:00:05. > :00:15.Welcome to Wales Today. Tonight's headlines: Labour and the Lib Dems

:00:15. > :00:15.

:00:15. > :00:25.strike a deal over the budget. we can look forward to securing the

:00:25. > :00:40.

:00:40. > :00:43.Also - remembering the name you should died at Gleision.

:00:43. > :00:53.Julie Morgan - wife of the former First Minister Rhodri Morgan - says

:00:53. > :00:56.she may have been a victim of phone hacking. I was shocked and upset.

:00:56. > :01:00.Then I felt angry. In tonight's sport - Wales beat

:01:00. > :01:03.England at the Rugby 7's. And it's set to be a 300th club appearance

:01:03. > :01:05.for Stephen Jones - it's a welsh derby tonight as the Scarlets

:01:05. > :01:15.welcome the Dragons. And rare in this number - 100,000

:01:15. > :01:16.

:01:16. > :01:18.starlings making Wales their home Good evening. After months

:01:18. > :01:22.wrangling, and behind the scenes talks, a budget deal's been struck

:01:22. > :01:26.in Cardiff Bay. The Welsh Government and the Liberal

:01:26. > :01:34.Democrats have agreed how to spend 14.5 billion. First Minister

:01:34. > :01:41.Carwyn Jones said it would help the economy and create jobs. But the

:01:42. > :01:46.other opposition parties say the Lib Dems have sold out.

:01:46. > :01:52.They have been meeting behind- closed-doors trying to a good be on

:01:52. > :01:56.how to Vic-Wells budget will be spent. Without a clear majority in

:01:56. > :02:02.the assembly Labour needed the support of at least one of

:02:02. > :02:05.opposition parties to get its spending plans approved. After

:02:05. > :02:14.negotiations with plied Cumbrae and the Liberal Democrat it was

:02:14. > :02:22.announced that they had made agreement with the Lib Dems. This

:02:22. > :02:28.was done after a lot of detailed negotiation. This will secured a

:02:28. > :02:34.financial basis for Wales. What have the agreed? The Lib Dems

:02:34. > :02:39.wanted more cash for the poorest Seoul is an extra 20 million for

:02:40. > :02:44.children to achieve their potential. Also 40 million was announced over

:02:44. > :02:48.two used to protect the economy. The Chancellor will give details in

:02:48. > :02:52.next week's spending statements and both parties will agree how to

:02:52. > :03:01.spend it. It would have been unthinkable

:03:01. > :03:08.given these very difficult times to leave this country without a budget.

:03:08. > :03:14.According to some the Lib Dems have sold their support cheaply.

:03:14. > :03:23.shows the her doing something, but the Labour government has been

:03:23. > :03:28.condemning the Liberals roundly. The orbits needed a partner.

:03:28. > :03:35.Today's deal means there is a clear idea how the money will be divided

:03:35. > :03:39.next year. The deal has to be stamped in an assembly fought in

:03:39. > :03:42.less than a fortnight. Let us speak to hour correspondent

:03:42. > :03:48.at the Assembly. How much other surprise was the announcement

:03:48. > :03:52.today? The timing was a surprise. People thought it might go right

:03:52. > :03:59.down to the wire. What is perhaps not a surprise that the deal is

:03:59. > :04:06.with the Liberal Democrat. I am told the price that plied country

:04:06. > :04:11.was asking was too expensive. It is also good for the Lib Dems in that

:04:11. > :04:15.being seen to do a deal with Labour here detoxify rises to an extent

:04:15. > :04:20.their view of left-wing voters were unhappy with the Coalition between

:04:20. > :04:24.the Lib Dems and the Conservatives in Westminster. This is very

:04:24. > :04:33.significant for the stability of Carmen Jones's government? Wales to

:04:33. > :04:39.the Budget. Government needed a Budget. 20 million, which the Lib

:04:39. > :04:43.Dems have extracted, what does that mean? It is not that much money.

