:01:15. > :01:21.the country as people headed back to work after the Christmas

:01:21. > :01:24.holidays. Fallen trees led to road closures up and down Wales, while

:01:24. > :01:26.some train services were severely disrupted. There's a warning that

:01:26. > :01:31.heavy rainfall forecast for tomorrow might could lead to

:01:31. > :01:41.further flooding. Let's join our correspondent Colette Hume in the

:01:41. > :01:44.

:01:44. > :01:49.Neath Valley tonight. Behind me is the meeting point of the two rivers.

:01:50. > :01:56.Bill Elliott today, the water and they went across the aqueduct at

:01:56. > :01:59.around four ft higher than usually. Fortunately, it did not break. The

:01:59. > :02:05.Environment Agency is warning that with heavy rain tomorrow, they

:02:05. > :02:09.could be a risk of flooding. The weather today has brought parts of

:02:09. > :02:12.wares on was to a standstill. Rivers nearly overflowing after the

:02:12. > :02:16.worst storm of the winter so far hit the country. Torrential

:02:16. > :02:20.downpours have left the ground saturated and water levels rising.

:02:20. > :02:28.The River Conwy's spilling onto the road. One flood warning is still in

:02:28. > :02:34.place for the Lower Dee Valley, along with numerous flood alerts.

:02:34. > :02:39.There is no clear break in the weather. But the next few days, we

:02:39. > :02:42.are not going to get fairly frosty evenings. We will have a lot more

:02:42. > :02:45.wet weather. As people returned to work after

:02:45. > :02:47.the holidays, there was disruption on the roads and rails. This

:02:47. > :02:53.waterfall near Rhondda gushing its excess water right onto the nearby

:02:53. > :02:56.railway line. Services had to be halted for hours.

:02:56. > :03:00.But it wasn't just the rain. Stormforce winds have swept the

:03:00. > :03:03.country. No walkers were braving the gales on this Carmarthenshire

:03:03. > :03:08.beach. And in Bala, the winds were strong

:03:08. > :03:12.enough to lift this trampoline onto a car. At their worst, they reached

:03:12. > :03:17.93mph in Gwynedd overnight. Gusts that were simply too strong

:03:17. > :03:27.for the power cables on this street in Dolgellau. 12 people had to be

:03:27. > :03:28.

:03:28. > :03:34.evacuated from their homes after an electric box short-circuited.

:03:34. > :03:38.5:30am, there was a bigger bang. Then there was smoke and sparks.

:03:38. > :03:42.The street was alight. Somebody knocked on the door and told us to

:03:42. > :03:46.get out because next door and looked like it was on fire. When we

:03:46. > :03:49.got out, we saw that the electrical was sparking.

:03:49. > :03:52.Tonight, the Environment Agency is warning more heavy rain and strong

:03:52. > :04:01.winds are forecast for tomorrow, which could lead to further

:04:01. > :04:09.flooding. Phil Pickersgill is from

:04:09. > :04:13.Environment Agency Wales. Good evening. But let's just talk

:04:13. > :04:18.through the flood alerts. How many of enforced tonight? At the moment,

:04:18. > :04:24.we have got 10 flood alerts in place and one flood warning. This

:04:24. > :04:30.has come down from 29 flood alerts in total that we had earlier today.

:04:30. > :04:34.The -- the river has peaked at around 11am. We have been

:04:34. > :04:38.monitoring the situation ever since. Some good news that we have gone

:04:38. > :04:41.down to 10, but the Environment Agency is warning that there is

:04:41. > :04:45.more rain on the way tomorrow. Where are you most concerned about?

:04:46. > :04:49.Tomorrow, we have got a frontal system coming in tomorrow afternoon

:04:49. > :04:55.which will extend through till Thursday morning. We have been

:04:55. > :05:01.advised that the main areas will be made and the North Wales. People in

:05:01. > :05:05.those areas, be vigilant tomorrow. What should people do if we go from

:05:05. > :05:09.a flood alert to a flood warning and a live near an area at risk?

:05:09. > :05:13.The Environment Agency issued warnings. One of those is a flood

:05:13. > :05:17.warning. On the issue a flood warning, it means that somebody

:05:18. > :05:21.will be flooded. If you are on our flood warning service and you get

:05:21. > :05:28.that warning, please be prepared. Make sure your Obama bulls are

:05:28. > :05:36.upstairs, your pressures of possessions are put away with you.

