:01:23. > :01:26.want to go out on the water. Good evening. It was the biggest

:01:26. > :01:29.trial of its kind in criminal history. Last month, the trial

:01:29. > :01:32.collapsed of eight former police officers accused of fabricating

:01:32. > :01:36.evidence in the original Lynette White murder investigation. The men

:01:36. > :01:40.were acquitted when it emerged that two files of evidence were missing.

:01:40. > :01:43.It's thought they'd been shredded. Last night, it was announced the

:01:43. > :01:46.files had been found at South Wales Police Headquarters. But a legal

:01:46. > :01:49.expert says the discovery is very unlikely to lead to a retrial.

:01:49. > :01:52.Rebecca John is in Butetown this evening.

:01:52. > :01:56.Lynette White was murdered in the flat above the book keepers behind

:01:56. > :02:00.me almost a quarter of a century ago. Three men were wrongfully

:02:00. > :02:04.convicted of her murder. One of the Cardiff Three, Yousuf Abdullahi,

:02:04. > :02:08.has since died. But the surviving two still want to know why they

:02:08. > :02:10.were convicted. The trial of the eight former South

:02:10. > :02:14.Wales Police officers was the biggest of its kind in British

:02:14. > :02:18.legal history. It collapsed last month when it was thought files of

:02:18. > :02:22.evidence had been shredded. The judge at Swansea Crown Court ruled

:02:22. > :02:25.that the former officers couldn't get a fair trial. They were all

:02:25. > :02:28.cleared of perverting the course of justice in the original

:02:28. > :02:31.investigation into the murder of Lynette White. But last night it

:02:31. > :02:35.emerged that the files had been found at South Wales Police

:02:35. > :02:40.Headquarters. Tony Paris is one of three men wrongfully convicted in

:02:40. > :02:48.1990 of Lynette White's murder. The convictions of the so called

:02:48. > :02:55.Cardiff Three were quashed in 1992. I would like to see a retrial so we

:02:55. > :03:02.can get to the bottom of this and I can find out why I was implicated

:03:02. > :03:07.in this case, who gave the word that implicated me, and how they

:03:07. > :03:10.got their evidence. Lynette White was 20-years-old when she was

:03:10. > :03:14.murdered in 1988. She was stabbed more than 50 times in this flat in

:03:14. > :03:16.Butetown, where she worked as a prostitute. The solicitor, Stuart

:03:16. > :03:21.Hutton, represented the brothers, John and Ronnie Actie, who were

:03:21. > :03:30.acquitted of her murder in 1990. He thinks the former police officers

:03:30. > :03:36.should face a retrial. There is a lack of closure because the matter

:03:36. > :03:41.has not been resolved in the quarter. It is quite incredible

:03:41. > :03:48.that in these documents have now been found and, by virtue of having

:03:48. > :03:52.been found, we can reasonably suppose that they existed at the

:03:52. > :03:55.time that the prosecution said they had been destroyed. The cost of

:03:55. > :04:04.this case from the time of Lynette White's murder in the late '80s

:04:04. > :04:08.until now is thought to be around �30 million. It seems unbelievable

:04:08. > :04:13.that papers were not dealt within a very detailed way and totally

:04:13. > :04:17.properly, given the millions of pounds that have been spent on the

:04:17. > :04:22.investigation and are that things could fall at the point when the

:04:22. > :04:25.Crown Prosecution Service was bringing matters before the court.

:04:25. > :04:27.Supporters of the Cardiff Three - Tony Paris, Yousuf Abdullahi and

:04:27. > :04:36.Stephen Miller - took to the streets to protest the men's

:04:37. > :04:40.innocence. People living here haven't forgotten what happened.