:04:43. > :04:46.But when you apply it to actual schools on the ground the sounds

:04:46. > :04:54.they will be receiving in some cases are tens of thousands of

:04:54. > :04:57.pounds extra, up to 100,000 in some areas, so it is not

:04:57. > :05:01.insignificant for schools and is not insignificant for the political

:05:01. > :05:04.fortunes of the Liberal Democrat. Another baby is suspected to have

:05:04. > :05:07.been infected with ecoli at Swansea's Singleton hospital. The

:05:07. > :05:10.latest case involves a baby who is carrying the bacteria - without any

:05:10. > :05:13.signs of infection. An independent review has been announced into the

:05:13. > :05:15.deaths of two premature babies at the hospital. The maternity unit is

:05:15. > :05:19.currently only open to full-term babies following the deaths.

:05:19. > :05:22.And there is a helpline set up for women who are due to give birth at

:05:22. > :05:32.Singleton Hospital and may have worries. The number is 07747 615

:05:32. > :05:36.

:05:36. > :05:40.627. Around 300 people have attended a

:05:40. > :05:43.memorial in the Swansea Valley for the four miners who died at the

:05:43. > :05:46.Gleision colliery in September. The service, at St Peters Church in

:05:46. > :05:49.Pontardawe, also remembered five year old Harry Patterson who died

:05:49. > :05:57.in a car accident outside his home near the mine in the same week.

:05:57. > :06:07.Kate Morgan reports. They came to remember their loved

:06:07. > :06:11.

:06:11. > :06:19.ones. In memory of Charles. We like this candle in memory of Gary.

:06:19. > :06:25.tragedies struck this community within one week. These men were

:06:25. > :06:31.killed when a mine flooded at Gleision colliery two months ago.

:06:31. > :06:39.The first minister met with families at the service and spoke

:06:39. > :06:49.of what he felt. To date all of wheels remembers with you. God

:06:49. > :06:49.

:06:49. > :06:55.bless you. Two days earlier and near the main a five-year-old boy

:06:55. > :07:05.was killed in an accident. Today his school friends paid their own

:07:05. > :07:15.

:07:15. > :07:22.This afternoon five families from the community came together over at

:07:23. > :07:28.their loss. 300 people in the area joined them to offer support.

:07:28. > :07:35.Everybody knows somebody who was involved. There was a sense of loss

:07:35. > :07:45.that somehow it these people have been lost. There for the express

:07:45. > :07:49.

:07:49. > :07:53.compassion and care. The service to the has been very well attended. I

:07:54. > :07:59.think we can all share in the sentiment. We are hoping that the

:07:59. > :08:09.valley can now move on. Hopefully the families realised be are still

:08:09. > :08:12.

:08:12. > :08:19.there for them in the future. was a tragedy. I cannot begin to

:08:19. > :08:23.imagine what the family's went through and hard going through. It

:08:23. > :08:28.is affecting so many people in different ways. It is been two

:08:28. > :08:36.months since grief struck at the heart of this community, but today

:08:36. > :08:39.tribute was paid. The wife of the former First

:08:39. > :08:42.Minister Rhodri Morgan says she may have been a victim of phone hacking.

:08:43. > :08:47.Julie Morgan, the Labour AM for Cardiff North, says she's been in

:08:47. > :08:50.contact with police over calls made to her phone in 2005 and 2006. She

:08:50. > :09:00.said the calls had come from News International, the owners of the

:09:00. > :09:02.

:09:02. > :09:09.News of the World. The company says it's co-operating with police.

:09:09. > :09:14.first couple of Welsh politics. In 2005 Julie Morgan was in Parliament

:09:14. > :09:17.and her husband was first minister. But were people listening in to her

:09:17. > :09:25.phone messages? She has been told she is a potential victim of phone

:09:25. > :09:35.hacking - something that came as a shock. I was very shocked. I was

:09:35. > :09:35.

:09:35. > :09:41.upset. I felt angry. I am only finding out five years later when

:09:41. > :09:49.it is difficult to see back and see what was happening. Since 2005 it

:09:49. > :09:55.has come to light that journalist of the News of the world were

:09:55. > :09:59.listening to messages. An inquiry is up and running. According to one

:09:59. > :10:04.former newspaper editor that if there is doing enormous damage to

:10:04. > :10:09.the industry. The image of journalists will have taken a knock

:10:09. > :10:18.this week. There is no doubt about that. People will remember things

:10:18. > :10:23.like this. It will cause damage. It will make it harder for journalists

:10:23. > :10:30.to to their work. On Monday the inquiry will hear from Charlotte

:10:30. > :10:34.Church. She says that it has had a brutal impact on her family's life.

