:01:35. > :01:38.increasing birth rate. The warning comes a day after the
:01:38. > :01:42.Welsh Government published its maternity strategy. The Royal
:01:42. > :01:47.College of Midwives says that an extra 136 midwives are needed to
:01:47. > :01:51.cope with the baby boom. That's a 10% increase. Over the last ten
:01:51. > :02:00.years, live births have risen by 19%, to nearly 36,000 in 2010. The
:02:00. > :02:04.Welsh Government says it's surprised by the claims.
:02:04. > :02:08.I would like to save... discussing the maternity is
:02:08. > :02:15.Treasury in the Assembly Chamber, the normal cut and thrust of
:02:15. > :02:19.politics was set aside. The North Wales Assembly member argued any
:02:19. > :02:24.reorganisation must take into account rural issues. This she said
:02:24. > :02:33.came too late for her. She described losing her five-year-old
:02:33. > :02:39.baby boy in 2009. Her I am sorry... I had to wait for over 30 minutes
:02:39. > :02:45.and do mouth-to-mouth resuscitation and heart massage on my baby before
:02:46. > :02:51.an ambulance arrived. I had to sit in the ambulance while it took 30
:02:51. > :02:58.minutes to get to the hospital. At that stage, that critical hour had
:02:58. > :03:04.passed. And I do not want any other mother in Wales to have to go
:03:04. > :03:08.through what I went through. I am sorry I am upset. The Welsh
:03:08. > :03:12.government has just issued a brand new McEntee strategy, they want a
:03:12. > :03:18.midwife to have a far wider role including educating pregnant women
:03:18. > :03:22.as well as those who are planning to start a family. This would
:03:22. > :03:32.include raising the number of women who breast-feed, and teaching about
:03:32. > :03:35.the dangers of drinking, smoking and obesity during pregnancy. At
:03:35. > :03:39.this Mother and Baby Club in Cardiff, they know full well what
:03:39. > :03:46.maternity services in Wales are like. The care beforehand is fine
:03:46. > :03:51.actually. Straight afterwards, I think I could have had a bit more
:03:51. > :03:58.midwife visits for care. I had a lot of attention all the way
:03:58. > :04:03.through Labour, and pregnancy. Some of my friends were not so lucky. I
:04:03. > :04:07.had an amazing experience. According to the Royal College of
:04:07. > :04:13.Midwives, there has been a baby boom over the last nine years.
:04:13. > :04:18.36,000 babies in the last year were born in Wales, and 19% increase
:04:18. > :04:23.over 2002. They claim there are fewer midwives than two years ago.
:04:23. > :04:30.It is a break-up call. We now see there are fewer midwives being
:04:30. > :04:35.trained. Could our numbers are going down. It means there could be
:04:35. > :04:40.fewer midwives to provide the care we feel is appropriate for women in
:04:40. > :04:44.Wales. There are other issues around the 20 services. This two-
:04:44. > :04:54.year-old was born three months premature. His mother was rushed to
:04:54. > :04:55.
:04:55. > :04:59.a specialist maternity unit which could now be moved. 30 miles away.
:04:59. > :05:03.My local hospital is only 10 minutes from here. I just think I
:05:03. > :05:09.should be able to go to the hospital of my choice and have
:05:09. > :05:13.services provided at that hospital, and not be sent somewhere else
:05:13. > :05:18.where I do not know the staff. Nicolette is now expected another
:05:18. > :05:23.little brother or sister. She was the best service to be available as
:05:23. > :05:26.close to her as possible. Over the next month she will find out if
:05:26. > :05:31.that is possible. Let's talk to our political editor, Betsan Powys.

:07:22. > :07:28.no-nonsense approach, something Tory members hope will rattle the
:07:28. > :07:31.Cabinet. With a series of announcements from the Welsh
:07:31. > :07:39.government since they last met, Andrew RT Davies had plenty of
:07:39. > :07:45.material. The he chose to attack Carwyn Jones over NHS cuts, and a
:07:45. > :07:48.report suggesting 1,200 nurses could lose their jobs. If we were
:07:48. > :07:52.the government, we would be protecting the Welsh health service,
:07:52. > :07:56.not inflicting �1 million of cuts that your government is inflicting
:07:56. > :08:01.on the Welsh health service. First Minister might be facing a
:08:01. > :08:04.new rival but he deployed a familiar argument. Never mind what
:08:04. > :08:11.the Welsh Conservatives say in the Assembly, look what they do in
:08:11. > :08:16.power at Westminster. We talk of transparency. This government is a
:08:16. > :08:21.beacon of transparency, as opposed to the cat pleasures we get from
:08:21. > :08:25.the Tories. They say we have increased health spending by �1
:08:25. > :08:30.billion, they never say where that money will come from. One session
:08:30. > :08:36.of questions does not change the political landscape. But there was
:08:36. > :08:41.a new edge to today's exchanges. With tough decisions coming up in
:08:41. > :08:48.the Budget, the argument over what should be cut and what should not
:08:48. > :08:51.is only going to intensify. Before those feisty exchanges,
:08:51. > :09:00.there was a minute's silence observed in the Assembly chamber in
:09:00. > :09:03.memory of the four men who died in Flags flew at half mast, and
:09:03. > :09:13.members from all parties sent their condolences to the bereaved