:05:37. > :05:41.-- valuables. Keep an ear out for the year local radio for the latest

:05:41. > :05:46.news. But take those things that mean a lot, if you get a flood

:05:46. > :05:52.warning, just take those things to higher ground. Absolutely. The

:06:17. > :06:20.to you. Nominations have opened to become

:06:20. > :06:23.the new leader of Plaid Cymru to succeed Ieuan Wyn Jones. So far,

:06:23. > :06:26.four Assembly Members have declared their intention to stand. The

:06:26. > :06:29.winner will be announced in March, a week before the party's spring

:06:29. > :06:33.conference. Whoever wins faces an uphill struggle, following

:06:33. > :06:36.disappointing results at last year's Assembly election. Here's

:06:36. > :06:39.our political reporter Aled ap Dafydd.

:06:39. > :06:44.Plaid Cymru kick off the new political year with a fixture they

:06:44. > :06:47.don't play very often. It's the game of picking a new leader. Ieuan

:06:47. > :06:49.Wyn Jones has held that position for over a decade, but after a

:06:49. > :06:55.disappointing showing at May's Assembly election, he's about to

:06:55. > :06:58.stand down. There are four Assembly Members

:06:58. > :07:00.currently in the race to succeed him. Elin Jones is the member for

:07:00. > :07:10.Ceredigion and former Agriculture Minister. She's the bookies'

:07:10. > :07:15.favourite to win. I want us to focus on the future and to ensure

:07:15. > :07:20.that as a party, that we are opening up our doors for every

:07:20. > :07:26.person to feel that if they are ambitious, then they cannot share

:07:26. > :07:29.that ambition with Plaid Cymru. If they have never voted Plaid Cymru

:07:29. > :07:31.in the past, they can vote in the future.

:07:31. > :07:34.Lord Dafydd Elis-Thomas represents Dwyfor Meirionydd and has vast

:07:34. > :07:37.political experience as a Member of Parliament, House of Lords and as

:07:37. > :07:41.the Assembly's Presiding Officer until May of last year. He's

:07:41. > :07:44.waiting to be nominated formally by his local branch before commenting.

:07:44. > :07:52.Simon Thomas is also a former MP and was a Welsh Government advisor

:07:52. > :07:57.prior to winning a seat representing Mid and West Wales.

:07:57. > :08:02.think we need to ensure that the next leader is somebody who can

:08:02. > :08:07.work with a wide range of opinions and bring people together. There

:08:07. > :08:11.are different signs of leadership. You can read from the front or you

:08:11. > :08:15.can Leeds in a different way. That is the style of leadership I am

:08:15. > :08:18.putting forward. South Wales Central AM Leanne Wood

:08:18. > :08:27.is the latest to join the contest. She's a staunch republican from the

:08:27. > :08:32.left wing of the party. We need to turn around the Welsh economy and

:08:32. > :08:37.put the economy at the forefront of our political agenda. I think that

:08:37. > :08:41.we have been less than clear as a party as to what we mean by

:08:41. > :08:44.independents, what we wanted for and how we would get there. I think

:08:44. > :08:47.now is Ieuan Wyn Jones' successor will

:08:47. > :08:50.begin a period of renewal for the party, armed with the findings of

:08:50. > :08:57.an internal review after falling to third place in the Assembly

:08:57. > :09:01.election. What I am seeing is a party and a membership quite

:09:01. > :09:06.excited about the future, seeing an opportunity to set the direction

:09:06. > :09:10.for the years ahead and provide that leadership. I think this is a

:09:10. > :09:13.really exciting time. The phones at Plaid HQ have been

:09:13. > :09:16.hot over the Christmas period. A membership drive has seen an

:09:16. > :09:26.increase of 10% and every new member has a vote in the upcoming

:09:26. > :09:31.election. Leadership contest have many of the elements you often see

:09:31. > :09:38.in a football match. Often a few own goals along the way. We will

:09:39. > :09:45.find out what will become the new leader on March 15th.