:10:34. > :10:42.The inquiry is wide-ranging and will take time to go to a

:10:42. > :10:46.conclusion. The hacking scandal has touched a great many people.

:10:46. > :10:49.A serial rapist and paedophile who tried to evade justice by going on

:10:49. > :10:52.the run has been jailed for 18 years at Cardiff Crown Court. 43

:10:52. > :10:55.year old Edwin Smith from Bargoed, near Caerphilly, carried out sex

:10:55. > :10:59.attacks on girls and women between 1985 and 2006.

:10:59. > :11:04.Tolls on both of the Severn Bridges are to rise again from the

:11:04. > :11:07.beginning of next year. Crossing into Wales by car will now cost 6.

:11:07. > :11:11.That's 30 pence more than the current charge. The price for small

:11:11. > :11:15.goods vehicles and small buses has also gone up - by 60 pence, while

:11:15. > :11:19.heavy goods vehicles and buses will pay 18.10. That's an increase of

:11:19. > :11:22.90 pence. It is considered of the most

:11:22. > :11:26.picturesque parts of the country, but new figures show that workers

:11:26. > :11:29.in parts of Gwynedd are amongst the lowest paid in the UK. Median

:11:29. > :11:39.earnings in the Dwyfor Meironydd are almost 10,000 a years less

:11:39. > :11:42.

:11:42. > :11:49.than in the most affluent area of Cardiff. Here's Roger Pinney. Do

:11:49. > :11:53.open for business but not bristling with trade. If you worked here you

:11:53. > :12:02.are probably in tourism or retailing or farming. There is not

:12:02. > :12:07.much else. The tourist trade is incredibly seasonal. I spoke to one

:12:07. > :12:11.businessman here he told me that 75 % of his annual take comes in just

:12:11. > :12:16.six weeks. Around the town is events of that. Shops closed for

:12:16. > :12:20.the winter season. When they are close they are not employing anyone.

:12:21. > :12:25.No wonder pay here tends to be lower than anywhere else in the UK.

:12:25. > :12:30.Even those shots which were open struggle at this time of year.

:12:30. > :12:40.have to try and make as much as you can in the summer. You are relying

:12:40. > :12:41.

:12:41. > :12:51.on decent weather. According to the latest figures average pay for this

:12:51. > :13:01.

:13:01. > :13:05.latest figures average pay for this But businesses here you keep going.

:13:05. > :13:09.This woman is a hairdresser. For while she moved away from the town,

:13:09. > :13:14.but came back and found a full-time job. Many of her contemporaries

:13:14. > :13:18.have not. It is difficult. I am lucky because they went to college

:13:18. > :13:26.and trained. I was lucky to get the job at the end of it. It is

:13:26. > :13:29.difficult. I moved to the wholesale trade. I have also got a shop and a

:13:30. > :13:35.chip shop. This man is a businessman and local councillor.

:13:35. > :13:39.The problem he says his lack of opportunity. Since we lost the air

:13:39. > :13:45.base, the nuclear power station, we lost jobs that were a bit more

:13:45. > :13:48.specialised. Those people moved away. If you once he went to a

:13:48. > :13:53.specialist job in engineering or something like that you have to

:13:53. > :13:57.move away from the area. It is all about geography and is

:13:57. > :14:03.difficult to see how the kind of skilled jobs that pay well can ever

:14:03. > :14:11.Still to come in the programme - Escaping harsh conditions. A

:14:11. > :14:14.hundred thousand starlings come to Companies involved in forestry are

:14:14. > :14:18.warning of job losses in the industry if plans to merge bodies

:14:18. > :14:20.which look after the environment go ahead. Proposals to combine the

:14:20. > :14:25.Countryside Council, the Forestry Commission and Environment Agency

:14:25. > :14:33.in Wales could be approved next week. More from our environment

:14:33. > :14:37.correspondent, Iolo ap Dafydd. From forests to flood protection,

:14:37. > :14:41.caring for our environment is in the hands of three public bodies.

