:01:11. > :01:14.sexual predator has been jailed indefinitely after trying to kidnap

:01:14. > :01:20.a teenager just weeks after he was released from prison for a similar

:01:20. > :01:24.offence. Eifion Royle was living at a probation hostel when he tried to

:01:24. > :01:30.abduct the 19-year-old in Bangor last September. Today, a judge

:01:30. > :01:35.warned he may never be set free. Matt Murray reports.

:01:35. > :01:38.Two per described as a sexual predator and a danger to women,

:01:38. > :01:42.this is a Eifion Royle being jailed eight years ago after trying to

:01:42. > :01:46.kidnap a 19-year-old cyclist, just weeks after being released for this

:01:46. > :01:51.crime, and still living in a bail hostel, he carried out a similar

:01:51. > :01:56.attack. He had been an -- in and out of jail for decades. His

:01:56. > :02:02.offences date back to the 1980s. 30 years ago he was convicted of an

:02:02. > :02:06.indecent assault on a 9-year-old girl. In 2004 he was jailed after

:02:06. > :02:10.he abducted in 19-year-old cyclist on a country lane in Snowdonia. She

:02:10. > :02:16.only managed to escape when she jumped from his moving car. In 2008

:02:16. > :02:19.he was released from prison, but recalled a for trying to meet young

:02:19. > :02:22.women in it used to -- Eastern Europe. In 2010 he was recalled

:02:23. > :02:27.once again because he was believed to be a risk to the public. A year

:02:27. > :02:31.later he was out of prison after serving his sentence. Three weeks

:02:31. > :02:35.after being released, he once again attempted to abduct a 19-year-old

:02:35. > :02:43.girl who was walking along this street in Bangor in September last

:02:43. > :02:48.year. Eifion Royle's victim was walking home alone after a barbecue

:02:48. > :02:52.at a friend's house. She spotted him staring at her. At that point,

:02:52. > :02:57.he tried to grab her and forced her into a car. She screamed and

:02:57. > :03:01.managed to escape. She then alerted police. Knowing his history, the

:03:01. > :03:06.police immediately went to the hostel in Bangor and arrested him.

:03:06. > :03:09.He had been reading books about kidnapping and sexual abuse. Today,

:03:10. > :03:12.the Parole Board said it would not comment on individual cases. On

:03:12. > :03:16.sentencing Eifion Royle, the judge said he had shown little remorse

:03:17. > :03:23.for his latest events, and TV continues to remain a risk, he may

:03:23. > :03:27.never be released from prison. We will soon get a letter telling

:03:27. > :03:32.us how much our council tax is for the next year. It is expected to

:03:32. > :03:37.rise by a record low demand. Figures from the Local Government

:03:37. > :03:44.Association shows that in Wales, the increase for 2012 - 13 will be

:03:44. > :03:49.2.1%. Lest it has some places in detail. In Conwy, a 4% rise is

:03:49. > :03:54.expected. On Anglesey, the figure is 5%, the highest in Wales. In the

:03:54. > :03:58.south, generally lower rises with Cardiff's for the standing at one

:03:58. > :04:05.point 4%, while three councils - Swansea, Caerphilly and

:04:05. > :04:07.Monmouthshire, expect a council tax freeze.

:04:07. > :04:12.From waste collection to leisure centres to street lighting, the

:04:12. > :04:15.council tax payers for many of our local services. Despite squeezed

:04:16. > :04:22.budgets, the body which represents local authorities predicts an

:04:22. > :04:28.average rise of 2.1% in Wales in 2012 - 13. This record low figure

:04:28. > :04:34.is on the basis of data from 18 of our 22 councils. It is good news.

:04:34. > :04:38.Clearly, councils are responding to the very difficult economic

:04:38. > :04:44.conditions out there, particularly pressures on household budgets.

:04:44. > :04:49.People are very sensitive to the impact of pay cuts, inflation and a

:04:49. > :04:55.range of other factors. There is a distinct North-South difference to

:04:55. > :05:01.the increases. Three councils face rises of between 3% and 4%, whilst

:05:01. > :05:06.the largest rise it is in Anglesey at 5%. Over the years we have kept

:05:06. > :05:10.the late -- rate low, but on the other hand, we need to look after

:05:10. > :05:16.services and we must maintain our services at the present level. To

:05:16. > :05:20.do this, we have got to raise the rate, unfortunately. By contrast,

:05:20. > :05:26.in the south, Swansea, Caerphilly and Monmouthshire anticipate no

:05:26. > :05:31.rise at all. News that went down in Chepstow today. It is good to hear.

:05:31. > :05:38.Yes. We pay quite a lot as it is. Everyone is just skint and they

:05:38. > :05:47.can't afford it. I live out in the sticks, so I am always a bit more...

:05:47. > :05:50.I don't get as much as the town's folk. We pay enough already.