:09:45. > :09:52.Our political editor Betsan Powys joins us from the Senedd. Paul is

:09:52. > :09:57.the front-runner? There is a favourite, an early favourite, that

:09:57. > :10:02.is Elin Jones. The hot favourite it would be Leanne Wood, the favourite

:10:02. > :10:08.amongst those who want to see an experienced pair of hands at the

:10:08. > :10:12.helm would be Lord Dafydd Elis- Thomas. But it is not just about

:10:12. > :10:18.deciding on your favourite, you have to have a first and second

:10:18. > :10:22.preference. That sort of process and it is a difficult game to

:10:22. > :10:26.predict who will win. Is a change of personality really going to

:10:26. > :10:31.change the party's fortune at the polls? I think what you saw this

:10:31. > :10:34.morning was Plaid Cymru trying to tell you that alone, no, they are

:10:34. > :10:38.aware that by involving a team of party workers and supporters to

:10:38. > :10:44.decide on tactics that it is much more fundamental than that. They

:10:44. > :10:48.have some big decisions to make about party policy and the economy.

:10:48. > :10:53.What could Plaid Cymru do? And on independence, a key battleground,

:10:53. > :10:57.no doubt is they take on independence. Does the party

:10:57. > :11:00.supported? What we did look like? What we did cause to happen? Those

:11:00. > :11:04.are the sort of debate he would year of the coming weeks.

:11:04. > :11:10.Incidentally, that is not just Plaid Cymru who have had a busy

:11:10. > :11:14.start to the year. The Welsh Liberal Democrats have appointed a

:11:14. > :11:18.new chief executive. Their former chief executive has gone off to

:11:18. > :11:22.work in Downing Street. Their new chief executive is the former head

:11:22. > :11:26.of communications. No doubt, the other parties are already promising

:11:26. > :11:30.that they have a busy few weeks and next week, they will be kicking off

:11:30. > :11:34.with some ideas. The families of two women killed in

:11:34. > :11:36.a car crash on New Year's Day have paid tribute to them. Sasha Jarvis,

:11:36. > :11:40.who was 19 and from Llanberis, and 21-year-old Sian Gwenllian Lloyd

:11:40. > :11:44.Davies who lived near Bangor, were killed when their car hit a wall in

:11:44. > :11:46.Llanrug. Their families said Sasha was, funloving and warm, and Sian

:11:46. > :11:52.was delighted by her sister's engagement announcement only the

:11:52. > :11:56.day before. Two wards at Wrexham Maelor

:11:56. > :11:58.Hospital are still closed after an outbreak of Norovirus at Christmas.

:11:58. > :12:02.Seven patients are thought to currently have the winter vomiting

:12:02. > :12:08.bug. A ward at Mold Community Hospital in Flintshire has also

:12:09. > :12:11.been shut after patients showed symptoms of Norovirus.

:12:11. > :12:13.A mother from Pontypridd, one of thousands of women fitted with

:12:13. > :12:18.breast implants that used unauthorised silicone, has been

:12:18. > :12:21.speaking of her desperation to get them removed. Karen Arthur says

:12:21. > :12:26.she's had medical advice to get the implants, which have now ruptured,

:12:26. > :12:30.taken out. But the private clinic where she had the original surgery

:12:30. > :12:40.want to charge for the operation, which she says she can't afford.

:12:40. > :12:43.

:12:43. > :12:47.Karen Arthur and her son enjoy the last days of the school holiday,

:12:48. > :12:52.but she is in considerable pain. Over the past year she has

:12:53. > :12:56.developed lumps under her arms, an ultrasound showing her implants had

:12:56. > :13:02.ruptured. My surgeon said they should come out and be replaced. I

:13:02. > :13:07.spoke to the clinic manager who said, not into the pay �2,600, so

:13:07. > :13:10.we are back where we started. No one is prepared to take the fault.