:04:40. > :04:46.People in the community would want to see a retrial. People want to

:04:46. > :04:50.see closure for Lynette White and for the boys, but also in the

:04:50. > :04:53.context of the wider implications for the justice system and the

:04:53. > :04:57.criminal system. The case of Lynette White's murder was reopened

:04:57. > :05:01.in 2000. Advances in DNA led to the arrest of the security guard

:05:01. > :05:05.Jeffrey Gafoor, one of her former clients. He was jailed for life in

:05:05. > :05:07.2003 for her murder. South Wales Police say it would be

:05:07. > :05:09.inappropriate to comment on the discovery of the files because of

:05:09. > :05:15.the ongoing investigation by the Independent Police Complaints

:05:15. > :05:17.Commission. The IPCC says South Wales Police still have the boxes.

:05:17. > :05:21.They say their investigation hasn't concluded and will need to

:05:21. > :05:25.establish what happened to the two files of evidence. Lynette White

:05:25. > :05:28.was killed on Valentine's Day, almost a quarter of a century ago.

:05:28. > :05:36.Her murder was eventually solved, but many questions remain about the

:05:36. > :05:39.original investigation. The people we've spoken to here

:05:39. > :05:42.today would like to see the former police officers retried, but many

:05:42. > :05:49.doubt it'll be possible because of all the legal hurdles that would

:05:49. > :05:59.need to be cleared. Lucy. Winston Roddick QC is a former

:05:59. > :06:00.

:06:00. > :06:06.leader of the Wales circuit. Good evening. What hurdles would have to

:06:06. > :06:09.be overcome for a retrial to take place? First of all, you will have

:06:09. > :06:13.to establish that this is an offense in respect of which the

:06:13. > :06:18.double jeopardy rule has been abolished. It has not for this

:06:18. > :06:22.offence. It was abolished for serious offences like murder, rape

:06:22. > :06:26.and conspiracy to commit those offences, but not the conspiracy to

:06:26. > :06:31.pervert the course of justice, and therefore the double jeopardy rule

:06:31. > :06:36.still stands and you cannot retry them. If that interpretation is not

:06:36. > :06:40.correct, you have got to show two things in particular. One, that

:06:40. > :06:44.there is no evidence, and secondly that the new evidence is compelling

:06:44. > :06:48.such as might lead a jury almost inevitably to the conclusion that

:06:48. > :06:52.these defendants were guilty of this specific offence. This

:06:52. > :06:56.evidence does not fall into that category because it was evidence

:06:56. > :07:02.which favoured the defendants, rather than the prosecution.

:07:02. > :07:08.Therefore, that hurdle could not be crossed either. We heard it here

:07:08. > :07:14.that many people feel that justice will have failed without a retrial.

:07:14. > :07:19.Justice has not failed. The prosecution said that there existed

:07:19. > :07:24.evidence which might favour the defendants. The defence said they

:07:24. > :07:28.wanted it, the prosecution said, we understand it is no longer

:07:28. > :07:33.available and the judge had to decide whether that was an obstacle

:07:33. > :07:36.to a fair trial for the defendants. The judge kept his eye on whether

:07:36. > :07:42.the trip -- trial would be fairer not and came to the conclusion it

:07:42. > :07:48.would not. That is justice. How is it that files of evidence can go

:07:48. > :07:54.missing and then appear again? Was it that the evidence was not locked

:07:54. > :07:59.properly? What do you suspect may have happened? This was a case in

:07:59. > :08:04.which there were probably millions of pages of documents, bearing in

:08:04. > :08:11.mind the age of the original case and the age of the present case. I

:08:11. > :08:16.am not at all surprised that something went wrong with the

:08:16. > :08:22.disclosure provisions in this particular case, having regard to

:08:22. > :08:26.the volume of documents which had to be managed. I have a personal

:08:26. > :08:30.professional experience of managed large cases and finding there were

:08:30. > :08:38.documents which have not been disclosed to the defence, not

:08:38. > :08:42.through any abuse of process by anybody but simply human error.

:08:42. > :08:44.Thank you very much. Five officers with South Wales

:08:44. > :08:49.Police have been given written warnings for disobeying orders to

:08:49. > :08:51.stop pursuing a man who went on to crash into a wall and later died.

