:01:24. > :01:27.Government's spending plans unless ministers make major changes. It

:01:27. > :01:32.increases pressure on First Minister Carwyn Jones if he is to

:01:32. > :01:37.get the majority he needs to pass a budget. Our Welsh affairs editor

:01:37. > :01:43.Vaughan Roderick is in the Senedd. The budget is due to return to the

:01:43. > :01:49.Assembly next week, what is likely to happen?

:01:49. > :01:53.It is difficult to say. Labour said this was a Budget that showed their

:01:53. > :01:57.priorities for the people of Wales. What we have seen today is the

:01:57. > :02:01.opposition parties saying your priorities are not our priorities.

:02:01. > :02:06.They have been meetings going on so the draft budget was published.

:02:06. > :02:09.Labour were hoping to do a deal with one party but what we have had

:02:09. > :02:13.is the opposition parties doing a deal with each other, and to

:02:13. > :02:19.attempt to block -- block the budget with the votes that they

:02:19. > :02:25.have. The Conservative finance spokesman, Paul Davies, explained

:02:25. > :02:30.why the opposition parties are so unhappy. We have been talking with

:02:30. > :02:34.the added -- the other opposition parties for some time and we feel

:02:34. > :02:40.the draft budget presented by the Labour government is not fit for

:02:40. > :02:45.purpose. It will not meet the needs for the Welsh people and we decided

:02:45. > :02:49.to jointly table an amendment to be constructive and in order to hold

:02:49. > :02:53.his government to account on behalf of the people of Wales.

:02:53. > :03:00.Whatever happens next week I don't suppose that is going to be the end

:03:00. > :03:04.of the matter? In a sense what happens next week is important but

:03:04. > :03:09.it is a shot across the Government's's Bowers. The

:03:09. > :03:17.important votes will come on December sixth. The government has

:03:17. > :03:21.to reach an agreement and get hold of those boats. Even after December

:03:21. > :03:27.sixth the talks could continue to take place. It will be difficult

:03:27. > :03:30.for the public organisations that get their cash from this place to

:03:30. > :03:35.draw up their own budgets without knowing how much they are going to

:03:35. > :03:43.get. There is a certain amount of urgency but those talks are certain

:03:43. > :03:46.to continue. Any inkling of what the government will do? Look at it

:03:46. > :03:50.this way, the government is faced with a shopping list. All the

:03:51. > :03:56.opposition parties want different things. The Conservatives want more

:03:56. > :04:02.money on health, the Lib-Dems want money for this is funded schools

:04:02. > :04:06.and Plaid Cymru wants money for economic development. It is

:04:06. > :04:11.difficult to say which Labour will go for. I suspect it will not be

:04:11. > :04:18.the Conservatives. They could be a deal with either live or Liberal

:04:18. > :04:21.Democrat or Plaid Cymru. All week we have been looking in

:04:21. > :04:24.detail at the way the Government spends your money once it has been

:04:24. > :04:27.shared out between different departments. Tonight we focus on

:04:27. > :04:30.how much is spent on our railways. Every year the Welsh Government

:04:30. > :04:33.gives �170 million to rail company, Arriva Trains Wales. But the former

:04:33. > :04:40.transport minister Ieuan Wyn Jones says this deal is flawed and has

:04:40. > :04:44.led to a decade of overcrowding for passengers.

:04:44. > :04:48.The be the squeeze. Some rail services in Wales have seen a huge

:04:48. > :04:53.increase in passenger demand over the last 10 years. In many areas it

:04:53. > :04:56.there hasn't been the same growth in services. The former top spot

:04:56. > :05:03.minister says the blame lies squarely with the franchise

:05:03. > :05:08.agreement struck with Arriva Trains Wales. What was very obvious it was

:05:08. > :05:16.not a contract that recognised the substantial increase there has been

:05:16. > :05:25.in train passengers since 2003. You had the examples of many trains on

:05:25. > :05:28.certain services where you had severe overcrowding. All week we

:05:28. > :05:33.have been examining Government's spending and one of the big ticket

:05:33. > :05:38.items is the �170 million that goes to Arriva Trains Wales every year.