:14:41. > :14:45.The Countryside Council for wears advises the Welsh Government on

:14:45. > :14:51.land management and wildlife. The Environment Agency is responsible

:14:51. > :14:56.for the quality of air and water as well as flooding. Protecting trees

:14:56. > :15:00.is done by the Forestry Commission. After nine months' work a business

:15:00. > :15:04.plan supporting merging the three into a single environment body is

:15:04. > :15:12.now ready for the Welsh Government to consider. We understand the

:15:12. > :15:16.strong record of commercial forestry in Wales very much helped

:15:16. > :15:20.by the Forestry Commission. The business case will consider and

:15:20. > :15:25.evaluate whether anything would be lost or not through the creation of

:15:26. > :15:32.a single environment body. 10,000 people are directly employed in

:15:32. > :15:40.forestry in Wales, worth over 840 million annually to the economy.

:15:40. > :15:45.Half of the commission's income comes from selling what. If the

:15:45. > :15:52.merger goes ahead, the manager here says it could supply -- affect

:15:52. > :15:56.their supply. If our supply of raw material is not assured and we

:15:56. > :16:03.don't have the support of the Forestry Commission to ensure our

:16:03. > :16:08.raw material chain is maintained, we would not be in a position to

:16:08. > :16:12.invest in new technology and new jobs at the site. These contract is

:16:12. > :16:15.in mid Wales are members of the industry association which has been

:16:15. > :16:21.canvassing the government not to include the Forestry Commission in

:16:21. > :16:24.its merger plans. There are two parallel courses. You have got

:16:24. > :16:29.their natural environment framework which is about the legislative and

:16:29. > :16:35.policy side of things and then you have the proposal of a new body. At

:16:35. > :16:41.the moment, as things stand, the legislation will not happen until

:16:41. > :16:45.2015 wears the merger will happen in 2013. We are putting the cart

:16:45. > :16:49.the height -- before the horse. environment body will affect most

:16:49. > :16:54.people in Wales if it gets the go- ahead. There are still some awkward

:16:54. > :16:58.questions for the Welsh Government to consider. How can the same

:16:58. > :17:03.organisation in future assume and advising and a regulating role on

:17:03. > :17:08.the environment? B gas fired power station near Pembroke Dock is a

:17:08. > :17:14.case in point. They can decide Council advised that Welsh

:17:15. > :17:19.Government it could be violating European law. The Environment

:17:19. > :17:23.Agency gave the plans a permit to operate. In future, the same body

:17:23. > :17:28.could be asking the questions and giving the answers. Claire is here

:17:28. > :17:31.now with the day's sport. Good evening. Let's start with rugby. It

:17:31. > :17:34.is a Welsh derby tonight in the Pro12 as the Scarlets welcome the

:17:34. > :17:38.Dragons. Stephen Jones will captain the home side marking his 300th

:17:38. > :17:41.appearance for the club. After being dropped from the Wales squad

:17:41. > :17:44.he has opted to play for the Scarlets rather than the Barbarians

:17:44. > :17:47.tomorrow. The Dragons are looking to move out

:17:47. > :17:55.of the bottom two in the Pro12 table. Let's go live to Parc y

:17:55. > :17:59.Scarlets now. Scrum V's Ross Harries is there for us. Both sides

:17:59. > :18:04.are missing key personnel and Nigel Davies admitting that the vultures

:18:04. > :18:11.have been circling for some of his players, the likes of George North

:18:11. > :18:16.and Rhys Priestland. The Scarlets have become victims of

:18:16. > :18:20.their own success. They have spent a lot of money and investing in

:18:20. > :18:23.youth and developing players from within the region. Many were picked

:18:24. > :18:28.and shone at the World Cup. That means some richer foreign clubs

:18:28. > :18:33.have come looking around. Nigel Davies had the foresight to sign

:18:33. > :18:39.some of them up for a long term contracts. I am joined by Kingsley

:18:39. > :18:43.Jones and Robert Jones. It is a catch 22 for the coaches. You

:18:43. > :18:48.invest in the coach it -- been the young players and the rich clubs

:18:49. > :18:53.come sniffing around. Welsh rugby is buoyant at the moment. The

:18:53. > :18:57.players make those mistakes, they learn from them and they're top of

:18:57. > :19:01.their game at 23. That emphasises how important academies are, to

:19:01. > :19:06.make sure you have the next group coming up behind. He would like to

:19:06. > :19:14.see some loyalty from the players. If it is a matter of 15,000 more,

:19:14. > :19:24.you hope they will stay with you. The some of the French clubs can

:19:24. > :19:24.

