:01:52. > :01:58.picture. Christmas shoppers are spending more online and less in
:01:58. > :02:04.the high street. Overall sales have fallen 0.4% across the UK, compared
:02:04. > :02:08.with last month. Weekly spending online has gone up by more than
:02:08. > :02:18.�200 million, to nearly 800 million. With sales already under way, the
:02:18. > :02:22.shops are fighting back. For this couple, money is tight.
:02:22. > :02:24.With rising fuel costs, they have had to cut down on shopping trips
:02:24. > :02:29.and they are struggling to buy everything their children have
:02:29. > :02:36.asked for. They are always asking, can we have staff? We cannot afford
:02:36. > :02:42.that at the moment. They say, everybody else has! Maybe we can
:02:42. > :02:46.save up, if they really wanted. They've realised that they have to
:02:46. > :02:50.look after their pennies. High streets across the country were
:02:51. > :02:53.busy today. As the retail figures show, many of us are holding out
:02:53. > :03:03.for the last-minute bargain. Shoppers in Wrexham told me they
:03:03. > :03:08.are spending less this year. How much less? Hundreds of pounds.
:03:08. > :03:15.Because of worrying about fuel bills, keeping the home, basically,
:03:15. > :03:21.and having the children. Normally, you can buy things for the grand
:03:21. > :03:27.kids, but it is one gift and a few shillings, if they are lucky.
:03:27. > :03:33.thing the figures show, shopping online is more popular than ever.
:03:33. > :03:41.This is really interesting, the biggest upward pressure this month,
:03:41. > :03:45.compared to a year ago, and compared to a month ago, stalls but
:03:45. > :03:49.because stores that sell over the internet, mail order, but it also
:03:49. > :03:53.includes market stalls and auction houses. Many stores are offering
:03:53. > :03:58.discounts, and in some towns and cities, shopping centres are
:03:58. > :04:04.fighting back in the run-up to the festive season. The centre in
:04:04. > :04:10.Cardiff told us that in the last week, between 140 and 160 shoppers
:04:10. > :04:16.had passed through their doors every day. -- 160,000 shoppers.
:04:16. > :04:21.They are spending �2 million a day, 5% more than last year. The big
:04:21. > :04:27.shopping centres are facing a challenging time. Last winter was
:04:27. > :04:30.bad, with the snow, so hopefully, if it stays away, they will be up
:04:30. > :04:34.from this time last year. But it is very challenging to get consumers
:04:34. > :04:39.to spend the money they have got. Staff at one company will have more
:04:39. > :04:45.money in their pockets this Christmas. JCB has given its
:04:45. > :04:50.workers a 500 pound festive bonus and a pay rise of more than 5%.
:04:50. > :04:56.makes Christmas a bit easier. If you want to buy a few extra prisons,
:04:56. > :05:01.you have got the option, it is great. -- extra presence. Plenty of
:05:01. > :05:05.time still for stores to notch up those last-minute sales. There is
:05:05. > :05:11.also a feeling that now, more than ever, this is a make-or-break time
:05:11. > :05:13.of year for many of our shops. From big department stores to the
:05:13. > :05:22.small independent traders, everybody seems to be finding it
:05:23. > :05:28.tough. Two high streets have similar -- different stories but a
:05:28. > :05:35.similar plea. Countdown to Christmas, a
:05:35. > :05:40.shopkeeper's dream. Streets full of customers, and the money rolling in.
:05:40. > :05:44.But this Christmas is one of the toughest yet, so how are the
:05:44. > :05:48.shopkeeper's coping? To find out, I have been to two towns that are
:05:48. > :05:58.close together, but have very different ideas about how the high
:05:58. > :05:59.
:05:59. > :06:04.street should block. -- should look. Narberth his boutique chic. You
:06:04. > :06:08.will not find supermarkets or fast food chains here. It is all about
:06:08. > :06:13.the Independent stores. They are finding it tough. The whole element
:06:13. > :06:18.of impulse buyer and has completely gone. People are only buying what
:06:18. > :06:24.they really need. Sally White is a typical example. Her takings are
:06:24. > :06:29.down 20% this year. She has had to cut staff and reduce her own salary.
:06:30. > :06:35.Some Saturdays, we would do �5,000, and we are doing at least half that,
:06:35. > :06:41.if not less, we are pleased with those figures. 20 years ago,
:06:41. > :06:45.Narberth looked different. A farming town on its uppers. But
:06:45. > :06:52.hard work and investment paid off. Businesses were given a huge boost
:06:52. > :06:56.in 2002, following the foot-and- mouth crisis. Many, like this
:06:56. > :07:02.Birches, were exempt from business rates, in an attempt to kick-start
:07:02. > :07:11.the overall economy. -- rural economy. We were planning our money
:07:12. > :07:16.back into the businesses. I did a massive expansion for five years
:07:16. > :07:20.ago, we are all still here. good times are over. The town has
:07:20. > :07:30.seen a huge hike in rates, and although the Welsh Government
:07:30. > :07:33.
:07:33. > :07:36.offers small businesses some relief, And now we have come to the more
:07:36. > :07:40.bucket-and-spade, seaside resort, just a few miles down the road,
:07:40. > :07:45.Tenby. I will find out how the shopkeepers are weathering the
:07:45. > :07:49.storm and what the politicians can do to help. Tenby has always had
:07:49. > :07:55.seasonal shops that close overwinter, but not this money.
:07:55. > :07:59.is like a ghost town, it looks like nobody wants to help. Matthew Owen
:07:59. > :08:06.is moving his florists to Saundersfoot because the rent and
:08:06. > :08:10.business rates are much cheaper. �7,000 that we could use elsewhere.
:08:10. > :08:17.We have been given a lifeline somewhere else, we will take up the

:08:22. > :08:26.Now on the fourth generation of owners. They told me that takings
:08:26. > :08:31.have heart, and only big changes have allowed the shop to stay open.
:08:31. > :08:38.We have had to make severe changes, the building, we have turned
:08:38. > :08:43.upstairs into a holiday flat,... decided to work late in the
:08:43. > :08:49.evenings, which we have never done before in the past. We have open
:08:49. > :08:54.until 9pm, 10pm, seven days a week. Mark Hall could not make it work.
:08:54. > :09:04.His computer game shop only lasted nine months. Enough time to work
:09:04. > :09:05.
:09:05. > :09:08.out how politicians could have helped. Maybe look at offering a
:09:08. > :09:12.period of lower business rates, provided you sign up for a three-

:09:22. > :09:25.better cushioned to cope, but both towns told me the hardest challenge

:09:43. > :09:48.centre in Wrexham, plenty of Christmas shoppers, out and about.

:10:07. > :10:14.We have seen a bit in our report about the picture across Wales,

:10:26. > :10:36.experiencing the same problems. What do you think about the latest

:11:49. > :11:58.go back up again, unless a decision is made that the Welsh government
