:01:18. > :01:21.people onto their bikes. Just some of the headlines from the Welsh

:01:22. > :01:24.Government's new four year transport plan. With budgets tight,

:01:24. > :01:32.there's a focus on cheaper, smaller scale solutions to bottlenecks and

:01:32. > :01:34.on east-west rather than north- south links. Kate Morgan reports.

:01:34. > :01:40.One year on from the Welsh Government's first transport vision,

:01:40. > :01:44.there's been a big change in direction. At the top of today's

:01:44. > :01:49.list, improving east to west traffic links. Like keeping cars

:01:49. > :01:53.moving on the A55 at Britannia Bridge during rush hour busy times.

:01:53. > :02:03.Or improving the slip-road on the A470 Aberycynon roundabout. Small

:02:03. > :02:09.projects designed to keep roads clear, and businesses busy.

:02:09. > :02:12.We held a stake holders group. We are focusing strongly on East and

:02:12. > :02:19.West connectivity, both in the North, Mid and South Wales. They

:02:19. > :02:22.tell us that is where we want to be. We see economic value, moving

:02:22. > :02:25.across the east and west. It is about priorities in the system.

:02:25. > :02:28.But with big budget cutbacks from Westminster, the shift in emphasis

:02:28. > :02:32.means delays to some high flying north-south projects. No extra

:02:32. > :02:35.seats for the Cardiff to Anglesey flights. And there's a longer wait

:02:35. > :02:45.for the A470 to be improved at Rhayader, with the deadline pushed

:02:45. > :02:46.

:02:46. > :02:49.back for another four years. Unfortunately, a lot of the

:02:49. > :02:53.projects seem to be delayed. That is worrying because not one new

:02:53. > :02:57.project has started since the election in May. The minister talks

:02:57. > :03:00.about an emphasis on East and West links. If there were major

:03:00. > :03:03.financial implications, that would change the whole strategy.

:03:03. > :03:05.On the trains, there's plans to get an hourly service between

:03:05. > :03:08.Aberystwyth and Shrewsbury. Further south, there'll be additional

:03:08. > :03:15.platforms at Barry, Pontypridd and Caerphilly. All investments

:03:15. > :03:19.welcomed by these commuters in Ystrad Mynach.

:03:19. > :03:23.I would like to have more services on the weekend. On a Sunday, for

:03:23. > :03:27.example. It would help, yes. Especially

:03:27. > :03:30.further up the valley. The bus service is very expensive.

:03:30. > :03:33.In Merthyr, people will be encouraged to ditch their cars to

:03:33. > :03:36.walk between communities on new traffic free paths. Another example

:03:36. > :03:45.of the focus on smaller ideas which could have bigger economic and

:03:45. > :03:49.social impacts. It is a plan that reflects the

:03:49. > :03:53.economic climate. There has been a 40 % reduction in the Welsh

:03:53. > :03:57.government's budget and that had to be reflected in capital expenditure.

:03:57. > :04:01.I think what they have done is to go for a wider group of smaller

:04:01. > :04:04.schemes, rather than concentrating on the larger schemes.

:04:04. > :04:07.Over the next four years, the Welsh Government will be hoping to cut

:04:07. > :04:10.back on these, not just to keep drivers moving, but also the

:04:10. > :04:13.economy. A business plan outlining a new

:04:13. > :04:16.proposal to build a barrage across the Severn Estuary is being looked

:04:16. > :04:19.at by the UK Government. A consortium called Corlan Hafren has

:04:19. > :04:22.submitted a first draft to build a low head barrage between Cardiff

:04:22. > :04:25.and Weston Super Mare in Somerset. This new proposal would be financed

:04:25. > :04:28.privately. It comes just over a year since the government declared

:04:28. > :04:34.that no public investments would be available. More from our

:04:34. > :04:37.environment correspondent, Iolo ap Dafydd.

