:01:25. > :01:29.budget has been voted through tonight. Labour struck a deal with

:01:29. > :01:33.the Liberal Democrats to spend an extra �20 million on the education

:01:33. > :01:38.of pupils who qualify for free school dinners. Not everyone is

:01:38. > :01:44.happy at how that budget, at just under �15 billion, has been divided

:01:44. > :01:48.up. Live now to our political editor in Cardiff Bay.

:01:48. > :01:51.A credible budget for growth and jobs, that is how the finance

:01:52. > :01:58.minister, Jane Hutt, described the government spending plans today.

:01:58. > :02:02.That is not what the Conservatives or plied can restore. -- or Plaid

:02:02. > :02:10.Cymru saw. They have accused the government of failing to boost the

:02:10. > :02:12.Welsh economy. Our political correspondent reports.

:02:12. > :02:18.Some of these children could be the real winners from next year's

:02:18. > :02:24.budget. The proportion of pupils at this school in Cardiff, like in

:02:24. > :02:29.every school in Wales, are eligible for free school meals. To secure

:02:29. > :02:33.Liberal-Democrat support, the Welsh government will spend an extra �20

:02:33. > :02:37.million on children from disadvantaged backgrounds, four

:02:37. > :02:43.under and �50 per people. Investment in our education system

:02:43. > :02:47.is the best way to break the cycle of poverty, poor health and a weak

:02:47. > :02:52.economy. One in five of our children on free school meals goes

:02:52. > :02:56.on to get five good GCSEs, including English and maths.

:02:56. > :03:00.There wasn't a spare table at this cafe in Swansea this lunchtime.

:03:00. > :03:05.Even a full house at this well established business hide the true

:03:05. > :03:10.reality. Plaid Cymru called for more money in the budget to secure

:03:10. > :03:16.economic growth and this cafe owner says help is needed.

:03:16. > :03:19.I think businesses need short-term help with cashflow problems. If you

:03:20. > :03:24.are a small business, cash flow is a vital focus for the business and

:03:24. > :03:27.may be some useful loans and grants which are easy for businesses to

:03:27. > :03:31.access would be beneficial. Where would you many have gone?

:03:31. > :03:37.It would have gone directly to small businesses and to create a

:03:37. > :03:43.proper fund for enterprise zones. It would help manufacturing and

:03:43. > :03:45.help young recruits. We would also have a much bigger capital

:03:45. > :03:49.investment programme to stimulate the economy.

:03:49. > :03:54.From the trolley of money which the government has to spend next year,

:03:54. > :03:58.how is the cake divided between the biggest spending departments?

:03:59. > :04:03.Health gets the biggest slice, just over 6 billion. A little over 5

:04:03. > :04:09.billion is spent on the local government and nearly 2 billion

:04:09. > :04:13.allocated to education. The rest is shared.

:04:13. > :04:18.What they put to you today is a Budget for growth and jobs which

:04:18. > :04:21.response to the alarming times we are all living in. I believe we can

:04:21. > :04:25.govern responsibly with our commitment to social justice and

:04:25. > :04:28.economic renewal. In real terms, the money allocated

:04:29. > :04:33.to the Health Department is less than it was. Conservatives argue

:04:33. > :04:36.the health budget should have been protected in line with inflation.

:04:36. > :04:40.The service is going to be under extreme pressure during the next

:04:40. > :04:45.few years if it is not protected. We know how difficult it is in

:04:45. > :04:48.England, where there is protection. It will be a really tough

:04:48. > :04:50.settlement in Wales and the health service will be squeezed year after

:04:50. > :04:55.year. This Budget will whipped hundreds

:04:55. > :05:04.of millions of pounds out of our health service at a time when

:05:04. > :05:08.waiting time targets are already being missed.

:05:08. > :05:12.With unemployment in Wales at its highest level since comparable

:05:12. > :05:17.records began in 1992, there are plenty banging the drum for a

:05:17. > :05:20.different approach to spending the Welsh budget. This man runs a

:05:20. > :05:24.specialist Drum business and wants the government to prioritise

:05:24. > :05:29.private sector growth. They need to contact landlords and

:05:29. > :05:33.work with the private sector so that rents are more affordable for

:05:33. > :05:38.a long period of time. After weeks of negotiations to

:05:38. > :05:42.secure support for the budget, the Government can now start spending

:05:42. > :05:48.the 14.7 �5 billion next year. What difference it makes to our lives

:05:48. > :05:52.will be scrutinised very closely. The budget vote one but a lively

:05:52. > :05:56.debate in the chamber? It was. That is partly because

:05:56. > :05:59.there was agreement as well as disagreement. Agreement that this

:05:59. > :06:06.is an austerity budget which will seek Wales through some very tough

:06:06. > :06:13.times. The disagreement is about whether this budget does the job.