:05:50. > :05:54.Council tax has been frozen in England. The Welsh government opted

:05:54. > :05:57.to use almost �39 million from the Treasury to improve school

:05:57. > :06:01.buildings and create apprenticeships instead of freezing

:06:01. > :06:06.it here. The Conservatives disagree with that. The question is, who is

:06:06. > :06:10.best to spend this money? You the individual, or some bureaucrat in

:06:10. > :06:15.civic offers all Welsh government? I believe we should have frozen

:06:15. > :06:19.council tax. The money was made available by at Westminster. A both

:06:19. > :06:25.the Welsh government and the W LGA argue that, even without a freeze,

:06:25. > :06:28.council tax bills are lower here than in England. �275 less for an

:06:28. > :06:31.average household. That is an argument for voters to ponder in

:06:31. > :06:35.the run-up to council elections in May.

:07:58. > :08:00.- that is down 3000 on the quarter. The reduction in Wales has been

:08:00. > :08:02.welcomed, but business groups and politicians believe it still

:08:02. > :08:12.remains unacceptably high. Here's our Business Correspondent Nick

:08:17. > :08:21.recycling plant have been left silent for now after hitting

:08:21. > :08:25.financial difficulties. The administrators have been called

:08:26. > :08:31.into plastics sorting near Blackwood. They are hopeful of

:08:31. > :08:34.finding a buyer. Companies going into administration is the big fear.

:08:34. > :08:38.It has happened at one of the biggest companies in Wales,

:08:38. > :08:42.Peacocks, but it is happening in other places as well. They are not

:08:42. > :08:46.necessarily hitting the headlines. The effect is the same. Here at

:08:46. > :08:54.this recycling centre, nearly 30 jobs have been lost. It is not

:08:54. > :08:59.clear whether a buyer can be found. Relatively small losses like this

:08:59. > :09:03.have been replicated elsewhere. Today's figures give an indication

:09:03. > :09:08.of what happened in the Welsh jobs market in 2011. It began quite

:09:08. > :09:12.strongly, but figures rose sharply in the summer and autumn, before

:09:12. > :09:17.coming under control again towards the end of the year. The figures

:09:17. > :09:21.are still high by any reckoning. This mixed picture is being

:09:22. > :09:26.reflected on the ground. In recent weeks, Virgin Media has announced

:09:26. > :09:32.it is taking on 250 people in Swansea, while Lloyds Banking Group

:09:32. > :09:35.is making 200 losses in Cardiff and Newport. And more than 1000 jobs at

:09:35. > :09:39.Peacocks are still under threat in Wales as a buyer is sought for the

:09:40. > :09:44.company. Efforts are being made to try to create employment. This

:09:44. > :09:48.awards ceremony was held in Cardiff today, to celebrate young

:09:48. > :09:53.entrepreneurs. The winners who ran a translation company said success

:09:53. > :09:58.can be achieved, despite difficult times. It was difficult. People

:09:58. > :10:02.told us not to do it. They said it was too risky, the economic climate

:10:03. > :10:07.was not conducive to starting a brand new company. But we ignored

:10:07. > :10:12.them, we took what we think is a calculated risk, and it paid off.

:10:12. > :10:14.There is a lot of doom and gloom around. I think there needs to be

:10:14. > :10:18.more encouragement that people can achieve things if they put their

:10:18. > :10:24.minds to it. We have had sheer determination to get where we have

:10:24. > :10:29.got to. The champagne corks are not pot -- popping in today's Market,

:10:29. > :10:32.but many believe it could be worse. It is going to feel very different,

:10:32. > :10:36.isn't it, for people who were out there looking for a job and

:10:36. > :10:39.struggling to find work? Yes, on the day that the unemployment

:10:39. > :10:42.figures have come out, a lot of people have something to say and

:10:42. > :10:46.many have referred to the competitive nature of the jobs

:10:46. > :10:49.market. We have spoken about the issue of youth unemployment and

:10:49. > :10:53.this catch 22 situation - young people needed spirit to get a job

:10:53. > :10:58.but can't get that experience. I have spoken to a recruitment

:10:58. > :11:03.consultant who said that in Wales a lot of people who do have jobs

:11:03. > :11:06.could be in things like agency work, they could be doing part-time work,

:11:07. > :11:11.and they could be on temporary contracts because the employers

:11:11. > :11:14.don't have that much confidence in their order book, looking past six

:11:14. > :11:18.months or so, and as a result are not prepared to offer permanent

:11:18. > :11:21.contracts at the moment. What I employers saying at the moment?

:11:21. > :11:25.They are saying that some people are reasonably confident. It is

:11:26. > :11:32.worth saying that the unemployment rate in Wales at 9% is better than

:11:32. > :11:34.many other parts of the UK. The North of England, for example, is

:11:34. > :11:39.substantially higher in unemployment and Wales. And even

:11:39. > :11:42.London. Within that there are encouraging signs, and 20,000 more

:11:42. > :11:46.people are in employment on the quarter with our latest figures,

:11:46. > :11:52.which shows that at least there is some private sector job creation

:11:52. > :11:55.going on, but whether it is enough is another matter. The man accused

:11:55. > :11:58.of murdering a teenager from Newport to was two weeks away from

:11:58. > :12:01.giving birth has denied he was obsessed with her. 27-year-old Carl

:12:01. > :12:08.Whant has been giving evidence at his trial at Newport Crown Court.