:13:10. > :13:14.The breast implants in question were made by French company PIP,

:13:14. > :13:17.which has since gone into administration. The French

:13:17. > :13:21.government has recommended they be removed as a preventative measure,

:13:21. > :13:26.at the state will foot the bill, but today, the BBC has learned that

:13:26. > :13:30.the UK government is not preparing to change its advice to women. It

:13:30. > :13:34.has found no evidence to routinely remove the implants. I am prepared

:13:34. > :13:39.to take this all the way. I will not sit back and wait for someone

:13:39. > :13:43.to say it is the NHS's fault. In my eyes, I paid them the money and

:13:43. > :13:47.they should replace it so where am taking legal action. Her solicitor

:13:47. > :13:51.represents a hundreds of women across the UK suing over the

:13:52. > :13:55.implants. It has been a real roller-coaster ride for our clients.

:13:55. > :13:59.It began just before Christmas with cancer alerts and we have been

:13:59. > :14:02.clear there is no cancer riskier. We have always said the problem is

:14:02. > :14:09.the industrial grade so good -- silicone which is itself an

:14:09. > :14:12.irritant. The PIP insurers wont indemnify them. The clinics gave

:14:12. > :14:16.clear guarantees or induced the clients to purchase the implants,

:14:16. > :14:19.and now they have gone wrong, we said that pulls under the contract

:14:19. > :14:24.they have to honour. But taking cases through the courts will take

:14:24. > :14:28.time. For Karen Arthur, any delay only adds to the uncertainty and

:14:28. > :14:31.confusion she feels. You are watching Wales Today from

:14:51. > :14:54.First, stop pouring Welsh Government money into Cardiff and

:14:54. > :14:58.spend it instead in the South Wales valleys, that is the call tonight

:14:58. > :15:02.from a leading charity. The Bevan Foundation says thanks to

:15:02. > :15:06.investment, Merthyr Tydfil has achieved an economic miracle in the

:15:06. > :15:09.last 10 years, with unemployment now at a level similar to Cardiff.

:15:09. > :15:13.The charity says it's a model for what could be achieved across the

:15:13. > :15:21.valleys. Caroline Evans reports on how the town is faring in the

:15:21. > :15:25.downturn. Have you got any fans? Feathered

:15:25. > :15:29.once? Times may be hard but here in the centre of Merthyr, this fancy

:15:29. > :15:33.dress and cosmetics company is doing very well. Capitalising on

:15:33. > :15:39.what they will tell you here is the town's new-found confidence, they

:15:39. > :15:44.have gone from market stall to shop. We started the business of with �80,

:15:44. > :15:51.that was nearly 80 -- nearly eight years ago. Just one member of staff

:15:51. > :15:56.at the time and now eight years on we are turning over half-a-million

:15:56. > :16:01.Pounds this year, and we employ it 14 people now., and in the shopping

:16:01. > :16:05.centre, there is not a single shop vacant. The manager says there are

:16:05. > :16:08.more -- more than �60 million is currently being invested in the

:16:08. > :16:15.town, and that, in turn, is attracting interest from private

:16:15. > :16:17.investors. There is an air of optimism about the future.

:16:17. > :16:21.Currently we are going through difficult times just like everybody

:16:21. > :16:25.else, but definitely, a man's businesses there is a hope for the

:16:25. > :16:29.future and plans to regenerate the town. There are discussions about

:16:29. > :16:32.improving the facilities and the range of shops in the town, and the

:16:32. > :16:35.hope is that Merthyr Tydfil will become the regional capital and the

:16:36. > :16:39.heads of the valleys in future. Investments have bought a leisure

:16:39. > :16:42.park, cinema and restaurants are springing up, and the Bevan

:16:42. > :16:46.Foundation says this is evidence of how investing in the valleys is the

:16:46. > :16:50.best way forward. If you look around Cardiff you can see lots of

:16:50. > :16:55.examples of fairly large amounts of public money going into

:16:55. > :16:58.developments such as Cardiff Bay, many facilities, the development of

:16:58. > :17:02.the town centre and so on and so forth, and although there has been

:17:02. > :17:06.some money going into the heads of the Valley's area, there has been

:17:06. > :17:11.nothing like the same amount or the same intensity of effort gone in.