:08:51. > :08:54.The Independent Police Complaints Commission released its findings

:08:54. > :08:58.following yesterday's inquest into the death of 22-year-old Lee Lewis

:08:58. > :09:01.in 2008, in which a narrative verdict was recorded. South Wales

:09:01. > :09:07.Police say they'd taken "extensive action" to ensure staff were aware

:09:07. > :09:10.of expectations during pursuits. A murder inquiry is underway after

:09:10. > :09:14.a person died in a house fire in the village of Pentyrch on the

:09:14. > :09:17.outskirts of Cardiff in the early hours of this morning. An 18-year-

:09:17. > :09:21.old man has been arrested on suspicion of murder. Matt Murray

:09:21. > :09:25.reports. A fire investigation soon became a

:09:25. > :09:28.murder inquiry in the early hours of this morning. Scene of crime

:09:28. > :09:31.officers entered the property in this village on the outskirts of

:09:31. > :09:34.Cardiff. Many neighbours woke unaware of what had happened, but

:09:34. > :09:43.say the man who lived at the property only moved into the area

:09:43. > :09:49.just over a year ago. He was a very quiet man, just kept himself to

:09:49. > :09:54.himself now. We used to have a chat when the bend into each other but

:09:54. > :09:59.that is about it. It is a small community, it is a friendly

:09:59. > :10:03.community. It is just a shock. People who live on the streets say

:10:03. > :10:07.that in the early hours of this morning, they heard a car revving

:10:07. > :10:12.its engine. Shortly afterwards there was a sound of a crashed. It

:10:12. > :10:16.is believed that car hit this wall. Police and fire crews arrived at

:10:16. > :10:22.the scene shortly after. The general feeling today is one of

:10:22. > :10:26.disbelief. We woke up at 4am because we heard the police and

:10:26. > :10:30.everything and we wondered what was going on. I was a bit concerned

:10:30. > :10:35.about my neighbour who lives down the road. I just said to the

:10:35. > :10:39.detective, what is going on? He said there has been a very serious

:10:39. > :10:42.incident. An 18-year-man is still being questioned by police and,

:10:42. > :10:45.while inquiries continue, an incident room has been set up at

:10:45. > :10:49.Cardiff Central Police Station. Officers are urging anyone who may

:10:50. > :10:52.have witnessed what happened to come forward.

:10:52. > :10:55.The chair of the Assembly's Public Accounts Committee says the police

:10:55. > :11:00.should investigate allegations of financial corruption at Wales'

:11:00. > :11:03.leading race relations organisation. It comes after the All Wales Ethnic

:11:03. > :11:07.Minority Association had more than �3 million of funding suspended by

:11:07. > :11:16.the Welsh Government. The claims concern chief executive, Naz Malik,

:11:16. > :11:21.alleging he used the organisation's funds inappropriately.

:11:21. > :11:24.I certainly would welcome a formal police investigation. We are told

:11:24. > :11:27.that South Wales Police have been informed of the ongoing Welsh

:11:27. > :11:31.Government investigation but clearly some of these allegations

:11:31. > :11:33.are criminal in nature and I think the police should step in and get

:11:33. > :11:36.involved. A 26-year-old man has been remanded

:11:36. > :11:39.in custody, charged with the murder and rape of 67-year-old Irene

:11:39. > :11:42.Lawless from the village of Llanllwni in Carmarthenshire.

:11:42. > :11:49.Darren Martin Jackson, who lived in the same street, will appear before

:11:49. > :11:51.Swansea Crown Court next month. Bus services could be cut and fares

:11:51. > :11:55.increased following the Welsh Government's decision to reduce the

:11:56. > :11:58.subsidy it provides for local transport. Bus operators say they

:11:59. > :12:03.will struggle to maintain some routes once the amount of fuel duty

:12:03. > :12:08.they can reclaim is reduced in April. Councils say they've been

:12:08. > :12:12.given little time to prepare for the changes.

:12:12. > :12:16.Jenny Brooks is on her way home to Llangynog in Powys from her regular

:12:16. > :12:19.bus trip to Oswestry. Services like this are subsidised by the Welsh

:12:19. > :12:28.Government but, from April, it's reducing the fuel rebate it gives

:12:28. > :12:32.bus firms by 25%. That could put trips like this under threat.