:12:08. > :12:16.Kate Scott-Williams reports. Nikitta Grender was just two weeks

:12:16. > :12:23.away from giving birth to her first child when she died. Her baby girl.

:12:23. > :12:28.The man accused of murdering her is Carl Whant, the cousin of Nikita's

:12:28. > :12:32.boyfriend. He told the jury he had known Ryan all his life and they

:12:32. > :12:36.did everything together. He said he thought Nikita was all right, but

:12:36. > :12:39.denied having an obsession with her. Hours before Nikitta Grender was

:12:39. > :12:45.murdered, Carl Whant took Ryan Mayes back to the flat he shared

:12:45. > :12:50.with Nikita after finishing work. Carl Whant told the jury that Rhine

:12:50. > :12:53.invited him to have sex with Nikita. It was just one of those things.

:12:53. > :12:58.Carl Whant failed to mention this and his initial police interviews,

:12:58. > :13:02.saying he did not want to cause embarrassment. Later that night,

:13:02. > :13:07.Carl Whant and Ryan Mayes went out with friends. The jury was shown

:13:07. > :13:10.CCTV footage of them in a pub. It was here that Carl Whant said he

:13:10. > :13:14.was upset by a man who spilt his pint, and that a woman had to

:13:15. > :13:18.restrain him from chasing after him. This is how he explained scratch

:13:18. > :13:22.like marks on his wrist to his govern the next day. The group

:13:22. > :13:26.ended up at a house party and will be and -- early hours of the

:13:26. > :13:30.morning. Carl Whant said he left the party at around 5:00am to go to

:13:31. > :13:35.his grand mother to get some cigarettes. When he failed to wake

:13:35. > :13:39.up, he returned to the House Party empty handed. He told the court,

:13:39. > :13:42."instead of taking the shortish route he took a longer tried

:13:42. > :13:45.because he did not want to be stopped by the police because he

:13:45. > :13:50.had been drinking and taking drugs". When Carl Whant drove ran back to

:13:50. > :13:53.his flat, he said they saw the fire engines and police before they

:13:53. > :14:00.realised what had happened. Carl Whant denies all the charges

:14:00. > :14:03.against him and he will continue Still to come in the programme:

:14:09. > :14:15.the busiest team in the UK. And we are in Sheffield to meet two

:14:15. > :14:18.young athletes who have already put a place at the London Olympics.

:14:18. > :14:21.There's been a safety warning from firefighters after an incident in

:14:21. > :14:25.which they believe an eight-year- old boy was burnt after using

:14:25. > :14:29.candles to make a games console work. Kieran Davies from Ammanford

:14:29. > :14:32.is recovering in a specialist burns unit. His family says it's not

:14:32. > :14:36.clear yet what happened. They've been speaking to our reporter

:14:36. > :14:39.Rhodri Lewis. Kieran Davies was upstairs in his

:14:39. > :14:47.bedroom on Monday evening when the fire began. His stepfather said he

:14:47. > :14:57.heard screaming and raced to help. I ran in, so he was covered in

:14:57. > :15:01.flames, so I put him out, whips that he should off, took him

:15:01. > :15:05.straight... My girlfriend phoned for an ambulance, I took him into

:15:05. > :15:09.the bathroom to put called water over him because that is what they

:15:09. > :15:12.tell you to do. And then we had to wait for the services to come out.

:15:12. > :15:16.Fire Officers believe the eight- year-old had been playing with his

:15:16. > :15:19.Wii games console. They understand tea lights had been used in place

:15:19. > :15:22.of a sensor on the machine which was broken. The games consoles have

:15:55. > :15:58.Hospital in Swansea with burns to his chest and arms. His family say

:15:58. > :16:01.he's too upset to talk about what happened, but they denied the fire

:16:01. > :16:10.service's claim he'd been allowed to play with matches. They say it's

:16:10. > :16:14.impossible to say how the fire started. I don't understand why my

:16:14. > :16:18.nephew would do that because he's not one to play with fire or play

:16:18. > :16:22.with candles. Kieran's already had a skin graft from his leg to help

:16:22. > :16:32.treat the burns. He's expected to stay in hospital for at least two

:16:32. > :16:37.weeks. A community group has been moved

:16:38. > :16:42.from a hotel in Swansea. A judge ordered them to leave the Dolphin

:16:42. > :16:46.Hotel. The group said it was serving the community by organising

:16:46. > :16:49.a cafe. They risk their own safety in

:16:49. > :16:52.rescue operations around the clock, every day of the year. Now, the

:16:52. > :16:56.work of the RAF search and rescue teams have been captured on camera