:17:11. > :17:14.We think it is time now to switch the focus a little bit. And the

:17:14. > :17:20.figures do look promising. The latest show unemployment in the

:17:20. > :17:24.town is up 18 per cent. The unemployment rate has fallen, and

:17:24. > :17:29.at 12.32 -- 12.3 per cent, is hovering at the same levels as

:17:29. > :17:33.Cardiff, where it is 9.8 per cent. Huw Lewis is the minister

:17:33. > :17:37.responsible for regeneration. He told me he agrees that investment

:17:37. > :17:41.like the �3 million which has gone into this chapel conversion in

:17:41. > :17:47.Bargoed is great value for money. But he says it is a mistake to

:17:47. > :17:51.think about choosing between Cardiff and the valleys. I don't

:17:51. > :17:57.think we should get into this argument about valleys this has

:17:57. > :18:00.Cardiff, and so on. I think we have to get to a point where we realise

:18:00. > :18:06.and accept that the valleys and Cardiff are joined together. Their

:18:06. > :18:14.futures are linked, and we have to think about that region has been a

:18:14. > :18:19.whole if we are to get a good outcome tomorrow investment in the

:18:19. > :18:22.communities. There was government has committed �114 million over 15

:18:22. > :18:26.years to regeneration and the heads of the valleys -- the Welsh

:18:26. > :18:30.Government. If the strategy pays up -- pays off, by 2020 that money

:18:30. > :18:34.should have attracted a further �360 million from the private

:18:34. > :18:39.sector, and ministers hope that the valleys will no longer be a poor

:18:39. > :18:42.relation but a thriving regional centre once again. Back in Merthyr,

:18:42. > :18:46.they are confident that they are already on the road to greater

:18:46. > :18:51.prosperity. They are just beginning what they say here is a watershed

:18:51. > :18:58.moment in the town's regeneration, restoring the historic town hall.

:18:58. > :19:03.The court, Council, nightclub and finely derelict, it reflects the

:19:03. > :19:06.fortunes of the town itself. After a �6 million facelift it will

:19:06. > :19:09.become a centre for cultural and creative industries.

:19:09. > :19:14.Fertility scientists at Cardiff University say they may have found

:19:14. > :19:18.a way of selecting the embryos most likely to result in pregnancy. The

:19:18. > :19:28.technique developed in mice looks at tiny movements inside the cells.

:19:28. > :19:30.They hope patients from Wales could be part of clinical trials.

:19:30. > :19:33.Fertility science as a fast- changing and highly competitive

:19:33. > :19:37.field. Teams around the world are all trying to improve the success

:19:37. > :19:41.rate of treatments like IVF, and the team here in Cardiff think they

:19:41. > :19:47.have found a way of selecting the best entry of three years. I am

:19:47. > :19:51.pleased to say I am joined by a professor from the University. What

:19:51. > :19:56.we are looking for in mouse embryos? We are looking at the

:19:56. > :20:00.early events of fertilisation, when the sperm fertilises the egg. With

:20:00. > :20:04.the team from Oxford and Cambridge we have found pulses in the

:20:04. > :20:08.cytoplasm when the sperm fertilises the egg. So we are looking at a

:20:08. > :20:13.mouse embryo on the screen, but you can see similar movements in human

:20:13. > :20:17.ones as well. Yes, we have detected these movements in the human egg

:20:17. > :20:21.when it is fertilised or artificially stimulated, so we can

:20:21. > :20:25.see this movement pattern in mice also occurs in human. In mice, this

:20:25. > :20:29.correlates with which is the best embryo, so we think we can use this

:20:29. > :20:37.technique to predict the best embryo in human IVF. The next step

:20:37. > :20:42.will be to try it with humans. What are your thoughts on how this could

:20:42. > :20:46.help patients who you see? This is a major discovery in that it will

:20:46. > :20:50.enable us to choose the best embryo and implanted back into the woman

:20:50. > :20:58.and maximise the chances of getting pregnant, and that would enable us

:20:58. > :21:03.to avoid multiple pregnancy. has avoiding twins and triplets

:21:03. > :21:07.important? Multiple pregnancy is problematic in that pre-term

:21:07. > :21:12.deliveries are danger, and therefore babies are born at 30, 28

:21:12. > :21:18.weeks, and may be admitted to intensive care units and Arabic

:21:18. > :21:21.train on NHS resources, so the sooner we can get more information

:21:21. > :21:26.through collaboration with the IBS unit that -- unit at the University

:21:26. > :21:30.of Wales, the better -- IVF unit. That means that was patients could