:06:13. > :06:16.Yes, it does, so said Labour and the Liberal Democrats. From the

:06:16. > :06:21.Conservatives and Plaid Cymru, allegations that the money was not

:06:21. > :06:25.on the ground to help create jobs. Something we have heard a lot from

:06:25. > :06:29.the Conservatives in recent weeks, Labour is concentrating on blaming

:06:29. > :06:33.Westminster rather than, they argue, getting on and dealing with the

:06:33. > :06:36.problems Wales is facing. Is this the start of more deal-

:06:36. > :06:40.making to come between Labour and the Liberal Democrats?

:06:40. > :06:45.The Liberal Democrats were keen to say that the answer to that is in

:06:45. > :06:51.no. They remain an opposition party and they will retain that ability

:06:51. > :06:55.to scrutinise the Labour government. They will continue to talk and the

:06:55. > :07:00.communication lines are still open. How will the money be spent after

:07:00. > :07:03.the Chancellor's Autumn Statement? How is this people depravation

:07:04. > :07:08.grant going to work? There are local elections coming. The Lib

:07:08. > :07:13.Dems will make much of what they have been able to deliver today. It

:07:13. > :07:17.is hard to imagine a Labour is going to want to give them any more

:07:17. > :07:21.political quarter between now and May.

:07:21. > :07:24.The parents of a five-year-old boy crushed by the full count -- the

:07:24. > :07:28.family car say they will campaign to highlight the need to leave

:07:29. > :07:34.vehicles in gear when you park on a slope. Harry Patterson was killed

:07:34. > :07:38.in September after the car rolled down the family driveway near

:07:38. > :07:43.Pontardawe. It could have happened because the brake discs slipped

:07:43. > :07:47.when the car was cooling down. The bright, happy and well loved

:07:47. > :07:51.child. Harry Patterson had just arrived here with his mother and

:07:51. > :07:55.older brother and was playing near the car when it started to slip

:07:55. > :07:58.down the driveway. The five-year- old was in the path of the vehicle

:07:58. > :08:03.and got trapped between the garden wall and the car. He was flown to

:08:03. > :08:07.hospital but his head injuries were too severe. Today his family

:08:07. > :08:10.attended an inquest at Cardiff coroner's court and heard it was

:08:10. > :08:14.unlikely that Harry could have released the break himself because

:08:14. > :08:20.of his young age. The coroner described it as an appalling

:08:20. > :08:25.accident. People say to me to take it one day

:08:25. > :08:34.at a time. Actually it is much more like taking it an hour at a time

:08:34. > :08:36.and sometimes even a minute at a time. We are just lost without him.

:08:36. > :08:40.I think that will always be the case.

:08:40. > :08:45.The car was parked on this driveway. Today the inquest heard that if

:08:45. > :08:50.Rioja brakes are still hot, cooling can cause the discs to slip. That

:08:50. > :08:54.can result in a car rolling if it is part of a slope. The coroner

:08:54. > :08:57.said there were no defects with the car. This was a horrible

:08:58. > :09:04.combination of a steep driveway and the cooling of a brake system. She

:09:04. > :09:07.added, it was an appalling accident. She understands what many drivers

:09:08. > :09:12.are aware that a car should be left in gear when parking on a hill.

:09:12. > :09:16.This man runs a garage in Cardiff and is carrying out a series of

:09:16. > :09:22.rate Test on this car. When the brake pads actually press

:09:22. > :09:29.along the brake disc, it can cause heat build-up and the disc to

:09:29. > :09:35.expand. When the brake disc calls of, it can often cause the break to

:09:36. > :09:38.release and that can cause the car to roll on a hill.

