:00:13. > :00:15.Welcome to Wales Today.. Two employees are questioned on

:00:15. > :00:25.suspicion of manslaughter over the blast at the former Chevron

:00:25. > :00:29.

:00:29. > :00:31.Tonight's other headlines... Airbus orders checks on its entire

:00:31. > :00:36.fleet of Superjumbos, after more cracks are found in the wings,

:00:36. > :00:40.which were made in Flintshire. So what impact could this have on

:00:40. > :00:50.the Broughton plant? The staggering rise in the number

:00:50. > :00:53.

:00:53. > :00:57.of oil thefts - up 500% in five years. I get so frustrated with

:00:57. > :01:00.some of the rabble which where outside today.

:01:01. > :01:04.These were among the comments that led to a no confidence vote in the

:01:04. > :01:07.leader of Carmarthenshire council. Meryll Gravell narrowly survives.

:01:07. > :01:14.Bradley Davies is banned for seven weeks after this tackle. He will

:01:14. > :01:22.miss the rest of the Six Nations. He knows it was a bit of a silly

:01:22. > :01:32.error to make. And the racecourse is the new stage

:01:32. > :01:33.

:01:33. > :01:36.for singer Sian Cothi. She is Two employees at the former Chevron

:01:36. > :01:41.oil refinery in Pembroke have been questioned by police about the

:01:41. > :01:43.explosion which caused the death of four people last summer. They have

:01:43. > :01:48.been questioned on suspicion of manslaughter by gross negligence,

:01:48. > :01:55.as part of investigation into the explosion. Caroline Evans is in our

:01:55. > :01:58.Cardiff newsroom. It was in June last year that this

:01:58. > :02:03.explosion happened. Four people were killed and one seriously

:02:03. > :02:06.injured when a storage tank exploded. Robert Broome, who was 48,

:02:06. > :02:13.Denis Riley, 52, Julie Schmitz, who was 54, and Andrew Jenkins, 33, all

:02:13. > :02:17.died. It was a disaster that has had huge

:02:17. > :02:22.impact on the community. 1.400 people work at the refinery, which

:02:22. > :02:27.is one of the largest in Europe. Two months after the explosion, it

:02:27. > :02:31.was sold to Valero Energy for more than 400 million.

:02:31. > :02:34.So what is the latest about the police investigation?

:02:34. > :02:37.The invesigation into what happened has been going on and today it has

:02:37. > :02:40.been confirmed that two employees of Valero Energy Ltd have been

:02:40. > :02:48.questioned under caution by police and that both interviews were in

:02:48. > :02:51.relation to potential offences of manslaughter by gross negligence. A

:02:51. > :02:53.police spokesperson says that one employee was interviewed on 24

:02:54. > :02:56.January and the other yesterday, but added that these interviews

:02:56. > :02:58.were part of the continuing joint police and Health & Safety

:02:58. > :03:01.Executive investigation, which is of "an extremely complex nature",

:03:01. > :03:11.which is why the statement continues with "no conclusions

:03:11. > :03:13.

:03:13. > :03:16.should be drawn from it at this stage".

:03:16. > :03:18.One of Wales' biggest employers, Airbus, is to carry out checks on

:03:18. > :03:26.its entire fleet of A380 superjumbos currently in operation,

:03:26. > :03:29.after more cracks were found in some of the wings. The company,

:03:29. > :03:39.which makes the wings at its plant at Broughton in Flintshire, says

:03:39. > :03:45.

:03:45. > :03:52.The A380 superjumbos is the largest passenger jet in the world. They

:03:52. > :03:58.are now carrying out checks on all the fleet. This is because of small

:03:58. > :04:07.cracks on the bracket which connects the skeleton in the wing

:04:07. > :04:17.with the wing itself. This was after a routine check on 20 of the

:04:17. > :04:24.

