:01:07. > :01:10.Good evening. Almost �1.4 billion will be spent on new school

:01:10. > :01:17.building projects in Wales by 2020, the Welsh Government has announced

:01:17. > :01:20.tonight. Half of that money will be supplied by councils. The Welsh

:01:21. > :01:22.Government says its plans are ambitious and realistic. But

:01:23. > :01:26.concerns have been expressed tonight about councils finding

:01:26. > :01:29.their share of the cost and the length of time it'll take to

:01:30. > :01:38.refurbish schools. Our education correspondent Ciaran Jenkins has

:01:38. > :01:42.more. For these pupils, for Welsh

:01:42. > :01:48.Government's biggest ever school building programme can't come soon

:01:48. > :01:54.enough. At Carreg Hirfaen School in Carmarthenshire, space is so short,

:01:54. > :01:57.this classroom doubles up as the canteen. My hope is that we get the

:01:58. > :02:02.funding from the Welsh Assembly and Carmarthenshire can invest it in a

:02:02. > :02:07.new building for us with a hall, playground facilities, classrooms

:02:07. > :02:11.which our modern. But good news for the school and the other schools

:02:11. > :02:16.considered to be in a critical condition by councils across the

:02:16. > :02:23.country. Six months later than planned, the Welsh Government

:02:23. > :02:28.finally announced funding to back its 21st century schools programmes.

:02:28. > :02:33.�1.4 billion will be spent in total. �700 million will come from

:02:33. > :02:37.councils are. The other half from the government itself out. But the

:02:37. > :02:47.timetable is longer and are later than planned. They will get under

:02:47. > :02:50.

:02:50. > :02:53.way sometime between 2014 and 2020. Not 2012-the 20 15th as intended.

:02:53. > :02:57.It was always going to be a challenge and we recognise that

:02:57. > :03:01.these are difficult circumstances with the capital available to the

:03:01. > :03:07.Welsh Government which has been reduced. The plan is to build many

:03:07. > :03:10.more schools like Ysgol y Felin in Llanelli. The man who ran the 21st

:03:10. > :03:15.century schools programme until last year said the funding is to be

:03:15. > :03:20.welcomed if councils can really find the money they have promised.

:03:20. > :03:24.I don't think that councils have all the money that is needed to

:03:24. > :03:28.carry out this programme and fortunately because the original

:03:28. > :03:34.plan that we conceived was that the local authorities would have to

:03:34. > :03:38.find about 30 % of the costs of the projects, leaving 70 % to be funded

:03:38. > :03:42.by the Welsh Government. I do fear when it comes to the presentation

:03:42. > :03:46.of their business cases, which is needed to draw down funding, that

:03:46. > :03:50.some of them will not be able to find that much money. We are

:03:50. > :03:55.talking about a lot of money for new schools and refurbishment of

:03:55. > :04:03.schools. This is not just about building new schools. Some schools

:04:03. > :04:09.will also be shut. In some areas, those plans have been highly

:04:09. > :04:14.controversial. A new super school for three-18-year-old in this area

:04:14. > :04:19.will now be pushed through by Ceredigion council. While

:04:19. > :04:27.reorganisation plans in Flintshire have also drawn protests. It is a

:04:28. > :04:33.worry as a parent of a child going to school in Wales. They have got

:04:33. > :04:36.to be up to scratch. There is not enough space for them all. Is the

:04:36. > :04:40.school does not look appealing, the parents are not going to send their

:04:40. > :04:46.children there. Meanwhile there has been opposition to Neath Port

:04:46. > :04:52.Talbot Council's plans to amalgamate Cwrt Sart School on a

:04:52. > :04:56.new site with two other schools are. Why is it necessary to close an

:04:56. > :05:02.excellent school. It is not a failing school, it is a first-class

:05:02. > :05:06.goal giving first class education opportunities. Ysgol y Felin has

:05:06. > :05:12.only been officially open a week. The peoples are still getting to

:05:12. > :05:17.grips with the new state-of-the-art facilities. Pupils in Carreg

:05:17. > :05:27.Hirfaen School now know their new school will be built sometimes --

:05:27. > :05:28.

:05:28. > :05:33.sometimes Scone. This school, Ysgol y Felin, is a

:05:33. > :05:36.brilliant example of a 21st century school. I am standing in a brand

:05:36. > :05:40.new infants block and look at the sort of computers they are going to

:05:40. > :05:45.be able to learn on. Something many of us would appreciate in our homes.

