:01:04. > :01:11.coaching staff, and with these extraordinary players, we are so

:01:11. > :01:15.excited, Wales can feel pretty good about itself at the moment. Good

:01:15. > :01:17.evening. An NHS fertility clinic has been accused of a series of

:01:17. > :01:21.failures, after frozen donor samples were mistakenly destroyed,

:01:21. > :01:23.and others were used without proper screening. The head of IVF Wales in

:01:24. > :01:27.Cardiff resigned earlier this year, but concerns remain over staffing

:01:27. > :01:34.levels, and a drop in success rate at the clinic. More from our health

:01:34. > :01:37.correspondent, Hywel Griffith. It's a place which has brought hope

:01:37. > :01:40.to thousands of couples. But IVF Wales' reputation has been

:01:40. > :01:47.shattered by an inspection report detailing basic mistakes which

:01:47. > :01:50.break the strict guidelines on fertility treatment. In one

:01:50. > :01:55.incident, sperm samples were found unlabelled at the bottom of a

:01:55. > :01:58.container flask, and destroyed without a witness. Managers say the

:01:58. > :02:03.three patients involved have other samples, but they've not been

:02:03. > :02:08.informed. In a second incident, the report describes how sperm samples

:02:08. > :02:12.were released for use early without proper screening tests.

:02:12. > :02:21.Disciplinary action and resignations followed. But tonight,

:02:21. > :02:24.there's a call for more answers. Bearing in mind the litany of

:02:24. > :02:29.failures from this report, bearing in mind the head of the unit has

:02:29. > :02:35.resigned, the head of Embryology has resigned, two people have been

:02:35. > :02:40.suspended, the dotty has come in and severely restricted the

:02:40. > :02:46.capacity -- d o Authority has cumin and severely restricted the

:02:46. > :02:49.capacity of IBF Wales to offer infertility services. That includes

:02:49. > :02:55.whether or not the Welsh Government was told of the problems. They've

:02:55. > :03:01.said they want NHS management to take urgent action.

:03:01. > :03:07.I believe we have strengthened our arrangements, such that we are, now

:03:07. > :03:12.performing a safe service. I think we have improved our service, and

:03:12. > :03:16.think there were always things to learn. Our licence was not taken

:03:16. > :03:21.away but we have been instructed we could do better. I believe we are

:03:21. > :03:24.now doing better and we are doing things safely to ensure that

:03:24. > :03:27.patients get the best possible service. Despite the assurances,

:03:27. > :03:30.tonight there are calls for an inquiry into mistakes at IVF Wales,

:03:30. > :03:33.and whether more could have been done to prevent them.

:03:34. > :03:41.This is a centre with a great reputation. Has that now been

:03:41. > :03:45.tarnished? They have had problems before, well-publicised, but

:03:45. > :03:48.nothing on this scale because nothing had previously led to the

:03:48. > :03:54.head of centre resigning, and disciplinary action against staff.

:03:54. > :03:59.Also, they have had to drastically change the number of patients they

:03:59. > :04:04.are treating, cutting back. Instead of 12 cycles a week, now they can

:04:04. > :04:09.only do six. They are not taking on any new private patients and

:04:09. > :04:15.limited the number of NHS patients. Equally worrying, when you look at

:04:15. > :04:19.this report, not just those incidences, but concerns about the

:04:19. > :04:28.drop in the success rate, and the staffing levels. What's the

:04:28. > :04:33.political fall out? We have heard for Racal for an inquiry into these

:04:33. > :04:38.blunders to be investigated fully, not just the mistakes, but who knew.

:04:38. > :04:41.We will wait to see what the Health Minister does about that.

:04:41. > :04:48.anyone watching who might be undergoing IVF, what should they

:04:48. > :04:54.take from this? It is important to stress the majority of treatments

:04:54. > :04:58.take place safely, and in this case, the centre says it has responded to

:04:58. > :05:03.concerns. Anyone treated at this clinic who feels they may have been

:05:03. > :05:06.affected is advised to contact them to get more advice.

:05:06. > :05:10.A 50-year-old man has appeared in court charged with the murder of

:05:10. > :05:13.his wife seven years ago. John Clifton Davies, from Milton Keynes,

:05:13. > :05:17.has also been charged with fraud. Colette Davies, from Bridgend, fell

:05:17. > :05:27.80 feet near a river bridge while on honeymoon in the north of India

:05:27. > :05:29.

:05:29. > :05:33.in 2004. The Welsh government has revealed

:05:33. > :05:37.in expectancy expects to spend three but �4 billion put in

:05:37. > :05:42.students through university over the next six years. That includes

:05:42. > :05:45.�1 billion for the tuition fee Grant. Opposition parties have

:05:45. > :05:51.raised questions about whether it is affordable and the government

:05:51. > :05:55.has admitted those figures could change. The figure that we will

:05:55. > :06:05.eventually end up paying will depend on the number of Welsh

:06:05. > :06:06.