:05:38. > :05:43.It is a huge amount to help you travel for less. Passengers pay

:05:43. > :05:48.less for their tickets than they would otherwise have done because

:05:48. > :05:57.of a �170 million payment from the Welsh government. Nastier Arriva

:05:57. > :06:02.Trains Wales had the sire -- Hayat subsidy of Bennett rail -- of any

:06:02. > :06:09.rail company. Is there another way of delivering these rail services

:06:09. > :06:13.in Wales? One idea is that from 2018 the Welsh government takes

:06:13. > :06:19.over the running of the railways so that profits get reinvested in

:06:19. > :06:22.services. It will give opportunities to develop the

:06:22. > :06:29.railway more so than the fixed kind of franchise system that we have at

:06:29. > :06:34.the moment. That has not been able to provide cheaply any additional

:06:34. > :06:40.investment. People would see differences because they would see

:06:40. > :06:43.improvements. Any profit main -- made would remain in the company.

:06:43. > :06:48.we asked the last government and Arriva Trains Wales for interviews

:06:48. > :06:58.but they gave statements. The train service said they had invested

:06:58. > :07:01.

:07:01. > :07:05.millions of pounds in passenger It might seem a long way away but

:07:05. > :07:09.with every pound of the Welsh budget under close scrutiny expect

:07:09. > :07:12.the idea to gain Stent real attraction.

:07:12. > :07:15.A man has been arrested in connection with the murder of a

:07:15. > :07:17.woman from Bridgend seven years after she fell to her death while

:07:17. > :07:20.on holiday in India with her husband. No suspicious

:07:20. > :07:22.circumstances were found at the time 39-year-old Colette Davies

:07:22. > :07:31.died but following a review by South Wales Police a 50-year-old

:07:31. > :07:35.man, formerly of Bridgend, has been arrested on suspicion of murder.

:07:35. > :07:38.Pembroke power station has been granted an environmental permit. It

:07:38. > :07:41.means the site could be fully operational within a year. But the

:07:41. > :07:46.Environment Agency says its owners, RWE npower will have to stick to

:07:46. > :07:56.tough standards. Environmentalists have claimed the site will waste

:07:56. > :07:56.

:07:56. > :08:01.After more than two years of construction this �1 billion power

:08:01. > :08:03.plant is almost ready. Earlier today it was granted its

:08:03. > :08:06.environmental permit following what the Environment Agency described as

:08:06. > :08:12.one of the most intensive assessments it has ever carried out

:08:12. > :08:21.in Wales. The Welsh Government had even stepped in to put the process

:08:21. > :08:30.on hold. Even now, RWE npower will have to meet strict standards.

:08:30. > :08:34.The conditions will control from the chimneys, the conditions

:08:34. > :08:40.will control noise to prevent nuisance to local people. Very

:08:40. > :08:44.importantly, it will control the discharges of cooling water into in

:08:44. > :08:47.Milford Haven. It was that discharge of water that was of most

:08:47. > :08:50.concern to environmentalists. Once it is up and running this plant

:08:50. > :08:52.will remove 3.5 million cubic metres of water from the Cledau

:08:52. > :09:02.Estuary every day to cool turbines before releasing water that is

:09:02. > :09:04.

:09:04. > :09:10.eight degrees warmer back into the waterway. One government adviser

:09:10. > :09:16.said that it may contravene EU law. There is an increase in temperature

:09:16. > :09:21.and increased chemicals going into the water away. Both in our belief

:09:21. > :09:25.are likely to have an impact which will change the ecological

:09:25. > :09:31.characteristics of the waterway. Under European law the development

:09:31. > :09:37.should not be allowed.. suggestion is that RWE npower

:09:37. > :09:44.should try to recycle more of the heat it generates. We will look at

:09:44. > :09:48.ways to improve and enhance their site. It is nothing new. If in the

:09:48. > :09:52.fullness of time something appears that we can re-use some of the low-

:09:52. > :09:56.grade waste heat that has left, we will look at it. As the building

:09:56. > :09:58.work draws to a close here the next step is to begin the

:09:58. > :10:08.decommissioning process. RWE npower hope to be generating enough

:10:08. > :10:11.electricity for three million homes Still to come on the programme -

:10:11. > :10:17.Fed up with the traffic and noise. Local people say they were not

:10:17. > :10:21.warned this road would be the main route to a wind farm building site.