:05:45. > :05:49.I am going to be talking to the head teacher, Helen Wynne, and

:05:49. > :05:53.Councillor Gwynne Wooldridge who is from Carmarthenshire. How are you a

:05:53. > :05:57.little bit different here to what schools have had in the past?

:05:57. > :06:03.project started two years ago culminating in this fabulous

:06:03. > :06:07.building. We have got an individual learning centre which also opens

:06:07. > :06:12.its doors to the community so we feel we are providing the community

:06:12. > :06:15.with an establishment they can bring their children in and we can

:06:15. > :06:19.break -- build a relationship from an early age with the parents.

:06:19. > :06:26.difference does it make to have these kind of facilities? I can sue

:06:26. > :06:31.have got a projector. We are very fortunate that every classroom has

:06:31. > :06:35.the benefit of having an interactive white board and we also

:06:35. > :06:38.have an IT suite. Looking to the future, we are looking at

:06:38. > :06:42.developing the Education and computers is part of that. We feel

:06:43. > :06:48.the pleasures and the experience they have from these machines will

:06:48. > :06:52.benefit them in their education. Councillor Gwynne Wooldridge, you

:06:52. > :06:56.have got the money you wanted, but you have still got to find almost

:06:56. > :07:05.�44 million to push this through. Where are you going to find that

:07:05. > :07:10.money? The important thing is a child's health, well-being and

:07:10. > :07:14.education. We will find the money. It is good news today and I am

:07:14. > :07:20.delighted the Welsh Government has given the money. Will you have to

:07:20. > :07:24.borrow more? We will have to look at potential borrowing,

:07:24. > :07:28.efficiencies and maybe selling some of the assets we have. But we will

:07:28. > :07:33.have the money because the future of our children is very important.

:07:33. > :07:40.Selling assets, it to you mean closing the schools?

:07:40. > :07:44.necessarily, because obviously we will be looking over the next eight

:07:44. > :07:52.years at building new schools but also bringing schools to get up. We

:07:52. > :07:56.have got to look at the conditions of the schools. Half -- we will do

:07:56. > :08:01.everything in the interests of the children and their parents. This

:08:01. > :08:05.new funding takes us up to 2020 and all the councils across Wales have

:08:05. > :08:09.got the money they wanted. But it will mean that they have got to

:08:09. > :08:16.find that extra money and some schools will have to wait even

:08:16. > :08:18.longer, perhaps until 2020, to get any funding they need.

:08:18. > :08:21.The Children's Commissioner and Older People's Commissioner have

:08:21. > :08:26.criticised Welsh Government plans to combine the protection of

:08:26. > :08:28.vulnerable children and adults. Local authorities say they are

:08:28. > :08:38.unconvinced by the proposals to have six new boards ensuring the

:08:38. > :08:39.

:08:39. > :08:43.right care. Here's our political reporter Aled ap Dafydd.

:08:43. > :08:47.Aaron Gilbert died of brain damage when he was 13 months old. He had

:08:47. > :08:52.been beaten so badly he had 50 separate injuries to his head and

:08:52. > :08:56.body. This 16-year-old girl had been exposed to drugs throughout

:08:56. > :09:02.her short life. Her mother and half sister were jailed for manslaughter

:09:02. > :09:07.in 2008 because they allowed her to die. Brian Dodd was 72 when he was

:09:07. > :09:12.stabbed to death by a schizophrenic patient. All three cases have one

:09:12. > :09:16.thing in common. The victim or the perpetrator was a vulnerable child

:09:17. > :09:20.or adult. The last government and castles are at loggerheads over how

:09:20. > :09:25.to safeguard vulnerable children and adults. The government

:09:25. > :09:29.announced in October it was scrapping the current 22 local

:09:29. > :09:33.safeguarding children boards. Now they will be merged into six and,

:09:33. > :09:37.for the first time, they will have responsibility to protect the

:09:37. > :09:40.vulnerable adults as well. The First Minister and the Children's

:09:40. > :09:45.Commissioner were standing side by side today but not seeing eye to

:09:45. > :09:48.eye. We have made lots of progress on child protection over the last

:09:48. > :09:51.few years and I did raise an issue at the Forum at a time when we were

