0:00:45 > 0:00:50Good evening. A ban on using unmanned sun-beds has come into

0:00:50 > 0:00:53force tonight. The Welsh Government hopes it'll reduce the number of

0:00:53 > 0:00:59people getting skin cancer. Those under 35 who use sun-beds are 75%

0:00:59 > 0:01:02more likely to be diagnosed with skin cancer. 500 people a year get

0:01:02 > 0:01:09a malignant melanoma, the most deadly skin cancer, and that leads

0:01:09 > 0:01:19to 100 deaths every year. Our health correspondent Arwyn Jones is

0:01:19 > 0:01:20

0:01:20 > 0:01:23at a tanning salon for us tonight Arwyn. This is the leaflet every

0:01:23 > 0:01:28tanning salon in Wales should now be displaying, warning of the

0:01:28 > 0:01:34possible side-effects of using sunbeds. At this one in Cardiff,

0:01:34 > 0:01:42they have always insisted on supervising anyone who wants to use

0:01:42 > 0:01:46a sunbed. Under 18s are no longer allowed, but the problem is that

0:01:46 > 0:01:51anybody could go into an unsupervised tanning salon and put

0:01:51 > 0:01:59their money in the slot. No longer, because as of today that has

0:01:59 > 0:02:05changed. Hello, health and safety... It is a scene which is likely to be

0:02:05 > 0:02:10repeated a lot over the next few months. The signs might be

0:02:10 > 0:02:15promising, but the dangers of using sunbeds can be all too real,

0:02:15 > 0:02:22especially without guidance. I have heard of incidences where people

0:02:23 > 0:02:26put the coins in, they go in for 10 minutes and they burn. To me, this

0:02:26 > 0:02:31regulation should have been in a long time ago. A last year, we

0:02:31 > 0:02:37showed you these images of children badly burned after using unmanned

0:02:37 > 0:02:42tanning salons. Since April, under 18s have been banned, but there was

0:02:42 > 0:02:46little to stop them using coin- operated unmanned salons. As well

0:02:46 > 0:02:51as being permanently supervised, tanning salons like this one are

0:02:51 > 0:02:54also having to show this poster warning of the long-term effects of

0:02:54 > 0:03:02using sunbeds. Even within the industry, they are saying

0:03:02 > 0:03:06developments like these are long overdue. That information should

0:03:06 > 0:03:10help people make their decision. People can decide for themselves

0:03:10 > 0:03:17when they have read the information if they want to use some birds and

0:03:17 > 0:03:22that is what we want to see across all sunbed businesses. Hair and

0:03:22 > 0:03:28beauty might be all the rage for these students at this college, but

0:03:28 > 0:03:38using a sunbed is not how they go about looking their best. It is

0:03:38 > 0:03:43important they know the dangers. They don't care really, they once -

0:03:43 > 0:03:50- they just want the town. health professionals agree, with

0:03:51 > 0:03:55limiting the use of tanning salons. We know there are 9000 new cases of

0:03:55 > 0:04:00melanoma in England and Wales every year, 2000 of those patients will

0:04:00 > 0:04:06die during the year, so it is a real public health measure to

0:04:06 > 0:04:10prevent the increase in trend for skin cancers. Councils will help

0:04:10 > 0:04:15salons comply with the new regulations, but will also issue

0:04:15 > 0:04:19fines of up to �5,000 if they continue to offer unmanned sunbeds,

0:04:19 > 0:04:25the idea being with skin cancer prevention really is better than

0:04:25 > 0:04:29cure. The idea is it is less likely that

0:04:29 > 0:04:33those most at risk of being diagnosed with skin cancer will

0:04:33 > 0:04:38continue to use these sunbeds and it is the same idea as the

0:04:38 > 0:04:45government had in terms of banning smoking in public places, that is

0:04:45 > 0:04:48to make it more difficult to do the things that damage us the most.

0:04:48 > 0:04:52Let's talk to the chief medical officer Dr Tony Jewell, adviser to

0:04:52 > 0:05:00the Welsh Government on all health matters. If you use a sunbed you're

0:05:00 > 0:05:06more likely to get skin cancer - shouldn't they all just be banned?