:09:38. > :09:44.Harry's mother and father say they will be campaigning for greater

:09:45. > :09:49.awareness on this issue. Just making people aware that the

:09:49. > :09:55.parking of a vehicle requires it to be in first to hold the car in

:09:55. > :09:59.stable. Hopefully, it is a lesson people will learn without having to

:09:59. > :10:03.suffer what we have. It is 13 weeks since Harry died.

:10:03. > :10:07.His family say this accident will live with them for the rest of

:10:07. > :10:09.their lives. Powys County Council has been given

:10:09. > :10:12.a record fine by the Information Commissioners Office for a serious

:10:12. > :10:14.breach of the Data Protection Act. The fine of �130,000 was imposed

:10:14. > :10:16.after personal details in a child protection case were sent to the

:10:16. > :10:19.wrong person earlier this year. It's thought two pages from one

:10:19. > :10:29.report were collected from a printer and mixed up with other

:10:29. > :10:32.

:10:32. > :10:37.papers from a different case. The council has apologised and says

:10:37. > :10:40.it is improving staff training. Detectives have used DNA to catch a

:10:40. > :10:42.couple who left a Bed and Breakfast in Aberystwyth without paying.

:10:42. > :10:44.Dyfed Powys Police tracked down the pair from Shrewsbury after they

:10:44. > :10:54.tested DNA traces left on luggage at the Helmsman guest house. The

:10:54. > :10:56.

:10:56. > :11:00.couple have been ordered to pay �85 The funeral of Gary Speed will take

:11:00. > :11:04.place later this week. The Wales football manager was found dead at

:11:04. > :11:07.his home just over a week ago. The funeral will be for family and

:11:07. > :11:14.close friends only but a public memorial service is being planned

:11:14. > :11:16.for the new year to allow for funds to pay their respects. His widow

:11:16. > :11:21.has released a statement, thanking the public for their generous and

:11:21. > :11:24.heartfelt tributes. Last week, we reported that health

:11:24. > :11:27.boards across Wales are struggling to stay within their budgets and

:11:27. > :11:33.all but one are predicting they will end this financial year in the

:11:33. > :11:37.red. Tonight, BBC Wales has learned that Hywel Dda is considering

:11:37. > :11:43.cutting surgery over Christmas and into the new year to save money.

:11:43. > :11:47.Our reporter is there for us tonight.

:11:47. > :11:57.I have spoken to a number of sources today who have told me that

:11:57. > :11:58.

:11:58. > :12:02.Hywel Dda health board, which covers four hospitals in west Wales,

:12:02. > :12:07.is considering cutting back on elective surgery during December

:12:07. > :12:11.and January. Elective surgery is essentially any non- urgent planned

:12:12. > :12:16.operation that a patient would come into hospital for. It is normal

:12:16. > :12:21.within the NHS to scale back on elective surgery during this

:12:21. > :12:25.festive period but Hywel Dda have confirmed they are considering

:12:25. > :12:28.extended this -- extending this period until mid- January. They say

:12:29. > :12:33.that will allow them to put more resources into their emergency

:12:33. > :12:38.services. I spoke to a few health boards today to see if this was

:12:38. > :12:43.routine and it seems there are differences. Betsi Cadwalder health

:12:43. > :12:48.board in North Wales said they are planning to scale back as usual but

:12:48. > :12:54.not planning to extend the festive period. Cardiff and frail health

:12:54. > :12:59.board told us they are planning to carry out more elective operations

:12:59. > :13:05.because it is quieter. Is this all about saving money?

:13:05. > :13:08.Well, yes and No. The need to look at this in wider context because

:13:08. > :13:12.Welsh health boards are facing a deficit of �50 million this

:13:12. > :13:18.financial year. Hywel Dda Health Board is predicting it will be �4

:13:18. > :13:21.million in the red and that is despite a cash injection of �33

:13:21. > :13:25.million from the Welsh government. They have made it clear they would

:13:25. > :13:28.be bailing out the health board's any more. There is clearly a great

:13:28. > :13:33.deal of pressure on them to save money rather than to cut waiting

:13:33. > :13:38.lists. Hywel Dda have told of this is about using their resources more

:13:38. > :13:42.efficiently. They say during January, and elective operations

:13:42. > :13:46.are often cancelled because of the weather and sickness. They say that

:13:46. > :13:49.wastes money and they are better off putting resources into

:13:49. > :13:53.emergency and out-patient care during this time. They stress no

:13:53. > :13:59.patience will be put at risk and all urgent operations will carry on

:13:59. > :14:02.The family of the murdered private investigator Daniel Morgan say

:14:02. > :14:05.they're "very disappointed" after meeting Home Secretary, Theresa May.