:09:52. > :09:56.looking at this and I raised some doubts about whether you could have

:09:56. > :10:00.a child and adult board combined. In terms of safeguarding children

:10:00. > :10:06.and the rapport adults, they are very different world indeed. Very

:10:06. > :10:09.different processes. Whoever sits on that Newport, if they do have

:10:10. > :10:13.responsibility for children and vulnerable adults, they have to

:10:13. > :10:17.recognise there are two distinct systems in place. What I would not

:10:17. > :10:21.want to see is the progress we have made with children and in people

:10:21. > :10:25.being jeopardised by focus on vulnerable adults. His views are

:10:25. > :10:35.shared by the older people's Commissioner who says protecting

:10:35. > :10:40.adults is different to protecting children. What is important is that

:10:40. > :10:45.both are afforded the level of support and the opportunity to

:10:45. > :10:49.ensure that those protection mechanisms work. Welsh local

:10:49. > :10:53.government representatives met the deputy minister for children and

:10:53. > :10:57.social services this afternoon to voice concerns. They also want

:10:57. > :11:01.separate provision for children and adults and eight or nine boards

:11:01. > :11:05.rather than the six being proposed. Any change will need legislation.

:11:05. > :11:10.The Deputy Minister had to have it in place by 2013. In a statement,

:11:10. > :11:13.she said only when there is sufficient evidence to support

:11:13. > :11:17.their integration will steps be taken for the children and adult's

:11:17. > :11:20.boards to merge. 75 jobs are going at an engineering

:11:20. > :11:22.firm in Blackwood because of a downturn in sales. Hawker Siddley

:11:22. > :11:26.Switchgear manufactures circuit breaker technology for factories,

:11:26. > :11:29.wind farms and rail companies like London Underground. 35 staff will

:11:29. > :11:33.be made redundant and around 40 temporary workers will go before

:11:33. > :11:37.Christmas. Cardiff Airport will be laying on

:11:38. > :11:40.direct flights to Orlando from next summer with tour operator Cosmos.

:11:40. > :11:43.The airport has had a mixed year after budget airline Vueling

:11:43. > :11:48.announced it would introduce flights to Barcelona, but BMI Baby

:11:48. > :11:53.pulled out of Cardiff. The airport has also faced criticism for its

:11:53. > :11:56.fall in passenger numbers over the last four years.

:11:56. > :12:00.A woman who claimed she could barely walk but was filmed speeding

:12:00. > :12:03.down a water slide has been jailed for benefit fraud. Tina Attanasio,

:12:03. > :12:07.from Cardiff, was caught on holiday on family video walking normally

:12:07. > :12:17.while claiming the highest rate of disability benefit. She was jailed

:12:17. > :12:20.

:12:20. > :12:23.for ten weeks. I think this was a case where she odyssey wasn't as

:12:23. > :12:26.disabled as she told us on her application form up. She was

:12:26. > :12:32.claiming benefits for the more severely disabled people and I

:12:32. > :12:34.think it does show how wrong this is today. These benefits should be

:12:34. > :12:37.reserved for people who really deserve them.

:12:37. > :12:40.A multi-million pound expansion to a hi-tech medical research centre

:12:40. > :12:43.at Swansea University has been opened by the First Minister. The

:12:43. > :12:46.Institute of Life Science investigates a range of conditions

:12:46. > :12:51.- cancer, obesity and diabetes. Today, Prime Minister David Cameron

:12:51. > :12:55.said Britain could become a world leader in medical research.

:12:55. > :13:03.The new �28 million building today got the seal of approval. And even

:13:03. > :13:13.a signature on the wall from First The Welsh Government has invested

:13:13. > :13:18.�10 million along with cash from the European Union. We are standing

:13:18. > :13:22.in a scanning room. There is also an MRI scanner and these will be

:13:22. > :13:26.used for medical research. Looking into things like cancer trials

:13:26. > :13:29.where the state of the art scanner here can look at the very finest

:13:29. > :13:33.detail of tumours and so forth which will be very important in

:13:33. > :13:37.monitoring the effects of a new cancer drugs. The new building will

:13:37. > :13:40.also house a Centre for Nanohealth, where size is everything. Basically,

:13:40. > :13:43.the aim is to make technical equipment as small as possible and,

:13:43. > :13:49.because it's more sensitive, it's better at picking up the early

:13:49. > :13:55.signs of disease. This is an example of a hand-held prototype

:13:55. > :14:00.device that can be used to measure prostate cancer for an individual.