0:05:06 > 0:05:12We were worried about the rise in melanomas, which has increased

0:05:12 > 0:05:16fourfold since the 1970s, so we took advice from the UK expert

0:05:16 > 0:05:20committee and they reported back to us saying they felt that young

0:05:20 > 0:05:25people were the target group and they recommended banning it in

0:05:26 > 0:05:29under 18 year-olds. Why not just banned all of them if we agree it

0:05:29 > 0:05:34is not a good thing to sit underneath the sunbed? It may come

0:05:34 > 0:05:41to that in time, but at the moment we are focusing on young people,

0:05:41 > 0:05:46protecting them, and making sure these sunbed salons are being run

0:05:46 > 0:05:50by competent people. It seems like as a doctor you might be frustrated

0:05:51 > 0:05:58that you are held back, but trying to go further? It is a bit like

0:05:58 > 0:06:03tobacco, it kills about 6000 people in Wales a year. The cigarette

0:06:03 > 0:06:07packets have a warning on them and we now expect sunbed salons to have

0:06:07 > 0:06:14a warning. It is a process. The next phase of the process is to

0:06:14 > 0:06:19protect you and people. We can talk about drinking alcohol or takeaway

0:06:19 > 0:06:24food or smoking, they cause far more many deaths than using sunbeds.

0:06:24 > 0:06:30Aren't you just picking off the easy targets here? No, I think we

0:06:30 > 0:06:34were very lucky to get Julie Morgan, an MP at the time, to get a private

0:06:34 > 0:06:38member's Bill through Parliament, getting this supported in the House

0:06:38 > 0:06:43of Lords. We were lucky to get the legislation through as fast as we

0:06:43 > 0:06:47could, and in Wales we haven't Hampstead through our regulations.

0:06:47 > 0:06:52I was worrying this was increasing year on year, and we think it is

0:06:52 > 0:06:57something to do with foreign holidays almost certainly, as well

0:06:57 > 0:07:01as the increasing use of sunbeds by young people and that is what we

0:07:01 > 0:07:03are trying to stop. A man has been charged with four

0:07:03 > 0:07:06counts of causing death by dangerous driving after three

0:07:06 > 0:07:10generations of a family died when a car plunged into a reservoir near

0:07:10 > 0:07:20Llanidloes in Powys in April. A grandmother, a father and two

0:07:20 > 0:07:21

0:07:21 > 0:07:26teenage boys were killed. Colette Hume reports. Llanidloes, one of

0:07:26 > 0:07:29the most beautiful places in Wales, but one which became the scene of

0:07:29 > 0:07:35tragedy in April when three generations of one family died when

0:07:35 > 0:07:42their car plunged into the icy waters of this reservoir. For Miss

0:07:42 > 0:07:48Hooper, 84, died alongside her son- in-law who was 66. The family lived

0:07:48 > 0:07:57in Pontypridd with their foster son's, who were both aged 14. Only

0:07:57 > 0:08:02Denise Griffiths, who was driving, survived. N RAF search and rescue

0:08:03 > 0:08:08helicopter, police diving teams scoured the reservoir for hours,

0:08:08 > 0:08:12desperately searching for the family. Mrs Griffiths refused to

0:08:12 > 0:08:18leave until the bodies of her mother, husband and foster children

0:08:18 > 0:08:22were finally recovered six hours later. The road around this lake is

0:08:22 > 0:08:27popular with tourists, who come to Wales for the beauty and

0:08:27 > 0:08:32tranquillity the area provides. Their car left the road here,

0:08:32 > 0:08:39smashing through this fence before plunging into the water below. The

0:08:39 > 0:08:49family had taken their foster has sons foreign holiday when the crash

0:08:49 > 0:08:55

0:08:55 > 0:08:59happened. 24 year-old man has been caused -- charged with causing

0:08:59 > 0:09:03death by dangerous driving on four accounts.

0:09:03 > 0:09:06We ask them to put their lives in harm's way in the service of their

0:09:06 > 0:09:08country - but how well do we look after veterans? Welsh MPs

0:09:09 > 0:09:11investigating how soldiers are treated are calling for more

0:09:12 > 0:09:14evidence to be submitted. Members of the of the Welsh Affairs Select

0:09:14 > 0:09:16Committee are looking at the medical and resettlement help

0:09:19 > 0:09:22Lloyd Jones from Porthcawl is one of the quarter of a million armed

0:09:22 > 0:09:25forces veterans in Wales. Since serving in Iraq and Afghanistan he

0:09:25 > 0:09:30has suffered with post traumatic stress disorder - a condition says

0:09:30 > 0:09:34he has struggled to get appropriate treatment for. It has been really

0:09:34 > 0:09:39frustrating because for a long time I thought I was mad until somebody

0:09:39 > 0:09:43put a name on what cities. We have been fighting incredibly hard. We

0:09:43 > 0:09:48have had to do our own research, look at website, go through

0:09:48 > 0:09:53charities, educate our own GPs. We have basically had to do everything

0:09:53 > 0:09:56we can just to get a basic level of support. We are still not there yet.