:14:05. > :14:08.The family want a judge-led inquiry into his death and the failure to

:14:08. > :14:12.convict anyone over it. Here's our parliamentary correspondent, David

:14:12. > :14:16.Cornock. They've been searching for justice

:14:16. > :14:19.for 24 years. Today, that search took Daniel Morgan's family to the

:14:19. > :14:27.Home Office in the hope Theresa May could help provide answers to

:14:27. > :14:32.unanswered questions over his death. I am a very realistic about this

:14:32. > :14:39.and I think the best we can achieve a for Theresa May to reconsider

:14:39. > :14:42.their refusal to order a judicial requiring -- inquiry. Daniel Morgan,

:14:42. > :14:45.from Llanfrechfa, Monmouthshire, was found in this pub car park in

:14:45. > :14:47.Sydenham in South London in 1987. An axe embedded in his head.

:14:48. > :14:51.Despite five police investigations, no-one has been convicted over his

:14:51. > :14:55.death. The Metropolitan Police now admit "police corruption was a

:14:55. > :14:58.debilitating factor" in the first investigation. Today's private

:14:58. > :15:01.meeting lasted more than an hour and became heated when the Home

:15:01. > :15:10.Secretary suggested the police rather than a judge look at why

:15:11. > :15:15.previous investigations have failed. Our position is that we won nothing

:15:15. > :15:20.to do, we want no more place. We have had police for 25 years and

:15:20. > :15:25.they have done nothing for us. It was profoundly unsatisfactory and

:15:25. > :15:30.we will be exploring all of the legal options do challenged the

:15:30. > :15:37.Home Secretary's position. Disappointment shared by Daniel

:15:37. > :15:43.Morgan's 83-year-old mother. will have to consult our lawyer's

:15:43. > :15:46.eye. It is 25 years and I am getting on. I want closure. Three

:15:46. > :15:49.years ago, four men were charged with Daniel Morgan's murder but,

:15:49. > :15:52.after 18 months of legal argument, the prosecution at the Old Bailey

:15:52. > :16:01.collapsed last March. Another reason campaigners feel a judge-led

:16:01. > :16:05.inquiry is needed. We have got to find reasons why she should have

:16:05. > :16:08.that judicial requiring because I think it is essential not only for

:16:08. > :16:12.the family but to make sure that corruption in the police force does

:16:12. > :16:14.not happen again and no other family has to put up with this

:16:14. > :16:23.nonsense. The family say that despite today's disappointment,

:16:23. > :16:26.their fight for justice will go on. Much more to come before seven

:16:46. > :16:48.A delivery driver from Cwmbran has appeared before the Leveson Inquiry

:16:48. > :16:53.in London, which is hearing evidence into phone hacking by the

:16:53. > :16:59.press. Steven Nott told the inquiry how he tried to raise the alarm

:16:59. > :17:02.about insecure voicemail systems as far back as 1999. Our reporter, Ben

:17:02. > :17:05.Geoghan, has been following the evidence at the inquiry. Earlier, I

:17:05. > :17:15.asked him how it was that Mr Nott first became worried about phone

:17:15. > :17:17.

:17:17. > :17:21.hacking. This was back in 1999 and Steven Nott was working as a

:17:21. > :17:25.salesman for a food company and he was travelling around South Wales,

:17:25. > :17:30.taking orders on his phone. Because he could not answer the phone while

:17:30. > :17:34.he was driving, he relied a lot on his a voicemail. In his evidence

:17:34. > :17:38.today, he explained that there was one occasion where the whole

:17:38. > :17:44.network in South Wales appeared to go down. He was worried because he

:17:44. > :17:48.would not be able to get hold of his messages. He ran the mobile

:17:48. > :17:52.phone company and he said to them about the problem, he asked what he

:17:52. > :17:59.could do about it. They gave him clear instructions and this is what

:17:59. > :18:04.they said to him. They said I would have to ring my own mobile-phone

:18:04. > :18:08.number up and when it went into the voicemail, it said it was a recall