:06:06. > :06:10.students who applied to go to university. It is a very difficult

:06:10. > :06:14.figure to estimate. We are committed to funding this policy

:06:14. > :06:17.for the lifetime of this Assembly. A 47-year-old man has died while

:06:18. > :06:21.walking on Cader Idris in Gwynedd at the weekend. Christopher Currie,

:06:21. > :06:24.from Southampton, is thought to have fallen around 400 feet. He was

:06:24. > :06:29.reported missing on Saturday. His body was found the next day, after

:06:29. > :06:31.an all-night search by mountain rescue teams.

:06:31. > :06:37.British Airways is considering expanding its maintenance operation

:06:37. > :06:41.in Wales. St Athan in the Vale of Glamorgan is one of a number of

:06:41. > :06:50.options the airline is looking at, as it prepares to cope with more

:06:50. > :06:54.work next year. British Airways already has a big

:06:54. > :06:58.presence in Wales. It employs more than 1000 people at its maintenance

:06:58. > :07:03.base at Cardiff Airport. Due to wear heavy workload, it needs more

:07:04. > :07:10.capacity and it says one possible location is St Athan, the military

:07:10. > :07:16.base four miles away. It would be a boost to St Athan, thousands of RAF

:07:16. > :07:21.engineers used to work here. Now much of this site lies empty.

:07:21. > :07:26.see British Airways landing here would be a magnet to draw other

:07:26. > :07:31.companies who would want to know, what a British Airways doing here?

:07:31. > :07:36.Maybe we could get an interiors contract and build the site up back

:07:36. > :07:40.to the numbers it was in its heyday. No final decision has been taken by

:07:40. > :07:46.British Airways but there are obvious attractions. St Athan has a

:07:46. > :07:49.long runway and an existing pool of aircraft engineers in the area. We

:07:49. > :07:53.understand negotiations are at a critical stage but behind the

:07:53. > :07:58.scenes, there will be high hopes for British Airways to have a

:07:58. > :08:03.presence here. The Welsh government has made St Athan one of its new

:08:03. > :08:08.enterprise zones with a specific intention to attract investment

:08:08. > :08:13.into radiation. In recent years, much has been promised at St Athan,

:08:13. > :08:20.first came the ambitious red dragon Super Hannah. His fate was sealed

:08:20. > :08:25.when the MoD transferred the work done by St Athan to another base.

:08:25. > :08:30.The Hana still lies empty. Then came the drawn up plans to build a

:08:30. > :08:33.military training academy which was scrapped last year. These

:08:34. > :08:39.aeroplanes are the last of the RAF aircraft to be repaired here. In

:08:39. > :08:44.February, all that work will go. British Airways would offer a new

:08:44. > :08:48.direction. There are opportunities coming forward and I think being so

:08:48. > :08:53.close to St Athan puts them in a strong place. Let's not run before

:08:53. > :08:58.we can walk, let us ensure we have our feet on the ground and we are

:08:58. > :09:02.keeping this well within manageable opportunities. The future is not

:09:02. > :09:06.clear for St Athan but this development would mean jobs are

:09:06. > :09:10.generated and aircraft continue to fly in and out of this famous old

:09:10. > :09:18.RAF base. How's this for a huge train set?

:09:18. > :09:22.200 stations, 900 miles of track, and a budget of �200 million. The

:09:22. > :09:26.railways of Wales used to be run by Network Rail from England. Tonight,

:09:26. > :09:35.it's all change. The service is to be devolved and run from Wales. The

:09:35. > :09:42.new man at the top is Mark Langman. Good evening. What difference will

:09:42. > :09:47.I notice as a passenger? It is worth putting this into context,

:09:47. > :09:53.this is the first time in 100 and ended five years of railway history

:09:53. > :09:59.that the railway in Wales has actually been controlled from here

:09:59. > :10:04.in Wales and decisions will be made from here in Wales. There is a lot

:10:04. > :10:09.going on it the moment. We have spent �200 million a year just on

:10:09. > :10:13.maintaining and operating and renewing the railway. What is

:10:13. > :10:18.happening is the amount of money we are investing to improve capacity.

:10:18. > :10:21.One scheme we are launching is a �200 billion additional spend to

:10:21. > :10:29.upgrade railways around Cardiff. Given that funding for railways

:10:29. > :10:34.isn't devolved, what impact in reality will this have?