:04:24. > :04:34.It now means the rest of the current fleet, 48 other aircraft,

:04:34. > :04:38.will now be tested. One of them has been temporarily grounded. It is an

:04:38. > :04:44.issue which could present itself for very long period of time, but

:04:44. > :04:53.right now, in terms of the aeroplanes that are flying around

:04:53. > :04:59.the world, this is not a big problem. Airbus say the safety of

:04:59. > :05:05.the aeroplane is not affected. The EC permanent fix is will be carried

:05:05. > :05:10.out shortly. Any problems with the A380 superjumbos obviously have a

:05:10. > :05:15.global impact. Thefts of heating oil have

:05:15. > :05:19.increased over 500% in the last five years. It has coincided with

:05:19. > :05:22.massive prices rises. Figures released to BBC Wales, under a

:05:22. > :05:31.Freedom of Information request, showed there was the equivalent of

:05:31. > :05:41.one theft of oil every day by the end of last year. Roger Pinney is

:05:41. > :05:42.

:05:42. > :05:46.at a fuel depot in Bangor for us. Hear the send out Orwell to

:05:46. > :05:55.customers throughout north-west Wales. All this the, this is a very

:05:55. > :06:01.time of year, as the temperatures drop, the demand for oil rises. But

:06:01. > :06:07.there has been a huge spate of thefts. Even one of the smaller

:06:07. > :06:17.tanks will have hundreds of litres of oil sitting in it. Heating oil

:06:17. > :06:18.

:06:18. > :06:25.has become a target for thieves. The vicar it the Church says both

:06:25. > :06:34.his judges have fallen victim to Oriel thefts. There has been a

:06:34. > :06:43.spate of theft in this area. Not just the Church has been targeted.

:06:43. > :06:47.It is not just here. Elsewhere,, but mostly the rural areas, where

:06:47. > :06:56.people can often not be seen what they're getting up to, it has been

:06:56. > :07:06.a massive problem. The theft of heating oil is primarily, but not

:07:06. > :07:07.

:07:07. > :07:13.exclusively, in rural project. As the prices of oil have rocketed,

:07:13. > :07:20.saw her of the thefts. Five years ago, there were six the reported

:07:20. > :07:29.thefts. By two years ago, 260 had been reported. Last year, that had

:07:29. > :07:38.risen to 364. Farmers are particularly vulnerable. And I know

:07:38. > :07:43.of few that have been caught out. You're talking about the theft of

:07:43. > :07:53.400 or 500 each. When you have got to work hard to get it, then

:07:53. > :07:54.

:07:54. > :08:03.someone just comes to take it. means they you do not want to fill

:08:03. > :08:10.them up with oil. It has meant we will have to be very careful.

:08:10. > :08:15.were told that heating oil is fast- moving up as business's biggest

:08:15. > :08:20.costs. The thefts have risen from one a week to one a day and that

:08:20. > :08:24.figure is still increasing. And I believe this could maybe be the tip

:08:24. > :08:30.of the iceberg, because many people may be do not realise there has

:08:31. > :08:35.been stolen, but simply think that their tank has run dry. They should

:08:35. > :08:44.take note of when they bought the oil, how much has been used and

:08:44. > :08:48.keep an eye on how much their supply is going down. The

:08:48. > :08:57.representative from this heating oil company supplies homes around

:08:57. > :09:01.the region. All of their trucks now have the tracking device. This is

:09:01. > :09:05.because some customers have complained that oil has not been

:09:05. > :09:12.delivered, when a fact they actually had, but subsequently been

:09:12. > :09:19.stolen. We have got a delivery sensory between the computer which

:09:19. > :09:28.will track the truck from the storage depot to the house is

:09:28. > :09:35.involved. The main worry is about security and increased vigilance.

:09:35. > :09:39.This depot could not be more Secure. There is high fences and alarms,

:09:39. > :09:47.not to mention all the security cameras, but what can people or do

:09:47. > :09:56.they do not have the sort of things? Firstly, we would recommend

:09:56. > :10:04.a lock on the tank, maybe disguise their tanks in the garden with

:10:04. > :10:09.something. If they are thinking of having or oil installation in, make

:10:09. > :10:15.sure they do not put it in a prominent position. We offer a

:10:15. > :10:20.facility where a fuel alarm can be fitted. When the level suddenly

:10:20. > :10:30.drops, and alarm will call from the house, which would allow them to a

:10:30. > :10:33.

