:01:12. > :01:17.Good evening. It's the biggest shake up of the political map for
:01:17. > :01:19.nearly 70 years, and will force some MPs out of a job. Today, plans
:01:19. > :01:25.have been unveiled to reduce the number of constituencies in Wales
:01:26. > :01:28.from 40 to 30. Each will have around 75,000 voters. The plans
:01:28. > :01:32.will only affect elections for Westminster. Assembly
:01:32. > :01:36.constituencies stay the same. Some of the more eye-catching changes
:01:36. > :01:41.include in the South - parts of Caerphilly are joined in a new seat
:01:41. > :01:44.with Cardiff North. In the West, South and West Pembrokeshire come
:01:44. > :01:48.together, and a new seat of Caerfyrddin is created for
:01:48. > :01:55.Carmarthen. And in the North, Anglesey and part of Arfon join to
:01:55. > :01:58.become Menai ac Ynys Mon. Now, you're able to have your say
:01:58. > :02:02.on the plans and we'll be getting reaction from around the country.
:02:02. > :02:07.Roger Pinney is in Beaumaris for us tonight. Our parliamentary
:02:07. > :02:09.correspondent David Cornock is in Westminster. Hywel Griffith is in
:02:09. > :02:19.Caerphilly, where parts of the constituency could merge with
:02:19. > :02:20.
:02:20. > :02:25.Cardiff North. Hywel, what does that mean for the seat? Of quelled,
:02:25. > :02:29.to ditch any, the Labour vote has been as solid as the walls of the
:02:29. > :02:32.castle behind me. However, if it combines with Cardiff North, that
:02:32. > :02:37.is currently held by the Conservatives. It would make this
:02:37. > :02:40.seat far less come -- predictable come the next election in 2015.
:02:40. > :02:45.Labour, as well as the other parties, are having to consider
:02:45. > :02:50.these plans very carefully tonight. Some MPs are considering their
:02:50. > :02:57.political future. Let's take a look at the picture across Wales with
:02:57. > :03:01.this report. It will be the biggest change for over 67 years. A new law
:03:01. > :03:07.means a higher number of voters in each seat so 10 fewer
:03:07. > :03:11.constituencies in Wales. They haven't been any political
:03:11. > :03:17.considerations. The commission looks at existing boundaries of
:03:17. > :03:25.local authorities, constituencies and also considers local ties and
:03:25. > :03:30.community links in particular areas. Anglesey will join the mainline.
:03:30. > :03:34.Plaid Cymru might be concern about the disappearance of a certain
:03:34. > :03:44.seats where they regularly challenged. Success for Labour MPs
:03:44. > :03:48.
:03:48. > :03:53.know there will be less seas for them to compete with. The proposal
:03:53. > :04:01.is bad news for Wales. It sees Welsh representation being reduced
:04:01. > :04:09.by 25% and that can only be bad for Wales is in tears in the UK. Voters
:04:09. > :04:16.he had mixed views of being part of a new seat. Caerphilly and Cardiff
:04:17. > :04:21.North. I think it is bringing more people together, isn't it?
:04:21. > :04:24.Caerphilly is Caerphilly and Cardiff is Cardiff so they are two
:04:24. > :04:29.separate areas. In south-east Wales, the Cardiff region will lose one
:04:29. > :04:34.seat. The Liberal Democrats might be concerned that their powerhouse
:04:35. > :04:43.of Cardiff Central might be no more. Will they be as strong? At the
:04:43. > :04:51.other end of South Wales, other seats would go as well. It's might
:04:51. > :04:54.worry this current MP. Part of his seat would go into the new seat.
:04:55. > :05:00.The sheer size of some proposed constituency has got some people
:05:00. > :05:04.talking. No more so than in New Town which will be under South
:05:04. > :05:09.powers which covers an area of nearly 4,000 square kilometres.
:05:09. > :05:13.They should get more MPs, they should find more MPs for different
:05:13. > :05:18.locations and all that, spread them out and they should do something
:05:18. > :05:25.about the towns. One Lib Dem have already represents a large
:05:25. > :05:29.constituency isn't boring. People would be put off because the seeds
:05:29. > :05:33.are bigger. If the interests of wares are at heart, plenty of
:05:33. > :05:40.people want to represent them. names of the new constituencies
:05:40. > :05:46.will also cause debates. The public consultation on the proposals will
:05:46. > :05:54.continue until April 4th. The final recommendations will have to be
:05:54. > :06:00.made by October 2013. Here in North Wales, the proposed changes are
:06:00. > :06:08.just as dramatic. I'm in Beaumaris. For many years, it Haydon Bridge
:06:08. > :06:17.had its own representation. But Anglesey has had its own MP for the
:06:17. > :06:22.best part of 500 years. Today, I travelled across North Wales
:06:23. > :06:32.gauging reaction. Politics used to be such a simple process. When it
:06:32. > :06:36.for the first built Haydon Bridge Castle,... Crucially, as far as
:06:36. > :06:43.this is concerned, how many voters are needed to his send a
:06:43. > :06:48.representative to Parliament? On Anglesey, recent political history
:06:48. > :06:52.has been chequered. Plaid Cymru took the seats from the Tories
:06:52. > :06:58.before losing it to Labour. The constituency has always been