:04:37. > :04:41.The most talked-about scheme to harness the power of the Severn

:04:42. > :04:45.estuary has been the Cardiff West and barrage. Plans were put on ice

:04:45. > :04:50.last year after a two-year feasibility study found that the

:04:50. > :04:57.cost could be �34 billion, twice the original estimate, and was too

:04:57. > :05:02.prohibitive. Where a new plan is on the table from a consortium that

:05:02. > :05:04.includes construction companies and energy experts. It wouldn't give

:05:04. > :05:09.details of the plan but the Department for energy and climate

:05:09. > :05:13.change confirmed it was assessing a business draft for a privately

:05:13. > :05:16.financed barrage which it said was an interesting proposal. Even has

:05:16. > :05:20.plans for the previous Cardiff barrage planned it, work has

:05:20. > :05:23.continued on how to harness the power of the second-highest tidal

:05:23. > :05:27.range in the world. This project is feasible because it

:05:27. > :05:31.would last for many years. There is a capital cost at the outset but

:05:32. > :05:35.once that has been paid off, this will be a long-term acid for Wales,

:05:35. > :05:39.generating energy for years to come. But there would be huge

:05:39. > :05:44.environmental issues to consider. There are concerns about any

:05:44. > :05:49.adverse impacts to mudflats where tens of thousands of birds feed and

:05:49. > :05:53.wild salmon stocks which migrate up the Severn and onto the river Usk.

:05:53. > :05:57.The principal concern for us is the impact on intertidal murder habitat

:05:57. > :06:02.which is a key supporting habitat for internationally important

:06:02. > :06:07.numbers of birds. 70,000 birds coming here to the Severn Estuary

:06:07. > :06:11.in the winter migration, which makes it an estuary which is

:06:11. > :06:16.important on a European scale. Friends of the Earth has been

:06:16. > :06:20.pushing for a long term, actually, for harnessing the River Severn

:06:20. > :06:26.tidal energy. Our proposal is to use title lagoons rather than a

:06:26. > :06:30.fixed barrage across the River Severn. It would be more flexible

:06:30. > :06:33.than a fixed barrage. In the past there has been support

:06:33. > :06:41.for a title brief and tidal raccoons on both the English and

:06:41. > :06:44.Welsh sides of the estuary. The barrage is seen as an answer. It

:06:44. > :06:50.was expected to provide around 5% of the UK electricity and thousands

:06:50. > :06:54.of jobs. A barrage is still on the agenda.

:06:54. > :07:00.The UK government will have a final say but the First Minister, Carwyn

:07:00. > :07:04.Jones, has made a statement today anything over 50 megawatts in terms

:07:04. > :07:07.of large projects like the garage in the future, a large scale wind

:07:07. > :07:12.farms, they are all decided by the Westminster government.

:07:12. > :07:16.Carwyn Jones is also energy minister. He has said that he wants

:07:16. > :07:20.to see the Welsh government maximising the generation of

:07:20. > :07:25.electricity from onshore and offshore wind farms. He says Wales

:07:25. > :07:30.is open for business. He wants to work with the energy sector. A week

:07:30. > :07:35.last Monday, many of these Energy representatives went to see him,

:07:35. > :07:42.saying they were concerned and disheartened because of his

:07:42. > :07:46.comments in June when he said he sought no more need for pylons in

:07:46. > :07:50.Powys. He also said he was to see the benefit of an energy

:07:50. > :07:54.infrastructure in Wales. That is in contrast to what he said in June.

:07:54. > :07:58.I'm wondering whether his new proposals and policies, whether

:07:58. > :08:01.there is a change of policy here, a change of emphasis by the Welsh

:08:01. > :08:04.government. A man has appeared in court charged

:08:04. > :08:06.with dangerous driving after an accident which left a Welsh

:08:06. > :08:10.paralympic champion seriously injured. Simon Richardson was

:08:10. > :08:12.cycling on the A48 near Bridgend in August when the incident happened.

:08:12. > :08:17.Edward Howell Adams from Cowbridge has also been charged with drink

:08:17. > :08:20.driving and failing to stop after an accident.

