:01:38. > :01:42.time in battle is to be raised in the Assembly next week. It follows
:01:42. > :01:46.the death of Lance Sergeant Dan Collins from Pembrokeshire. The
:01:46. > :01:51.Welsh Guardsman, who led served in Afghanistan, took his own life on
:01:51. > :01:55.New year's Day. Darren Millar has told Wales Today he wants to know
:01:55. > :01:59.how much progress has been made after a report was published a year
:01:59. > :02:06.ago. That report called for more co-ordination between the military
:02:06. > :02:10.and the health service. In recent years, appreciation for
:02:10. > :02:14.the work of the armed forces has been clear to see across Wales.
:02:14. > :02:19.Questions continue to be raised about how veterans are cared for
:02:19. > :02:21.once they have left behind life on the front line. The family of Lance
:02:21. > :02:25.Sergeant Dan Collins career took his life on New year's Day say the
:02:25. > :02:31.Welsh Guardsman could not cope with the post-traumatic stress disorder,
:02:31. > :02:35.or PTSD, he suffered after serving in Afghanistan. It is a situation
:02:35. > :02:41.that's familiar for some of the Berlin. The former soldier almost
:02:41. > :02:45.died while serving in Iraq. Despite recovering physically, she hopes to
:02:45. > :02:49.compete in this year's Paralympic in volleyball, the mental scars
:02:49. > :02:54.have been harder to heal. For instance, with a door slamming
:02:54. > :02:58.or a car engine backfiring, it can make you think you are in Iraq and
:02:58. > :03:01.you can click and you can't kick out of it until reality comes back
:03:01. > :03:06.and you think, God, I'm not actually there.
:03:06. > :03:12.Charities like Healing the Wounds offer help to service personnel
:03:12. > :03:16.suffering from mental health issues such as PTSD. Their founder
:03:16. > :03:20.suffered from the conditions after serving in Northern Ireland. He
:03:20. > :03:27.says veterans often need help not available through the NHS.
:03:27. > :03:31.We have had cases, some of our sufferers, who have been to the NHS
:03:31. > :03:36.and other charities and it didn't work. They come to us gasping it
:03:36. > :03:39.can we help them and we do. The Assembly health committee
:03:39. > :03:43.called for better co-ordination between the military and health
:03:43. > :03:46.service a year rigours of treatment can be targeted more effectively.
:03:46. > :03:49.The Conservative health spokesman says he has written to the health
:03:49. > :03:55.minister to find out what progress has been made.
:03:55. > :03:59.We found services to rout Wales are inconsistent. That was a huge
:03:59. > :04:04.problem in terms of being able to access the services. I'm looking
:04:04. > :04:08.forward to a comprehensive response next week and I very much hope that
:04:08. > :04:11.the government have fulfilled all of the promises they made.
:04:11. > :04:15.The Welsh government has told us they are working with the MoD and
:04:15. > :04:20.the UK Department of Health to improve the transfer of military
:04:20. > :04:23.records to GPs. In April, they received a review into the health
:04:23. > :04:29.service provision for active personnel, Veterans and families.
:04:29. > :04:32.It's being completed by the Health Inspectorate Wales. The family of
:04:32. > :04:40.Lance Sergeant Dan Collins, dealing with the loss of their loved one,
:04:40. > :04:42.say they hope any more needless deaths can be prevented.
:04:43. > :04:47.Lieutenant Colonel John Skipper, who served in the Falklands and
:04:47. > :04:50.Iraq, is leading that review of the armed forces healthcare in Wales.
:04:51. > :04:57.What exactly is your review trying to find out?
:04:57. > :05:00.Good evening. It's an independent review, primarily looking at the
:05:00. > :05:06.adequacy, availability and accessibility of healthcare
:05:06. > :05:10.services, not just for veterans, of which I am one, but also for
:05:10. > :05:15.serving servicemen and reserves. They will be paying a much more
:05:15. > :05:20.active role so we will be focusing on them. What I will be doing is
:05:20. > :05:24.talking to individuals on the ground, gathering experiences, the
:05:24. > :05:28.ground truth, to see just how the package of care provided by the
:05:28. > :05:31.Welsh government actually meets the needs of those people out on the
:05:31. > :05:35.ground. From what you've seen already, is
:05:35. > :05:41.there enough support out there? Yes, there is. The early findings
:05:41. > :05:47.from my review of that signposting is key. There is provision out
:05:47. > :05:52.there and we are focusing on mental health but it is a much wider issue,
:05:52. > :05:57.physical health needs as well. As we are focusing on mental health,
:05:57. > :06:02.the All Wales Veterans Health and well-being service, a hub based in
:06:02. > :06:05.Cardiff, has therapists in each of the local health board. They work
:06:05. > :06:11.closely with combat stress and the local health boards and the British
:06:11. > :06:14.Legion. What am finding, and Simon Weston remarked on it in the
:06:14. > :06:17.programme last night, is that it's great to have those services
:06:17. > :06:22.available but not so good if the people who need them don't know
:06:22. > :06:24.about them. What is it about? A lack of co-
:06:24. > :06:33.ordination between the NHS and the military?
:06:33. > :06:37.It is part of the problem. We have a very good framework in Wales. The
:06:37. > :06:43.review will see where we need to test and do just that co-ordination.
:06:43. > :06:47.Perhaps we need to set up a coherent framework of veterans
:06:47. > :06:51.support groups, for instance, where veterans can go with they have a
:06:51. > :06:56.problem. Again, that does require better and tighter co-ordination
:06:56. > :06:59.with the military on discharge. Is there an added pressure to get
:06:59. > :07:06.this right when the armed forces are making redundancies?
:07:07. > :07:10.Yes, there's. I mentioned before that the added focus on
:07:10. > :07:19.participation of reserves and active service, they have
:07:19. > :07:23.particularly special needs. Also, there will be no armed forces in
:07:23. > :07:26.Germany from 2020. There are redundancies as part of the
:07:26. > :07:34.strategic defence review and that will increase the problem in Wales
:07:34. > :07:39.and the whole of the UK. A website, if you want to take part
:07:39. > :07:47.in the review of the services, is on screen. It is available for
:07:47. > :07:50.anyone in the armed forces. Gale-force winds have continued to
:07:50. > :07:55.cause damage across the country. Trees have come down and the
:07:55. > :08:00.National Library in Aberystwyth almost lost its roof. Gusts of 90
:08:00. > :08:06.mph were recorded in Capel Curig this morning. Several flood alerts
:08:06. > :08:12.are in force across Wales. The National Library of Wales in
:08:12. > :08:16.Aberystwyth is one casualty of the guests this morning.
:08:16. > :08:19.A roofing sheets the size of two tennis courts was in danger of
:08:19. > :08:24.being ripped off. Once that part was secured, we
:08:24. > :08:30.turned our attention to the collections below that part of the
:08:30. > :08:34.roof. We've put some extra cellophane around his collections.
:08:34. > :08:38.We are now looking at short term measures to seal the win.
:08:38. > :08:44.The library was closed for a short time and staff were advised to stay