:07:06. > :07:13.neighbouring town, a process that will see bigger seats with more
:07:13. > :07:20.voters. My constituency has been halved. As far as the new quiz is
:07:20. > :07:26.concerned, it is an enormous constituency. It goes from the sea
:07:26. > :07:33.in the north to meet Wales. Serve in that constituency will be quite
:07:33. > :07:37.a challenge, just in driving around. Along the coast, another castle.
:07:37. > :07:42.This has seen a few political our peoples over the years. There is
:07:42. > :07:46.nothing new about Alton the size, the shape or even the name of
:07:47. > :07:51.parliamentary constituencies. This old town was once part of another
:07:51. > :07:58.constituency, represented by David Lloyd George. Over time, it has
:07:59. > :08:08.been known by other names. So, what is in an end? Now, the proposal is
:08:09. > :08:09.
:08:09. > :08:18.to call it north coast Wales. A case here of two into one won't go.

:09:18. > :09:26.Don't you feel sorry that 10 Welsh MPs will be losing their jobs?
:09:26. > :09:30.So, no sympathy at all? No. I've lost my job, nobody has sympathy
:09:30. > :09:34.for me. Politics is a fickle business. Edward the first lodged

:10:01. > :10:04.personal level, Montgomeryshire is a seat that I laugh and we worked
:10:04. > :10:08.very hard to make it a seat. There is that element of personal
:10:08. > :10:14.discipline that. I shall be looking to put my name forward in one of
:10:14. > :10:18.the other seats when the boundaries are finally decided. He says it is
:10:18. > :10:21.disappointing but it is your government? It is not a great
:10:21. > :10:26.surprise. It is pretty much as I expected. I knew my constituency
:10:26. > :10:32.was in danger of being split up as soon as the Bill was passed. We
:10:32. > :10:38.fought the general election and for the people of Britain wanted fewer
:10:38. > :10:44.politicians, wanted democracy to be less expensive. We implemented what
:10:44. > :10:48.we said after the election. This is the consequence. This is a
:10:48. > :10:51.consequence of the government and the Prime Minister should be
:10:51. > :10:56.defending her policy of deliberately deciding to short
:10:56. > :11:00.changed Wales. It is not just Labour MPs which are going. Tory
:11:00. > :11:04.MPs are losing their seats. They are spitting blood behind us in the
:11:04. > :11:11.House of Commons. They are all moaning about it, as are the
:11:11. > :11:17.Liberal Democrat sits. They should be saying, saved Wales's voice in
:11:17. > :11:21.Parliament. I hope the MPs will see sense among his comebacks to the
:11:21. > :11:25.Commons, keep the number of MPs that Wales has is that of a quarter
:11:25. > :11:30.losing. Whatever a party, we have a duty to speak for Wales, whatever
:11:30. > :11:35.our party. I am angry because of the effect of individual MPs and
:11:35. > :11:40.because Waleses in this is being cut. We did see it like that was
:11:40. > :11:44.stop we have had these days for months. We delivered a fair result,
:11:44. > :11:49.we delivered the result we promised before the election and the has

:12:10. > :12:12.the Welsh Government's controversial new system. The
:12:12. > :12:17.information gives parents further detail on the position of their
:12:17. > :12:21.children's schools. Ysgol Tryfan in Bangor gets the best score, as our
:12:21. > :12:24.education correspondent, Nicola Smith, reports.
:12:24. > :12:29.Since December last year, secondary schools in Wales have been placed
:12:29. > :12:32.within one of five bands. Band 1 is the highest, and 5, the lowest. To
:12:32. > :12:34.work out which band a school should be in, they're given points in
:12:34. > :12:40.areas including GCSE exam performance and pupil attendance
:12:40. > :12:43.levels. They're rewarded if they've made progress in those areas. The
:12:43. > :12:47.number of pupils eligible for free school meals is also taken into
:12:47. > :12:52.account to allow for the challenges of running a school in a deprived
:12:52. > :13:00.area. Now, parents can see exactly where their child's school sits in
:13:00. > :13:04.the system. A system designed to see how schools are performing and
:13:04. > :13:06.which need extra support. The Welsh Government has released a detailed
:13:06. > :13:09.breakdown under the Freedom of Information Act, following a
:13:09. > :13:13.request from the BBC. So today, we've learned that Ysgol Tryfan in
:13:13. > :13:17.Bangor recorded the highest mark possible in the banding system. The
:13:17. > :13:19.school with the lowest score is Llanrumney High School in Cardiff.
:13:19. > :13:25.New information - information academics say needs to be used
:13:25. > :13:29.effectively. If we get into a who's better than who analysis, and
:13:29. > :13:34.there's a real risk we will, this just ends up being a stick to beat
:13:34. > :13:36.schools with. In fact, what we really need to be doing is
:13:36. > :13:46.demanding of Government and local authorities about what resources