:14:00. > :14:05.What somebody would do is, they would place a you are in sample on

:14:06. > :14:11.this tiny chip here and then this read-out would tell them whether

:14:11. > :14:18.the markets associated with prostate cancer in their body and

:14:18. > :14:23.what concentration. Would this meet again in a hospital? No, this is

:14:23. > :14:27.the benefit of this kind of technology. You can do this at home

:14:27. > :14:30.or in a doctor's surgery. The patient can take control of their

:14:30. > :14:34.healthcare. This is the second phase of The Institute of Life

:14:34. > :14:40.Science. The first opened four years ago with laboratories and a

:14:40. > :14:44.supercomputer centre dedicated to medical research. This building

:14:44. > :14:49.will not only be used for medical research, it will also offer space

:14:49. > :14:51.for businesses within the health sector and the aim is to have the

:14:51. > :14:56.university, the NHS and the business sector all working under

:14:56. > :15:00.one roof and through that it is hoped it will create more than 650

:15:00. > :15:10.jobs within the next few years. That's all that's left is for the

:15:10. > :15:12.

:15:19. > :15:27.Swansea City came a cropper at Blackburn. We look back at the

:15:27. > :15:30.weekend's football and we have a full weather forecast coming up.

:15:30. > :15:33.A new bridge in Llandudno has cost almost �1 million more than

:15:33. > :15:37.intended. Maesdu Bridge provides one of the main routes into the

:15:37. > :15:42.town. The old bridge needed replacing. A new one should have

:15:42. > :15:45.cost just under �3 million. But the bill kept going up.

:15:45. > :15:50.There's nothing particularly special about Maesdu Bridge. It

:15:50. > :15:54.won't be winning any architectural or design awards. It's just a road

:15:54. > :15:58.bridge over a railway line. But it does seem to have brought Conwy

:15:58. > :16:01.Council nothing but bother. There were problems with this bridge from

:16:01. > :16:05.start to finish. The initial consultant's report wildly

:16:05. > :16:15.underestimated the cost. The bridge deck had to be redesigned, the

:16:15. > :16:16.

:16:16. > :16:21.foundations made stronger. It even opened late. It is a steel deck on

:16:21. > :16:24.reinforced concrete. They obviously had problems with the foundations

:16:24. > :16:27.with it being close to the sea so they had to redesign the

:16:27. > :16:30.foundations. As a construction consultant Gary Willetts soon

:16:30. > :16:33.cottoned on that the project wasn't going according to plan. As a Conwy

:16:33. > :16:36.council-tax payer, he was also concerned about how his money was

:16:36. > :16:39.being spent. He asked the council for a breakdown of the bridge's

:16:39. > :16:44.costs. The council only supplied them after the Information

:16:44. > :16:54.Commissioner intervened. Gary Willetts was horrified by what he

:16:54. > :16:55.

:16:55. > :16:58.found. An overspend of �900,000. The one word you could use is a

:16:58. > :17:03.shambles. The council tax payer has lost a lot of street lighting

:17:03. > :17:09.improvements, road maintenance, and other work, to cover the cost of

:17:09. > :17:12.this bridge. That the bridge cost more than it should have comes as

:17:12. > :17:16.no surprise to local people. They've lived with the saga all

:17:16. > :17:19.along. The size of the overspend does raise some eyebrows. Alison

:17:19. > :17:27.Kelly says the bridge is a major topic of conversation among her

:17:27. > :17:35.customers. A lot of people come men and they are shocked by the vast

:17:35. > :17:40.amount of money spent. It has changed several times. Everybody is

:17:40. > :17:44.talking about it. When I first moved here, it was definitely the

:17:44. > :17:47.cost and how long it had been going on for. Conwy council says it can't

:17:47. > :17:50.comment at the moment because the affair is in the hands of its

:17:50. > :17:53.lawyers. The authority has already asked the design consultants to

:17:53. > :17:57.repay some of their fees. It's also carried out an internal

:17:57. > :17:59.investigation into what went wrong with Maesdu Bridge.

:17:59. > :18:07.Swansea City captain Garry Monk says his side dominated the game,

:18:07. > :18:11.at the Premier League strugglers Blackburn Rovers despite losing 4-2.