:10:33. > :10:38.possible theft. We have seen a large decrease in the size of

:10:38. > :10:46.orders. A lot of people used to order 1,000 litres, but they have

:10:46. > :10:56.now dropped that to 500. There will be so concerned about the value

:10:56. > :11:00.

:11:00. > :11:03.valuable commodity in their tank. It is all about security. They are

:11:03. > :11:08.saying that some drivers even felt they have been followed when they

:11:08. > :11:11.had been going out into rural areas. The leader of Carmarthenshire

:11:11. > :11:14.Council has narrowly survived a vote of no confidence. The motion

:11:14. > :11:18.was prompted by a controversial speech made by the leader during a

:11:18. > :11:28.visit to Llanelli last month. Meryl Gravelle says her comments at the

:11:28. > :11:29.

:11:29. > :11:37.event had been misinterpreted. I get so frustrated and so cross

:11:37. > :11:44.about some of the rabble who were outside today. Meryl Gravelle makes

:11:44. > :11:49.comments about the protesters outside. Today, a no confidence

:11:49. > :11:56.motion was brought forward after reviewed the footage. The see the

:11:56. > :12:03.leader of Carmarthenshire Council insulted not only the protesters,

:12:03. > :12:08.but every staff member in the council. If everybody worked as

:12:08. > :12:14.hard as us and women as enthusiastic as those, we would not

:12:14. > :12:19.have a problem at all. Meryl Gravelle has always said she did

:12:19. > :12:29.not mean to criticise her staff and said she has the backing of them.

:12:29. > :12:36.She survived the vote of no confidence. They have been very

:12:36. > :12:46.kind. The staff know that I did not mean that and they have been very

:12:46. > :12:50.supportive. The motion of no confidence was lost by five wards.

:12:50. > :12:56.Opposition leaders said that her comments when a nasty kick in the

:12:56. > :13:04.ft teeth for councillors. But her party say it was electioneering on

:13:04. > :13:11.their part. A it was not election leaving. She spoke as she spoke.

:13:11. > :13:17.She criticised the rabble outside and her own staff. She has been the

:13:17. > :13:21.leader of the Council for 13 years. It is may be no surprise that she

:13:21. > :13:27.could survive this, but perhaps she will be more careful with her

:13:41. > :13:46.make it look easy but the have caused strength. The remains of our

:13:46. > :13:49.industrial past scattered along the Wales forward Bradley Davies has

:13:49. > :13:52.been banned from playing in the rest of the Six Nations tournament.

:13:52. > :13:55.He has been suspended for seven weeks after pleading guilty at a

:13:55. > :14:05.disciplinary hearing to a dangerous tackle in last weekend's victory

:14:05. > :14:06.

:14:06. > :14:09.over Ireland. More from our sports It is the type of tackle the rugby

:14:09. > :14:13.authorities want to stamp out of the game so it has come as no

:14:13. > :14:17.surprise that Bradley Davies has been given a substantial ban. He

:14:17. > :14:27.appeared before independence Six Nations disciplinary committee

:14:27. > :14:29.

:14:29. > :14:34.today and they found him guilty of They ruled it was an offence at the

:14:34. > :14:38.top of the IRB's table sanctions. With a to tackle one of the game's

:14:38. > :14:47.current controversies the added another two weeks to add -- act as

:14:47. > :14:52.a deterrent. The ban was reduced by five weeks. He is banned from

:14:52. > :14:55.playing for club or country and so much of the 10-6 ruling out of the

:14:55. > :15:04.Six Nations Bertie will be available for the brews Heineken

:15:04. > :15:11.Cup quarter-final. -- Betty will be available. Bradley knows it was a

:15:11. > :15:18.silly mistake. We have got to do with that. We have trying to come

:15:18. > :15:22.into the second rd. -- we have Ryan Jones to come into the second row.

:15:22. > :15:25.The likely return of Dan Lydiate en Gethin Jenkins to the Wales pack

:15:25. > :15:28.this weekend has ease the blow slightly and Wales will be

:15:28. > :15:34.confident that there Parker be more than competitive despite losing

:15:34. > :15:38.another key forward. The question mark still time over Sam Warburton,

:15:38. > :15:43.he has not trained so far because of a dead leg. Well as are still

:15:43. > :15:49.likely to name in tomorrow in their team to face Scotland.S Wales.