:14:06. > :14:10.to a large extent, they will be seen as a confusing. This afternoon,
:14:10. > :14:13.the Education Minister was part of a debate on banding. He says the
:14:13. > :14:17.system is necessary to identify schools which need the most help to
:14:17. > :14:20.improve but insists they are not league tables or a means of naming
:14:20. > :14:24.and shaming weaker schools. Schools in the top bands will be expected
:14:24. > :14:29.to share their success. Local authorities will have to provide
:14:29. > :14:39.support to the schools that need it most. The bands will be updated
:14:39. > :14:47.

:14:50. > :14:55.of carbon monoxide poisoning after a holidaymaker died from fumes
:14:55. > :15:00.given off by a barbeque. Tracy Screen from Derbyshire was at a
:15:00. > :15:05.campsite in Gwynedd with her family when she died last August. A
:15:05. > :15:08.smouldering barbeque had been stored inside their tent.
:15:08. > :15:12.Tracy Screen was staying at the Aberafon campsite at Gyrn Goch near
:15:12. > :15:15.Caernarfon with her husband Benjamin and two young children.
:15:15. > :15:19.The family from Chesterfield were spending their second night in a
:15:19. > :15:23.large tent. Benjamin Screen brought the portable barbeque inside the
:15:23. > :15:25.main living area believing it had stopped smouldering. But the
:15:26. > :15:35.cooling charcoal released carbon monoxide which affected all four
:15:36. > :15:36.
:15:36. > :15:42.family members. He described getting up to use the bathroom and
:15:42. > :15:50.collapsing. He eventually dialled 999 on his mobile phone but was
:15:50. > :15:54.disorientated. He called for help from other campsite unit -- users.
:15:54. > :16:01.They took the children to safety but found Mrs Screen had died.

:18:14. > :18:17.ambulance had arrived on time. He's organised a meeting tonight to
:18:17. > :18:19.discuss concerns over the ambulance service. Tomos Dafydd reports.
:18:19. > :18:22.Exactly a year ago today, Jacqueline Davies was having
:18:22. > :18:24.trouble breathing. Her sister dialled 999. The call had been
:18:24. > :18:28.classed as immediately life threatening, meaning a paramedic
:18:29. > :18:37.should've been with her in 8 minutes. But no help arrived for
:18:37. > :18:42.almost three quarters of an hour. Anyone with common sense looking at
:18:42. > :18:49.the case would deduce that she would be alive today if they had
:18:49. > :18:53.been there within half-an-hour of the initial phone-call. Monmouth is
:18:53. > :18:57.served by one of these, a rapid response vehicle. It cannot take
:18:57. > :19:02.patients to hospital but it can get to them quicker. But on January
:19:02. > :19:04.11th last year, the duty paramedic was on a training course. When the
:19:04. > :19:07.late shift started that day, the vehicle wouldn't start because the
:19:07. > :19:10.car battery wasn't charged. It was only then that West Midlands
:19:10. > :19:13.Ambulance Service were asked for help. Eventually a paramedic
:19:13. > :19:17.arrived at Mrs Davies' home, followed by an ambulance. She was
:19:17. > :19:20.unconscious. She died in hospital nine days later. The coroner said
:19:20. > :19:30.there was a significant failing of the Trust and the delay could have
:19:30. > :19:39.contributed to her death. We have changed things considerably in the
:19:39. > :19:43.last month or so in the region and by February, you will see high
:19:43. > :19:48.dependency Service crew available seven days a week. That will reduce
:19:48. > :19:55.pressure on ambulance resources in the area, dealing with a lot of the
:19:55. > :20:04.transfers. A year since losing his mother, Matthew Davies says
:20:04. > :20:07.fundamental improvements are needed to the town's ambulance service.