:09:31. > :09:36.casualty of the weather. His car was stuck by a falling tree seconds

:11:28. > :11:31.world four police forces after elections in November.
:11:31. > :11:34.He was the first to lead the devolved government in Wales and
:11:34. > :11:36.now Alun Michael wants to become one of his first police
:11:37. > :11:43.commissioners. If it's going to make things better
:11:43. > :11:46.rather than being an obstacle to greater community safety and
:11:46. > :11:51.reduction in crime, then it needs the right people who understand
:11:51. > :11:54.policing, who will work with the police and understand the context
:11:54. > :11:59.of crime and disorder in our local communities.
:11:59. > :12:03.That decision causes another election, a by-election in Cardiff
:12:03. > :12:07.South and Penarth, a seat that could be under threat with changes
:12:07. > :12:12.to constituency boundaries. There will be, obviously, MPs of
:12:12. > :12:17.the same party who will be pitched against each other. You've got, in
:12:17. > :12:21.Cardiff, someone like Kevin Brennan, up and coming. Alun Michael has
:12:21. > :12:26.been very long time and he may be thinking about standing down anyway.
:12:26. > :12:30.This is a convenient job for him to go into if he gets elected.
:12:30. > :12:33.Creating elected commissioners is a UK government policy. What will
:12:33. > :12:36.they do? The commission will they do? The commission will
:12:36. > :12:40.appoint a chief Constable's and told them to account. They will set
:12:40. > :12:43.the annual falls budget and the police share of the local council
:12:43. > :12:50.police share of the local council tax. They were determined local
:12:50. > :12:53.policing priorities as well. They will be paid from �65,000 in Dyfed-
:12:53. > :12:58.Powys to �85,000 in South Wales. Assembly Members voted against the
:12:58. > :13:04.idea. Welsh chief Constable's a post it to. Those who fought the
:13:04. > :13:10.principles say that it must be made to work.
:13:10. > :13:14.We need to see resent -- retention of the current system or devolution
:13:14. > :13:18.into a Welsh context. What we will see in budgetary terms is severe
:13:18. > :13:22.cuts to the police force in the next few years and the police
:13:22. > :13:25.commissioners will have to manage Labour say they will field
:13:25. > :13:29.candidates in all police force areas. The Welsh Liberal Democrats
:13:29. > :13:37.say they oppose the idea and would offer a national funding for
:13:37. > :13:40.candidates. Plaid Cymru oppose the principle but will contest the
:13:40. > :13:44.elections or support non-party candidates who share their views on
:13:44. > :13:48.criminal justice. The Welsh Conservatives say it's too early to
:13:48. > :13:53.name potential candidates. Anyone living in a force area can stand
:13:53. > :13:59.but they will need a �5,000 deposit and a determination to persuade
:14:00. > :14:07.voters this election and these Still to come in the programme. The
:14:07. > :14:11.historic town giving hi-tech help to tourists. I do not use computers
:14:11. > :14:16.and things like that very much but it sounds wonderful. I guess it
:14:16. > :14:19.should be very successful. Duchess of Cambridge has decided to
:14:19. > :14:23.volunteer with the Scouting Association in North Wales. She
:14:23. > :14:27.will be getting involved in a range of activities with members of the
:14:27. > :14:30.Beavers and Cubs, aged between six and 10, near her home on Anglesey.
:14:30. > :14:35.The announcement coincides with the news that she is to become patron
:14:35. > :14:38.of four charities. It's a rite of passage for many
:14:38. > :14:42.youngsters, learning skills from baking, to camping and climbing or
:14:42. > :14:45.qualities such as teamwork, social responsibility and good manners.
:14:45. > :14:48.But whereas most Beavers, Cubs and Scouts rely on parents or friends
:14:48. > :14:54.to run activities, some in North Wales will get royal treatment from
:14:54. > :14:57.the former Miss Middleton. The Duchess of Cambridge has expressed
:14:57. > :15:07.a wish to volunteer privately with groups near the home she shares