:10:34. > :10:39.What is being devolved is the Budget to me in Wales. For the

:10:39. > :10:44.first time rather than people in Swindon or London or Manchester,

:10:44. > :10:50.those decisions will be made here and I have the budget. What are

:10:50. > :10:54.your priorities? Growing the railway, I want to talk to

:10:54. > :10:59.stakeholders, work closely with customers and train operators, and

:10:59. > :11:04.the Welsh government, to look for more opportunities because I

:11:04. > :11:08.believe this is part of a vibrant economy for Wales. Passenger

:11:08. > :11:14.numbers are increasing, realistically, can you grow that

:11:14. > :11:18.any more? The you are right, we have seen more passengers

:11:19. > :11:22.travelling that at any other time in railway history. The scheme I

:11:22. > :11:27.have talked about is an example where we are growing too fast D,

:11:27. > :11:32.where we can move more passengers and freight through Cardiff by

:11:32. > :11:37.building new platforms and improving signals. How will we know

:11:37. > :11:43.if you have been a success, how should we measure it? What I would

:11:43. > :11:47.like to see his a wise decision around how we fund and what we

:11:47. > :11:52.spend our money on. That should enable us to be more efficient by

:11:52. > :11:57.working closely with our customers and the Welsh government, and to

:11:57. > :12:00.invest money and save money for the taxpayer. Much more to come before

:12:20. > :12:23.country is under attack throughout the year. Now the Welsh Government

:12:24. > :12:28.says it wants those threats managed better by the agencies involved. A

:12:28. > :12:36.national all-Wales strategy has been drawn up for the first time.

:12:41. > :12:49.was closed. No one was hurt when this cliff collapsed a couple of

:12:49. > :12:53.weeks ago. We cannot always rely on Lady Luck. In the teeth of a gale,

:13:00. > :13:05.the coastal flooding which hit last year. And the damage caused.

:13:05. > :13:11.couldn't get through the garden. I came down half-an-hour later. There

:13:11. > :13:16.was no warning. It was gone like that, everything is gone. Here,

:13:16. > :13:20.flooding events are mercifully rare, but if climate change predictions

:13:20. > :13:27.are accurate and sea levels rise, they may become more frequent.

:13:27. > :13:31.Already in Wales, one in six properties is at risk from flooding.

:13:31. > :13:35.Coastal protection work under way near Aberystwyth, a good place to

:13:35. > :13:39.launch the new strategy. Investment will be directed towards areas most

:13:39. > :13:43.at risk. There is a message while some money is available for

:13:43. > :13:49.infrastructure, agencies and councils do need to come together

:13:49. > :13:53.to manage the risk. It is never going to be enough, to build all of

:13:53. > :13:57.the Defence's right around Wales. That would really be necessary. It

:13:57. > :14:01.is very much about being smarter and more intelligent in our

:14:01. > :14:07.approach and working with communities, and businesses. Back

:14:07. > :14:13.here, they are our message. Small scale construction work is on hand

:14:13. > :14:16.to contain floodwaters. Some have started putting up planks of wood

:14:17. > :14:22.against the gateposts to stop the water coming into the gardens.

:14:22. > :14:26.Other changes have already happened. Robert Williams is one of the local

:14:26. > :14:32.flood wardens appointed in the last year to write a link between

:14:32. > :14:38.residents and authorities. A Yaya Toure -- two way flow of

:14:38. > :14:42.information. The plan is we can cause an it better and make plans

:14:42. > :14:49.and I think it will happen. This time with better co-ordination of

:14:49. > :14:54.all concerned, the council, of residents, we can prevent any

:14:54. > :15:03.damage to properties. It is all about recognising the risks and

:15:04. > :15:10.planning for it. Nature can be the New legislation is needed to force

:15:10. > :15:13.public authorities to investigate cases of elder abuse. Age Cymru say

:15:13. > :15:16.around 39,000 older people have suffered some form of abuse in

:15:16. > :15:21.their home. The boss government says it is committed to protecting

:15:21. > :15:25.older people. We are concerned that particularly

:15:26. > :15:29.at a time of financial pressers, we know some cases will drop off the

:15:29. > :15:34.radar and will not be investigated quickly -- pressures. That is

:15:34. > :15:38.dangerous because people might do to you on -- suffer ongoing abuse.

:15:38. > :15:41.We want to make it clear and to make people batterer involved in

:15:41. > :15:44.adult protection, to give them stronger powers to make other

:15:44. > :15:47.people sit around the table, investigate the case and put in a

:15:47. > :15:50.suitable course of action to stop abuse happening.

:15:50. > :15:55.The Welsh Government must make major changes to its draft budget

:15:55. > :15:58.if it is to win support from any of the opposition parties, that is the

:15:58. > :16:03.warning tonight from party leaders ahead of tomorrow's big vote on

:16:03. > :16:12.spending plans. However the finance minister Jane Hutt says she is hope