:12:32. > :12:36.is the only service so it makes sense to use the bus. If you don't

:12:36. > :12:43.use it, you're going to lose it, but he would be very inconvenient

:12:43. > :12:47.if it was not on because I do shopping and that. It is very good.

:12:47. > :12:51.Bus operators say with the fuel duty rising, they have no option

:12:51. > :12:54.but to pass their extra cost on to local authorities but they are

:12:54. > :12:57.facing cutbacks of their own. The Welsh Government will also reduce

:12:57. > :13:01.its grant for local transport from �11 million to �8 million this year

:13:01. > :13:04.- a 27% decrease. The Welsh Local Government Association says the

:13:04. > :13:14.severity and suddenness of the cuts was unforeseen and the effect on

:13:14. > :13:18.services is likely to be severe. can't see what alternative that

:13:18. > :13:21.they have got apart from reducing the number of services which will

:13:21. > :13:31.be pretty catastrophic to the people of Powys. Those who have

:13:31. > :13:32.

:13:32. > :13:35.come to depend on the local bus network. The Welsh Government says

:13:35. > :13:38.operators in Wales have previously enjoyed more generous rates for

:13:38. > :13:40.standard diesel than in England and hopes firms can find ways to meet

:13:40. > :13:49.the needs of local communities. Those waiting at Caernarfon bus

:13:49. > :13:54.station today hope so too. I don't know what we would do without a bus

:13:54. > :13:58.service so we will keep our fingers crossed. In terms of the best

:13:58. > :14:03.prices, it does affect the way you travel around. If your car is

:14:03. > :14:06.broken down, you have got to use the bus. Bus firms in Wales have

:14:07. > :14:09.told us that schemes in England help to make up any shortfall in

:14:09. > :14:16.fuel rebates and that cuts there have been phased in gradually.

:16:23. > :16:29.closed and there wasn't work in the valley for the miners. Seen her

:16:29. > :16:36.relatives making headlines around the world, it's a proud moment for

:16:36. > :16:39.Irene. Her grandmother was her sister. Yes, I think it's a

:16:39. > :16:44.wonderful and obviously, if they hadn't gone to America, as chance

:16:44. > :16:49.would never have happened to them, you know, but we have met over the

:16:49. > :16:53.years, several times, and she's a lovely personality. It's a long way

:16:53. > :16:58.from Wales to the White House, and Mitt Romney's early advantage

:16:58. > :17:03.suffered in the latest primaries, but, while his American supporters

:17:03. > :17:06.tried to regain momentum, they can be sure of the continued support of

:19:58. > :20:01.under six foot four, so pretty tall for a girl. I think I was the

:20:01. > :20:04.height they wanted the guys to be. 27-year-old Chris Bartley is hoping

:20:04. > :20:07.to make into the lighweight four but after failing to defend the

:20:07. > :20:12.World Championship title last year, he knows there's plenty of work

:20:12. > :20:17.ahead. And the training is intense. It's always nice when you guys turn

:20:17. > :20:21.up. It's not always like this. It's cold and wet and windy. You

:20:21. > :20:25.wouldn't want to go out on the water but, yeah, a general day, we

:22:40. > :22:44.wasn't an option when I was in school. Like all PE students her

:22:44. > :22:46.age, Sian Spence has to demonstrate her ability at four sports. As

:22:46. > :22:56.Cemlyn Davies explains, it hasn't been easy preparing for an exam

:23:44. > :23:48.given her first lesson for her 12th birthday. Her grandmother was

:23:48. > :23:53.celebrating her 80th birthday at the same time and a sky dived

:23:53. > :23:59.together. She enjoyed it so much, she is deciding to sit and examine

:23:59. > :24:04.it as part of hippy GCSE course. friends know I like it. They were

:24:04. > :24:09.shocked I was allowed to do it. But people in my PE class for example

:24:09. > :24:14.said, you can't do that, it's not a sport. Even so, preparing has not