:10:21. > :10:30.They are off. The Wales Rally GB gets underway. The best of the

:10:30. > :10:35.Wales needs a direct air link with America and the Middle East to

:10:35. > :10:38.boost business. That's the message tonight from Cardiff Council. Its

:10:38. > :10:41.deputy leader has told Wales Today the routes are crucial to the

:10:41. > :10:44.success of the business district planned for the capital. The call

:10:44. > :10:47.comes on the day it was announced flights to Zurich from Cardiff

:10:47. > :10:56.airport will stop in Bristol to ensure enough passengers keep using

:10:56. > :11:00.These are tough times for Cardiff airport. It lost a third of its

:11:00. > :11:05.passengers between 2007 and 2010. Then last month its main budget

:11:05. > :11:07.airline BMI baby left too. In the capital itself �160 million has

:11:07. > :11:10.been earmarked to develop business district plans, encouraging more

:11:10. > :11:20.firms to set up shop but the council says that vision needs

:11:20. > :11:22.

:11:22. > :11:28.direct links to destinations like New York and Dubai. I know with New

:11:28. > :11:33.York there is a deal on the table. I am very concerned that you are

:11:33. > :11:37.going to get to places like Birmingham, Bristol beating Cardiff

:11:37. > :11:42.to the pence. There is a deal to be then so let's nail it and get it

:11:42. > :11:45.done. Let's get jobs and prosperity in to Cardiff. The airport says

:11:45. > :11:48.there are new places to fly from Cardiff; a route to Barcelona will

:11:48. > :11:51.start next year. Flights to Zurich started in March. At the moment

:11:51. > :11:54.that three day a week route to Switzerland goes directly from

:11:54. > :11:57.Cardiff, taking around two hours. But from next month it'll be

:11:57. > :12:06.stopping in Bristol en route, adding about an hour to the journey

:12:06. > :12:10.time. It is very sad news for Cardiff. It will take opportunities

:12:10. > :12:13.for business away from Cardiff. Stopping in Bristol will not

:12:13. > :12:15.encourage people to visit Cardiff. The Welsh Government said it was

:12:15. > :12:21.working closely with Cardiff airport to identify potential new

:12:21. > :12:26.routes into Wales. We have the possibility of government support.

:12:26. > :12:31.But support these to be directed to those aliens who can offer the best

:12:31. > :12:35.choice of routes out of Cardiff and government support, although it

:12:35. > :12:38.can't be provided for all airlines, can be targeted at those that are

:12:38. > :12:42.most important. No-one from the airport was available for interview

:12:42. > :12:46.but they said they were pleased to have started two new routes in

:12:46. > :12:56.tough economic times. They said it was down to the public to support

:12:56. > :13:04.

:13:04. > :13:07.CBI Wales says the Welsh government should be encouraging companies to

:13:07. > :13:11.locate outside the eurozone to new markets if they are to improve

:13:11. > :13:15.trade. It comes on the day the EU downgraded its forecast for

:13:15. > :13:25.economic growth in the region. You can see more on that story tonight

:13:29. > :13:34.A man believed to be from Barry has died after an incident at the

:13:34. > :13:36.former prime Fry's Cadbury Satan Bristol. The site closed earlier

:13:36. > :13:40.this year and contract as were brought in to dismantle machinery

:13:40. > :13:43.and fittings. It is thought the accident involved the bigger.

:13:43. > :13:48.Health and safety and are investigating.