0:09:57 > 0:09:59MPs on the Welsh Affairs Select committee have been looking at how

0:10:00 > 0:10:04those who've served the country are helped and what, if anything, needs

0:10:04 > 0:10:08to change. Some of my constituents have been critical about the level

0:10:08 > 0:10:12of services they have received. There are different organisations

0:10:12 > 0:10:17that may be offering the services, some will be government based, some

0:10:17 > 0:10:21will be answerable to the Welsh Assembly, and some may be within

0:10:21 > 0:10:25the voluntary sector. I think there may be room for improvement but

0:10:25 > 0:10:28that is not to pre-empt anything the inquiry will look into. Members

0:10:28 > 0:10:30of the Pontypridd branch of the Royal British Legion gathered today

0:10:30 > 0:10:37to launch their garden of remembrance. All the senior

0:10:37 > 0:10:42veterans I spoke to felt more could be done. Mostly it seems to be

0:10:42 > 0:10:48about combating stress more than anything else. Obviously lost limbs

0:10:48 > 0:10:54are a major priority, but I think combat stress takes more of a toll

0:10:54 > 0:10:59and four years to come. It needs a lot of money, and it is a way of

0:10:59 > 0:11:04repaying those boys for what they have gone through. They have been

0:11:04 > 0:11:07injured, and for putting up with that, money should not be an object.

0:11:07 > 0:11:10Bill Murray runs a North Wales- based charity which helps ex-

0:11:10 > 0:11:13service men and woman who find themselves on the streets. Many

0:11:13 > 0:11:19suffer from post-traumatic stress he says what they need he says is

0:11:19 > 0:11:24help in the transition from military to civilian life. It is

0:11:24 > 0:11:30totally different life for them. Every day is a routine. They get up

0:11:30 > 0:11:34with the lads, they fight with the lads, they come out of the army

0:11:34 > 0:11:37Gates and it is a totally different world. It is alien. The committee

0:11:37 > 0:11:40says it may find there is nothing substantially wrong with the way

0:11:40 > 0:11:45veterans are treated in Wales, but Lloyd Jones and others will be

0:11:45 > 0:11:48watching their findings closely. Much more to come before 7 o'clock.

0:11:48 > 0:11:53Free car parking is intended to breathe life into towns, but does

0:11:53 > 0:11:56it discourage us from public transport?

0:11:56 > 0:12:05And after the World Cup, back to the domestic game - rugby's

0:12:05 > 0:12:08A woman abused her position as head of a community charity to

0:12:08 > 0:12:16fraudulently pay herself and her family more than �50,000, a court

0:12:16 > 0:12:25has heard. Miriam Beard faces 13 charges of fraud and theft relating

0:12:25 > 0:12:30to the running of a Communities First project in Wrexham.

0:12:30 > 0:12:34Miriam beard and her husband are facing 20 counts of fraud and theft

0:12:34 > 0:12:40between them but the jury was told she was the chief orchestrator at

0:12:40 > 0:12:45the heart of this case. In 2003 she was appointed co-ordinator of the

0:12:45 > 0:12:49community's first project, one of the most deprived areas in Wales.

0:12:49 > 0:12:53The charity's budget was supposed to fund activities for residents,

0:12:53 > 0:12:57but the prosecution says she used the money as a source of income for

0:12:57 > 0:13:02herself and her family, paying for goods and services which in many

0:13:02 > 0:13:08cases the charity never received. �25,000 was paid into her father's

0:13:08 > 0:13:13bank account for a project offering activities to young people.

0:13:13 > 0:13:18jury heard no such scheme ever happened, and it was a fiction

0:13:18 > 0:13:24created by Miriam. Her father knew nothing of the planned activities.

0:13:24 > 0:13:29Miriam had bought a static caravan with charity money, but the

0:13:29 > 0:13:34prosecution say she paid �6,000 a year to her son telling the charity

0:13:34 > 0:13:38the money was needed to rent the caravan from him. The jury was told

0:13:38 > 0:13:42that before working here, she got a job at Wrexham council by faking

0:13:42 > 0:13:47her qualifications and date of birth by 10 years. This was to hide

0:13:47 > 0:13:52the fact she had been convicted of fraud and served a prison sentence

0:13:52 > 0:13:58in the late 1970s, the prosecution says. Both she and her husband deny

0:13:58 > 0:14:01A recycling company has been fined for failing to reduce its staff's

0:14:01 > 0:14:03risk of exposure to the potentially fatal legionella bacteria. Merthyr

0:14:03 > 0:14:06Industrial Services Limited was operating a cooling tower without

0:14:06 > 0:14:09taking appropriate measures to control the spread of the disease

0:14:09 > 0:14:16during the outbreak across the Heads of the Valley area in

0:14:16 > 0:14:21September. The firm has been fined �600 plus costs of more than �8,000.