:08:20. > :08:25.Construction equipment manufacturer JCB says more than 350 jobs will be

:08:25. > :08:28.created at three of its factories, including Wrexham. The company's

:08:28. > :08:33.investing �31 million to develop a new generation of engines which

:08:33. > :08:39.will go into production in 2016. At the moment, around 350 people work

:08:39. > :08:43.at the Wrexham site. And up to 100 jobs are being

:08:43. > :08:45.created in Cardiff by the financial consultancy firm Deloitte. It's

:08:45. > :08:49.expanding its operations in the city and developing a new centre

:08:50. > :08:57.for its risk management services. The new jobs will be in place by

:08:57. > :09:02.the end of next year. Still to come in the programme

:09:02. > :09:11.tonight: What do these have in common? You can plug in an electric

:09:11. > :09:14.car in both. Concerns there aren't Tens of thousands of public sector

:09:14. > :09:17.workers who took part in a strike over pensions last week will lose a

:09:17. > :09:23.day's pay, but some local councils have decided to delay docking the

:09:23. > :09:25.pay until after Christmas. The decision has angered some Welsh MPs.

:09:25. > :09:34.Our Political Correspondent, Tomos Livingstone, is at Westminster,

:09:34. > :09:38.Tomos why is this so controversial? It is standard practice for workers

:09:38. > :09:41.who walked out on strike to use a day's pay. Trade unions say

:09:41. > :09:46.employers like councils should wait until after Christmas before taking

:09:46. > :09:52.the money out. That has angered some MPs which sake it and amounts

:09:52. > :09:58.to a strike now, pay later policy. I'm chained -- I am joined by a

:09:58. > :10:02.Conservative politician. It is quite simple. In a democracy,

:10:02. > :10:05.we accept people have the right to strike but with a strike comes

:10:05. > :10:08.consequences and one of the consequences will be financial.

:10:08. > :10:12.People in my constituency and across Wales were affected by this

:10:12. > :10:16.strike last week and had to take a day of work because of the strike

:10:16. > :10:20.action. Nobody will compensate them or make it easier for them and yet

:10:20. > :10:23.the unions are expecting the public sector to make it easier for their

:10:23. > :10:27.own members to deal with Christmas, despite the fact they went on

:10:27. > :10:30.strike. It makes a difference to the

:10:30. > :10:33.taxpayer whether the money is Dr from striking workers before or

:10:33. > :10:37.after Christmas. I think it does because it

:10:37. > :10:42.questions the blow of going on strike. It makes it easier for

:10:42. > :10:45.unions to call people out on strike because they say, we will speak to

:10:45. > :10:48.local authorities and despite the fact you are going on strike before

:10:48. > :10:51.Christmas and making life difficult for other people before Christmas,

:10:52. > :10:55.he will be cushioned and you won't have to suffer a loss of income

:10:55. > :11:00.until February. Trade unions are calling you

:11:00. > :11:05.Scrooge. I find that utterly unbelievable.

:11:05. > :11:08.Unions should show a sensitivity towards the rest of the population

:11:08. > :11:11.and, in effect calling a strike before Christmas which has caused

:11:11. > :11:16.hard-working families a lot of money before Christmas.

:11:16. > :11:18.A sign that this pension reform still has the power to divide

:11:18. > :11:22.opinion a week after the strikes took place.

:11:22. > :11:24.Talks are underway in an attempt to resolve problems at a company which

:11:24. > :11:28.received millions of pounds of grant aid from the Welsh Government

:11:28. > :11:30.and EU. The Welsh Government has confirmed it is aware of

:11:30. > :11:34.difficulties at Selonda UK, which operates a hi-tech seabass farm

:11:34. > :11:36.from a site near Beaumaris on Anglesey. A company spokesman told

:11:37. > :11:41.Wales Today he was discussing various options with a number of

:11:41. > :11:43.parties. The Assembly has unanimously passed

:11:43. > :11:47.a motion calling for greater collaboration between Welsh

:11:47. > :11:49.Universities. Education Minister Leighton Andrews said no decisions

:11:49. > :11:55.on any possible mergers would be made until after a formal

:11:55. > :11:58.consultation process, which would begin the new year. It comes on the

:11:58. > :12:03.day when Bangor and Aberystwyth universities signed a deal to work

:12:03. > :12:05.closer together in areas like teaching and learning.