:13:48. > :13:52.Work on an access road for a new winter -- when firemen

:13:52. > :14:02.Carmarthenshire has started. Many people living near by a say they

:14:15. > :14:25.There are plenty of trucks on the road. It is used for an open cast

:14:25. > :14:30.mine, a landfill site, and now many more lorries are here. The sentence

:14:30. > :14:40.to the building site is directly opposite this man's Farm way home.

:14:41. > :14:43.This is continuous, all day long. Lorries going, low loaders deliver.

:15:01. > :15:10.towers will have to negotiate the road, as well as getting to the

:15:10. > :15:16.town centre before the wind farm is build on the hillside. The council

:15:16. > :15:20.says work on the hill was completed. Most of the town and many county

:15:20. > :15:23.councillors say that local people have not been properly inform.

:15:23. > :15:29.Because it's in Carmarthenshire, there has been no consultation of

:15:29. > :15:32.the feeling of the people who are going to be directly affected. The

:15:32. > :15:36.people in the town will not be affected by the wind farm, it is

:15:36. > :15:45.the access route and 12 months of chaos and destruction that will

:15:45. > :15:55.affect en. Turbines will be built here. The developer, owned by the

:15:55. > :15:56.

:15:56. > :16:00.Irish government, says it has followed to the policies...

:16:00. > :16:09.In the summer we had a series of public information road shows, and

:16:09. > :16:14.invited more than 18,000 dwellings across Port Talbot. We agreed

:16:52. > :16:56.work -- the work is not expected to be completed until 20th January 13.

:16:56. > :17:01.A writer from Belfast won the University of Wales Dylan Thomas

:17:01. > :17:08.Prize last night. Lucy Caldwell won 30,000 pounds for her novel, the

:18:23. > :18:28.to have been embraced by local people. Thousands turned out to

:18:28. > :18:33.watch the opening stages earlier this afternoon.

:18:33. > :18:38.The tranquillity of a beautiful afternoon was replaced by the roar

:18:38. > :18:41.of engines. 74 of the world's top drivers arrived for the start of

:18:42. > :18:45.Wales Rally GB. This is the final event of the World Rally

:18:45. > :18:50.Championship, with the overall winner to be decided. It could come

:18:50. > :18:54.down to the final stage on Sunday. Today the drivers tackled stages

:18:54. > :18:58.here, where one false move on the cliff side roads could spell

:18:58. > :19:06.disaster. It is tricky. I have never driven

:19:06. > :19:10.across it before. Organisers wanted to include the whole of Wales and

:19:10. > :19:17.the rally, but some changes to the route were forced upon them. A few

:21:34. > :21:40.real pleasure, and I am sure the drivers will be appreciated --

:21:54. > :22:02.This event has been in Wales now for 12 years, and I think it has

:22:16. > :22:26.man behind their team is Dave Richards, who is the boss of the

:22:31. > :22:34.Testing in the forest of the Neath valley last week, the Mini was back

:22:34. > :22:39.in the World Rally Championships after nearly half a century. Trying

:22:45. > :22:51.turbocharged engine enables the new prole drive car to reach 60 in 2.7

:22:51. > :22:56.seconds. But the strength was its handling that led it to dominate

:22:56. > :23:03.rallies in the 60s. Famous wins in Monte Carlo assured his place in

:23:03. > :23:13.motorsport history, sealing its place in the icons of sporting

:23:16. > :23:23.history. It is 50 years since we saw ninnies winning the Monte Carlo

:23:23. > :23:29.Rally -- Minis. Would ever be going the world, there are fans

:23:29. > :23:35.everywhere, in Spain, France and Germany. Kris Meeke from Northern

:23:35. > :23:40.Ireland this his first professional rally in Wales, and sees it has his

:23:40. > :23:45.home turf. He hopes this car will propel his career to new heights.

:23:50. > :23:54.special. It is the first year in the sport, and we have seen that

:23:54. > :24:01.the chassis of the cad is exceptionally good. It is important