:16:26. > :16:29.previous owners, Selonda, had suffered from cash-flow problems,

:16:34. > :16:37.established a decade ago and produced a thousand tonnes of sea
:16:37. > :16:40.bass annually. A group of pupils at a special
:16:40. > :16:43.needs school in Penarth are proving they're budding entrepreneurs by
:16:43. > :16:46.turning an empty stock room, into a thriving cafe. It's been so
:16:46. > :16:56.successful, they've already paid off 20% of the loan they took out

:17:02. > :17:07.to set it up. Lucy Rogers reports. The lunchtime rush at the school
:17:07. > :17:12.near Cardiff. Gill is one of a group of pupils running of the cafe
:17:12. > :17:16.on side. He has autism and just a few months ago, he could not deal
:17:16. > :17:26.with being in a busy room. Now he like many others is fully trained,

:17:34. > :17:38.and I tend to shut down. I was not knowing what I was doing. Not a lot
:17:38. > :17:42.of people like me get the chance to work in an environment like this.

:17:52. > :17:56.couple of years' time. The students were put through a rigorous
:17:56. > :18:02.application and interview process to work here. They do everything
:18:02. > :18:05.from stop checks to dealing with suppliers. The profits go back into
:18:05. > :18:09.school funds. Many of the pupils have dreamt of having a job but
:18:10. > :18:17.never had the confidence. Something that has changed according to one
:18:17. > :18:22.mother. She is a different child, confidence wise. She will get up
:18:22. > :18:29.and do things, which she would not have done before. She would have
:18:29. > :18:34.waited for someone to do it. But now she is off and away, it is
:18:34. > :18:39.lovely. It is the first school of its kind in Wales to offer the
:18:39. > :18:46.Welsh Baccalaureate. Working in a cafe helps the children achieve
:18:46. > :18:51.equivocation. They now believe they have a future. We actually believe
:18:51. > :18:57.they can fulfil a job, not just for Phillip but do it well. It means
:18:57. > :19:02.the transferable skills from the coffee shop became much easier.
:19:02. > :19:07.When they went on with experience, they found it was a breeze. With
:19:07. > :19:12.plans already under way to expand, it is hoped the cafe will be open
:19:12. > :19:15.for business for many years to come. It's a world first, a project
:19:15. > :19:20.helping visitors to Monmouth access information about the town, simply
:19:20. > :19:23.by scanning a barcode with their phone. If you wander around the
:19:23. > :19:25.town's landmarks in the next few months, you'll spot the barcodes
:19:25. > :19:29.which link directly to the online encyclopaedia, Wikipedia. It's
:19:29. > :19:34.hoped that Monmouthpedia will help boost tourism. Nicola Smith has
:19:34. > :19:38.been finding out more. Monmouth, a town rich with history.
:19:38. > :19:41.It appears in the Domesday Book in 1086. One millennium later
:19:41. > :19:46.information about its buildings, monuments and people, is being
:19:46. > :19:50.recorded in a very different way. Let's say I'd like more information
:19:50. > :19:59.about the Shire Hall, with this new project, all I'll need is a smart
:19:59. > :20:06.phone and a special barcode or QR code as it's known. I don't know
:20:07. > :20:15.what it is. Do you know? Well, someone who does is John Cummings.
:20:15. > :20:22.He runs the Monmouthpedia website, so I'll let him explain. We use
:20:22. > :20:31.this free piece of software to scan at the bar code. It has found the
:20:31. > :20:34.website and we can find out all the history. It's just one example of
:20:34. > :20:38.many hundreds of barcodes that'll soon be appearing across the town.
:20:38. > :20:45.The museums are getting involved. Here in the Shire Hall, information
:20:45. > :20:53.on the courtroom, the judge's room, will be just a click away. People
:20:53. > :20:56.can find out information, they can click on the cold and find out.
:20:56. > :21:02.Because we have put that information in place, people living
:21:02. > :21:09.in Mexico can also find it out. They can also contribute towards
:21:09. > :21:15.the project. And the codes work in many languages too. It takes you to
:21:15. > :21:18.the article in your own language. It is really for as many languages
:21:18. > :21:25.as we can do. This project relies on information from the community,
:21:26. > :21:35.so what do they think should be included? We have some interesting

:21:38. > :21:43.cemeteries. And a couple of other interesting people in the area.