0:14:40 > 0:14:43Free Parking. Retailers love it, but green campaigners don't.

0:14:43 > 0:14:48Councils across Wales are spending hundreds of thousands of pounds on

0:14:48 > 0:14:51providing parking to regenerate town centres. Carmarthenshire has

0:14:51 > 0:14:55just announced it's planning to scrap charges in Llanelli for a

0:14:55 > 0:15:05year. But some are concerned that free parking will discourage public

0:15:05 > 0:15:06

0:15:06 > 0:15:09Llanelli town centre is undergoing a bit of a makeover right now. And

0:15:09 > 0:15:12the council's come up with a way to compensate shoppers for all the

0:15:12 > 0:15:19disruption, by offering free parking for a year at the town's

0:15:19 > 0:15:22multistorey. I think it is an excellent idea and

0:15:22 > 0:15:25it is a shame they didn't do it sooner because the town has

0:15:25 > 0:15:28suffered. It is a nightmare trying to park

0:15:28 > 0:15:31here. Great. And Carmarthenshire's not stopping

0:15:31 > 0:15:34there. The council's so convinced about the boost free parking gives

0:15:34 > 0:15:38to business that they're ditching parking fees across the county for

0:15:38 > 0:15:41two weeks in the run up to Christmas. Free parking doesn't

0:15:41 > 0:15:45come cheap. Suspending charges in Llanelli for a year will cost

0:15:45 > 0:15:50Carmarthenshire council �220,000. Their Christmas bonus to shoppers

0:15:50 > 0:15:54will set them back a further �70,000. But not everyone's

0:15:54 > 0:15:59convinced it's such a great idea. Lee Waters heads a green transport

0:15:59 > 0:16:04charity. They've carried out research which suggests retailers

0:16:04 > 0:16:11overestimate how many shoppers come by car. For him, free parking isn't

0:16:11 > 0:16:13the answer. Actually, what shoppers have

0:16:13 > 0:16:17consistently shown in research to want is a better shopping

0:16:17 > 0:16:21environment. Town centres are competing to be different by having

0:16:22 > 0:16:25more shops and wider pavements, rather than subsidising car parking

0:16:25 > 0:16:28charges. Councils are having to find that money elsewhere, usually

0:16:28 > 0:16:31by cutting bus services. Carmarthenshire's not the only

0:16:31 > 0:16:34authority going down this route - Wrexham launched free parking from

0:16:34 > 0:16:37today at its council car parks, Newport already offers two hours

0:16:37 > 0:16:44free, and Caerphilly and Gwynedd plan to give away free parking as

0:16:44 > 0:16:50their Christmas gift to shoppers this year.

0:16:50 > 0:16:53We have got to compete and encourage them back into Carmarthen,

0:16:53 > 0:17:00Llanelli and Ammanford. It is important we look after these

0:17:00 > 0:17:03places. There's no doubting the pressure on

0:17:03 > 0:17:06authorities, when traders found out the council planned to put up

0:17:06 > 0:17:10parking meters on Carmarthen's high street, they faced a big backlash.

0:17:10 > 0:17:16It is just putting extra pennies on to people's shopping bills or

0:17:16 > 0:17:19laundry bills. In this economic climate, nobody has got any spare

0:17:19 > 0:17:22cash. Whether it's a long term solution or not it seems free

0:17:22 > 0:17:28parking is the way many councils are hoping to help our towns

0:17:28 > 0:17:31Sport and after the drama of the Rugby World Cup, attention is now

0:17:31 > 0:17:34turning to Europe and the start of the Heineken Cup. Our reporter

0:17:34 > 0:17:43Cennydd Davies was at Twickenham today for the official launch of

0:17:43 > 0:17:47In six months' time, these players will be hoping to lead their teams

0:17:47 > 0:17:52to European success. Something that has never been achieved by a Welsh

0:17:52 > 0:17:56side and still a cause for concern. With Wales impressive World Cup

0:18:20 > 0:18:24be asking this next group of players if that is what they want

0:18:29 > 0:18:32way against the Ospreys. A 16 years has passed since the Cardiff side

0:22:47 > 0:22:50department at Dyffryn Taf School at Whitland in Carmarthenshire, where

0:22:50 > 0:23:00a number of former students have gone on to play professional rugby,

0:23:02 > 0:23:05won the award for Outstanding Team They swapped their jogging bottoms

0:23:05 > 0:23:14for ball gowns and black tie to accept this recognition for their