:10:28. > :10:31.London 2012. But those ambitions were crushed last month when he was
:10:31. > :10:35.knocked from his bike. Simon Richardson has spoken for the first
:10:35. > :10:39.time today since the accident that left him fighting for his life. He
:10:39. > :10:42.spoke to Claire Summers. What did he say?
:10:42. > :10:46.This is a man who knows how to fight. He's overcome huge odds
:10:46. > :10:49.before, and the list of injuries he suffered five weeks ago, and how's
:10:49. > :10:56.he's coped with them, is staggering. Today, he told me he doesn't
:10:56. > :11:01.remember what happened. But he knows he's lucky to be alive.
:11:01. > :11:04.Come they first trip away from home for some and since he left hospital.
:11:04. > :11:12.For him and his wife, the last few weeks have been incredibly
:11:12. > :11:19.difficult. He in myself, I am in a lot of pain. Especially in my back.
:11:19. > :11:25.Or the pelvis. I spend a lot of time in bed, lying down to rest my
:11:25. > :11:30.back. The ASDA and left Simon fighting for his life. The 44-year-
:11:30. > :11:34.old was hit by a van while on his bike. He suffered multiple injuries
:11:34. > :11:38.including fractures to his spine, a broken pelvis and a detached long.
:11:38. > :11:41.He still today has blood clots on his lung and breathing is still
:11:41. > :11:47.uncomfortable. Take us back to the morning of the
:11:47. > :11:51.accident, can you remember? only thing I remember his I was
:11:51. > :11:59.meeting someone to train. I had a text from them. Say they couldn't
:11:59. > :12:05.make it. I went on to the road for a change. I never go up that way at
:12:06. > :12:10.all. Simons led was also severely injured as the bike snapped the
:12:10. > :12:19.metal fibre going through it. When he got to hospital he was heavily
:12:19. > :12:27.sedated. I had no idea where I was. Again no I was in an accident.
:12:27. > :12:31.Sterry was it waking up like that? It was quite terrifying. I was
:12:31. > :12:38.having dreams through the unconscious bits. To wake up and
:12:38. > :12:42.realise you have lost at least two weeks is terrifying. The day they
:12:42. > :12:47.gave me back his wedding ring, that was the day I was thinking, this
:12:47. > :12:56.isn't right, there is something wrong. I said, don't be daft, it's
:12:56. > :13:01.because his hands are swollen. This was day 10. I thought, I am being
:13:01. > :13:05.silly. I went home and cried. accident was all the more
:13:05. > :13:09.distressing for his family, as he was involved in a serious crash 10
:13:09. > :13:14.years ago which their tempo and that the disabled. Cycling was
:13:14. > :13:20.recommended by doctors to help his rehabilitation. He went on to win
:13:20. > :13:30.two gold medals and his silver. When I came back, and never had any
:13:30. > :13:35.support. I had a big accident. The support has been worldwide. The how
:13:35. > :13:41.long now is the recovery? The Paralympics next year, is that out
:13:41. > :13:47.of the question? There is no way. It will take me at least two years
:13:47. > :13:55.to get anywhere near where I was. I can forget it. How will you feel
:13:55. > :14:03.getting back on to a bike? first few miles... I have only ever
:14:04. > :14:13.be up the road where my accident was in 2001, once. A lot of people
:14:14. > :14:14.
:14:14. > :14:18.dwell on assistance. You have to be He does not want to dwell on what