:15:50. > :15:52.need to give him a bit more time. The signs are looking good. The

:15:53. > :15:59.medical team are confident he will be taking part in training on

:15:59. > :16:09.Friday. There is one man who won't be the 15 tomorrow. They hope

:16:17. > :16:19.criminals in Wales and England says he'd like to see Wales take the

:16:19. > :16:22.lead in introducing cameras in court. The Director of Public

:16:22. > :16:25.Prosecutions Keir Starmer says the scheme could be tested here because

:16:25. > :16:28.we are already leading the way in other areas. This week broadcasters

:16:28. > :16:31.called for the ban on filming in court to be lifted.

:16:31. > :16:34.British courts have a reputation for tradition. It is a place where

:16:34. > :16:37.pen and paper are preferred to the keyboard and computers and where

:16:37. > :16:44.the public gallery is the closest you'll come to witnessing justice

:16:44. > :16:48.first-hand. But things are changing. Amanda Knox won her appeal against

:16:48. > :16:51.her murder conviction in Italy in front of millions of people. Doctor

:16:51. > :16:57.Conrad Murray's conviction for the involuntary manslaughter of Michael

:16:57. > :17:03.Jackson got prime time billing on American TV. Now the government is

:17:03. > :17:07.looking to introduce cameras here. The plan is to start by filming

:17:07. > :17:09.judges in the Court of Appeal in London. However, there Director of

:17:09. > :17:18.Public Prosecutions Keir Starmer feels that after that, Welsh courts

:17:18. > :17:26.would be the perfect place to continue the pilot.

:17:26. > :17:32.Wales has shown already. In far as is so advanced already could it

:17:32. > :17:38.lead the way on introducing cameras in court? Wales has a track record

:17:38. > :17:42.of trial in the modernisation of criminal justice and I would

:17:42. > :17:45.certainly welcome any moves by a Wales to take the lead on this as

:17:45. > :17:49.well. The Crown Prosecution Service say this man, Geoff Thomas, based

:17:49. > :17:52.in Cardiff is already changing the way our trials take place. He's the

:17:52. > :18:01.first person in Wales and England to prosecute using this, a new

:18:01. > :18:05.computer being tested here. You can scroll through the pages.

:18:05. > :18:09.If they need to make any of the text bigger they can. They can

:18:09. > :18:12.shrink it down. The BBC, Sky and ITN have called on the Prime

:18:12. > :18:15.Minister to introduce a bill in the Queen's Speech lifting the ban on

:18:15. > :18:19.cameras in court. Journalists are already using twitter during trials

:18:19. > :18:22.to report proceedings as they happen. Chris Evans, the Labour MP

:18:22. > :18:31.for Islwyn and a member of the Justice Select Committee, backs a

:18:31. > :18:34.more open system but urges caution when it comes to cameras.

:18:34. > :18:39.I would qualify that statement was some sort of protection as I have

:18:39. > :18:41.said before for witnesses and in some cases the defendant.

:18:41. > :18:44.sensitivities around filming in court were highlighted recently

:18:44. > :18:47.when a judge in Cardiff jailed a man for using his camera phone

:18:47. > :18:50.during a trial. Cameras in court allow people to witness justice as

:18:50. > :18:54.it happens but some people think they hinder rather than help the

:18:54. > :19:04.process. Nonetheless, it may be that courts like this and in

:19:04. > :19:06.

:19:06. > :19:09.Cardiff are among the first to She is a familiar face on our

:19:09. > :19:13.television screens and has a long and successful career on the stage

:19:13. > :19:17.as a classical singer. Shan Cothi is well known across Wales and

:19:17. > :19:20.beyond. But now she's swapping the bright lights of the stage for the

:19:20. > :19:28.jodhpurs and saddle as she prepares to take to the racecourse in

:19:28. > :19:32.Cheltenham as a jockey. As the sun rises over Cowbridge it

:19:32. > :19:37.is another early start at the stables for Shan Cothi. This

:19:37. > :19:41.morning's routine of taking to the gallops is more than familiar. She

:19:41. > :19:45.is preparing for a once-in-a- lifetime experience which will take