:18:09. > :18:12.service for the No. I was a ringing, after hearing that message, and it

:18:12. > :18:15.said please leave a number after that tone, after that or you press

:18:15. > :18:21.number nine. This is what the customer service Lady was telling

:18:21. > :18:25.the. She then said you would have to enter your security number. I

:18:25. > :18:31.did not realise what she meant by that because I thought that was a

:18:32. > :18:40.security number for when I switch by phone on. It was new to me. She

:18:40. > :18:46.said that mine was still at default. I had that moment when I thought to

:18:46. > :18:50.myself, this is insecure straight away. What did he do when he

:18:50. > :18:54.realised the risk to people's privacy? He was clearly concerned

:18:54. > :18:59.and he thought this was a security risk and he started to ring around

:18:59. > :19:04.a lot of people. He started to ring government departments, the

:19:04. > :19:08.Department for Trade and Industry, he ran MI 5-to try and notify them

:19:08. > :19:12.to what he thought was a real problem in the mobile-phone network.

:19:12. > :19:16.He also conducted quite a lot of newspapers, some media

:19:16. > :19:20.organisations including the BBC. There was a little bit of publicity

:19:20. > :19:25.at the time but it was only one newspaper that took him seriously

:19:25. > :19:29.and that was the South Wales Argus who did a big article on the whole

:19:29. > :19:33.thing. At the end of his evidence he explained that these days he

:19:33. > :19:38.only uses newspapers to write his coal fire at home and the judge

:19:38. > :19:48.said, you did identify a problem back in the 1990s and now we're

:19:48. > :19:53.

:19:53. > :19:56.here to think about the consequences.

:19:56. > :19:58.Emissions from a Flintshire cement works are not responsible for

:19:59. > :20:01.health problems among people living nearby. That's the conclusion of a

:20:01. > :20:04.20-month study into the Hanson Cement plant at Padeswood near Mold.

:20:04. > :20:07.Local people had blamed chemicals from the factory for causing cancer

:20:07. > :20:10.and other health problems. The cement factory has been seen as

:20:10. > :20:12.the chief culprit of many of the health problems experienced by

:20:13. > :20:15.those living in its shadow and residents have complained angrily

:20:15. > :20:18.about breathing problems and high cancer rates. But an exhaustive

:20:18. > :20:21.study into the emissions from the plant has concluded that they

:20:21. > :20:26.aren't the cause. The health of that community is as good if not

:20:26. > :20:32.better than Wales as a whole. The Health and Safety Executive has

:20:32. > :20:37.assured us that the health of other workers has been good. On balance,

:20:37. > :20:42.after a very rigorous process, we don't find anything that is

:20:42. > :20:46.specifically causing us concern. This is the latest report in a

:20:46. > :20:51.series which says that the higher than average instances of cancer in

:20:51. > :20:55.this area cannot be blamed on the factory. Whether that will be

:20:55. > :21:04.enough to convince local people remains to be seen. You need to be

:21:04. > :21:08.on the spot quickly when something gets emitted. There might not find

:21:08. > :21:12.any signs but I am not totally convinced. I think the emissions

:21:12. > :21:15.are still coming through, albeit at a reduced rate. Research indicates

:21:15. > :21:18.that similar clusters of cancer have been identified in areas which

:21:18. > :21:24.aren't close to cement factories. But some believe more readings need

:21:24. > :21:27.to be done. It is a long-term thing and we need to be sure that what

:21:27. > :21:31.information they give us is not just the last couple of years but

:21:31. > :21:39.going back a long while and that the particles we are getting on us,

:21:39. > :21:45.the particles and other things, heavy metals and dioxins, they are

:21:45. > :21:49.of a nature that will not cause us trouble. A team of health officials

:21:49. > :21:51.has been presenting its findings to local groups today. It will ask for

:21:51. > :21:54.the public's response before publishing its final verdict.

:21:54. > :21:58.are presenting a draft of our final report to make sure as much

:21:58. > :22:02.information as possible goes to as many people as possible but also to

:22:02. > :22:05.enable the Community to feed back to us and give us their views.

:22:05. > :22:15.Hanson Cement says it's pleased with the way the investigation is

:22:15. > :22:18.

:22:18. > :22:21.progressing and is looking forward to the final report.