:12:06. > :12:08.Earlier in the programme we heard about the government's transport

:12:08. > :12:11.plans, but motorists in Wales looking to benefit from greener

:12:11. > :12:17.electric cars are at a disadvantage because we've failed to invest in

:12:17. > :12:20.publicly available charging points. That's the verdict of a leading

:12:20. > :12:23.Welsh academic who specialises in the motor industry. Dr Peter Wells

:12:23. > :12:26.says a Welsh bid to be part of a �30million pound government

:12:26. > :12:36.initiative to provide more plugged in places" failed last year, and he

:12:36. > :12:37.

:12:37. > :12:42.fears we may now be left in the Electric vehicles are no longer the

:12:42. > :12:46.cars of the future. They are here right now. This British-built car

:12:46. > :12:51.is the European Car of the year. You can charge it at home overnight

:12:51. > :12:56.for about �2. For this technology to flourish, public charging points

:13:31. > :13:35.Scottish cities have also charged ahead with this technology. An

:13:35. > :13:42.Irish neighbours are also sailing ahead, literally. This Irish ferry

:13:42. > :13:49.which docks in Tolly head -- Holyhead, has charging points on

:13:49. > :13:55.its Kardex. -- car deck.

:13:55. > :13:58.Wales is behind other areas in the UK. Some locations have been

:13:58. > :14:01.sponsored under the Plugged in Places scheme. Those places are

:14:01. > :14:05.really beginning to develop a significant infrastructures and can

:14:05. > :14:10.support a network of electric vehicles. In Wales that is not the

:14:10. > :14:14.case. At around �30,000, this electric

:14:14. > :14:18.car and ones from other manufacturers are not cheap. Buyers

:14:18. > :14:23.get a �5,000 government grant and can charge it up for free at the

:14:23. > :14:27.dealership. The Department for Transport best dinner -- estimate

:14:27. > :14:32.8,600 cars will be on British roads by the end of this year and they

:14:32. > :14:37.have a target of one charging point for every 1.8 cars. That would

:14:37. > :14:42.equate to nearly 5,000 public charging points. England currently

:17:34. > :17:39.here for a different reason that I am delighted to tell you that on

:17:39. > :17:48.behalf for everybody at BBC Wales, you have won this year's BBC's

:17:48. > :17:53.Sports personality unsung hero or ward. Congratulations. It is

:17:53. > :18:03.absolutely fantastic. That is brilliant. You seem a little lost

:18:03. > :18:07.for words. Congratulations. This is the reason he has won this award.

:18:07. > :18:12.A wet and windy Saturday morning in the Rhondda Valley. The weather not

:18:49. > :18:53.doing it for seven years. When he started, there were fewer than 10

:18:53. > :19:02.juniors and now what is bursting with 70 in the academy and local

:19:02. > :19:06.schools on board. I love to see their faces I love to see them

:19:06. > :19:11.progress. Often in the Rhondda Valleys, you were led to believe

:19:11. > :19:17.that you cannot achieve. That you should accept the average. That is

:19:17. > :19:22.absolutely wrong. We have huge talent. I think with a little bit

:19:22. > :19:29.of dedication and a little bit of a hard worker, they can achieve

:19:29. > :19:33.absolutely anything they want. of Gareth Wyn Hughes's achievements

:19:33. > :19:40.has been the development of the nine-hole course. He applied to the

:19:40. > :19:46.Ryder Cup fan than was awarded almost �80,000. He has also secured

:19:46. > :19:51.the field next door for future development. He goes about his

:19:51. > :19:57.business and does not do anything to gain recognition. This project

:20:13. > :20:20.deserves it anymore. The children are finding his passion is rubbing

:20:20. > :20:26.off on them. He is the best person to have around. He has given me a

:20:26. > :20:32.lot of confidence. I was really shy when I started. I did not like to

:20:32. > :20:42.talk to people. He has given me a lot of confidence and help.