:19:45. > :19:52.it to the world famous racecourse in Cheltenham. A dream for many

:19:52. > :20:02.budding jockey but why? As -- that is a very good question! It goes

:20:02. > :20:07.back to when I started to work with a charity. They asked me over a

:20:08. > :20:12.glass of wine how about taking part in a charity run. I said fine. I

:20:12. > :20:17.had no idea of the hard work and commitment it takes. This raised

:20:17. > :20:23.aims to raise money for a cancer charity, a topic it is close to her

:20:23. > :20:31.heart. She lost her has spent a pancreatic cancer in 2007. Since

:20:31. > :20:34.then she has raised over 140,000 for her own charity. 220,000 people

:20:34. > :20:39.will visit the festival in Cheltenham, highlighter the jump

:20:39. > :20:44.racing calendar. She will be competing in the same Patrick they

:20:44. > :20:52.charity Derby, one of 12 taking part. What is the expert opinion on

:20:52. > :20:58.her progress? Tim Vaughan is her trainer. He has to lead of 50 wins

:20:58. > :21:03.to date. It is a mammoth task where she has taken on. Shan Cothi is a

:21:03. > :21:09.huge character, very determined. She never ceases to amaze me. The

:21:09. > :21:15.course has got lot of undulations, it is a tough uphill finish and she

:21:15. > :21:21.has to have her wits about her. To go from riding on the gallops and

:21:21. > :21:27.then taking on to Cheltenham, I don't think people can appreciate

:21:27. > :21:30.the challenge she has undertaken. It is 9 o'clock come this is her

:21:30. > :21:35.second session on the gallops today. A cause in Cheltenham is a mile-

:21:35. > :21:39.and-a-half long as you will be racing on 15th March. There will be

:21:39. > :21:44.plenty more early mornings ahead. She has raised in Ascot and closer

:21:45. > :21:49.to home in Ffos Las. She admits she is still neuter the racing world.

:21:49. > :21:52.The jockeys make it look easy but that is the art. You have to have

:21:52. > :21:57.that core strength because these horses want to gallop. If you can't

:21:57. > :22:03.hold them you are in trouble. It is very well getting selected for this

:22:03. > :22:07.race but the course has got such history, it is fantastic. It is

:22:07. > :22:12.like a natural amphitheatre. The crowd can see all the horses go

:22:12. > :22:22.around the course. As another training session comes to amending

:22:22. > :22:24.

:22:24. > :22:33.Cowbridge the Jenita culprit -- There was some snow on the ground

:22:34. > :22:37.Not everywhere will get it, it depends where you live. Parts of

:22:37. > :22:44.South Wales, powers of Monmouthshire and most at risk of

:22:44. > :22:47.seeing snow tomorrow. This picture was taken today. Flying from

:22:47. > :22:52.Anglesey to Cardiff. In light covering of snow on the Brecon

:22:52. > :22:56.Beacons. Tonight will be dry with clouds spilling across most of the

:22:56. > :23:01.country and part of the north and Ceredigion will stay clear. Last

:23:01. > :23:11.night temperatures fell as low as minus mark eight degree Celsius.

:23:11. > :23:14.

:23:14. > :23:19.Tonight's generally, frost-free. Temperatures below freezing in some

:23:19. > :23:25.places with some frost. Plenty of cloud around and dried but there

:23:25. > :23:29.will be a little rain lurking in the Irish Sea. It tries start

:23:29. > :23:33.tomorrow, brighter very time the cloud will increase and thicken as

:23:33. > :23:36.we go through the day. There will be some rents breading in from the

:23:36. > :23:44.north-west during the afternoon and does this falls also the frozen

:23:44. > :23:49.ground there is a risk of eyes. Another cold day tomorrow, we might

:23:49. > :23:56.see Six degrees on Pembrokeshire. Tomorrow might comment a Friday,

:23:56. > :24:00.cloudy with outbreaks of rain, misty. Some snow as possible. The

:24:00. > :24:05.Met Office has issued a warning, it is a yellow warning which means

:24:05. > :24:12.beware. At the moment parts of South Wales, powers, Monmouthshire

:24:12. > :24:17.are at risk from having five centimetres of snow. Possibly more