:16:05. > :16:09.with us entering into a coalition government with the Conservatives,
:16:09. > :16:15.they are not popular in some parts of the country, not least in parts
:16:15. > :16:19.of Wales. Nick Clegg admitting that the coalition deal had cost the
:16:19. > :16:24.Liberal Democrats votes. But the Conservatives did rather well in
:16:24. > :16:28.those Assembly elections. How much influence to the Welsh
:16:28. > :16:33.Liberal Democrats have really have -- really have at the top of the
:16:33. > :16:36.party? That is a good question. There is a
:16:36. > :16:44.commission looking at the way that the Welsh government is funded. We
:16:44. > :16:50.are still looking for details. -- waiting for details. There is not a
:16:51. > :16:54.single Welsh Liberal Democrats MP as a junior member. I put it to
:16:54. > :17:00.Nick Clegg that Wales is being sidelined. I feel that is an

:17:04. > :17:12.I do not think, even visited Wales. We have made announcements on all

:17:39. > :17:42.create five enterprise zones. A number of companies in Anglesey,

:17:45. > :17:48.likely to benefit. Tonight there's been a furious response from
:17:48. > :17:50.Newport council at being left out. But will the zones really make a
:17:50. > :18:00.difference with limited funds available? Here's our Business

:18:07. > :18:11.they celebrate enterprise zone status. After months of speculation,
:18:11. > :18:16.they were named as one of five across the country. They will be
:18:16. > :18:20.energy on Anglesey, financial services in Cardiff, advanced
:18:20. > :18:25.manufacturing on Deeside, the car industry in Ebbw Vale and airin St
:18:25. > :18:29.Athan. What is on offer? The initial sums
:18:29. > :18:32.are small. Around �10 million for the first five years covering
:18:32. > :18:36.business rate relief but there is likely to be more cash available
:18:36. > :18:41.for tax breaks for companies that are expanding. The aim will also be
:18:41. > :18:45.to bring in relaxed planning rules and training grants.
:18:45. > :18:51.Among those that could receive some of these is this technology company
:18:51. > :18:56.on the Deeside Industrial Park. The managing director of the firm
:18:56. > :19:05.headed at a campaign for the status. The main benefit for him will be
:19:05. > :19:11.protection against English zones. was worried that Warrington would
:19:11. > :19:14.take the business away from here. I knew that a lot of business would
:19:14. > :19:18.have migrated to those areas because of the incentives but now
:19:18. > :19:22.there is a platform. But not everyone is happy. Newport council
:19:22. > :19:25.says it is bitterly disappointed the city has been overlooked. The
:19:25. > :19:29.Welsh Conservatives say the plan has been put together on the back
:19:29. > :19:36.of a cigarette packet. There were always be winners and
:19:36. > :19:39.losers. -- there will always be. This area in Cardiff hardly seems
:19:39. > :19:43.in need of government assistance but the thinking is that this city
:19:43. > :19:48.has already achieved a lot in attracting financial companies and
:19:48. > :19:51.now they are going to use public money to try to give a boost to
:19:51. > :19:55.something they know can be successful.
:19:55. > :19:59.Whatever the advantages, these five zones will still face serious
:19:59. > :20:02.challenges because of the tough economic climate. A review by the
:20:02. > :20:05.BBC Trust of Radio Wales has found listeners value its coverage of
:20:05. > :20:08.news and topical issues with 93% saying the station gave them a
:20:08. > :20:11.better understanding of events. There are some criticisms it calls
:20:11. > :20:14.on BBC bosses to look into greater FM coverage across Wales, which
:20:14. > :20:17.affects the number of people who can listen and suggests the station
:20:17. > :20:23.re-visit its editorial strategies to see whether more can be done to
:20:23. > :20:27.boost appeal in north Wales. Radio Wales is doing very well
:20:27. > :20:32.despite the fact that its distribution is patchy. That is an
:20:32. > :20:37.area where we will be pressing very hard to see whether the answers can
:20:37. > :20:40.be got for better distribution. And then there is a perception among
:20:41. > :20:47.the viewers and it may only be a perception that we have to tackle
:20:47. > :20:51.perceptions as well, that there is a kind of South Wales voice to
:20:51. > :20:56.Radio Wales. I am really pleased with the review. Virtually every
:20:56. > :21:00.listener that contributed believes that Radio Wales is good value for
:21:00. > :21:04.money. We recognise that there are challenges in that, particularly
:21:04. > :21:07.around representing the whole of Wales and we have a lot of work to
:21:07. > :21:12.do but we are already working towards try to make the radio
:21:12. > :21:14.station as relevant in North Wales as it is in South Wales.
:21:14. > :21:17.Denbighshire businesswoman Stephanie Booth says she regrets
:21:17. > :21:19.people lost their jobs when her hotel chain collapsed in July. In
:21:19. > :21:22.her first broadcast interview since Llangollen Hotels went into
:21:22. > :21:30.administration she says some of her creditors won't get their money
:21:30. > :21:32.back. Four of her hotels are being sold and one was closed down.
:21:32. > :21:37.Memories of the big day, but for Elizabeth Matthews from Pentre
:21:37. > :21:40.Broughton near Wrexham, not all those memories are happy ones. Her
:21:40. > :21:44.parents paid �800 for a reception at the Wynnstay Hotel owned by
:21:44. > :21:52.Stephanie Booth. But with just three weeks to go the hotel was
:21:52. > :21:56.closed with guests moved out and staff made redundant. How had to
:21:56. > :22:01.tell all the guests that they had to go somewhere else. There was all
:22:01. > :22:06.that sort of thing, all of the transport. Everything had to be
:22:06. > :22:10.changed. I was basically reorganising the wedding that I had
:22:10. > :22:13.organised months previously. was offered a reception at any of
:22:13. > :22:15.the other hotels in the chain which were in administration but she was
:22:15. > :22:18.worried they too might close down. Stephanie Booth says the
:22:18. > :22:22.combination of losing out on a million pound loan and a �900,000
:22:22. > :22:29.tax bill meant she had no option but to call in the administrators.
:22:29. > :22:34.But despite her efforts not everyone will get their money back.
:22:34. > :22:40.Customers should not lose anything. There are a few suppliers but they
:22:40. > :22:45.tend to be the big ones. We looked after all the smaller people. The
:22:46. > :22:51.only money outstanding was between July 1st have to the 8th, which the
:22:51. > :22:54.government is paying for those people that were made redundant.
:22:54. > :22:57.Barclays Bank has said Stephanie Booth's company had cash flow
:22:57. > :23:00.issues, was overspending and under pressure from other creditors. She
:23:00. > :23:03.says she regrets investing �1 million in a new hotel without
:23:03. > :23:07.waiting for the bank to release the money and she's learned a valuable
:23:07. > :23:12.lesson. When we started buying the freehold of hotels, they are very
:23:12. > :23:19.expensive, we do not have that cash available, you have to borrow from
:23:19. > :23:24.the banks. I regret... At until eight years ago, we had money in
:23:24. > :23:29.the bank and we did not owe anybody anything. I regret borrowing and I
:23:29. > :23:31.will never borrowed a single penny from any banks ever again.
:23:31. > :23:34.Elizabeth Matthews had her reception at another hotel for a
:23:34. > :23:43.further �900. She got her dream wedding even though she'd dreamed
:23:43. > :23:45.of it happening somewhere else. Up for grabs. Amazing views, lots
:23:45. > :23:49.of stairs, tricky access and the neighbours are Pembrokeshire's
:23:49. > :23:52.seals and birds. Skokholm island's lighthouse is up for grabs and the
:23:52. > :23:55.Wildlife Trust of South and West Wales hope to buy it as we as
:23:55. > :23:57.trying to re-establish Britain's first bird observatory and attract

