:01:44. > :01:53.look at congestion on the M4 and the future of tolls on the Severn

:05:04. > :05:07.that after the budget deal that we told you about on Friday between
:05:07. > :05:12.Labour and the Lib Dems, it will not be just up to Labour where it
:05:12. > :05:18.is spent. David mentioned regional pay in his report. What does that
:05:18. > :05:23.mean in Wales? It is not a brand new idea. It was floated by the
:05:23. > :05:28.last Labour UK government. The idea is that it gives you flexibility.
:05:28. > :05:34.That is this is my not be so afraid to come into the area, set up and
:05:34. > :05:39.take over skills because they feared that wage aspirations would
:05:39. > :05:44.be too high. Dionne went to Wales is that if you're going to decide

:08:57. > :09:03.structures. The devil will be in the detail. And something possibly
:09:03. > :09:07.for the M4. That sounds interesting. It was a kind of throwaway line
:09:07. > :09:11.this afternoon that there were 35 projects on infrastructure,
:09:11. > :09:17.including some stuff about the infrastructure for broadband across
:09:17. > :09:23.the UK. But the M4 but, I wonder what that means? Up again to get
:09:23. > :09:33.the third tunnel? Still a number of questions here from the business
:09:33. > :09:37.
:09:37. > :09:39.A new super university will be created in South East Wales to
:09:39. > :09:42.replace the existing, Glamorgan, Newport and Cardiff Metropolitan
:09:42. > :09:44.Universities. Announcing his blueprint for the future of Welsh
:09:44. > :09:47.Universities, the Education Minister Leighton Andrews said
:09:47. > :09:50.there was a persuasive case for a merger. But Glyndwr University in
:09:50. > :10:00.Wrexham gets a reprieve after proposals to merge it with Bangor
:10:00. > :10:04.and Aberystwyth were rejected. It is one thing suggesting his plan of
:10:04. > :10:10.purging three universities, but are they going to back these plants?
:10:10. > :10:14.think perhaps two 83 made back the plan but you need all three to back
:10:14. > :10:18.it if they are going to come together of their own will. From
:10:18. > :10:23.the centre of Cardiff, you go about 15 miles and you find for

:10:27. > :10:33.will keep Cardiff University and the plan is to get the other three

:10:37. > :10:42.on the UK stage. But Cardiff Metropolitan University is not
:10:42. > :10:47.having any of it. It says it wants to stay independent, its students
:10:47. > :10:52.wanted to stay independent, and yet here we have the Welsh government
:10:52. > :10:58.saying we want you to merge. the Linda University in Wrexham
:10:58. > :11:03.gets off the hook. They also wanted to stay independent. The initial
:11:03. > :11:07.plans as set out by the University Funding Council actually had that
:11:07. > :11:11.university disappearing. But they made the case to stay in north
:11:11. > :11:16.Wales, in Wrexham, and it seems that the education minister has
:11:16. > :11:23.listened, perhaps because some of his own backbench ministers --
:11:23. > :11:26.members made that case to him. There are some famous alumni of
:11:26. > :11:31.Cardiff Metropolitan University. Perhaps if they can get mobilise,
:11:31. > :11:36.they can do something to save her university. It is very clear that
:11:36. > :11:46.the Welsh government wants a new CBE University. The question is do
:11:46. > :11:51.
:11:52. > :11:55.students really want that war is that what the policy makers want?
:11:55. > :11:58.An inquest into the death of Wales football manager Gary Speed has
:11:58. > :12:01.been opened and adjourned. The cause of death from the post mortem
:12:01. > :12:05.examination was given as hanging. The body of the 42-year-old was
:12:05. > :12:10.found at his home in Chester on Sunday morning by his wife. Police
:12:10. > :12:13.say there are no suspicious circumstances. Plans to merge three
:12:13. > :12:16.of Wales's environment agencies into one large organisation have
:12:16. > :12:19.been announced by the Welsh government. The new body will see
:12:19. > :12:21.the Countryside Council, the Environment Agency and the Forestry
:12:21. > :12:25.Commission being amalgamated. It's estimated over a ten-year period,
:12:25. > :12:32.it could result in savings of up to �158 million. But companies
:12:32. > :12:37.involved in forestry are warning of job losses in the industry. We have
:12:38. > :12:41.had a robust process working at the business case. The rationale for
:12:41. > :12:45.more joined-up process was very strong but we were quite clear that
:12:45. > :12:50.the business case had to add up. A lot of work went on and it has been
:12:50. > :13:00.a process involving members of staff, top management from the

:13:00. > :13:03.Fire Officers have warned about the dangers of extension leads after an
:13:03. > :13:06.inquest into the deaths of two men following a caravan fire in June.
:13:06. > :13:08.The accident near Barmouth killed Robert Taylor and his son Andrew,
:13:08. > :13:13.who were both from Flint. A family holiday that went
:13:13. > :13:17.tragically wrong. This is what was left of the caravan Denise Taylor
:13:17. > :13:25.was sharing with her husband, son and granddaughter during a weekend
:13:25. > :13:30.away. Today, Mrs Taylor arrived at dog SI magistrates' court described
:13:30. > :13:36.what happened. She was asleep in her caravan when she was woken by
:13:36. > :13:38.the screams of her son. Denise Taylor described how she managed to
:13:38. > :13:44.pull her granddaughter of the safety through the caravan window.
:13:44. > :13:49.Moments later, the caravan exploded. Her son and her husband were still
:13:49. > :13:56.inside. Recording a verdict of accidental death, the coroner said
:13:56. > :14:02.this case highlights the dangers of leaving extension cables coiled up.

:16:08. > :16:15.that teachers are happy and if they're not, they're not going to
:16:15. > :16:19.want to do their jobs. It puts my plans into chaos but I get to spend
:16:19. > :16:23.the day with the kids. I fully support the teachers. I would go on
:16:23. > :16:25.strike if it was me. The Health Service is another major public
:16:25. > :16:28.sector employer affected by the action. Though doctors and most
:16:28. > :16:30.nurses aren't on strike, many ancillary staff will be, so
:16:30. > :16:40.outpatients appointments are cancelled as well as non urgent
:16:40. > :16:40.
:16:40. > :16:47.operations. We have been working with our union colleagues and we
:16:47. > :16:51.will have to offer a images he service like a bank holiday service.
:16:51. > :16:54.Members of 29 separate unions are taking part in the day of action.

:17:29. > :17:32.off school may also find themselves locked out of their leisure centre
:17:32. > :17:35.or even their local park. Most local authorities say bins will not
:17:35. > :17:38.be collected, though this one in Bridgend is run by a private
:17:38. > :17:45.company. Refuse and recycling collections here at least will go
:17:45. > :17:49.ahead, and the local authority has tried to protect vital services.
:17:49. > :17:54.number of services will be affected and there will be destruction in
:17:54. > :17:57.Bridgend as another places. What we have done his work with the trade
:17:57. > :18:07.unions to agree exceptions so that we can provide services for our
