily pass on that cost to

0:11:49 > 0:11:53the customers and the public. As a result, their profit margins are

0:11:53 > 0:11:57being squeezed. We do not really know yet what impact that is all

0:11:57 > 0:12:02having on the state of the general recovery. We could get some

0:12:02 > 0:12:08indication tomorrow with the latest unemployment figures released them.

0:12:08 > 0:12:12Thank you Newport City Council has denied been ordered to pay more

0:13:35 > 0:13:38property ladder comes from the county council. The authority is

0:13:38 > 0:13:41offering to act as a guarantor so that mortgage lenders accept a

0:13:42 > 0:13:51smaller deposit from house buyers. It's the first scheme of its kind

0:13:51 > 0:13:55in Wales. 37-year-old Gareth Jones, from

0:13:55 > 0:13:59Llansannan near Abergele, is looking for a home to call his own.

0:13:59 > 0:14:02He is training to be a teacher, and is living with his parents while he

0:14:02 > 0:14:04waits for the housing market to become more appealing to first-time

0:14:04 > 0:14:08buyers. There are very few mortgages being

0:14:08 > 0:14:12given to first-time buyers, and it is hard to get a mortgage. I think

0:14:12 > 0:14:14you need to save, save, save, above anything else. But what you save at

0:14:14 > 0:14:18the moment won't necessarily get too much interest anyway.

0:14:18 > 0:14:22Help could be at hand from Conwy Council, which wants to adopt a

0:14:22 > 0:14:29scheme already running in parts of England and Scotland: to put up a

0:14:29 > 0:14:37guarantee so first-time buyers only to pay a 5% deposit rather than 25%.

0:14:37 > 0:14:41Most mortgage lenders will only give a loan of 75%. The council

0:14:41 > 0:14:51will now step in and guarantee they will repay any extra if the buyer

0:14:51 > 0:14:52

0:14:52 > 0:14:59defaults. They would then be entitled to a further loan.

0:14:59 > 0:15:03Uncertainty is never good for the economy. It will help. It is not a

0:15:03 > 0:15:06magic wand, it is relatively small. But anything we can do to stimulate

0:15:06 > 0:15:09the housing market is of benefit, rather than doing nothing.

0:15:12 > 0:15:18Mortgage lenders will be able to bill the council if customers

0:15:18 > 0:15:22risk is low. Estate agents think it will have wider benefits as well.

0:15:28 > 0:15:31builders, painters and decorators. So the whole community will benefit

0:15:39 > 0:15:42The hunt for the perfect property is rarely easy for newcomers. But,

0:15:42 > 0:15:52with the council sharing the financial risks, it could become

0:15:55 > 0:15:59simpler. A school strike is looming. The

0:15:59 > 0:16:02Welsh teacher's union UCAC has voted to hold a one day walk out

0:16:02 > 0:16:06over cuts to public sector pensions. They made the decision to hold the

0:16:06 > 0:16:09ballot back in May, and over 3,000 members voted nearly 90% in favour

0:16:09 > 0:16:12of the action. The strike will take place on October 5th.

0:16:12 > 0:16:15Sticking with education, a good report today for the Foundation

0:16:15 > 0:16:18Phase. This is the new teaching method where young children learn

0:16:18 > 0:16:21through play. Inspectors said most five and six years olds were

0:16:21 > 0:16:24"achieving well" under the new system. But they warned a minority

0:16:24 > 0:16:33of schools still don't understand the Foundation Phase, and some

0:16:33 > 0:16:36teaching staff aren't convinced. Rhodri Lewis reports.

0:16:36 > 0:16:39The 30-strong reception class at Ysgol Iolo Morganwg near Cowbridge

0:16:39 > 0:16:41this afternoon. Some of them inside, others outside. That's what the

0:16:41 > 0:16:46Foundation Phase is all about. Conventional teaching methods take

0:16:46 > 0:16:56a back seat. The children are meant to be learning through doing things

0:16:56 > 0:16:57

0:16:57 > 0:17:02for themselves. The children come in with anything on a day. Somebody

0:17:02 > 0:17:07brought in leaves, so we talked about autumn. So you are ready to

0:17:07 > 0:17:11go with the child's initiative. Every charge between three and

0:17:11 > 0:17:16seven at a church or local authority school in Wales is now

0:17:16 > 0:17:20taking part in the Foundation Phase. It is expensive with one member of

0:17:20 > 0:17:23staff for eight pupils. Ministers believe this investment will pay

0:17:23 > 0:17:26off in the years to come. The report from Estyn looked at schools

0:17:26 > 0:17:29all over Wales. It found the Foundation Phase was having a

0:17:29 > 0:17:34positive impact in most of them, and that children were achieving

0:17:34 > 0:17:37well. It said boys in particular were benefiting from more active

0:17:37 > 0:17:40learning, including being outdoors. But it also found a minority of

0:17:40 > 0:17:48schools didn't yet understand what the Foundation Phase was meant to

0:17:49 > 0:17:56be, and that some teachers didn't rate its educational value. There

0:17:56 > 0:18:00were a minority of schools who were not fully understanding the

0:18:00 > 0:18:03Foundation Phase philosophy. And therefore there wasn't that

0:18:03 > 0:18:10appropriate balance between practitioners earn lead and charred

0:18:10 > 0:18:14initiated learning. This isn't a play curriculum, it is essentially

0:18:14 > 0:18:19children learn by activities, new skills by doing different

0:18:19 > 0:18:23activities. That is directed by a trained adults who explains and

0:18:23 > 0:18:26developed their skills by doing something. Though this report is

0:18:26 > 0:18:29largely positive, it only provides a snapshot of what's going on.

0:18:29 > 0:18:33Critics and supporters of the Foundation Phase will have to wait

0:18:33 > 0:18:43until later this academic year for a fuller account of whether or not

0:18:43 > 0:18:49

0:18:49 > 0:18:52this new way of learning is a success.

0:18:52 > 0:18:55It's where cricketer Gary Sobers made history, and Swansea famously

0:18:55 > 0:18:57beat the Wallabies. St Helens in Swansea, one of our

0:18:57 > 0:19:00most famous sporting landmarks, could make way for housing. The

0:19:00 > 0:19:05ground is one of 500 potential sites earmarked for development in

0:19:05 > 0:19:08the city. St Helen's, 1968, and one of the

0:19:08 > 0:19:12greatest cricketing moments of all time. Gary Sobers smashing six

0:19:12 > 0:19:17sixes, and guaranteeing his place in the record books. Alan Jones was

0:19:17 > 0:19:21fielding that day. More than 40 years on, he says he doesn't want

0:19:21 > 0:19:31to see the ground go. When I hear that Swansea Council

0:19:31 > 0:19:34

0:19:34 > 0:19:37are thinking of selling St Helen's, it breaks my heart. And it will

0:19:38 > 0:19:41break the heart, I am sure, of many Glamorgan supporters from the west,

0:19:41 > 0:19:45who love to come to St Helen's to watch Glamorgan play. If that

0:19:45 > 0:19:48ground is not there anymore for first-class cricket, it will be a

0:19:48 > 0:19:50sad day for Glamorgan supporters from this area. The ground, owned

0:19:50 > 0:19:54by Swansea Council, is one of several hundred sites being

0:19:54 > 0:19:57considered for new housing, shops and schools. The council says plans

0:19:58 > 0:20:01are at an early stage, and work to develop sites will not start for

0:20:01 > 0:20:04another four years. No decision has been made about the future of St

0:20:04 > 0:20:07Helen's. For those who played here, the ground holds special memories.