:19:24. > :19:29.give double the salary. Wales are playing Australia next weekend but

:19:29. > :19:36.many players are missing. At the dinner that the results in Europe,

:19:36. > :19:41.the Welsh clubs have done fantastically well. Very

:19:41. > :19:44.disappointing for the coaches. Nigel Davies has mentioned that

:19:44. > :19:49.today. It is an opportunity for youngsters to show what they are

:19:49. > :19:58.capable of. We have a crop of young players coming through. There are

:19:58. > :20:04.more coming through again. How hopefully the Scarlets can perform.

:20:04. > :20:08.An opportunity for some of them to stake a claim tonight. Scrum V live

:20:08. > :20:10.is at 7:00pm on BBC Two Wales. Last night the Cardiff Blues

:20:10. > :20:16.notched up their biggest win for two-and-half years as they thrashed

:20:16. > :20:21.their Italian opponent, Aironi, 38- 0. The Blues's bonus point takes

:20:21. > :20:27.them to third in the Pro12 table. Gavin Henson says he hopes to play

:20:27. > :20:29.for the club in a fortnight. Out in Australia at the IRB Rugby

:20:29. > :20:34.World Sevens, Wales are through to the quarter-finals after beating

:20:34. > :20:39.England this morning. They ran in three tries to win 21-7, the result

:20:39. > :20:46.seeing them top of Pool D. They also beat Scotland and Tonga. They

:20:46. > :20:49.will play Fiji in the quarter- finals tomorrow morning.

:20:49. > :20:51.Football - Swansea City welcome Aston Villa to the Liberty Stadium

:20:51. > :20:54.on Sunday. Cardiff City are in action tomorrow against Nottingham

:20:54. > :21:04.Forest and midfielder Peter Whittingham will once again be a

:21:04. > :21:06.

:21:06. > :21:10.marked man after an exceptional For the past few weeks it has been

:21:10. > :21:14.a case of getting the ball to Peter Whittingham and watching him fire

:21:14. > :21:18.it into the net. His long-range shooting is one of the reasons why

:21:18. > :21:23.Cardiff have climbed to third in the championship. For once this

:21:23. > :21:30.week, Peter Whittingham got -- was part of the match when he did not

:21:30. > :21:32.score. He was helping to coach a team from which it high school who

:21:32. > :21:42.were taking part in the npower Football League Girls Cup. Peter

:21:42. > :21:45.

:21:45. > :21:50.Whittingham is back to the championship tomorrow. I am happy

:21:50. > :21:54.with how things are going. We are picking up some good winds and

:21:54. > :21:58.unbeaten in quite a few games which is good for the confidence. Swansea

:21:58. > :22:02.City have another home match on Sunday against Aston Volette, the

:22:02. > :22:08.sort of game they need to win to ensure their top-flight survival. -

:22:08. > :22:12.- Aston Villa. They could have got something out of the game against

:22:12. > :22:16.Manchester United but Brendan Rodgers feels he needs to add to

:22:16. > :22:22.his board in January. I wanted to assess it through to

:22:22. > :22:28.January. The players have arrived - - have just arrived in this

:22:28. > :22:34.position. It gives us the opportunity to stay in the league

:22:34. > :22:37.and they feel we need between four and six players to ensure we keep

:22:37. > :22:42.the strength in depth. In the Blue Square best Premier, Wrexham are

:22:42. > :22:46.still the team to beat. The takeover by the supporters' Trust

:22:46. > :22:50.has still not been ratified. The Conference leaders are away to

:22:50. > :22:54.Braintree tomorrow. Newport County's battle is that the other

:22:54. > :22:59.end of the table. They're in the relegation zone but hope for three

:22:59. > :23:02.points against -- Luton tomorrow. From Bluebirds to starlings, and

:23:02. > :23:05.lots of them. It is estimated that one hundred thousand starlings have