:24:09. > :24:16.reserve. It is harder to get to than the nearby islands. It helps
:24:16. > :24:20.to preserve it as a -- an important haven for sea birds. By in the
:24:20. > :24:25.lighthouse for �100,000 would give the trust more space for visitors
:24:25. > :24:30.to stay overnight and greater environmental control. There are
:24:30. > :24:34.about 2,800 birds on the plot of land. It is crucial that we can own
:24:34. > :24:40.this bit of land because anybody could buy this lighthouse and they
:24:40. > :24:46.could renovate the buildings and there could be rats in those
:24:46. > :24:52.materials. That would devastate the island. Skokholm was Britain's
:24:52. > :24:57.first bird observatory in 1933. Between the 35,000 nesting pairs of
:24:57. > :25:05.Manx shearwaters and 120,000 pairs which nest just a few miles across
:25:05. > :25:08.the bay, that amounts to half the world's population. No wonder that
:25:08. > :25:11.Britain's first bird observatory was established here.
:25:11. > :25:17.During the recent gales, hundreds of these birds have to be rescued
:25:17. > :25:24.by local volunteers and the RSPCA. Those rescued birds have now been
:25:24. > :25:29.released in Devon and off the ferries in the eye it -- I receive.
:25:29. > :25:34.-- Irish Sea. They lost it in 1976 when they
:25:34. > :25:40.stopped ringing on the island. There is a network of bird
:25:40. > :25:43.observatories around the coast. Basically, you are keeping all the

:25:49. > :25:54.right around the country. Wildlife Trust's target is to raise
:25:54. > :25:58.�250,000 to buy and renovate the lighthouse. Future visitors will
